1 REPORT #ENG COMMITTEE OF THE WHOLE MEETING JUNE 26, 2017 INTRODUCTION OF PARKING AND TRAFFIC BY-LAWS IN THE VICINITY OF SIDEROAD 10 AND THE 11TH LINE, TOWN OF NEW TECUMSETH RECOMMENDATION That Council receive Engineering Report #ENG ; And further that By-law (AS AMENDED) PARKING AND TRAFFIC BY-LAW Schedule A PARKING PROHIBITED be amended to add the following: Column 1 HIGHWAY 11th Line, North Side and South Side 11th Line, North Side and South Side Sideroad 10, East Side and West Side Sideroad 10, East Side and West Side Column 2 FROM Column 3 TO Sideroad metres east of Sideroad 10 Sideroad 10 11th Line 11th Line 295 metres West of Sideroad metres south of 11th Line 100 metres north of 11th Line Column 4 PERIOD Anytime Anytime Anytime Anytime And further that Council direct Staff to coordinate the installation of the required signage in accordance with the recommended parking prohibitions and restrictions, as indicated in Report #ENG OBJECTIVE This report has been prepared to recommend the implementation of parking prohibitions and traffic by-laws amendments establishing regulations that will prohibit on-street parking on the 11th Line and Sideroad 10. BACKGROUND On May 11, 2017, a Member of Council forwarded an from a Resident regarding parking concerns on Sideroad 10 in the area of the 11th Line. Information including photographs was provide in the which identified the concerns with the parking in the area. Please refer to the Location Map attached hereto as Attachment No. 1.
2 Report #ENG , June 26, 2017 Staff are bringing forward this report in response to Residents concern and to recommend changes to the applicable Municipal By-laws and regulatory signage. COMMENTS AND CONSIDERATIONS Staff conducted a site visit on June 12, 2017, to review the existing conditions, carry out measurements and monitor parking in the area of Sideroad 10 and 11th Line. In this area, the Town's trail system crosses the roadway and user have parked their vehicles on the road. On the day Staff visited the site there were no vehicles parked in the study area. Staff have summarized the road characteristics of Sideroad 10 and of the 11th Line in the area of the trail crossings below: Sideroad 10, from the 10th Line to 11th Line is a paved roadway. The pavement width is 7.0 metres wide, with metre shoulders on each side. Sideroad 10, from the 11th Line to 12th Line is a paved roadway. The pavement width is 7.0 metres wide, with metre shoulders on each side. 11th Line, from Sideroad 10 to Sideroad 15 is a paved roadway. The pavement width is 7.0 metres wide, with shoulder width up to 0.5 metre on each side. 11th Line, from Sideroad 10 to Tottenham Road (County Rd 10) is gravel with the exception of the paved portion through the intersection of 11th Line and Sideroad 10. The paved portion extends from the intersection westerly approximately 5 metres and is 7.0 metres wide, with a 0.5 metre shoulder on each side. The gravel portion is 7.5 metres wide, from edge to edge. Photographs of each road section and additional road characteristic details have been provided in Attachment No. 2 to this report. Staff have concerns with vehicles parking along each of the road sections, especially along the paved sections of road, as the existing road geometry provides narrow traveled lane widths, ranging from 3.3 metres to 3.5 metres, with minimal shoulders, on the paved sections and from 3.0 metres to 3.5 metres on the gravel sections. These dimensions meet the tolerable minimums, as identified in the 2014 Road Needs Study, for low volume roads. However, given the narrow lane widths on the paved sections a parked vehicle would essentially occupy a major portion of the lane of traffic and require through traffic to enter into the oncoming traffic lane to pass. Additionally, large trucks, and agricultural equipment will have difficulty in maneuvering around parked vehicles on the narrow roadway segments. By prohibiting parking on the north side and south side of the 11th Line and on the east side and west side of Sideroad 10, two (2) unimpeded traveled lanes will be available. The Engineering Department supports prohibiting parking on these sections of road. Page 2 of 10
3 Report #ENG , June 26, 2017 Proposed Parking Prohibitions and Restrictions The locations of the parking prohibitions and restrictions have been recommended in the manner that would prohibit parking on both sides of Sideroad 10 and on both sides of the 11th Line in each direction of the trail crossing, and are as follows: Parking is proposed to be prohibited anytime on the north side and south side of the 11th Line from the Sideroad 10 to a point 230 metres east of Sideroad 10. Parking is proposed to be prohibited anytime on the north side and south side of the 11th Line from the Sideroad 10 to a point 295 metres west of Sideroad 10. Parking is proposed to be prohibited anytime on east side and west side of Sideroad 10 from 11th Line to a point 305 metres south of 11th Line. Parking is proposed to be prohibited anytime on east side and west side of Sideroad 10 from the 11th Line to a point 100 metres south of 11th Line. The intent of the parking restrictions is to keep vehicles a minimum of 100 metres from trail entrances. The recommended parking prohibitions and restrictions are illustrated on the Parking Control Plan, Attachment No. 1. Engineering Department Staff conducted a Parking Prohibition Survey, which was hand delivered to the immediate residences in the area of the proposed parking prohibitions. The survey was delivered to a total of three (3) residences to determine if they had any objections to the proposed parking prohibitions and restrictions. The survey was only provided to properties with buildings. Vacant farmlands were not included in the survey. Respondents were given until June 20, 2017, to reply to the survey and had the following methods to return the survey: by mail, fax, or in person. The private residences that were surveyed have been identified on the Parking Control Plan. The response to the resident s survey is outlined in the information presented in Table- 1. As indicated in Table-1 the response rate for the survey was 66.6%, which is considered a good response rate, and the percentage of respondents in favour of the proposed parking prohibitions is 100%. FINANCIAL CONSIDERATIONS Staff, in consultation with the Public Works Department, have determined Staff time to implement the necessary installation of signage would be completed in due course of their daily tasks.
