1 RESOLUTION OF THE GOVERNING BOARD OF THE NORTHEAST OIDO AREAWIDE OORDINATING AGENY WHEREAS, the Northeast Ohio Areawide oordinating Agency (NOAA), the Metropolitan ning Organization (MPO) for the five Northeast Ohio counties of uyahoga, Geauga, Lake, Lorain, and Medina, is presently engaged, through Governing Board action and staff technical work, in the continuing phase of the cooperative, comprehensive planning process designed to meet needs, requirements, goals and objectives of national, state and local governmental levels, all within this nation's federal transportation system; and WHEREAS, the ongress of the United States, through law, and the U.S. Department of Transportation, through regulation, have determined that a long-range twenty year Transportation and a four-year Transportation Improvement Program (TIP) shall be prepared, which includes federal-aid transportation projects expected to be implemented in each of the program years; and WHEREAS, the NOAA Governing Board's Regional Transportation Investment Policy (Resolution No ) requires that all proposed federal-aid transportation projects be processed through project planning review in order to meet Transportation goals and federal requirements; and WHEREAS, the following projects are proposed amendments to the Transportation (onnections 2030): a. ity of leveland Heights: UY EDAR RD - This project involves resurfacing edar Road, from Euclid Heights Boulevard to Taylor Road, in leveland Heights. b. ODOT 12: UY IR N AR: PID No This project involves painting the structural steel of five mainline bridges located along 1-90, in leveland. c. ODOT 12: UY SR : PID No This project involves preventive maintenance (mill and fill) along one mile of SR-176, from Denison Avenue to 1-90, in leveland. d. ODOT 12: UY IR : PID No This project involves resurfacing 1-480, from the Valley View Bridge to 1-480N, in Valley View, Garfield Heights, Maple Heights, leveland and Warrensville Heights. e. Geauga ounty Engineer: GEA AUBURN RD (SETIONS Q & R) - This project involves resurfacing Auburn Road (sections Q & R), from Thwing Road to Mentor Road (H-5N), in hardon Township.

Geauga ounty Engineer: GEA BAINBRIDGE RD (SETIONS A - G) - This project involves resurfacing Bainbridge Road (sections A - G), from the uyahoga/geauga ounty line to Washington Street, in Bainbridge and Auburn Townships. g. Geauga ounty Engineer: GEA HAGRIN RD (SETIONS - E) - This project involves resurfacing hagrin Road (sections - E), from atsden Road (TR-189) to hillicothe Road (SR-306), in Bainbridge Township. h. Geauga ounty Engineer: GEA R V AR GR: PH 3: PID No This project involves installing new guardrail, and upgrading existing guardrail and guardrail end treatments on various county roads in Geauga ounty. 1. Geauga ounty Engineer: GEA KIRTLAND RD - This project involves resurfacing Kirtland Road, from the Lake/Geauga ounty line to hardon Road (US-6), in hardon Township. J. Geauga ounty Engineer: GEA OLD STATE RD: PID No This project involves resurfacing Old State Road (sections B-H), from Nash Road (SR-88) to Madison Road (SR-528), in Parkman and Middlefield Townships. k. Geauga ounty Engineer: GEA RAVENNA RD (SETIONS A - D) - This project involves resurfacing Ravenna Road (sections A - D), from the hardon north corporation line to the Geauga/Lake ounty line, in hardon Township. 1. Geauga ounty Engineer: GEA SPERRY RD (SETIONS B - G) - This project involves resurfacing Sperry Road (sections B - G), from Kinsman Road (SR-87), to Mayfield Road (US-322), in Newbury, Russell and hester Townships. m. ODOT 12: GEA US : PID No The project involves resurfacing US- 322, from Heath Road to Ravenna Road (SR-44), in Munson Township. n. Lake ounty Engineer: LAK MADISON AVE (R-306) - This project involves resurfacing Madison Avenue, from the city of Painesville east corporation line to SR-84 (Riverside Drive), in Painesville and Perry Townships. o. Lake ounty Engineer: LAK MORLEY ROAD (R-417) - This project involves resurfacing Morley Road, from Pinecrest Road (H-408) to Hoose Road (H-406), and from Prouty Road (H-414) to SR-84 (Johnnycake Ridge Road), in oncord Township. p. Lake ounty Engineer: LAK PARK RD (R-301) - This project involves resurfacing Park Road, from Madison Avenue (H-306) to Hale Road (H-322), in Painesville Township. q. Lake ounty Engineer: LAK RAVENNA RD (R-360) - This project involves resurfacing Ravenna Road, from oncord-hambden Road (H-412) to Auburn Road (H-409), in oncord Township.

SR N AR: PID No This project involves sealing the parapets and substructure of seven pairs of mainline SR-2 bridges over the B&O railroad, Sanford Street, St. lair Street, State Street and the Grand River in Painesville; and the Norfolk Southern railroad and Bacon Road, in Painesville Township in Lake ounty. The project also includes sealing the substructures and outside face of the parapets of a bridge on 1-90, over East 140th Street, in leveland. s. ODOT 12: LAK. SR : PID No: This project involves resurfacing SR- 283, from the city of Mentor east corporation line to the city of Painesville west corporation line, in Painesville Township and Grand River Village. t. Medina ounty Engineer: MED RGR-FY: PID No This project involves installing new guardrail in locations where guardrail is needed but none exists, and replacing or repairing existing guardrail on various Medina ounty roads. WHEREAS, the following projects are also proposed amendments to the state fiscal year (SFY ) TIP: a. Geauga ounty Engineer: GEA SPERRY RD (SETIONS B - G) - This project involves resurfacing Sperry Road (sections B - G), from Kinsman Road (SR-87), to Mayfield Road (US-322), in Newbury, Russell and hester Townships. b. ODOT 12: LAK. WHEREAS, the above projects are excluded from regional emissions analysis and as such do not affect the existing TIP's air quality conformity determination; and and WHEREAS, the above projects are consistent with current financial forecasts and plans; WHEREAS, it is expected that the project sponsors will, in good faith, endeavor to address comments and recommendations and will provide evidence of such, prior to the project advancing; and WHEREAS, the above projects are recommended by the Transportation Advisory ommittee (T A) as amendments to the and TIP as appropriate.
4 NOW, THEREFORE, BE IT RESOLVED by the Governing Board of the Northeast Ohio Areawide oordinating Agency, consisting of forty-four principal officials serving general purpose local governments throughout and within the counties of uyahoga, Geauga, Lake, Lorain, and Medina that: Section 1: The referenced projects have had appropriate review and are recommended for approval. Section 2: The NOAA Transportation and Transportation Improvement Program (TIP) are amended to include the attached projects for project development and processing review purposes as shown on the attachments.
