3 1. INTRODUCTION 1.1 Definitions Client CAC Marafeq Contractor Customer Building Consultant The Master Developer - Lusail Real Estate Development Company (LREDC) or its appointed representative. City Administration Complex. The Utility Company which provides District Cooling, Gas Supply and Pneumatic/Traditional Waste Management Services. The Organization or its appointed representative, responsible for execution of the works. The Owner of building or his representative. The Consultant employed by the owner and who is responsible for design development. 1.2 General This document describes the procedures for connecting the Customer s building to Marafeq utilities (District Cooling, Gas and Pneumatic/Traditional Waste Management Systems). The Customer to follow the procedures of this documents in compliance with Marafeq guidelines and technical requirements listed in the below table. The full responsibility for the design and installation of each sub-development stays with the Customer for that sub-development. 3 P a g e

The detailed requirements of each stage are covered in the next pages. Communication to CAC at the respective stages of approval as indicated in the work flow diagram shall be followed accordingly. The Customer should submit all submittals in soft copy (CD) unless otherwise specified. Marafeq review status will be issued to the assigned address provided by the Customer. Marafeq is holding a technical consultation on Sunday. One half hour allocated for each Customer and the Customer shall send a meeting request with the agenda of meeting to customer.service@marafeq.com.qa by latest two working days before holding the meeting. 4 P a g e

6 1.3 Nomenclature This document describes the guidelines to the nomenclature to be followed while providing a document number to a document, like Technical Submittals or Inspection Requests that are to be submitted to Marafeq Qatar. The customer has to strictly follow the guidelines as listed out in the table below and described further. Sl. 7 The values mentioned within the closed brackets will change according to the customer and the requirement whereas the 00XX represents the number of the document which will start from 0001 and then move on in the ascending order. The revision number (RevXX) has to be maintained depending on how many times the document has been resubmitted. The first submission will always have a revision, Rev00. [For example, if a customer with customer ID MQ100, wants to raise a Welding Inspection Request for DC, for a joint that was rejected once in the first INR, the document number should be as follows: LUS-MAQ-MQ100-INR-DC-0001-Rev01] The customer should also ensure that for each type of submittal the numbering starts from 0001, irrespective of whether 0001 has already been used for another type of submittal. [For example; a customer has to raise his first Inspection Request as LUS-MAQ-MQ100-INR-DC Rev00, even if he already has a submittal for Shop Drawing as LUS-MAQ-MQ100-SDW-DC Rev00, because they are two separate types of documents.] The customer has to always ensure that when an already commented document is resubmitted, it should contain the same Nomenclature as the original document with the only change being in the revision number. If an already commented document is resubmitted as a new document, with new number, the document will be rejected at that point itself. 7 P a g e

8 2. REGISTRATION AND REQUEST FOR INFORMATION The Customer should complete the registration form as provided in Appendix (A) with specifying the applicable utility and submit to Marafeq by . The registration is essential for the Customer to access any further services from Marafeq. For the purpose of design calculations, the Customer may request the allocated utility (District Cooling, Pneumatic Waste Collection and Gas) pipe sizes and estimated load for the building by completing Appendix (B) and submitting to Marafeq Customer Service by . Marafeq shall provide the required information within five working days from the date of receiving the application. 8 P a g e

9 3. DISTRICT COOLING ENERGY TRANSFER STATION (ETS) 3.1 ETS Preliminary Design Marafeq review only the ETS room location after receiving the following submittals from the Customer: 1. Application No. 3 as provided in Appendix (C) to be completed by the Customer. 2. Building site plan drawing. 3. Architectural layout drawing showing the ETS room location. 4. ETS design conformance application duly signed and stamped by the Customer. Cooling demand mentioned on the application shall be the basis of Cooling Supply Agreement. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format (AutoCAD, MS Word, Excel, etc.). Marafeq will provide the review status on Preliminary Design submittal within ten working days from the date of receiving the submittal. After final Preliminary Design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq s stamp. 3.2 ETS Detailed Design The Customer should submit the ETS submittal for Marafeq s review comprising of following: 1. Application No. 3 as provided in Appendix (C) to be completed by the Customer. 2. ETS room piping and instrumentation diagram. This drawing shall be developed based on Marafeq Design Guideline for ETS connection. 3. DC primary piping layout inside the plot boundary/basement. Piping layout shall show tie-in points with co-ordinates and invert level. 4. Detailed ETS layout and section drawing showing all equipment inside the ETS room. 5. Secondary side chilled water equipment schedule and schematic drawings. (For information only) 6. Compliance statement to Marafeq s guidelines signed and stamped by the Customer. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format. 9 P a g e

10 Marafeq will provide the review status on Detailed Design submittal within ten working days from the date of receiving the submittal. After final Detailed Design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq s stamp. 3.3 ETS Material Submittals In this stage the Customer should submit the following: 1. Application No. 3 as provided in Appendix (C) to be completed by the Customer. 2. Material submittal for the major materials i.e. plate heat exchanger, primary chilled water pipes with the insulation, pressure independent control valve (PICV), isolation valves and PLC. Material submittal should be provided with selection sheets, detailed calculation of equipment, shop drawings and compliance statement. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format. Marafeq will provide the review status on Material Submittals submittal within ten working days from the date of receiving the submittal. After final Material Submittals approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq s stamp. 3.4 ETS Method Statement In this stage the Customer should submit the following: 1. Application No. 3 as provided in Appendix (C) to be completed by the Customer. 2. External utilities layout showing the interfacing between infrastructure and building services provided with the coordinates and invert levels. 3. Shop drawings duly approved by the Building Consultant in compliance with Detail Design Approval. (For reference and record only) 4. All welding documents: Welding Procedure Specification (WPS), Procedure Qualification Record (PQR), Welder Qualification Test (WQT), welding certificates, weld maps, etc. 5. Method statement for the installation and testing/commissioning of primary side of equipment inside ETS room. 6. Method statement for flushing the primary chilled water pipes. 10 P a g e

11 Drawings and documents must be submitted in softcopy (CD) both PDF and editable format. Marafeq will provide the review status on Shop Drawings and Method Statement submittal within ten working days from the date of receiving the submittal. After final Shop Drawings and Method Statement approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq s stamp. 3.5 ETS Installation and Inspection The Customer shall complete the Inspection Request Form as provided in Appendix (F) for every inspection to be made and submit to Marafeq by latest five working days before the inspection date. Three weeks before the pipe installation inside the ETS room is completed, the Customer should request for Marafeq equipment (energy meter, flow meter, temperature transmitters and pressure differential transmitter). The inspection must be verified by the Building Consultant prior to Marafeq s inspection. Marafeq may inspect the installation at any stage but particularly to the following stages. Initial inspection: 1. Major materials delivery inspection. 2. After plate heat exchangers are put in place. 3. Welding of pipes. 4. Radiographic testing for weld joints. Final inspection: 1. Marafeq will conduct a final inspection after equipment, components and piping are installed and connected. A snag list will be issued to the Customer. 2. Pressure test. 3. After flushing is done, cleaning test results are available. 4. Passivation test results are available. 5. The Customer is responsible to maintain chemicals in the pipeline until finally connected to the network. 6. The Customer should submit the following to Marafeq: Signed pressure test documents. Signed flushing documents with satisfactory water analysis report. Installation compliance statements signed by equipment suppliers. As-built drawings. Marafeq will issue an ETS Conformance Certificate after final inspection is satisfied. 11 P a g e

GAS DISTRIBUTION SYSTEM 4.1 Gas Preliminary Design Stage Marafeq review only the Pressure Reducing and Metering Station (PRMS) location after receiving the following submittals from the Customer. 1. Application No. 4 as provided in Appendix (D) to be completed by the Customer. 2. Building site plan drawing. 3. Architectural layout drawing showing the PRMS location. 4. PRMS design conformance application duly signed and stamped by the Customer. Gas demand mentioned on the application shall be the basis of Gas Supply Agreement. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format (AutoCAD, MS Word, Excel, etc.). Marafeq will provide the review status on Preliminary Design submittal within ten working days from the date of receiving the submittal. After final Preliminary Design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq stamp. 4.2 Gas Detailed Design Stage The Customer should submit the submittal for Marafeq s review comprising of following: 1. Application No. 4 as provided in Appendix (D) to be completed by the Customer. 2. PRMS detail and section drawing showing all components inside the PRMS cabinet includes the cabinet details along with shop drawings. 3. Compliance statement to Marafeq s guidelines signed and stamped by the Customer. 4. Building gas piping details and section drawing showing all components and routing in the building includes details of gas shaft, gas meter room, risers, droppers, pipe in pipe, sleeving, gas leak detection system, supply pressure, air vent, and etc. 5. Specifications for building gas piping system. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format (AutoCAD, MS Word, Excel, etc.). Marafeq will provide the review status on Detailed Design submittal within ten working days from the date of receiving the submittal. 12 P a g e

13 After final detailed design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq stamp. Marafeq will stamp on building gas piping details design drawings and documents (item 4 and 5) for Consultant to submit to Qatar Civil Defense approval. 4.3 Gas Material Submittals In this stage the Customer should submit the following: 1. Application No. 4 as provided in Appendix (D) to be completed by the Customer. 2. Material submittal for PRMS components showing size & material, capacity, pressure rating, standard, manufacturing standard, material mill certificate, material certificates, International Standard Organization (ISO 9000) certificate, manufacturer and country of origin. 3. Material submittal for building gas piping. 4.4 Gas Method Statement In this stage the Customer should submit the following: 1. Application No. 4 as provided in Appendix (D) to be completed by the Customer. 2. External utilities layout drawings showing the interfacing between infrastructure and building services provided with the coordinates and invert levels. 3. Shop drawings duly approved by the Building Consultant in compliance with Detail Design Approval. (For reference and record only) 4. Method statement for the installation, testing, pre-commissioning and commissioning of PRMS. 5. Method statement for the installation, testing, pre-commissioning and commissioning of building gas piping system. 6. All welding documents: Welding Procedure Specification (WPS), Procedure Qualification Record (PQR), Welder Qualification Test (WQT), welders certificate, weld maps, etc. 13 P a g e

14 4.5 Gas Installation and Inspection The Customer shall complete the Inspection Request Form as provided in Appendix (F) for every inspection to be made and submit to Marafeq by latest five working days before the inspection date. The inspection must be verified by the Building Consultant prior to Marafeq s inspection. Marafeq may inspect the installation at any stage but particularly to the following stages. Initial inspection: A. Material delivery inspection based on the approved materials submittal. B. All welding documents: Welding Procedure Specification (WPS), Procedure Qualification Record (PQR), Welder Qualification Test (WQT), welders certificate, weld maps, etc. C. Relevant Non Destructive Test, e.g. Radiographic testing, Dye Penetrant Test, Magnetic Particles Test for weld joints. D. Test package documents, then shall conduct Pneumatic Pressure Test on PRMS pipe spools and witness by MQ. E. After PRMS cabinet is put in place (installed at site). F. After service line piping and building piping are installed but before piping is connected to the PRMS. Final inspection: 1. Marafeq will conduct a final inspection after equipment components and piping are installed and connected. A snag list will be issued to the Customer. 2. The Customer shall conduct Site Acceptance Test for operational of the PRMS equipment and system witness by Marafeq. 3. The Customer should submit to Marafeq: Signed pressure test documents. Installation compliance statements signed by equipment suppliers. As-built drawings. Marafeq will issue a PRMS Conformance Certificate after final inspection is satisfied and to stamp on the building gas piping as built drawings and documents for submission to Qatar Civil Defense approval. 14 P a g e

PNEUMATIC & TRADITIONAL WASTE MANAGEMENT 5.1 PWC Preliminary Design Stage Marafeq review only the Discharge Valve (DV) room location after receiving the following submittals from the Customer. 1. Application No. 5 as provided in Appendix (E) to be completed by the Customer. 2. Building site plan drawing. 3. Architectural layout drawing showing the DV room location. 5. PWC design conformance application duly signed and stamped by the Customer. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format (AutoCAD, MS Word, Excel, etc.). Marafeq will provide the review status on Preliminary Design submittal within ten working days from the date of receiving the submittal. After final Preliminary Design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq stamp. 5.2 PWC Detailed Design Stage The Customer should submit the Pneumatic/Traditional Waste Management submittal for Marafeq s review comprising of following: 1. Application No. 5 as provided in Appendix (E) to be completed by the Customer. 2. PWC piping detailed layout and section drawing including pipe network, compressed air system, control cable system and DV room details. The drawing should indicate the limit of works at the plot boundary connection. 3. Garbage chute detail drawing indicating waste inlet volume control hopper door and chute diameter. (For information only) 4. Compliance statement to Marafeq s guidelines signed and stamped by the Customer. Drawings and documents must be submitted in softcopy (CD) both PDF and editable format (AutoCAD, MS Word, Excel, etc.). Marafeq will provide the review status on Detailed Design submittal within ten working days from the date of receiving the submittal. 15 P a g e

16 After final Detailed Design approval, the Customer should submit for record purposes one hardcopy A1 size for Marafeq stamp. 5.3 PWC Material Submittals In this stage the Customer should submit the following: 1. Application No. 5 as provided in Appendix (E) to be completed by the Customer. 2. Material submittal for PWC pipes and fittings. 5.4 PWC Method Statement In this stage the Customer should submit the following: 1. Application No. 5 as provided in Appendix (E) to be completed by the Customer. 2. External utilities layout showing the interfacing between infrastructure and building services provided with the coordinates and invert levels. 3. Shop drawings including pipe network, compressed air system, control cable system and DV room details duly approved by the Building Consultant in compliance with Detail Design Approval. (For reference and record only) 4. Method statement for the installation of pipes and fittings (from tie-in point up to DV room). 5. Method statement for CCTV inspection and pressure testing of complete internal pipe (from tie-in point up to DV room). 6. All welding documents: Welding Procedure Specification (WPS), Procedure Qualification Record (PQR), Welder Qualification Test (WQT), welding certificates, weld maps, etc. 5.5 PWC Installation and Inspection The Customer shall complete the Inspection Request Form as provided in Appendix (F) for every inspection to be made and submit to Marafeq by latest five working days before the inspection date. The inspection must be verified by the Building Consultant prior to Marafeq s inspection. Marafeq may inspect the installation at any stage but particularly to the following stages. 16 P a g e

17 Initial inspection: 1. Material delivery inspection. 2. Welding of pipes. 3. Radiographic testing for weld joints. 4. Installation of DV room components. 5. After CCTV inspection is done and report is available. 6. Pressure test inspection and report is available. Final inspection: 1. Marafeq will conduct a final inspection after equipment, components and piping are installed and connected. A snag list will be issued to the Customer. 2. The Customer shall submit to Marafeq the following: Compressed air test results for pressure loss. I/O test results for individual components to the control box. Installation compliance statement signed by equipment suppliers. As-built drawings. Marafeq will issue a PWC Conformance Certificate after final inspection is satisfied. 17 P a g e
