2 EXECUTIVE SUMMARY 1.1 INTRODUCTION In October of 2015 EwingCole was engaged by Shippensburg University to update a feasibility study for the renovation and expansion of the Franklin Science Center. The previous study, prepared by a third party, dated February 10, 2015, was based on a 2008 Campus Facilities Master Plan that used a projected growth of campus undergraduate enrollment however campus undergrad enrollment actually declined over that period. The reduction in enrollment also affected classroom and laboratory utilization rates that are expected to meet certain PASSHE requirements. With its capital spending plan submission of March 31, 2015, the University committed to prepare an updated classroom and laboratory utilization study, and then to update the space requirements reflected in the 2015 feasibility study as necessary. Pending the updated utilization and feasibility studies, PASSHE retained a lower capital funding level ($40,000,000) for the FSC renovation project than what the University had requested. The goals of the study update were identified as follows: 1. Participate in the Paulien Classroom and Laboratory Utilization Study to better understand the effects of campus wide and building specific space underutilization. 2. Update the Feasibility study s classroom and laboratory space requirements as needed to reflect the changes necessitated by the updated Classroom and Laboratory Utilization study. 3. Right-size laboratory and classroom space workstation space based on current and anticipated instructional pedagogies. 4. Review all other non-academic space requirements (e.g. study space, lounge space, offices, conference rooms, net-to-gross ratios, etc.) to assure close alignment with PASSHE Space Guidelines while not compromising academic functionality for the renovated building. 5. Engage the department chairs and faculty to explore options to define the minimum space program needed for academic purposes. a. Explore ways to share space between disciplines b. Make use of underutilized space on campus for some offices and Wgeneral classrooms c. Address low utilization rates by right sizing the labs and reducing the total lab count 6. Garner buy-in from the department chairs, faculty and administration in support of the updated and right-sized solution. 7. Reconcile any significant difference between the revised construction cost estimate and the PASSHE capital budget. In support of the project and the process to achieving the stated goals a steering committee was formed to shepherd and track progress. These included: Biology Chemistry Computer Science Physics Psychology Computer Science and Engineering Final Steering Committee comments on the program received by , February 6, 2017, from James Delle representing the College of Arts and Sciences were incorporated into the program and plan. With regard to suggested changes to the Psychology Animal Teaching/Experimental Lab located on the ground floor (i.e. space underutilized; reprogram to classrooms and offices ), in a meeting with Academic Affairs on June 6, 2017 the decision was made to reallocate this space as a Mechanical/Civil Engineering teaching lab. 2

3 EXECUTIVE SUMMARY 1.2 BACKGROUND The initial feasibility study prepared by Cuerto Kearney in 2015 projected a 155,544 GSF space need with a $51.3M construction cost. The planning was based on the 2008 Master Plan that projected an increase in FTES: up to +2,500 (+35%). However the University s FTES enrollment has declined: approx (-5%) as noted below: Fall 2008 FTES = 6390 Fall 2016 FTES = 6107 (including branch campuses) Due to the FTES loss PASSHE questioned the original capital program and the extent of the funding required. In response to this question and in order to maintain its place in the Capital funding pool, Shippensburg University committed to PASSHE to perform a Classroom and Laboratory Utilization study and to reflect the results of the Utilization study in a FSC Feasibility Study update. The projected dates for the project moving forward are as follows: Design services funding scheduled for 2018/19 Construction funding scheduled for 2020/21 The Paulien and Associates Classroom and Laboratory Utilization Study completed in October 2016 indicated the following data related to classrooms and labs: Current Campus Wide 2014: 94 classrooms with 30 weekly room hours and 65% station occupancy 2015: 94 classrooms with 28 weekly room hours and 63% station occupancy 2014: 50 teaching labs with 12 weekly room hours and 68% station occupancy 2015: 49 teaching labs with 11 weekly room hours and 69% station Note: based on current FTES Paulien determined the Campus need to be 84 classrooms Current FSC 2014: 11 classrooms with 32 weekly room hours and 52% station occupancy 2015: 11 classrooms with 31 weekly room hours and 53% station occupancy 2014: 25 teaching labs with 9 weekly room hours and 66% station occupancy 2015: 25 teaching labs with 9 weekly room hours and 69% station occupancy 1.3 THE UPDATE PROCESS The update of the original study involved a comprehensive series of meetings and workshops engaging a wide array of constituents commencing in August 2015 and ending in February These meetings included the core Steering Committee, the University s EMT (Executive Management Team), Department Chairs and Faculty. Steering Committee Meetings The steering committee meetings focused on a review of program requirements, exploration of concepts to create shared space, evaluate right sizing of labs and detailed review of how proposed program and building layouts aligned with the available funding. 4 EXECUTIVE SUMMARY Faculty Meetings Faculty meetings focused on detail discussions regarding the existing building program and its shortcomings, future needs, evaluating efficiencies, size and number of labs, and office and support space. All Teaching Labs will be designed to accommodate 24 seats. 2. No new offices will be built in the Building Addition. 3. Any needed Offices not accommodated in the Existing Renovated Building will be accommodated in excess office space located elsewhere on Campus. 4. The Utilization Study indicated an overage in the number of Classrooms on Campus. In response to this the approved Program includes less Classrooms than the 2015 Study. Some intro level course classroom requirements may be fulfilled in excess classroom space elsewhere on Campus. 5. The idea of improving space utilization by incorporating the Exercise Science Department s needs was not supportable from an economic standpoint as that option resulted in an increase in estimated projects costs and no improvement in related space utilization. Faculty meetings were conducted on the following dates: (minutes attached) (minutes attached) (minutes attached) EMT Briefings EMT (Executive Management Team) briefings were conducted on April 29, 2016 at the start of the process and then again on February 13, 2017 as the process was nearing completion. The April 29, 2016 briefing focused on the initial findings of the Paulien Utilization Study and the resulting impact on the planning for the new Franklin Science Center. The team discussed specific approaches to increasing the efficiency of the proposed project by increasing the size (number of seats) of the labs while reducing the total number of labs, utilizing existing surplus office space on Campus in lieu of building new offices, increasing utilization for both teaching labs and classrooms and utilizing existing classrooms located elsewhere on Campus to augment the classrooms located within the Franklin Science Center thereby reducing the pressure to build new classrooms. The selected exterior approach, Façade Option 2 is illustrated within this study. 5

The approved concept floor plans are as follows and are included at a larger scale in the appendix. As part of the design process EwingCole prepared concepts for the massing and façade of the proposed building expansion and adjacent site. EwingCole presented two (2) options to the steering committee and the University s executive management team. FAÇADE OPTION 1 The first option s façade was predominately brick to match the existing Franklin Science Center and a more minimalistic approach to the use of glass and other materials. FAÇADE OPTION 2 The second option explored a more aggressive approach and incorporated a higher percentage of glass, incorporated metal and a defined a form that spoke to a more modern approach to the building. The concept that option 2 represented was chosen by the University and is included in the study. 6

7 EXECUTIVE SUMMARY 1.5 PLANNING APPROACH The plan of the new Franklin Science Center assumes the demolition of the northernmost wing of the original Science Center and replacing it with a new wing that meets current standards of academic laboratory design intended to fulfill the University s needs well into the future. The floor-to-floor height of the existing Franklin Science Center is 12-8, which was adequate when the Science Center was built in Laboratory standards for mechanical services have changed dramatically in the intervening years, so that the proposed floorto-floor height of the addition is The first floor of the original building and the new addition align to assure a sense of continuous connectivity between the two on the principal level, but all other floors are connected by means of stairs and a pair of backto-back elevators, rather than sacrificing significant area for internal ramps to provide the required accessibility. The northwest end of the addition, nearest to the Lehman Memorial Library, becomes the new principal entrance to the Franklin Science Center. With the entrance level now 2-8 below the original lower level an opportunity has been created to develop the landscape design of the area between the Library and the Science Center into an outdoor student-focused place that further reinforces the new entrance as the principal entrance to the Franklin Science Center. This end of the addition contains student study and collaboration spaces on each floor with alternating double-height spaces within a dramatic four-story glass volume. The addition contains primarily teaching labs, research labs and lab support spaces that require high levels of mechanical support. The original building contains some labs and research spaces with lesser mechanical demands, classrooms and faculty and departmental offices. The new teaching labs are sized to accommodate classes of 24 students. Existing toilet rooms will be renovated to meet current accessibility standards. Spaces with the strictest anti-vibration requirements will be located on ground level of the addition. A new loading dock in the addition, serving the entire complex, will be accessed by means of a ramp along the north side of the addition. Landscaping will minimize its visual impact. The February 2015 feasibility study identified a number of issues within the existing building that will require modifications to meet current building code standards. University Facilities policy requires the selected design firm to meet LEED standard requirements (but waives requiring LEED Certification) and also requires the design firm to provide cost estimates to meet LEED Silver and LEED Gold. This updated feasibility study does not include the additional costs to meet LEED Silver or LEED Gold. The greenhouse, which was originally a separated structure at the ground level is now integrated into the addition s mass and located on the main level near the planetarium, where, like the planetarium, it could host visitors from outside the University. At the interface between the existing building and the addition is a multistory glass volume that mitigates the differences in floor elevations, identifies the primary vertical circulation and contains additional study spaces that overlook the campus. The remainder of the exterior of the addition is comprised of glass, brick and cast stone with certain details that correspond to details in the original Science Center façade, thus maintaining a cohesive whole. While room cosmetic and building infrastructure updates are included, no changes to the Planetarium s instructional equipment are included in this Feasibility study update. 7
