BACKGROUND: The Interceptor Outfall Gravity Section Rehabilitation Project is part of the City s ongoing collection system management program. The work consisted of lining the terminal 2,300 feet of the City s 24-inch outfall pipeline just upstream of the Laguna Treatment Plant. The lining project included cured-in-place pipe (CIPP) lining and epoxy coating of the manhole structures to correct severe corrosion that had occurred in both the pipeline and the manholes. The rehabilitation project will extend the useable life of this pipeline section for at least 20 years. On July 22, 2014, the City Council adopted Resolution , Authorizing and Adopting the Plans and Specifications for the Interceptor Outfall Gravity Section Rehabilitation Project No , Awarding the Contract to Michels Corporation and Finding Such Action Exempt from CEQA. The total value of the construction contract, at the time of award, was $229, The Contractor began the work in September 2014 and completed the work by mid-november At this point, staff is ready to accept the Project and release contract retention to the Contractor. ANALYSIS: Filing the Notice of Completion for the project is the final step in accepting the Project. It establishes a time frame for subcontractors to file any mechanics liens on the Project. When this time frame is complete, the City can release retention and close out the construction contract. OPTIONS CONSIDERED: None. Filing the Notice of Completion is a necessary step to close out the construction phase of the Project. FISCAL IMPACT/FUNDING SOURCE: The funding sources for the Interceptor Outfall Gravity Section Rehabilitation Project are: 2005A CSCDA Water/Wastewater Bond proceeds Sewer Utility Operations Fund 1

2 ITEM NO. 6.C.3 The Interceptor Outfall Gravity Section Rehabilitation Project is a collection system maintenance project and should preserve the life of the lined pipeline for at least 20 years. Ongoing maintenance of the pipeline will be provided by the Sewer Utility Operations Fund. 3 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE APPROVING THE NOTICE OF COMPLETION FOR THE INTERCEPTOR OUTFALL GRAVITY SECTION REHABILITATION PROJECT NO AND DIRECTING THE CITY ENGINEER TO FILE WHEREAS, on July 22, 2014, the City Council of the City of Rohnert Park adopted Resolution , approving the plans and specifications for the Interceptor Outfall Gravity Section Rehabilitation Project No , Awarding the Contract to Michels Corporation in the amount of $229, and Finding Such Action Exempt from CEQA; and WHEREAS, the work generally consisted of lining the terminal 2,300 feet of the City s 24-inch outfall pipeline just upstream of the Laguna Treatment Plant; and WHEREAS, all work has been completed in accordance with the contract; and the punch-list items have been completed and signed off by the ; and WHEREAS, the final contract value of $230, (an 0.5% increase) is within the City Manager s authority to approve and has been approved by City Manager; and WHEREAS, filing the Notice of Completion is the final step in the City s process to accept ownership of the project and release retention funds to the contractor. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park hereby approves the Notice of Completion for the Interceptor Outfall Gravity Section Rehabilitation Project No in substantially similar form to Exhibit A, which is attached to this Resolution and incorporated by this reference. BE IT FURTHER RESOLVED that the is hereby authorized and directed to file the Notice of Completion and to execute documents pertaining to the same for and on behalf of the City of Rohnert Park. That said work and improvements were completed on December 15, 2014, and that the name of the surety on the contractor's bond for labor and materials on said project is Continental Casualty Company/Liberty Mutual Insurance Company.
