1 REQUEST FOR PROPOSALS PROJECT: Painting of the Signal Poles, Mast Arms and Decorative Bases OWNER: City of Goose Creek, Department of Public Works RECEIPT OF PROPOSALS: Separate sealed proposals for the above referenced project will be received by the Owner at their office, 200 Button Hall Avenue, Goose Creek, SC 29445, until 5:00 p.m., local time at place of submission, April 17 th, Proposals received after the deadline will be returned unopened. Upon review and selection, everyone submitting a proposal will be issued correspondence of the selection. DOCUMENTS: Copies of the Documents may be obtained by visiting the City s website at Contract documents will be available on March 26 th, PROJECT DESCRIPTION: The City of Goose Creek is seeking proposals for painting services for traffic signal poles, mast arms and decorative bases within the City. The City currently has twelve (12) signal poles thirteen inches (13 ) in diameter and eight (8) poles fifteen inches (15 ) in diameter with mast arms that vary from twenty six (26 ) to fifty five feet (55 ) in length that need repainting. All poles are approximately twenty three feet (23 ) high. Each pole also has a decorative base. The work shall consist of cleaning, preparing and applying primer (as necessary) / paint on the steel portions of the structure. The poles, mast arms and bases are to be painted to the provided specification. SCDOT may require some of the work be accomplished at night to accommodate traffic in the roadways. 2 Any deviation from the provided specifications should be explained in detail within the submittal. To ensure ethical, comparable evaluation, pricing should be as follows: Description Price 13 Signal Pole $ 15 Signal Pole $ Mast Arm (20-30 ) $ Mast Arm (31-40 ) $ Mast Arm (41-50 ) $ Mast Arm (51-60 ) $ Decorative Base $ Pedestrian Pole $ The above pricing is to include all services, including: labor and materials, traffic control, mobilization, cleaning, scraping, priming, painting, cleanup and disposal of excess materials. QUESTIONS: Every request for such interpretation shall be in writing addressed to CITY OF GOOSE CREEK, DEPARTMENT OF PUBLIC WORKS, P.O. BOX 1768, GOOSE CREEK, S.C ; ATTENTION: DIRECTOR OF PUBLIC WORKS. To be considered, such request must be received at least seven (7) days prior to the Proposal Opening Date. All such interpretations and any supplemental instructions will be issued in written Addenda to the Specifications which will be posted on the city website and ed to all prospective Bidders (at the addresses furnished for such purposes), not later than five (5) days prior to the Proposal Opening Date. Failure of any Bidder to receive such Addendum or interpretation shall not relieve such Bidder from any obligation under his Proposal as submitted. 3 A statement addressing each of the items listed in the selection criteria Copy of current insurance limits Each Proposal must be submitted in an opaque sealed envelope, plainly marked on the outside, addressed and delivered as shown below. If forwarded by mail, the sealed envelope containing the Proposal must be enclosed in another envelope addressed to the Owner at the following addresses. Unless all proposals are rejected, award will be to the low responsive, responsible offeror. BIDDER S RIGHTS: Under South Carolina State Law, Section (1), any actual bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of a contract shall protest to the Director of Public Works within fifteen days of the date the Notice of Intent to Award is posted. The date, time, and location of posting of the Notice of Intent to Award will be made available to all offerors. In addition to the posted notice, Notice of Intent to Award will be given to all offerors responding to the solicitation. Sixteen days after Notice of Intent to Award is given, the agency may enter a contract with the bidder named in the notice in accordance with the provisions of Section (10). 4 City of Goose Creek Signal Pole, Decorative Base and Mast Arm Painting Specification This work shall consist of cleaning and applying one coat of primer (where necessary) and paint on the previously painted portions of the traffic signal poles, mast arms and decorative bases. The finished coating shall be uniform, completely covering all exposed portions of the painted structure. The coating shall be free of sags, pits, pits, craters, and embedded particles Primer and paint will not be applied to signal heads, signal mounting hardware, aluminum controller cabinets, pedestrian push buttons, etc. unless specified. Attention to detail is required to only paint surfaces requiring priming and painting. If necessary, all work for a completely painted pole and mast arm structure shall include, but is not limited to, the following. 1. Removal and resetting of decorative bases. 2. Removal and resetting of sign panels. 3. Removal and resetting of light fixtures. 4. Removal and resetting electrical connections. It is important to remove all loose rust and old paint which is not tightly bound to the surface by hand or powered tool wire-brushing, scraping or sanding. All dirt, rust, scale, grease, moisture or conditions otherwise detrimental to the formation of a durable paint film must be removed per Valmont Services Field Painting Procedure Over Existing Finish, latest revision. Sandblasting will not be allowed. All labels or signs for crosswalk crossing indications or warnings at the pedestrian push buttons, if necessary, will be removed prior to painting. For those in bad condition, the City will provide new labels and signs to post. Do Not Paint Over Them. Old paint in good condition need not to be removed, but shall be thoroughly cleaned before one coat of primer (where necessary) and one coat of paint is applied, per Valmont Services Field Painting Procedure Over Existing Finish, latest revision. All areas where paint has been removed to bare metal or in areas where rust cannot be completely removed it shall be given two coats of primer rust inhibitor. Paint shall be applied only on thoroughly dry surfaces and only when the ambient and surface temperature meets the paint manufacturer s specifications. Paint shall not be applied when the weather conditions are expected which might damage the work. If fresh paint is damaged by the elements, it shall be replaced or repaired by the contractor at his expense. All paint coats may be applied either by hand and/or roller brushing per the paint manufacturer s recommendation. Spray painting will not be allowed. Paint, rollers and brushes are to be supplied by the Contractor. The desired finish coat shall be TNEMEC Co. Inc., Series 1075 Endura-Shield II, Hunter Green Federal # 14036

5 Material Product information can be obtained from: TENEMEC Technical Services 101 W. 26th Avenue North Kansas City, MO TNEMEC1 ( ) Lanes to open traffic must be protected from cleaning and painting operations. All permits necessary for Traffic Control shall be the Contractors responsibility. All cleaning debris must be removed from the roadway prior to opening a lane of traffic. The disposal of all foreign materials shall be the Contractors responsibility per Local, State and Federal guidelines. All costs incidental to painting the structures shall be included in the cost of this item.

Kempkes Page 1 of Scope of Work This specification is for use by contractors who work on field repair according to coating specification CS Terms and Definitions Material Safety Data Sheets (MSDS): Data sheets prepared and supplied by material manufacturers to inform users of the potential hazards of a product. NACE: National Association of Corrosion Engineers. Product Data Sheet: Data sheets prepared and supplied by coating manufacturers to inform users of the technical information about a coating, such as required surface preparation, substrate temperature, relative humidity, cure time, etc. SSPC: The Society for Protective Coatings (formerly named the Steel Structured Painting Council). 3.0 Reference Standards & Codes SSPC SP 2 Hand Tool Cleaning SSPC SP 3 Power Tool Cleaning SSPC SP 1 Solvent Cleaning 4.0 Safety Work shall be done in a safe manner in accordance with all federal, state, and local safety codes. Employees shall also comply with all safety requirements. The party that is directly performing the work shall ensure that Material Safety Data Sheets are readily available at the job site. 5.0 Pre Job Conference A pre job conference shall be held so that all parties read and understand this specification prior to starting the job. 6.0 Surface Preparation 6.1. Cleaning Remove all loose foreign materials by hand tool scraping according to SSPC SP 2. Sand the existing painted surface by hand abrading according to SSPC SP 2 or by power abrading according to SSPC SP 3. (course grit sand paper or emery cloth is acceptable) to achieve a rough surface profile Post cleaning Solvent wipe entire area to be coated to remove all foreign particles and other contaminants according to SSPC SP 1.

Kempkes Page 2 of Coating Materials Coating materials are as follows: TNEMEC (2) component acrylic polyurethane (Series 1074, 1075, or 175 Endura Shield or Equivalent) Coating materials shall be stored in a clean and dry place in accordance with the coating manufacture s recommendations. 8.0 Sample Coatings Color samples Per the specifications color samples will be retained to check the paints color retention at any time during the warranty period. A minimum of two (2) coupons will be painted using the finish paint at the same time and, with the same paint as products being painted. One sample will be provided to the customer for their records, and contractor will retain one sample for their records. 9.0 Workmanship Only contract personnel NACE certified and supervised by a NACE certified CIP shall be used. We will paint as much of the pole and arms as we can as they are positioned on blocking material. We will allow that finish too dry. Then we will turn the material in order to complete the coating of the entire surface. Once the parts are turned we will prepare the surface by sanding the area to be coated to create a profile, and feather the edges of the previously coated area. Then we will solvent wipe the area to clean the surface. We will apply the finish coating in the non coated area and check the film thickness for proper mils and to make sure there are no voids or holidays Application Ambient conditions at the work site will be taken prior to beginning work (dew point, relative humidity, air and steel temperature). Coatings shall be applied in accordance with the coating manufacturer s product data sheet. The coating shall be applied to achieve a DFT of 2 4mils. Any damage to objects or the surrounding environment caused by the contractor shall be made good by the contractor at the contractor s expense Work Sequence Shall be performed in sequential order starting with section 1.0 through 13.0 in that order

Kempkes Page 3 of Repairs Repairs will be made to any damaged area of the coating. The repair work shall be featheredged, around the damaged area a minimum of three (3 ) inches from the center of the damaged area in all directions. Using 80 grit abrasive coated papers expose each coat of the coating system, including the primer. Using the finish coating material as repair material, apply by brush the same number of coats as found in the repair area. Total thickness of the repair shall be no less than 90% of the total thickness of the adjacent undamaged material Inspection All work shall be subject to inspection by contractor and the approval of the owner.
