1 2004 Specifications CSJ , etc. & , etc. SPECIAL PROVISION TO SPECIAL SPECIFICATION Reflectorized Pavement Markings with Retroreflective Requirements For this project, Special Specification Item 6110, Reflectorized Pavement Markings with Retroreflective Requirements, is hereby amended with respect to the clauses cited below, and no other clauses or requirements of this Item are waived or changed hereby. Article 2. Materials is voided and replaced by the following: A. Type I Marking Materials. Furnish in accordance with Departmental Material Specification DMS-8220, Hot Applied Thermoplastic. Furnish drop on glass beads that are Type II; Type III; or a combination of Type II and III, or High Performance Glass Beads, when applying Type I markings. Type III beads or High Performance Glass Beads are only required on longitudinal markings. Do not use Type III beads or High Performance Glass Beads on transverse markings such as stop bars, crosswalks or striping installed with hand line machines. The General Notes will specify when High Performance Glass Beads are required. B. Type II Marking Materials. Furnish in accordance with DMS-8200, Traffic Paint. Furnish drop on glass beads that are Type II; Type III; or a combination of Type II and III, or High Performance Glass Beads when applying Type II markings as final markings. The General Notes will specify when High Performance Glass Beads are required. C. Glass Traffic Beads. Furnish drop on glass beads conforming to DMS-8290, Glass Traffic Beads. Add High Performance Glass Bead gradation. High Performance Glass Beads -US Standard US Sieve No. % Retained
2 Pan 0-5 The high performance beads shall have a refractive index of D. Labeling. Use clearly marked containers that indicate color, mass, material type, manufacturer and batch number. Article 3. Equipment, Section A. General Requirements is voided and replaced by the following: A. General Requirements. Use equipment which: is maintained in satisfactory condition; meets or exceeds the requirements of the National Board of Fire Underwriters and Texas Railroad Commission for this application; uses an automatic double drop bead dispenser attached to the pavement marking equipment; can provide continuous mixing and agitation of the pavement marking material; includes a hand-held thermometer capable of measuring the temperature of the marking material when applying Type I material. Article 4. Construction, Section C. Apply Markings is voided and replaced by the following: C. Apply markings: in proper alignment with the guides without deviating from the alignment more than 1 in. per 200 ft. of roadway or more than 2 in. maximum; When retracing existing markings with existing Raised Pavement Markers (RPM) that are to remain in place, install a RPM covers or other approved method to protect the existing RPM. Remove and dispose of the RPM covers after the retraced stripe is installed. Placement of retraced pavement markings in proper alignment will be strictly enforced. Irregular lines placed on both sides of the existing markings or pilot line will not be accepted. free of blisters and with no more than 5%, by area, holes or voids; with uniform cross section and thickness; with clean and reasonably square ends; which are reflectorized when observed in accordance with Test Method Tex-828-B for the entire performance period of 15 days and meet the minimum retroreflective requirements as specified in Section F.3. of this Special Specification; using personnel skilled and experienced with installation of pavement markings. Article 4. Construction, Section F, Application, Section 1. Type I Markings is supplemental by the following: Type I marking for new surface treatments in accordance with Item 316, "Surface Treatments" or Item 318, "Hot Asphalt-Rubber Surface Treatments" must have a
3 minimum thickness of in. (100 mil) for edgeline markings, center-line/nopassing barrier-line, lane lines, stop-bars, legends, symbols, and gore markings. When high performance glass beads are specified in the general notes, the glass beads shall be applied using the double drop application process. The target application rates are: The first drop can be TYPE II glass beads at a target rate of 6 LB per 100 SQ/FT of TY I pavement markings. The second drop shall immediately following the first drop with high performance glass beads at a target rate of 8 LB per 100 SQ/FT of TY I pavement markings. The contractor shall adjust the target rates to achieve the required retro-reflectivity reading required of this special provision. Any adjustment to the target glass beads rates is subsidiary to the individual bid items. Article 4. Construction, Section F, Application, Section 2. Type II Markings is voided and replaced by the following: 2. Type II Markings. Apply within the temperature limits recommended by the material manufacturer. Note: if during a spray application, operations cease for 5 min. or longer, flush the spray head by spraying marking material into a pan or similar container until the material being applied sprays uniform for the full width of the TYII Marking to be applied. Apply on clean, dry pavements (meeting moisture test described above) and having a surface temperature above 50ºF when measured according to Test Method Tex-829-B Measuring Pavement Temperature. during good weather unless otherwise directed. If markings are placed at Contractor option when inclement weather is impending and the markings are damaged by subsequent rain, sleet, hail etc., the Contractor is responsible for all costs associated with replacing the markings if required. Apply Type II markings with a minimum thickness of: in. (20 mil) for new surface treatments involving Item 316, Surface Treatments or Item 318, Hot Asphalt-Rubber Surface Treatments, when the TY II Pavement Markings are going to be the permanent pavement markings. Measure minimum thickness for markings in accordance with Test Method Tex- 854-B using a needlepoint micrometer. Thickness measurement will be to the top of the paint material, not including the thickness of the surface applied glass beads. at an application rate of gal./mi. for a solid 4 in. line and same rate adjusted proportionally for other widths, when the TY II Pavement Markings are going to be a sealer for TY I pavement markings. On-the-road Track-Free Time. When installed at 77º F and at a wet film thickness of 25±2 mils, the markings will reach a no-track condition in less than 5 minutes. Track-free will be considered as the condition where no visual deposition of the traffic paint marking to the pavement surface is observed when viewed from a distance of 50 ft., after a free-rolling traveling vehicle s tires have passed over the line. The track-free time will not increase substantially with decreasing temperature. The contractor shall handle traffic to allow the required tack free time
4 to prevent tracking on the pavement surface, traffic handling is considered subsidiary to the various bid items. Article 4. Construction, Section F, Application, Section 3. Retroreflective Requirements is voided and replaced by the following: 3. Retroreflective Requirements. Meet the following minimum retroreflectivity values for edge line markings, center-line/no passing barrier-line, and lane lines when measured anytime after 3 days but not later than 10 days after application: Type I Markings: White markings: 250 millicandelas per square meter per lux (mcd/m2lx) Yellow markings: 175 mcd/m2lx Type II Markings: White markings: 175 mcd/m2lx Yellow markings: 100 mcd/m2lx When High Performance Glass Beads are specified in the General Notes the following retroreflectivity requirements shall apply: Type I Markings: White markings: 500 millicandelas per square meter per lux (mcd/m2lx) Yellow markings: 250 mcd/m2lx Type II Markings: White markings: 250 mcd/m2lx Yellow markings: 175 mcd/m2lx Take a minimum of 3 measurements for each 1 mile section of roadway for each series of markings (i.e. edge-line, center skip line, each line of a double line, etc.) and for each direction of travel. Make all measurements in the direction of traffic flow, except for broken centerline on 2-way roadways, where measurements will be made in both directions. The spacing between each reading must be at least 1000 ft. The Engineer may decrease the mileage frequency for the readings if the previous readings provide satisfactory results. The Engineer may require the original number of readings if concerns arise. If 2 or more of the measurements taken on a specific series of markings within each mile segment falls below the minimum retroreflectivity values, take a minimum of 5 more measurements within that mile segment for that series of marking. If 2 or more of these readings fail, then restripe once at the Contractor's expense with a minimum of in. (60 mil) of Type I marking material or 15 to 20 gallons per mile of Type II marking material. Take a minimum of 5 more measurements after 3 days but before 10 days of this second application within that mile segment for that series of markings. If 2 or more of these readings falls below the minimum retroreflectivity requirements, restripe using 15 to 20 gallons per mile of Type II marking material at the Contractor's expense until minimum retroreflectivity requirements are met
5 Provide a portable retroreflectometer, which uses 30-meter geometry meeting the requirements described in ASTM E The retroreflectometer shall have either an internal global positioning system (GPS) or the ability to be linked with an external GPS. The unit must be able to record and print the location and the retroreflective reading for each location where readings are taken. The GPS must have a minimum accuracy rating of 16.4 ft. in accordance with the circular error probability (CEP) method. CEP is defined as the radius of the circle with its origin at a known position that encompasses 50% of the readings returned from the GPS instrument. Perform all retroreflectivity measurements used for acceptance. The Contractor has the option to provide a mobile retroreflectometer. Mobile retroreflectometers used for this operation must be approved by the Construction Division and must be certified by the Texas Transportation Institute Mobile Retroreflectometer Certification Program. Obtain written approval to use a mobile retroreflectometer and have the equipment approved before placing any striping. These retroreflective readings may be done after completion of all striping if the mobile retroreflectometer is approved for use. Furnish mobile retroreflectivity measurements in compliance with Special Specification Mobile Retroreflectivity Data Collection for Pavement Markings unless otherwise approved by the Engineer. The Engineer may require an occasional field comparison check with a portable retroreflectometer meeting the requirements listed above to insure accuracy. Use all equipment in accordance with the manufacturer s recommendations and directions. Provide a DVD or VHS video tape of all the stripes being measured with high quality resolution and include data overlay. Inform the Engineer at least 24 hrs in advance of taking any type of readings. Provide traffic control when retroreflectivity measurements are taken after marking application. On low volume roadways (as defined on the plans), refer to the figure, "Temporary Road Closure" in Part VI of the Texas Manual on Uniform Traffic Control Devices for the minimum traffic control requirements. For all other roadways, the minimum traffic control requirements will be as shown on the standard plans TCP (3-1) and TCP (3-2). The lead vehicle will not be required on divided highways. The traffic control plan and traffic control devices must meet the requirements listed in Item 502. Time restrictions that apply during striping application will also apply during the retroreflectivity inspections except when using the mobile retroreflectometer unless otherwise shown on the plans or approved by the Engineer. Article 6. Payment. The first paragraph is voided and replaced by the following: 6. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for Reflectorized Pavement Markings with Retroreflective Requirements of the types, colors, sizes, widths, and thickness (Type I and TY II permanent markings only) specified or Pavement Sealer of the size specified. This price will be full compensation for furnishing all materials; application of pavement markings; retroreflective readings; traffic control; and other equipment, labor, tools, and incidentals
