1 E-NEWSLETTER November 23, 2016 From The City of Sea Isle City, New Jersey MAYOR S MESSAGE: On November 12, I was honored to speak during a Sea Isle City Taxpayers Association s meeting, which was held inside the Sea Isle City Library. It was a very productive gathering and we discussed a number of topics, including Sea Isle s plan to address flooding, our beaches and beach regulations, bicycles, future commercial development and other important subjects. My thanks go to President Mary Tumolo and the other members of SICTA for their warm welcome on November 12. If any other local organization would like me to speak during one of their meetings, I will be happy to attend just phone my office. As a reminder, contact information for City employees and elected officials can be found on Sea Isle s municipal website, Autumn has flown by, and now our nation is about to celebrate Thanksgiving and the arrival of the holiday season. As is the case each November and December, we have many seasonal activities taking place here in Sea Isle City. One event that s near-and-dear to my heart is our annual Mayor s Holiday Toy and Food Drive, during which we collect unwrapped toys, gift cards and non-perishable food items for local families in need. If you want to make this Christmas more cheerful, you can bring a toy or food item to City Hall or one of several other drop-off locations around town. Then, in December, a small army of elves will personally deliver the gifts to designated families prior to Christmas Day. Please see the Toy and Food Drive section of this newsletter for more details. If you want to get some exercise while supporting a good cause, please join us on Friday, December 9, at 7:00 p.m. on 63 rd Street for the Cape May County Police Chiefs Association s Holiday Dash 1-Mile Walk & Run, which will benefit this year s Mayor s Holiday Toy and Food Drive. Walkers and runners can drop-off their donations of toys and food during this fun charitable event and, if you wish, you can even walk or run with your donation and hand your gift to Santa Claus as you cross the finish line. Everyone is encouraged to wear their favorite holiday attire to the Holiday Dash, and afterwards we will present a prize to the most festive participant. I hope to see you on December 9! Another event many of us look forward to each year is Sea Isle s annual Holiday Extravaganza, which takes place during Thanksgiving Weekend at Excursion Park. Hosted by the Sea Isle City Chamber of Commerce and Revitalization, the Extravaganza begins on Friday night with a parade, ice-skating, a tree lighting ceremony with Santa Claus and other entertainment. The Extravaganza continues on Saturday with more iceskating and other family fun. I hope you can spend the entire Thanksgiving Weekend in Sea Isle City and bring your family to this wonderful celebration. To add more enjoyment to this year s holiday season, we have added a special mailbox in the lobby of City Hall for Letters to Santa Claus. The mailbox is accessible 24-hours a day, and anyone is welcome to use it when sending Saint Nick their Christmas wish lists no matter what your age! Just drop your letter in the box and we will ensure that it arrives at Santa s Workshop in the North Pole. Also, please notice Sea Isle s new winter banners, which are now hanging on light posts along JFK Boulevard and Landis Avenue. The wording on the banners gives thanks to our veterans, fire fighters, ambulance corps and police officers four groups

2 we should all remember in our prayers on Thursday and throughout the entire year. And, if you re driving along Landis Avenue near 26th Street, please notice the blue line that s been painted down the center of the road in support of our local police officers and law enforcement officials across the nation. This week s Shout Out goes to Dr. Joseph Giordano, a long-time local resident and former member of the Sea Isle City Beach Patrol, who had a successful dental practice for 33 years here in Sea Isle. Dr. Giordano has been an avid swimmer his entire life, and he recently won 17 gold medals in the Martin County Florida Senior Games. Congratulations Dr. Giordano keep on swimming! Desiderio CITY COUNCIL S MESSAGE: During the November 15 City Council meeting, Ordinance 1596 was introduced and had first reading. Ordinance 1596 was written to allow setback encroachments for architectural features commonly referred to as bump outs for new construction buildings on corner lots. This ordinance has been forwarded to the Planning Board for Master Plan Consistency review at its 12/12/2016 meeting. Council will have second reading and public hearing on December 13. Also on November 15, each resolution on the Consent Agenda was adopted, including Resolution 214, which authorizes a contract for utility reconstruction on 38 th Street (Central Avenue to Kneass Street). Resolution 218, which authorizes two co-op purchases of Rock Salt for use during the winter season. Resolution 220, which authorizes a Governmental National Cooperative Purchasing Program for the acquisition of a Natural Gas Engine Generator. Resolution 222, which authorizes the advertisement of a Request for Proposals for Professional Animal Control Services. Have a Happy and Healthy Thanksgiving Weekend! Best regards from the members of City Council, Council President Bill Kehner (wkehner@seaislecitynj.us) John Divney (jdivney@seaislecitynj.us) Frank Edwardi (fedwardijr@seaislecitynj.us) Jack Gibson (jgibson@seaislecitynj.us) Mary Tighe (mtighe@seaislecitynj.us) MASTER PLAN RE-EXAMINATION UPDATE: The draft master plan re-examination is available for review on the Sea Isle City municipal website Previously, the Planning Board s goal was to adopt the re-examination at their December 12 meeting, however, based on recent progress with advancement of a fair housing plan, the recommendation of the board solicitor and the contracted planner is to wait for completion of the housing element of the master plan re-examination prior to adoption. This will allow the re-examination to be adopted one time, rather than amending it after completion of the housing element. In order not to delay other items

3 that the planning board believes are worthy of attention, at the December 12 meeting it is expected that the board will discuss planning objectives and priorities not impacted by the housing element that should be submitted for consideration by the governing body and administration. PROJECT UPDATES: Utility Reconstruction, 36 th & 37 th Streets On March 26, 2015, City Council awarded a bid to Garden State General Construction in the amount of $431, for the utility reconstruction of 36 th Street & 37 th Street (from Cini Street to Landis Avenue). As of this date, all work has been completed. Due to the inclement weather over the winter, the area did not have sufficient time to settle therefore paving waited until fall. On October 25, 2016, City Council awarded a bid to Jerry & Son Excavating of Mays Landing, New Jersey, in the amount of $270,907. On November 2, 2016, a preconstruction meeting was held. Work will begin towards the end of the month on the concrete, when all road opening permits are secured. Utility Reconstruction, various streets On October 27, 2015, City Council awarded a bid to RTW Construction, of Southampton, New Jersey, in the amount of $744,713 for utility reconstruction at the following locations: 47 th Street from Landis Avenue to Promenade substantially completed. 49 th Street from Landis Avenue to Promenade substantially completed. 65 th Street from Landis Avenue to Central Avenue work has commenced again. 65 th Street from Landis Avenue to Pleasure Avenue substantially completed. 69 th Street from Landis Avenue to Central Avenue substantially completed. 76 th Street from Landis Avenue to Pleasure Avenue substantially completed. Work to install new sanitary main, sanitary laterals, new water main and water services on 47 th, 49 th, and 65 th (from Landis to Pleasure) and 69 th Street is completed. The work continues on 65 th Street (from Landis to Central) and is currently in the dewatering process towards Landis Avenue. Sea Isle Boulevard The Cape May County Board of Chosen Freeholders, at their May 13, 2014 meeting, awarded a $12.7 million contract to South State, Inc. for the Sea Isle Boulevard Improvement project that will raise the roadway by approximately 4.5-feet and otherwise reconstruct Sea Isle Boulevard. Traffic has been diverted to the south side of the boulevard; and the contractor has placed fill on the north side of the causeway to an average height of about 6.5-feet, which is 2-feet higher than the eventual height of the completed roadway. The additional 2-feet, which will be removed prior to the next construction phase, is surcharge to compress the underlying layers of soil. The goal is to obtain as much settlement as possible prior to paving on top of the new fill. The current plan is to start paving of the north side in late fall. The entrance to the northbound parkway has been reconfigured in order to provide room for eastbound vehicles to travel around vehicles making a left turn onto the parkway entrance. Motorists are advised to be aware of the revised traffic patterns in the construction zone and the reduced speed limit.

4 On September 13, at the City Council meeting, County Engineer Dale Foster led a presentation updating council and the public about the project and upcoming schedule of activities. The Power Point presentation that was shown at the council meeting is available to view on the City s website, (click the link in the City News section on the home page). Utility Reconstruction On October 11, 2016, City Council awarded a bid to F.W. Shawl & Sons Construction in the amount of $1,003,025 for utility work to various streets as listed below: 79 th Street Central to Roberts Landis Avenue 73 rd to 72 nd Landis Avenue 74 th to 76 th 78 th Street - Landis to Central 78 th Street Central to Roberts 81 st Street Central to Bay End 66 th Street Landis to Central 68 th Street Landis to Central 71 st Street Landis to Central 73 rd Street Landis to Central 76 th Street Landis to Central Work has begun on 73 rd to 72 nd Street on Landis Avenue. Please be aware of detours and road closings. Outfall Repairs On October 11, 2016 City Council awarded a bid to Larsen Marine, of Ocean View, in the amount of $90,047 for repairs to the Outfall located at 4516 Park Road. Work will begin when all necessary permits have been received. Bulkhead Construction On October 11, 2016 Council awarded a bid to Larsen Marine, of Ocean View, in the amount of $191, for bulkhead construction at 90 th and 91 st Streets. Work is still ongoing at 91 st Street. Since this work can only happen when the tide is low, this project continues. Upon completion, the company will move to 90 th Street with street end and sidewalk work to follow. The photo below shows work taking place on the 91 st Street bulkhead

5 Public Works Maintenance Garage 80 th Street & Central On March 23, 2016, City Council awarded a bid to Archetto Construction, of Vineland, NJ, to replace the roof, siding and insulation at this location. The large exhaust fan for the building has been installed. The final items related to this project are completed. Venicean Road Check Valve On April 26, 2016, City Council awarded a bid to RTW Construction, Inc., of Southampton, NJ, in the amount of $67, for the Venicean Road Check Valve Chamber Installation. The work for this project is expected to start within the next month. Storm Sewer Improvements-Kneass Street On July 12, 2016, City Council awarded a bid to Garden State Construction, of Clermont, NJ, in the amount of $414, for storm sewer improvements from 38 th to 40 th Street along Kneass, and running westward from Kneass along 38 th Street to the bay. The materials needed are on site and work continues with concentration on 38 th Street and the bay, when completed work will continue toward 39 th Street. The photos below show work taking place on Kneass Street on November 10 (top photo) and on November 11 HOLIDAY BEACH TAGS: Holiday Beach Tags are on sale now for $20 each at the City Hall Tax Collectors Office, 2 nd Floor, Monday thru Friday (9:00 a.m. to 4:00 p.m.). Holiday Tags are also on sale at the Welcome Center, 300 JFK Boulevard, Monday through Friday (9:00 a.m. to 4:00 p.m.) and Saturday (10:00 a.m. to 3:00 p.m.). Quantities are limited, so shop early!

6 MAYOR S HOLIDAY TOY & FOOD DRIVE: Mayor Desiderio s 24 th Annual Holiday Toy and Food Drive is now underway. Donations of unwrapped toys, non-perishable food items and gift cards are now being accepted at several locations around Sea Isle City, including City Hall (on the second floor and in City Council Chambers on the third floor), City Burger Restaurant, First Bank of Sea Isle City (Landis Avenue branch), Kix-McNutley s, Mrs. Brizzles Buns & Deli, Rick s Breakfast House and the Welcome Center. All items collected will be delivered to local families in need prior to Christmas Day. For more information, please phone (609) , ext LETTERS TO SANTA: It s now easier than ever to contact Saint Nick! Letters addressed to Santa Claus can be deposited in a special mailbox in the lobby of City Hall, located at 233 JFK Boulevard. All letters will be delivered to Santa at the North Pole prior to Christmas Eve. No postage is required, because Santa s mail is handled by a special Christmas delivery service. CHARITY COAT DRIVE: Mrs. Brizzle s Buns & Deli, located at 4601 Landis Avenue, is collecting gently worn and new coats for the Atlantic City Rescue Mission. Coats are accepted 7-days a week during Mrs. Brizzle s normal hours of operation. For more info, please phone Pam at ITALIAN-AMERICAN CLUB POINSETTIA SALE: The Sea Isle City Italian-American Club Women s Auxiliary 2016 Poinsettia and Wreath Sale will feature highquality plants, wreaths, grave blankets, pine roping, bows and other seasonal items. The event s Preview Sale will take place at the Italian American Club (next to the Sea Isle Bridge) on Saturday, November 26, from 9:00 a.m. to 1:00 p.m. Then, customers can pick-up their orders on Saturday, December 3, from 9:00 a.m. to 1:00 p.m. For more info or to place an order, phone or elvisotto@comcast.net. Proceeds from the Poinsettia and Wreath Sale benefit the Italian-American Club s charitable efforts. HOLIDAY HAPPENINGS: Holiday Extravaganza: Friday & Saturday, November 25 & 26, at Excursion Park. Holiday Stroll: Saturday, December 10, sponsored by the Chamber of Commerce and Revitalization, featuring Santa Claus, caroling and other family fun. Jitney service will be available from 10:00 a.m. to 2:00 p.m. ( ). Sea Isle City Fire Department Christmas Celebration for Kids: Wednesday, December 14, 6:30 p.m., in the Fire House (adjacent to City Hall, 322 JFK Boulevard). HISTORIC GIFTS FOR THE HOLIDAYS: The Sea Isle City Historical Museum welcomes visitors throughout the year. For more info about Sea Isle s Municipal alliance Committee, visit: TRASH & RECYCLING INFO: The Winter Curbside Trash and Recycling Collection Schedule is currently in effect, with one collection each week on the following streets: 1 st to 44 th Street = Wednesday 45 th to 70 th Street = Monday 71 st to 94 th Street = Tuesday Monthly Bulk Trash Collections (October through May): 1st to 44th Street = 1st Thursday of each month 45th to 70 th Street = 2nd Thursday of each month 71st to 94 th Street =3rd Thursday of each month Brush = 4th Thursday of each month Don t Forget: The City will not collect carpeting or other construction materials, propane tanks, tires or batteries. Sea Isle City is a Single Stream Recycling Community, which means residents can combine all of their recyclable materials (paper, cans, glass and plastics) in one curbside collection bin. Recycling is not just a good idea it s the law in Sea Isle City.

9 Sea Isle City s Trash and Recycling Depot, located next to the Bridge on JFK Boulevard, is open seven days a week (7:15 a.m. - 2:45 p.m.). The Depot will be closed on holidays (except New Year s Day, Presidents Day, Memorial Day, Independence Day and Labor Day). The Depot will accept drop-offs of trash and recycling, however Bulk Trash is not accepted at that location. Free Refrigerator Magnets with a complete list of Sea Isle City s year-round trash and recycling information are now available at the Public Works Building, 3905 Central Avenue, and at the Welcome Center, 300 JFK Boulevard.
