Mark Clark, Maintenance Services Division Manager FY Chip Seal Program Project No. SM580C Construction Contract Award #3 Safe and Clean Community. The Lake Havasu City Maintenance Services Division is requesting award of the FY Chip Seal Program, Project SM580C. This project consists of a base bid of approximately 786,101 square yards of CRS-2P Chip Seal. The work will consist of the contractor providing CRS-2P Chip Seal, equipment, traffic control and crew services to seal approximately 38 miles of existing paved streets in order to extend the life expectancy of the roadways. The engineering estimate for this project was 1,300,000. On September 26, 2013, sealed bids were opened and seven valid bids were received in response, from the lowest bid at 1,205,644.53, to the highest at 1,399,225. The three lowest valid bids were received as follows: Cholla Pavement Maintenance, Inc. Apache Junction, AZ Intermountain Slurry Seal Salt Lake City, UT Earth Resources Corporation Dewey, AZ 1,205, ,240, ,245, Staff has performed a bid evaluation on the apparent low bidder, Cholla Pavement Maintenance, Inc., of Apache Junction, AZ, and determined that the bid is fair and reasonable. A check with the Arizona Registrar of Contractors revealed that their license is active, appropriate for the work proposed and is in good standing with no complaints on file, and they have satisfactory references. The cost including application, material, and mobilization for this activity is 1.53 per square yard, just about equal to last year's program cost of 1.54 per CC-1 Rev. 1/5/2010 CITY MANAGER'S REVIEW

2 COUNCIL COMMUNICATION PAGE: 2 of 2 square yard for 35 miles of paved road and 1 1/2 acres of parking lot. With over 425 miles of roadways in our community, and an average life span for a chip seal of seven years, we need to treat nearly 60 miles of roadways a year, on average, to maintain a static pavement condition. Although the work will not be performed until next spring (April/May), by bidding the work out early, Lake Havasu City receives lower and better bids because the contractors are able to schedule their work well in advance of their normal annual work.
