1 E-NEWSLETTER June 8, 2017 From The City of Sea Isle City, New Jersey MAYOR S MESSAGE: If Memorial Day weekend was any indication, Sea Isle City is looking at a banner summer. There s truly something for everyone here, which was evident by the fact that so many people of every generation could be seen enjoying all we have to offer as this year s summer season got underway. As I have stated time and again, keeping Sea Isle safe and clean is a top priority for the City s Administration and that will always be the case. In addition to responding to any emergency call, our police and other first responders are some of the best ambassadors for Sea Isle City! When you see them out and about on the promenade, beach or anywhere in our community, please feel comfortable asking them any questions you may have. Whether you are here year-round, during the summer months or just for the day, we want you to feel at home. And speaking of ambassadors, the Sea Isle City Beach Patrol is another local organization that continually represents our community with honor and integrity. Our lifeguards are literally there for us every day during the summer season, and their number one goal is to keep our beaches safe. With that in mind, this year the SICBP has created a new system to alert beach-goers of daily surf conditions. This summer, look for brightlycolored flags mounted to each lifeguard stand that will let you know what to expect when you enter the ocean. Green flags indicate Low Hazard (Calm Conditions, Exercise Caution); Yellow flags mean Medium Hazard (Moderate Surf and/or Currents); and Red flags will be flying when there is a High Hazard (High Surf and/or Strong Currents). Just like all other City employees, our lifeguards are here to serve so don t hesitate to speak with them if you have any questions or concerns. You can also visit the Beach Patrol s website, to learn more about Sea Isle s beaches and beach regulations. Looking ahead, Skimmer Festival Weekend will be here before we know it so mark your calendars now and plan to be in Sea Isle on June 17 & 18 during Fathers Day Weekend. Skimmer Weekend will feature a giant vendors market along the Promenade, a fantastic food court, free amusement rides at Excursion Park and other free family entertainment on Saturday, and free guided historical trolley tours, live music and an antique auto show on Sunday. The first goes to Liz Pane, who was recently named the Sea Isle City Italian-American Club Women s Auxiliary s 2017 Person of the Year due to her tremendous devotion to our community. 2 CITY COUNCIL S MESSAGE: During the May 30 City Council meeting, Ordinance 1610 failed to be introduced. This ordinance was written to amend the current Sidewalk Dining Ordinance and extend the hours of operation for Sidewalk Dining from 11:00 p.m. to 12 midnight. However, Ordinance 1610 lacked the majority of votes necessary to pass; therefore, Sidewalk Dining hours will remain the same in Sea Isle City. Each of the Resolutions on the May 30 Consent Agenda was adopted, including Resolution 086, which authorized the award of a professional services contract to EMS Consulting, a firm that will continue to assist the Administration as Sea Isle s Volunteer Ambulance Corps converts to a paid Ambulance Division. Resolution 087, which authorized the award of a professional services contract for Utility Reconstruction on various streets throughout the City, including 72 nd Street (Landis to Central), 81 st Street (Landis to Central), 62 nd Street (Landis to Pleasure), 53 rd Street (Landis to Promenade), 54 th Street (Landis to Promenade), 55 th (Landis to Promenade), 57 th Street (Landis to Promenade), 48 th (Central to Park), and 52 nd (Landis to Promenade) Resolution 089, which authorized a BINGO Application for the Sea Isle City Italian-American Club. Resolution 090, which authorized a State contract for the purchase of two (2) marked 2017 Ford Police Interceptors (all wheel drive vehicles) and Emergency Equipment for those new vehicles. Resolution 091, which authorized the Declaration of Surplus Property (several outdated City vehicles) to be sold on GovDeals.com online auction. Resolution 092 and 093, which authorized participation in a National Joint Powers Alliance for the purchase of a new trash truck, backhoe and other equipment for the Department of Public Works. Resolution 094, which authorized the even exchange of unwanted municipal equipment between the City of Sea Isle City and the community of Belleplain, NJ. Resolution 095, which authorized the deposit of $1000 into an escrow account to keep the City compliant with current Affordable Housing requirements. Resolution 096, which authorized a Closed Executive Session for the purpose of discussing pending litigation (8600 Landis Avenue vs. Sea Isle City). During the Pending Business portion of the May 30 City Council meeting, Councilwoman Tighe requested that the Administration give Council an update regarding the City s handling of teenagers loitering on the Promenade during the summer months. SICPD Chief D Intino will deliver that report during the June 13 City Council meeting. 3 PROJECT UPDATES: Road Reconstruction, 36 th & 37 th Streets On October 25, 2016, City Council awarded a contract to Jerry & Son Excavating, of Mays Landing, New Jersey, in the amount of $270,907. On November 2, 2016 a preconstruction meeting was held. The project is complete. Fall Utility Reconstruction various streets On May 10, 2017, City Council awarded a contract to Perna Finnegan, Inc., of Vineland, New Jersey, in the amount of $1,247, for utility reconstruction on the following locations: 72 nd Street from Landis Avenue to Central Avenue 81 st Street from Landis Avenue to Central Avenue 62 nd Street from Landis Avenue to Pleasure Avenue 53 rd Street from Landis Avenue to the Promenade 54 th Street from Landis Avenue to the Promenade 55 th Street from Landis Avenue to the Promenade 57 th Street from Landis Avenue to the Promenade 48 th Street from Central Avenue to Park Road 52 nd Street from Landis Avenue to the Promenade Work will begin on this project in the fall of Road Reconstruction various streets On March 28, 2017, City Council awarded a contract to Arawak Paving Co., Inc., of Hammonton, New Jersey, in the amount of $443,700 for reconstruction of the asphalt roadway at the following locations: 47 th Street from Landis Avenue to Promenade 49 th Street from Landis Avenue to Promenade 65 th Street from Landis Avenue to Central Avenue 69 th Street from Landis Avenue to Pleasure Avenue 76 th Street from Landis Avenue to Pleasure Avenue 77 th Street from Roberts Avenue to Central Avenue The contract documents require that no work be performed on this project between June 10 and September 17, 2017, unless authorized by the City. Concrete and paving has been completed on 47 th Street, 49 th Street, 65 th Street and 69 th Street. Those streets have entered the punch list phase. Work on 76 th Street and 77 th Street will resume in the fall. Utility Reconstruction - various streets On October 27, 2015, City Council awarded a contract to RTW Construction, of Southampton, New Jersey, in the amount of $744,713 for utility reconstruction at the following locations: 47 th Street from Landis Avenue to Promenade 49 th Street from Landis Avenue to Promenade 65 th Street from Landis Avenue to Central Avenue 65 th Street from Landis Avenue to Pleasure Avenue 69 th Street from Landis Avenue to Central Avenue 76 th Street from Landis Avenue to Pleasure Avenue

4 Work to install new sanitary main, sanitary laterals, new water main and water services on these streets are completed. Sea Isle Boulevard The Cape May County Board of Chosen Freeholders, at their May 13, 2014 meeting, awarded a $12.7 million contract to South State, Inc. for the Sea Isle Boulevard Improvement project that will raise the roadway by approximately 4.5 feet and otherwise reconstruct Sea Isle Boulevard. Traffic has been diverted to the south side of the boulevard; and the contractor placed fill on the north side of the causeway to an average height of about 6.5 feet, which was 2 feet higher than the eventual height of the completed roadway. The additional 2 feet, which was removed in preparation for paving, was surcharge to compress the underlying layers of soil. The goal was to obtain as much settlement as possible prior to paving on top of the new fill. The majority of the north side of the causeway has been paved, but will not be utilized until the fall of this year, as additional construction must be done prior to the switch-over. As promised by the County, a rumble strip was added to the center of the current driving lanes, as an additional safety measure. From September 2017 through Spring of 2019, traffic will remain on the north side of the causeway. The current schedule is to complete the roadwork for the new causeway prior to the 2019 summer season. Motorists are advised to be aware of the revised traffic patterns in the construction zone and the reduced speed limit. Utility Reconstruction On October 11, 2016, City Council awarded a contract to F.W. Shawl & Sons Construction in the amount of $1,003,025 for utility work to various streets as listed below: 79 th Street Central to Roberts Landis Avenue 73 rd to 72 nd Landis Avenue 74 th to 76 th 78 th Street - Landis to Central 78 th Street Central to Roberts 81 st Street Central to Bay End 66 th Street Landis to Central 68 th Street Landis to Central 71 st Street Landis to Central 73 rd Street Landis to Central 76 th Street Landis to Central The contractor is currently working on 78 th Street from Central Avenue to Roberts Avenue. Please be aware of any detours. All other work not completed will be held until after the summer season. 38th Street Water Main Due to a deteriorating water main on 38 th Street between Central Avenue and Kneass Street, F.W. Shawl & Sons Construction was contracted to replace the main and services in the amount of $171, This project has been completed. Utility Reconstruction-38 th Street On November 15, 2016, City Council awarded a contract to RTW Construction, of Southampton, NJ, in the amount of $272,992 for utility work on 38 th Street between Central Avenue and Kneass Street. This project has been completed

5 Outfall Repairs On October 11, 2016, City Council awarded a contract to Larsen Marine, of Ocean View, in the amount of $90,047 for repairs to the drainage outfall located at 4516 Park Road. The project is complete. Bulkhead Construction On October 11, 2016, City Council awarded a contract to Larsen Marine, of Ocean View, in the amount of $191, for bulkhead construction at 90 th and 91 st Streets. This project has been completed. Venicean Road Check Valve On April 26, 2016, City Council awarded a contract to RTW Construction, Inc., of Southampton, NJ, in the amount of $67, for the Venicean Road Check Valve Chamber Installation. The new valve chambers with check valves are installed, and restoration to the concrete and roadway is completed. This project is completed. Storm Sewer Improvements-Kneass Street On July 12, 2016, City Council awarded a contract to Garden State Construction, of Clermont, NJ, in the amount of $414, for storm sewer improvements from 38 th to 40 th Street along Kneass, and running westward from Kneass along 38 th Street to the bay. Work on this project is completed. Dealy Field Lighting Installation On December 27, 2016, City Council awarded a contract to Delta Line, of Egg Harbor Township, in the amount of $233,000. This project provides for lighting to the little league field, and has been completed. Demolition of West Jersey Fire House Demolition has been completed at the old firehouse on West Jersey Avenue, and site restoration is in progress. The City is currently awaiting bids for paving of the site, with the objective of completing paving in June. Following paving, the site will be prepared in order to allow pickle ball play this summer season. Sanitary Sewer Line Upgrade 39 th Street Jersey Central Power and Light (JCP&L) and its contractor, Panther Technologies, have been replacing Sea Isle City s sanitary sewer on 39 th Street, west of the intersection of Central Avenue. This project is completed. Promenade Bulkhead Reconstruction 38 th Street On February 14, 2017 City Council awarded a contract to K & G Marine Contracting, Inc., of Manahawkin, NJ, in the amount of $86,795 for reconstruction of the bulkhead at 38 th Street and the Promenade. This project is completed. T.I. BRIDGE UPDATE: Regrettably the Townsends Inlet Bridge (between Avalon and Sea Isle City) is still closed to vehicle traffic. As the result of an underwater inspection being performed at that time, the bridge was closed on April 3rd due to defects discovered approximately 20 feet below the water surface on two (2) of the piles that make

6 up the three-pile cluster on the bay end of Pier 6 on the Avalon end of the bridge. The follow up emergency repair to Pier 6 has proven to be a very challenging undertaking. The conditions at Townsends Inlet makes working on this needed repair very difficult. South State, the County s contractor, is working very close to the bridge in water depths of over 50 feet. The inlet is known for its swift tidal currents. South State is working 12-hour shifts on weekdays and 8-hour shifts on Saturdays, weather permitting. The proposed repair consists of installing a new cluster of three (3) 160-foot long 24-inch diameter pipe piles on the bay end of Pier 6. This new cluster of piles is to be bolted into the existing concrete pier cap. Due to the compromised strength of the existing pier to support loads, all work needs to be performed from floating equipment placed in the inlet. Further updates will appear on the homepage of the City s website, and in this newsletter. BEACH WARNING FLAGS: In an effort to keep beachgoers well-informed of surf conditions, the Sea Isle City Beach Patrol has instituted a new system using colored flags mounted at each Lifeguard Stand. The color of the flag will indicate current surf conditions. Green: Low Hazard - Calm Conditions, Exercise Caution. Yellow: Medium Hazard - Moderate Surf and/or Currents. Red: High Hazard - High Surf and/or Strong Currents. VOTE FOR SEA ISLE CITY: The 2017 New Jersey s Favorite Beach contest is underway. It s time to cast your vote for Sea Isle City as the Garden State s Favorite Beach! Vote today before the poll closes on June 9. You get to choose Sea Isle as your favorite local hotspot from a list of several popular beaches throughout four coastal counties Atlantic, Cape May, Monmouth, and Ocean. 7 SKIMMER FESTIVAL WEEKEND JUNE (FATHERS DAY WEEKEND): Skimmer Weekend is Sea Isle City s largest summer festival, featuring two-days of family-friendly activities and plenty of free entertainment. Hosted by the City s Division of Tourism, the festival derives its name from the recognizable turn-of-the-century straw hats (also known as boater hats) that gentlemen often wore during the summer months in the early 20 th century. All are invited to attend the ceremony and enjoy the abundance of nature that flourishes in the Peaceful Garden. Light refreshments will also be offered. Guests will enjoy the garden s urban oasis with numerous wildflowers that encourage butterfly and hummingbird proliferation. For more info, phone or visit The Peaceful Garden.Welcoming All Creatures IT S TURTLE NESTING SEASON: Diamondback Terrapin Turtles are currently in their Nesting Season (mid-may to mid-july) so please be on the look-out for female Terrapins crossing our busy roads as they search for nesting spots. Since only one out of 1000 Terrapin eggs hatch and reach adulthood, you can help them to thrive by driving slowly and safely breaking for turtles. Remember: Terrapins play a very important role in the local eco-system.

8 What You Can Do To Help Our Terrapin Friends: If you see a turtle nesting on your property, keep your distance and give her plenty of room to work. Then, if you would like Sea Isle Terrapin Rescue to place an Anti-Predator cage over the nest, please call If you feel comfortable helping a turtle cross the road, please remember to carry her in the same direction she was traveling. Most importantly, always remember Safety First and use caution whenever you re crossing a street. If you see an injured turtle, please call Sea Isle Terrapin Rescue ( ) or the Wetlands Institute ( ) and tell them what you saw. They may be able to help the struggling Terrapin. FALL SOCCER REGISTRATION: Registration for the Fall Soccer League for boys and girls (ages 5 to 13 as of September 30, 2017) takes place June 5 thru June 16, from 9:00 a.m. to 4:00 p.m., at the Dealy Field Recreation Services Building, 6108 Central Avenue, Sea Isle City, NJ Parents can also download a registration form at (click the Forms link) and mail completed registration form, Code of Ethics and $25 registration fee to the address above. For more information, phone the recreation Office at SUMMER POETRY SERIES BEGINS JUNE 19: The 2017 Beach Bards Poetry & Prose Reading Series will celebrate its 5 th year by presenting nationally prominent poets and writers as well as regional and emerging authors, who will showcase their work for all to enjoy. The programs will take place inside the Sea Isle City Library, located at 4800 Central Avenue, from 6:00 to 7:45 p.m. This summer s readings will take place on June 19 July 17, August 21 and September 18. The auction will be held in City Hall s West Parking Lot, 233 JFK Boulevard, where the public can place bids on approximately 50 used bicycles (ranging from adults to children s bikes). All bidders must register prior to the start of the auction. Registration and viewing of the bicycles begins at 10:00 a.m. (a driver s license is required at the time of registration). CITY-WIDE FLOOD MITIGATION PLAN A major priority of the Sea Isle City government is addressing the flooding which impacts our City and is most prevalent in low lying areas. Over the past several years, the City has implemented several drainage improvement projects to replace deteriorated storm drainage systems and tidal check valves; and we re coordinating with the county engineer s office on several projects, as much of our drainage system falls under county jurisdiction. We recently completed the first phase of drainage improvements between 38 th and 40 th Street (from Cini Street to the bay); work on Venicean Road; and at the Townsends Inlet section of the island at 90 th and 91 st Streets. The City is also embarking on a comprehensive citywide flooding study through This study will provide for mapping of all drainage areas in the City and all drainage infrastructure, prioritization of problem areas, identification of the responsible party (county or local), and identification of potential solutions. This study will

10 also coordinate with the ongoing New Jersey Back Bays Feasibility Study, currently in progress by the Army Corps of Engineers. This is important, as any solutions that we ultimately come up with should consider regional and statewide perspectives and opportunities. As with the beachfront, which has been successfully managed through a partnership between the local, state and federal governments, so should the bayside of the city and associated flooding concerns also be managed in a similar manner. The City s current objective is to continue to address existing infrastructure needs to maintain and improve our systems, while at the same time planning for future improvements. In regard to the citywide study, our goal is to be able to advance projects in 2018 that will improve conditions in our most flood prone areas. As we proceed with planning, engineering and construction, we will periodically update the public on our progress via this newsletter, on our website, at City Council meetings, and through the media. NEW PICKLE BALL COURTS: Consistent with Sea Isle City's adopted Capital Plan and considering feedback received during the recent Master Plan Re-Examination, the site of the former municipal firehouse, located in the 100 block between W. Jersey Avenue and 42nd Street, is being converted to recreational open space. Demolition of the dilapidated firehouse took place in May, Because the sport of Pickle Ball has grown in popularity in recent years, the City s goal is to add new Pickle Ball courts to the now vacant firehouse parcel during the approaching summer season. Our neighboring communities have already provided significant outdoor public space for daily Pickle Ball play. Providing sufficient space for Pickle Ball has been a challenge for Sea Isle City, given the limited amount of suitable outdoor land that is not already dedicated to other purposes. The site of the former firehouse gives the City the opportunity to dedicate a specific area to this burgeoning sport which local Pickle Ball enthusiasts have been requesting for several years. The City s Recreation Committee and Department of Community Services (including the Division of Recreation) are in support of this endeavor; and architectural plans are currently being fine-tuned to bring this project to fruition. The City s Administration will keep the public aware of the progress of this effort as new information about the future Pickle Ball courts is available. LIONS FOUNDATION SEEKS MEMBERS: The Avalon Lions Club is seeking new members to join the numerous Sea Isle City residents who currently support the Lions many charitable efforts. Through the Avalon Lions Charities Foundation, a tax deductible 501c3 charity, funds are raised to help the blind and needy in Cape May County. Sea Isle City residents are encouraged to join their neighbors at the largest Lions Club in New Jersey s District 16L, which encompasses most of South Jersey. Forty-three scheduled events annually require the dedication and motivation of many volunteers. The Avalon Lions conduct fundraisers for The Helen Diller Vacation Home for Blind Children, Food Pantries and Food Banks, Volunteers in Medicine, Toys for Tots, Habitat for Humanity, Family Promise, C.A.R.A. (Coalition Against Rape and Abuse), C.A.S.A. (Court Appointed Special Advocates), Eye Banks, Cape Assist, Cape Counseling, A Friend in Need, and other worthy causes. 11 BIKING OR WALKING? IMPORTANT INFO YOU SHOULD KNOW: Attention Bicyclists: --Bicyclists must follow the rules of the road (stop at stop signs, yield to pedestrians in crosswalks, etc.). --New Jersey law requires anyone under age 17 who rides a bicycle, is a passenger on a bicycle, or is towed as a passenger by a bicycle to wear a safety helmet (N.J.S.A ). --Children should only ride bikes that fit their size not bikes they will grow into. --No one should ride a bike at night without bicycle lights, N.J.S.A (a white light on the front and a red light on the rear of your bike) and always wear brightly-colored clothing at night (reflective clothes and reflective strips are ideal). --A bell or other warning device is a legal requirement in New Jersey.
