Award contract to low bidder, Ghilotti Construction Company, in the amount of $8,507, including 10% for construction contingency and authorize the Chair to execute construction contract C Executive Summary: This project is the next construction phase of the on-going effort of the County Board of Supervisors to address the road rehabilitation and preservation needs of the County Road system. Since the start of this program the Board has allocated a total of $67.4 Million in general fund and one-time dollars and programmed those funds to resurface a total of approximately 300 miles of road. As of the summer of 2016, 206 miles of roads have been completed. Award of the two contracts contained in this item will add another miles to the total, making the total The remaining miles of the total are currently being designed for bid this fall, or will be constructed by road maintenance forces who will be beginning to do preliminary preparation work this summer. When all of the 2017 programmed work is completed the total will be miles. On June 14, 2016 the Board of Supervisors approved an expenditure plan for $21.9 Million dollars in local contributions dedicated to pavement preservation. As part of the plans the Board approved a preliminary list of roads for the 2017 Pavement Preservation Program that included several different treatments to improve approximately 97 miles of County roads.
2 Due to the unprecedented storms this winter, and the need to coordinate with projects by other Agencies the 2017 program has been broken into five parts: 1. Chip, Fog and Slurry Seals Project # M17018, miles shown on Map Exhibits A and B 2. Overlays, Full Depth Reclamation and Cold In-Place Recycling Project # C17002, miles shown on Map Exhibit C 3. s to be performed by Maintenance, miles shown on Map Exhibit D Program roads requiring redesign due to Storm Impacts, miles shown on Map Exhibit D 5. Roads delayed to summer of 2018 to follow a Sonoma County Water Agency sewer project, and a City of Rohnert Park water line project, 1.07 miles shown on Map Exhibit D Also included in the 2017 Pavement Program Worst First allocation was a contribution of funding ($250,000) for the improvements to Cannon Lane that have been identified as part of the overall plans for Regional Parks to open Tolay Regional Park. The actions included in this item are to approve the plans and specifications and award the bids for Parts 1 and 2 of the 2017 program listed above. Parts 3, 4, and 5, of the program are all in progress in 2017 and will be completed in The award of the construction management contracts for both of these projects is also before the Board today for approval. Discussion: 2017 Pavement Program Part 1: The Chip, Fog and Slurry Seals project M17018 project includes the following roadways and treatments: s This treatment includes the application of asphalt emulsion or binder on existing traveled way pavement, followed by a layer of aggregate chips. The treatment is then rolled to embed the aggregate into the asphaltic emulsion or binder. Finally a seal coat is applied from edge of pavement to edge of pavement. This treatment will be used on the following roadways totaling miles shown on Exhibit A: Dutcher Creek Road from Dry Creek Road to Cloverdale City Limit Geysers Road from Highway 128 to Red Winery Road Ludwig Avenue from Llano Road to South Wright Road Lytton Springs Road from Dry Creek Road to Healdsburg Avenue Mill Station Road from Occidental Road to Highway 116 Watertrough Road from Pleasant Hill Road to Bodega Highway Fog Seals This treatment is a light application of an asphalt emulsion to the surface of a pavement. This treatment is applied from edge of pavement to edge of pavement, and will be applied to the following roadways totaling 8.01 miles shown on Exhibit B: Adobe Road from East Washington Street to Frates Road D Street from previous overlay to City Petaluma limits Napa Road from Eighth Street East to Highway 12/121 Old Redwood Highway from Town Windsor limits to City Healdsburg limits
3 Porter Creek Road from Porter Creek Bridge to previous overlay Slurry Seals This treatment consists of the application of a mixture of asphalt emulsion, water, wellgraded fine aggregate, and a mineral filler. This treatment is applied from edge of pavement to edge of pavement, and will be applied to the following roadways totaling 19.7 miles shown on Exhibit B: Adobe Road from Corona Road to East Washington Street Lakeville Road from Highway 37 to Old Lakeville Road #2 Mark West Springs Road from Ursuline Road to end improvement Occidental Road from Highway 116 to City Santa Rosa limits Petaluma Boulevard North from City Petaluma limits to Bridge over Petaluma River River Road from Rio Nido Bridge to Trenton Road The Project was advertised for bids: March 31 to April 26, Bids were opened: April 27, Base Bids were received as follows: VSS International, Inc.. $4,309, Team Ghilotti, Inc.....$4,327, Telfer Pavement Technologies, LLC.. $4,792, American Pavement Systems, Inc.. $4,813, Intermountain Slurry Seal, Inc..$5,691, Northwest Paving, Inc.$6,072, The Engineer s Estimate for the project was $6,038, The low bid of $4,309, is $1,729,000 (29%) below the Engineer s Estimate. The second bid is $18, (0.4%) above the low bid. The average bid price is $5,001,079.12, 17% less than the Engineer s Estimate. The major differences between the bid and the estimate are the costs for the asphalt items and the traffic control items. In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. VSS International, Inc. is experienced in this type of work. Specializing in chip seals (asphalt rubber and conventional), cape seals, multi-layers, slurry seal and micro surfacing preservation technologies. They have been licensed since 1974 and have recently completed and Slurry Seal projects in 2016 for the City of Turlock, City of Redding, County of Mendocino, City of Fairfield, and other Cities/Counties within the western United States. The Department recommends awarding the contract for the Chip, Fog and Slurry Seals project M17018 to VSS International, Inc. The total estimated cost of construction is $4,739, including 10% for construction contingency Pavement Program Part 2: The Overlays, Full Depth Reclamation and Cold In-Place Recycling project, C17002 includes the following roadways and treatments: Cold In-Place Recycling is the processing and treatment of the existing asphalt concrete surface to produce a restored pavement layer. The cold in-place treatment process involves milling of the
4 pavement surface to a depth of four inches, processing the material, mixing a binding additive, and placing the processed mixture back onto the roadway surface. Lastly, a 0.20 asphalt concrete overlay surface is placed over the recycled asphalt concrete layer. This treatment will be used on the following roadways totaling 2.71 miles shown on Exhibit C: 5th Street West from Leveroni Road to City Sonoma Limits Arnold Drive from Leveroni Road to Craig Avenue Full Depth Reclamation treatment involves milling the existing road down one foot below the surface, processing the asphalt concrete surface and underlying base with a binding additive to create a homogenous stabilized base course, and compacting the processed mixture back onto the roadway. Lastly, a 0.20 asphalt concrete overlay surface is placed over the recycled asphalt concrete layer. This treatment will be used on the following roadway 3.24 miles shown on Exhibit C: Cazadero Highway from Highway 116 to near Austin Creek Road Remove and Replace treatment process includes milling off the existing asphalt concrete surface to a depth of four inches and replacing the asphalt concrete surface. This treatment will be used on the following roadways totaling 1.37 miles shown on Exhibit C: Boyes Boulevard from Arnold Drive to Highway 12 Lovall Valley Road from Fourth Street East to Lovall Valley Road Overlay treatment process consists of placing a 0.20 layer of asphalt concrete over the existing roadway surface, and will be used on the following roadways totaling 6.34 miles shown on Exhibit C: Adobe Road from Frates Road to Highway 116 Brooks Avenue from Bucks Road to East Robles Road Bucks Road from Santa Rosa Avenue to Brooks Avenue Crocker Road from River Road to Cloverdale City Limits El Dorado Drive from Los Banos to Riverside Drive Healdsburg Avenue from City Healdsburg Limits to Alexander Valley Road River Road from Big Sulphur Creek Bridge to Geysers Road River Road from Crocker Road to Big Sulphur Creek Bridge Stony Point Road from City Petaluma Limits to Rainsville Road The Project was advertised for bids: April 5 to May 2, Bids were opened: May 3, Base Bids were received as follows: Ghilotti Construction Company...$7,733, Team Ghilotti, Inc.... $7,777, Ghilotti Bros $7,987, Argonaut Constructors $8,277, The Engineer s Estimate for the project was $8,948, The low bid of $7,733, is $1,215, (14%) below the Engineer s Estimate. The second bid is $43, (0.6%) above the low bid. The average bid price is $7,944,052.65, 11% less than the Engineer s
5 Estimate. The major differences between the bid and the estimate are the costs for the asphalt items and the traffic control items. In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. Ghilotti Construction Company is experienced in this type of work. They have been licensed since 1992 and have recently completed 3 similar jobs for our department, including the 2013 and 2014 Pavement Preservation Program-Full Depth Reclamation projects, and 2016 Bonded Wearing Course and Overlay project. The Department recommends awarding the contract for the Overlays, Full Depth Reclamation and Cold In-Place Recycling project, C17002 to Ghilotti Construction Company. The total estimated cost of construction is $8,507, including 10% for construction contingency Pavement Program Part 3: Primarily due to the unprecedented rain storms in January through February 2017, the County road maintenance crews have had to delay the start of the preparation work for the maintenance chips seal roads, to work on higher priority general storm damage recovery. Road maintenance will begin the preparation work later this summer and complete this work in The following is a list of the maintenance chip seal roads, totaling miles shown on Exhibit D: Annapolis Road from Twin Bridges to Stewarts Point Skaggs Springs Road 8 th Street East from Railroad Tracks to Napa Road East Railroad Avenue from Old Redwood Hwy to Petaluma Hill Road Hot Springs Road from City Limits of Cloverdale to first Cattle Guard Stewarts Point Skaggs Springs Road from Annapolis Road to Post mile 21.6 West Sierra Avenue from Stony Point to the City of Cotati 2017 Pavement Program Part 4: Six of the roads originally included in this 2017 Pavement Preservation Program planned for bids were re-evaluated by the Department. It was determined that the roads were damaged by the storms, to the point of requiring different pavement treatments, to adequately preserve them. The Department is evaluating and redesigning these roadways now, and plans to competitively bid them in the Fall 2017, construction will not be completed until The following is a list of the roads delayed from the 2017 Pavement Preservation Program which due to storm damage needed to be redesigned, totaling miles shown on Exhibit D: Bohemian Highway from Graton Road to Main Street Occidental Ferguson Road from Bodega Highway to Mill Station Road Furlong Road from Bodega Highway to Occidental Road Grove Street from End Improved section to Arnold Drive Poplar Ave from Railroad Avenue to Cypress Avenue River Road from Crocker Road to Washington School Road 2017 Pavement Program Part 5: The following is a list of the roads delayed from the 2017 Pavement Preservation Program, due to work on the roadway by other agencies, totaling 1.07 Miles shown on Exhibit D. These roads will be designed
6 and bid with the Part 4 roads listed above, but construction will be delayed until the utility work is completed by the other entities: East Robles from Santa Rosa Avenue to Brooks Avenue, delayed to follow a sewer project to be performed by the Sonoma County Water Agency Petaluma Hill Road from East Cotati Avenue to Rohnert Park Expressway delayed to follow a water utility project by the City of Rohnert Park Funding for Parts 3, 4, and 5 of the Program will be discussed as part of the 2018 Pavement Preservation Program board item, currently anticipated for June 20, Prior Board Actions: Board approved an expenditure plan for $21.9 Million dollars in local contributions dedicated to pavement preservation. Strategic Plan Alignment Goal 3: Invest in the Future This project will improve the surface of 54.5 miles of County roads. Funding for Parts 3, 4, and 5 of the program will be discussed as part of the 2018 Pavement Preservation Program board item anticipated for June 20, 2017.
