Authorization to join the Houston -Galveston Area Council Contract No. RA05-15 with Motorola Solutions, Inc. for maintenance, programming, repair, monitoring, and related equipment purchases and services for the Digital Trunked Radio System for an amount not to exceed $2,224,000. RECOMMENDATIONS: Management RECOMMENDS that the Board of Airport Commissioners: 1. ADOPT the Staff Report. 2. DETERMINE that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines. 3. FIND that the work can be performed more economically or feasibly by an independent contractor than by City employees. 4. FIND pursuant to Administrative Code Section 10.15(a)(10) under the circumstances presented that the services sought in this contract (i.e., the provision, installation, planning, design, implementation related to telecommunication infrastructure services etc.), are such that the use of competitive bidding would be undesirable. APPROVE joining Houston -Galveston Area Council Contract No. RA05-15 with Motorola Solutions, Inc. for three years or until the expiration of the Houston -Galveston Area Council contract, whichever occurs first, for the Digital Trunked Radio System maintenance, materials, repair, monitoring, and related materials and services for an amount not -toexceed $2,224, AUTHORIZE the Executive Director to execute the contract after approval as to form by the City Attorney. DISCUSSION: 1. Purpose Provide the maintenance, programming, repairs, materials, operational monitoring, and other related services for LAWA's Digital Trunked Radio system, excluding hand -held and mobile units. Maintenance of handheld and in -car subscriber units will be handled under another contract (Bear Communications, Inc.). 2. Prior Related Actions August 20, Resolution No (DA -4838) The Board approved joining of H -GAC Contract No. RA05-12 with Motorola Solutions, Inc. (Motorola) to provide trunked digital radio system maintenance, repairs, materials, operational monitoring and related services for Los Angeles World Airports in the not -toexceed amount of $2,700,000. The H -GAC contract expired on April 30, 2015 without any extension. 3. Current Action The Digital Trunked Radio System which was installed in March 2012, is based on the National Project 25 Interoperability Standard. This system allows for more efficient use of LAWA's radio frequencies, better radio coverage, longer radio battery life between charges, and allows for superior interoperability with other Public Safety agencies. Currently this system supports LAWA's Public Safety staff, LAPD and LAFD staff supporting LAWA, LAWA Operations staff, and Construction and Maintenance supervisors. This contract will provide the maintenance, programming, repairs, materials, operational monitoring, and other related services for LAWA's Digital Trunked Radio system. In addition, this contract will allow LAWA to re- program the Trunked system to add an existing conventional analog radio channel currently used in LAWA's analog radio system. Moving this additional radio channel into LAWA's digital trunked radio system will provide additional capacity to help ensure adequate talk -time is available in both normal and emergency situations. This system was covered under DA contract with Motorola through April 30, IMTG is currently using an alternate contract to provide limited radio maintenance services until this new contract is awarded. 3 Estimated Services and Expenditures under the H -GAC Motorola contract is as follows: Estimated Description Amount* Maintenance and networking monitoring service for the Digital Trunked Radio System excluding subscriber units ($573,000/year * 3 years) $ 1,719,000 Other as- needed additional related services, batteries, including repair and replacement of radio parts and equipment $ 425,000 Total System Maintenance Related Services $ 2,144,000 Move of Radio Channel to Digital Trunked Radio System $ 80,000 Total Contract Amount $ 2,224,000 Note: * Costs for individual line items may vary, but the total expenditures shall not exceed $2,224,000 Action Requested Staff requests Board approval of the H -GAC Contract No. RA05-15 with Motorola Solutions, Inc. for an amount not -to- exceed $2,224,000 and a contract term of three years or until the expiration of the H -GAC contract, whichever occurs first. Fiscal Impact This contract will be funded from the Operating Budget and funding will be requested as part of the annual budget process. Operating Costs will be recovered through rates and charges. 4. Alternatives Considered Conduct new competitive bid process Staff analyzed procurement options for the required products and services and determined the terms and conditions of the underlying contract provide the best value and are more advantageous to LAWA than undertaking a competitive process. This large- volume H -GAC contract provides much better pricing than what might be obtained from a competitive process for LAWA's smaller volume of purchases. APPROPRIATIONS: Funding for this item in the amount of $653,000 is available in Fiscal Year Los Angeles World Airports Operating Budget in LAX Cost Center IT Infrastructure Tech Office, Commitment Items Contractual Services and Materials and Services. Funding in the amount of $26,000 is available in ONT Cost Center Information Systems Services, Commitment Item Materials and Services. Funding for subsequent years will be requested as part of the annual budget process. Page 3 of 4
4 STANDARD PROVISIONS: 1. This action, as a continuing administrative activity, is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines. 2. This item is subject to approval as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section Motorola Solutions will comply with the provisions of the Living Wage Ordinance. 5. Procurement Services has reviewed this action (File No.6204). Houston -Galveston Area Council does not have a Small Business Enterprise Program or similar program. Motorola Solutions voluntarily committed to 8% SBE participation. 6. Motorola Solutions will comply with the provisions of the Affirmative Action Program. 7. Motorola Solutions has been assigned Business Tax Registration Certificate number Motorola Solutions will comply with the provisions of the Child Support Obligations Ordinance. 9. Motorola Solutions has approved insurance documents, in the terms and amounts required, on file with the Los Angeles World Airports. 10. Pursuant to Charter Section 1022, staff determined the work specified on the proposed contract can be performed more feasibly or economically by an Independent Contractor than by City employees. 11. Motorola Solutions has submitted the Contractor Responsibility Program Questionnaire and Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. This action is not subject to the provisions of the Equal Benefits Ordinance, pursuant to Los Angeles Administrative Code Section (i)(1)(h) - Bulk Purchasing Arrangements through Houston -Galveston Area Council. 13. This action is not subject to the provisions of the First Source Hiring Program. 14. Motorola Solutions has submitted the Bidder Contributions CEC Form 55 and will comply with its provisions.
