3 RCMP VIEWING SAMPLE A viewing sample, when available, will be supplied to the successful bidder. This will be used for the guidance of the manufacturer in all factors not covered by this specification or referred to therein. Variation from the specification may appear in the sample in which case the specification must govern. 4 SPECIFICATION VEST CARRIER, INTERNAL SOFT BODY ARMOUR 1. Definition 1.1 This specification must govern the manufacture of Vest Carrier, Internal Soft Body Armour. The specific item covered under this specification with stock number is as follows: i Vest Carrier, Internal Soft Body Armour / Gilet pare-balles intérieur pour panneaux balistiques souples. 1. This specification, pattern, viewing sample or other information issued in connection therewith, may only be used for the specific enquiries, solicitation, or orders placed on behalf of the Royal Canadian Mounted Police. 1.3 This specification supersedes all previous specifications for Vest Carrier, Internal Soft Body Armour. 1.4 This specification has been translated into French from this original English language document.. In all particulars not covered by this specification or contract documents, production must be equivalent in all respects to the viewing sample. 3. Design The Vest Carrier, Internal Soft Body Armour to this specification must be a two piece, vest-like garment consisting of one front pouch and one back pouch joined with removable straps. The pouches must be used to carry RCMP issued ballistic body armour panels. The internal carrier must be worn internally under a duty shirt and must be white in colour. The Vest Carrier, Internal must have loop tape on the front and back to attach the straps and both pouches must have a slide fastener for inserting the ballistic armour panels. The Vest Carrier, Internal must come complete with a total of six adjustment straps; two pair of shoulder straps; one pair of Size I and one pair of Size II and one pair of V shaped, waist straps to join the back carrier to the front carrier at each side. 4. Detail Requirements 4.1 Components Shell Material The shell material must be a twill weave, 100% Polyester, white in colour meeting the requirements in Table I. Doubletex Synergi SD37S is known to meet the requirement. 5 Page
6 4.1. Lining Material The lining material must be 100% Polyester white meeting the requirements outlined in Table II. Rentex Mills Micro Polyester R581T is known to meet the requirement Hook and Loop Tape (Low Profile) The combined Low Profile hook and loop must have an initial peel strength of not less than 0.70 P.I.W. when tested to ASTM (015), standard test method for peel strength ["T" method] of hook and loop touch fasteners. The extruded hook fastener tape must be continuous extrusion of plastic nylon resin with nylon scrim back. The hook fastener tape must have fully formed hooks that are a minimum of 0.05 inch width with alternating rows and containing a minimum of 375 hooks per square inch. The nylon loop fastener tape must have a low profile, napped pile with an average minimum overall height. The colour must be white. Dimensions must be as per patterns and drawings Thread, Seam and Stitching The thread must be polyester wrap, polyester core, Tex 40, Class B of matching shade to the shell material meeting CAN/CGSB Slide Fastener, Interior Access Panel The slide fastener must be a 1-way closed end slide fastener, white in colour with an auto-locking enamel painted slider. YKK CFC36 DA E 5/8(only). See sizing chart below. There must be three widths, 5 cm ( ), 7.6 cm (3 ) and 10 cm (4 ) as indicated in the construction paragraphs Neoprene Padding The neoprene padding must be made of 100% Nylon on the outer surface and 10% Nylon/ 90% Neoprene as the inner content. 7 g/m ± 5 g/m,.5 mm ±0.5 mm thick, black in colour and be equal in all respects to the viewing sample. 4. Size and Dimensions - The Vest Carrier, Internal Soft Body Armour to this specification must be supplied in the sizes specified by the RCMP and to the dimensions given in the scale of measurements and drawings, forming part of this specification. The garment components must be shaped, dimensioned and positioned in accordance with the pattern components and pattern requirements as outlined in Appendix A forming part of this specification. 4.3 Construction Stitching Using the specified thread, there must be no less than 3 and no more than 4 stitches per cm. All stitching must be lockstitch Type 301. The beginning and ending of all stitching must be securely backstitched and tacked unless secured by other stitching. Where seaming, turning and stitching are required the edges must be properly worked out before stitching. Care must be taken to minimize unsightly gathering and puckering Body The body must consist of a front pouch and back pouch, shaped to securely retain the ballistic panels. Each pouch must have a shirt tail Front Pouch (Front View) The front pouch must be made of shell material as specified in para and low profile loop tape as specified in para and lined with the lining material as specified in para and must be sized and shaped as per the pattern. The centre front must be a single layer of shell material. The shoulder, side fronts and lower section must have one layer of shell material with one layer of low profile loop tape sewn on top of the shell material as per drawing #. Loop tape as specified in para , shaped to pattern piece must hold the ballistic panel in place and must be sewn through the shell material at the top of the shoulder. The upper and lower section must be joined together with a slide fastener as specified in para and include a shirt tail. The shirt tail must be made from one layer of shell material as specified in para and one layer of lining material as specified in para The shirt tail must be shaped and dimensioned as per the pattern and drawing # and sewn into the upper section with the slide fastener. The upper section must be folded 3 cm to create a flap for the slide fastener. The lower section must have the other side of the slide fastener stitched with 3 mm gauge. The flap edge must be topstitched through all layers including the shirt tail with a 3 mm gauge. There must be a second row of 7 Page
8 topstitching cm from the edge, stitched through the slide fastener and the shirt tail. There must be a marking and care label as specified in para sewn to the inside of the lining opening at the top edge of the slide fastener seam Front Pouch (Back View) - The back of the front pouch must be made of lining material as specified in para The front and back must be joined together and topstitched around the outer edge using a 3 mm gauge. The front pouch must be shaped and dimensioned in accordance with the patterns and attached drawings Back Pouch (Front View) The back pouch must be made of shell material as specified in para and low profile loop tape as specified in para and lined with the lining material as specified in para and must be sized and shaped as per the patterns and the scale of measurements. The upper section must be shell material with one layer of low profile loop tape. There must be a layer of low profile loop tape as specified in para sewn to the top portion of the pouch. The low profile loop tape must be finished into the seam on both the top and side edges of the pouch. The bottom edge of the low profile loop tape must be seamed and topstitched using a 3 mm gauge. There must be a layer of low profile loop tape sewn across the bottom portion of the pouch and finished in the seam at each side. The low profile loop tape must be topstitched at the top edge with a 3 mm gauge. The lower section of the back pouch must be constructed from one layer of shell material as specified in para Inside the top of pouch at shoulder level is a piece of loop tape as specified in para to hold the ballistic panel in place. This loop attachment must be sized as per the pattern and be positioned as per drawing # 3. The lower section of the pouch must be constructed of one layer of shell material as specified in para The upper and lower section must be joined together with a slide fastener as specified in para and include a shirt tail. The shirt tail must be made from one layer of shell material as specified in para and one layer of lining material as specified in para and must be shaped and dimensioned as per the pattern and drawing # 3 and sewn into the upper section with the slide fastener. The upper section must be folded 3 cm to create a flap for the slide fastener. The lower section must have the other side of the slide fastener stitched with a 3 mm gauge. The flap edge must be topstitched through all layers including the shirt tail with a 3 mm gauge. There must be a second row of topstitching cm from the edge, stitched through the slide fastener and the shirt tail. There must be a marking and care label as specified in para sewn to the inside of the lining opening at the top edge of the slide fastener seam. 8 Page
9 4.3.6 Back Pouch (Back View) - The back of the back pouch must be made up of lining material as specified in para The front and back must be joined together and topstitched around the outer edge using a 3 mm gauge. The back pouch must be shaped and dimensioned in accordance with the patterns and attached drawings Shoulder Straps There must be two separate components that comprise the shoulder straps; the elastic strap and the neoprene attachment. The elastic straps must come in two sizes; Size I and Size II. The length of Size I must be 1 cm (8¼ ) when measured end to end. The length of Size II must be 5.4 cm (10 ) when measured end to end. The elastic, as specified in para 4.1.6, must be finished with low profile hook tape, as specified in para , at each end. Both elastic straps must measure 5 cm wide. The elastic component on strap Size I must measure 11.5 cm ± 0.5 cm finished length and the elastic component on strap Size II must measure 16 cm ± 0.5 cm finished length. The low profile hook tape must measure 5 cm wide with a total length of 6.5 cm. The elastic must be turned 1.5 cm and sewn to the low profile hook tape and stitched with a 3 mm and 10 mm gauge. An x stitching to reinforce the attachment of the hook tape to the elastic must be sewn. A neoprene attachment must come with each strap. The neoprene, as specified in para , and must be finished with low profile loop tape as specified in para on each end. The neoprene must measure 3.8 cm wide. The neoprene attachment for Size I must measure 11.5 cm ± 0.5 cm and be finished with.5 cm of low profile loop tape sewn at each end. It must be attached to the underside of strap Size I. The neoprene attachment for Size II must measure 16 cm ± 0.5 cm and be finished with.5 cm of loop tape sewn at each end. It must be attached to the underside of strap Size II. The shoulder straps must be shaped and dimensioned in accordance with drawing # Waist Straps There must be two waist straps for attaching the front and back pouch. One must be constructed for the left and one for the right side. The waist straps come in 3 sizes. The waist straps are made with two pieces of elastic as specified in para and three pieces of low profile hook tape specified in para and positioned together in the shape of a V. The bottom portion of the V is made of elastic measuring the width identified in the Table III by 14 cm finished length measurement. The top portion of the V is made of elastic measuring the width as identified in Table III by 11 cm finished at longest point and 10 cm at the shortest point. Each end of elastic must be folded cm ± 0. cm before securing to the low profile hook tape. The two elastics must be joined in a V shape and sewn to a piece of low profile hook tape measuring 6.5 cm long by the width identified in Table III ± 0. cm with a 3 mm gauge. A second row of topstitching must be at 9 Page
10 cm from the finished elastic edge to secure the edge of the low profile hook tape. There must be an x stitching within the box of topstitching to reinforce the attachment of the hook tape to the elastic. The other end of each elastic must be sewn to a piece of low profile hook tape measuring 6.5 cm long by the width identified in Table III ± 0. cm using 3 mm gauge. All pieces of low profile hook tape must be positioned in the same direction for each waist strap. The second waist strap must be constructed in a mirror image of the first waist strap for attaching to right and left side of the carrier. The waist straps must be shaped in accordance to the appropriate size A through C as shown in drawings # 6 through Marking & Cleaning Instructions Label Each vest must have a label marked legibly and indelibly in English and French attached in accordance with the requirements outlined below. A label must be placed inside each pouch sewn to the slide fastener. The label information must be as outlined below in a text no less than a size 8 font. The text must be of permanent inks of a contrasting colour and must withstand at least 50 washes showing no apparent change in appearance. The manufacturer s identification must not appear anywhere on the garment except on the label as indicated. The label must be completed in accordance with the following information in English and French. 1. Item name in English as written in para Item name in French as written in para RCMP stock number - reference contract documents. (Ex ). 4. Size and height group of the article, combining the size designation referenced in the English and French contract documents. (Ex. 40R - 40R). 5. Date of manufacture, in numeric format year/month (Ex. 001/11) 6. Your manufacturer identification (Company name or number). 7. Print information as shown below. 10 Page

Quality Assurance Provisions 5.1 Responsibility for Inspection - Unless otherwise stipulated in the contract, it is the prime contractor's responsibility to satisfy the RCMP, Uniform and Equipment Program that the material and services being supplied conform to this specification. This may be accomplished by performing the tests specified in this specification or by demonstrating to the satisfaction of the RCMP, Uniform and Equipment Program that conformity to this specification of manufacturing processes is assured. The contractor must use any independent, North American, ISO 9001 certified and ISO 1705 Textile certified testing facilities. 5. The RCMP, Uniform and Equipment Program reserve the right to perform any inspection considered necessary to ensure the material and services conform to the specified requirements. For the purpose of inspection, a portion of each delivery not exceeding two percent or two out of any number delivered under 100 may be put to tests that could destroy the articles. If found to be inferior or not in accordance with this specification, all articles so destroyed must be replaced by others of proper quality and pattern at the expense of the contractor. 12 delivery may also be rejected if it is found that articles previously rejected due to non-repairable defects are redelivered for inspection. 5.3 The contractor will be promptly notified when any articles are not accepted and such articles will be returned at the contractor s risk and expense. 1 Page

Methods of Measuring (Refer to the Scale of Measurements and Drawing No. 1). 6.1 Center Front Length (Shoulder) The length must be the distance measured from the top of the shoulder at front to the hem excluding the shirt tail. (A). 6. Center Front Length The length must be the distance measured from the base of the neckline at front to the hem excluding the shirt tail. (B). 6.3 Front Upper Chest Width The width must be measured across front at level of the lower edge of the loop tape. (C). 6.4 Front Chest Width The width must be measured across the front at the top edge of the side wing. (D). 6.5 Front Waist Width The front waist width must be the distance across the vest bottom. (E). 6.6 Side Height The side height must be measured top to bottom of side wing. (F). 6.7 Center Back Length The length must be the distance measured from the base of the neckline at center back to the hem excluding the shirt tail. (G). 6.8 Back Upper Width The width must be measured across back at level of the lower edge of the loop tape. 18 APPENDIX A Sealed Pattern Identifier Pattern Title: 333 Vest Carrier, Internal SBA Patterns - Patterns are available from the RCMP, Uniform & Equipment Program. Firms requested to produce Pre-Contract Award Samples will be provided with the base pattern only. The full set of patterns either in individual sizes or as a graded nest will be provided to the successful bidder after the contract is awarded. The bidder has the option of receiving the files electronically in a.dxf format or on paper. The patterns include seam allowances, drill holes and/or placement templates. All pieces must be cut in the direction indicated on the grain line of the pattern pieces. The scale of measurements indicate the finished garment measurements however the patterns may need adjustment based on the manufacturer s production processes. The manufacturer is responsible for adjusting the pattern accordingly, based on the materials purchased, to meet the scale of measurements. Manufacturers may make changes required to suit their production process, however, the design and grade must not be affected or changed. All patterns are the property of the RCMP and must be returned upon completion of the contract. Pattern Pieces - This design has 19 pattern components.
