1 CITY COUNCIL CONSENT CALENDAR OCTOBER 17, 2016 SUBJECT: INITIATED BY: NOTICE OF COMPLETION FOR CIP 1606, RESIDENTIAL STREET PAVING PROGRAM DEPARTMENT OF PUBLIC WORKS (Oscar Delgado, Director of Public Works~ (Sharon Perlstein, Engineering Division, ~inee~f STATEMENT ON THE SUBJECT: The City Council will consider approving the Notice of Completion for CIP 1606, Residential Street Paving Program. RECOMMENDATIONS: 1) Accept the work and authorize the following: a. Filing a Notice of Completion by the City Engineer b. Final payment to the contractor at the end of the 35 day lien period. c. Release of the Performance Bond on the date of recordation of the Notice of Completion. d. Release of the Payment Bond 35 days after the date of recordation of the Notice of Completion, pending no receipt of Stop Notices.. BACKGROUND I ANALYSIS: On July 18, 2016, the City Council awarded the construction contract for CIP 1606, Residential Street Paving Program to All American Asphalt. The contractor's bid price was $251,815. A 10% change order contingency was also authorized, bringing the total contract value to $276, The construction project involved grinding off the top couple inches of the existing roadway surface and installing new rubberized asphalt pavement, installation of pavement striping and markings, and adjustment of manholes and utility covers on the following neighborhood streets: Croft Ave. from Melrose Ave. (North City Limit) to Rosewood Ave. (South City Limit) Orlando Ave. from 400' north of Clinton Avenue (North City Limit) to Rosewood Ave. (South City Limit) Kings Road. from 400' north of Clinton Avenue (North City Limit) to Rosewood Ave. (South City Limit) Flores Street. from 400' north of Clinton Avenue (North City Limit) to Rosewood Ave. (South City Limit) All work under the construction contract has been satisfactorily completed, in Page 1of3 AGENDA ITEM 2.U.
2 accordance with the project plans and specifications. One change order was issued for this project to incorporate the addition of new all-way stop which were approved by the City Council on July 18, 2016 for the intersections of Clinton Ave/Kings Rd and Clinton Ave/Flores Street. The change order work was performed by the contractor at a cost of $2, Measured quantities for actual work performed on some bid items were lower when compared to the engineer's estimate. Due to this reduction in line ite'm quantities, the overall project (including the change order) was completed for $228, which was under the original bid amount by 9.4%, and there was no use of the contingency funds. By the City taking over possession and control of the completed work, the warranty period will commence. Upon recordation of the Notice of Completion with the County Recorder, the sub-contractors and material suppliers will have a 35-day lien period. CONFORMANCE WITH VISION 2020 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with the Primary Strategic Goal(s) (PSG) and/or Ongoing Strategic Program(s) (OSP) of: OSP-4: Transportation System Improvement. In addition, this item is compliant with the following goal(s) of the West Hollywood General Plan: IRC-1: Provide functional, safe and well maintained circulation and public infrastructure throughout the City. EVALUATION PROCESSES: This construction project was completed on-time, within budget, and without use of the 10% contingency. Although the pavement work required full closure of all of the traffic lanes on neighborhood streets, there was minimal community disruption. This was accomplished by requiring the contractor to replace pavement within the same night of any removal work, extensive traffic control plans during the one night of work, daily monitoring of the construction progress and meetings with Engineering staff to update the construction schedule, updating of the notifications and community information in a timely manner, close review of the budget, and quick attention to resolve questions which occurred during performance of the work. ENVIRONMENTAL SUSTAINABILITY AND HEALTH: This construction project included resurfacing the roadway with 1,400 tons of rubberized asphalt, which has the following environmental benefits: Traffic was placed onto freshly paved rubberized asphalt within just a few hours after the paving was done. Approximately 4,220 used tires were diverted from landfills. Rubberized asphalt dampens some roadway noise. Leaving the existing roadway in place is adaptive re-use, incorporating a method of green design as it does not require tearing out and rebuilding (reduced emissions and noise from construction equipment, as well as reduced disposal of construction waste). 3 Rubberized asphalt lasts longer than conventional asphalt, resisting cracking. The dark pavement provides excellent color contrast for pavement striping and markings, enhancing visibility for motorists and pedestrians. COMMUNITY ENGAGEMENT: The full closure of the traffic lanes for paving on the residential neighborhood streets was successfully accomplished through extensive community outreach. The construction contractor and the City's consultant construction inspector went door-todoor to discuss the project and hand deliver informational flyers with a project description, schedule, and emergency phone numbers. Also, the paving work on Croft Avenue was done on September 2, 2016, which was a no-school day for Rosewood Elementary School. OFFICE OF PRIMARY RESPONSIBILITY: DEPARTMENT OF PUBLIC WORKS I CITY ENGINEERING DIVISION FISCAL IMPACT: None. The proposed expenditure for this item, $228,065.46, was budgeted for fiscal year in account # Street Paving (Gas Tax Fund). To date the contractor has received a progress payment in the amount of $216, Funds to cover the $11, retainage payment have been included in Purchase Order No AMOUNT DESCRIPTION $228, Funding for this item is already budgeted.
