2 FAST TRACK WORKSHOP OBJECTIVES TO UNDERSTAND: 1. WHY ARE CRITICAL PATH ( FAST TRACK ) DESIGN SUBMITTAL PACKAGES ALLOWED 2. WHEN IS FAST TRACK ALLOWED 3. WHEN IS THE CONTRACTOR ALLOWED TO START WORK 4. WHEN IS THE CONTRACTOR NOT ALLOWED TO START WORK 5. ACTIONS REQUIRED WHEN FAST TRACK DESIGN DOES NOT MEET THE RFP REQUIREMENTS. 2

3 WHY ARE FAST TRACK DESIGN PACKAGES ALLOWED? 1. So that the Government doesn t delay the Contractor by requiring a Final Design for the entire project before they can start construction. 2. Allows the Contractor to start construction work earlier on certain elements of the project concurrent with design development of other parts of the project. 3

7 FAST TRACK DESIGN PACKAGES 7 RFP 2 - SECTION DESIGN SUBMITTAL PROCEDURES : Design Submittal Packages The Government prefers to review for Quality Assurance (QA) as few submittal packages as possible. Site and Building Design Submittal Packages are required, however Critical Path Design Submittals are acceptable if they are substantiated as having an impact to the critical path in the Government approved Network Analysis Schedule. A Critical Path submittal shall include all design analyses, drawings, specifications and product data required to fully describe the project element for Government review. Examples of project elements that may be submitted as Critical Path Design Submittal Packages are: Master Plan Design, Demolition Design, Foundation Design, Structural Design, Building Enclosure Design, Remaining Work Design, Furniture/Equipment Design, long lead items, or any other construction activity or project element that can be organized into a submittal package that can be reviewed and approved by the Government without being contingent upon subsequent design submittals.

8 WHEN IS THE CONTRACTOR ALLOWED & NOT ALLOWED TO START WORK? RFP 2 - SECTION DESIGN SUBMITTAL PROCEDURES : Contractor Construction Actions: Upon submission of sealed and signed design documents certified by the DOR, the Design Quality (DQC) Manager and the Quality Control (QC) Managers, the Contractor may proceed with material and equipment purchases, fabrication and construction of any elements covered by that submittal [, except as specified in the following paragraph] Exception to Contractor Construction Actions: The Government will approve the following final submittals before the Contractor shall be allowed to proceed with construction: a. [Seismic Damping Systems] b. [Historical Preservation] c. [Other unique/critical items] Notes: 1. QC Plan must also be approved by the Government before starting construction work. 2. By default Government approval is not required before construction. Consult with technical team to edit. 8

9 ACTIONS REQUIRED WHEN FAST TRACK DESIGNS DO NOT MEET THE RFP RFP 2 - SECTION DESIGN SUBMITTAL PROCEDURES : c Submittals marked "revise and resubmit" or "disapproved" indicate submittal is incomplete or does not comply with design concept or requirements of the contract documents and shall be resubmitted with appropriate changes. If work has been started on the unacceptable portion of the design submittal, the Contractor shall propose corrective action. No further work shall proceed until the issue is resolved in a manner satisfactory to the Government. 9

10 TAKEAWAYS 1. THE CONTRACTOR DOESN T NEED GOVERNMENT APPROVAL OF THE FINAL DESIGN PACKAGES BEFORE STARTING WORK, EXCEPT FOR SUBMITTALS IDENTIFIED IN 2 THAT ARE RESERVED FOR GOVERNMENT APPROVAL. 2. THE CONTRACTOR NEEDS TO PROVE THAT FAST TRACK DESIGN PACKAGES HAVE AN IMPACT TO THE SCHEDULE. GOVERNMENT PREFERS TWO MAXIMUM. 3. FAST TRACK DESIGN PACKAGES MUST NOT BE CONTINGENT UPON SUBSEQUENT DESIGN SUBMITTALS. STAND-ALONE PACKAGES 4. STOP WORK IF FAST TRACK DESIGN DOES NOT MEET RFP (PORTIONS THAT DON T MEET THE RFP). 10
