3 STANDARD SPECIFICATION FOR CONTRACTOR S DRAWING AND DATA TRANSMITTAL (STANDARD 01-1E) 1. GENERAL In accordance with the provisions of the General Conditions and not derogating from the generalities thereof, Contractor s documents, such as: drawings, manuals and instructions (data, certificates, reports, calculations, Bill of Materials etc.), shall be submitted to the Purchaser in accordance with this Standard, except as supplemented in or modified by the Technical Specification (Annexure B ). 1.1 Transmittal Form A transmittal form (example is attached as Attachment # 1) must accompany The Contractor's documents as required in the Specification and shall include all information listed in para 4.2. All transmittals received without a transmittal form containing such information will be returned to the Contractor. The documents shall be transferred by electronic mail or magnetic media, as agreed with the Contractor and a note shall be made on the official document transmittal notice. In addition, hard copies may be submitted and sent by a special courier. 1.2 Documents Review and Approval After award of Contract, all engineering documents such as: drawings, manuals, and instructions (data, certificates, reports, calculations, Bill of Materials etc.) shall be submitted, as required in the Technical Specification, to the Purchaser for review and/or approval. -3-

4 1.2.1 Engineering documents will not be considered for review unless completed in all aspects and thoroughly checked by the Contractor The Purchaser will review the engineering documents for compliance with Contract Technical Specifications and will mark and stamp same to indicate changes or corrections, as required. If changes or corrections are necessary, engineering drawings, manuals, supporting data, Bill of Materials etc., with such changes or corrections noted, will be returned to the Contractor Submittals requiring Purchaser s approval will be returned to Contractor marked as follows: STATUS 1 - NO EXCEPTION TAKEN, THE CONTRACTOR MAY PROCEED WITH FABRICATION OR CONSTRUCTION STATUS 2 - THE CONTRACTOR MAY PROCEED, BASED ON MAKING REVISIONS AS NOTED AND RESUBMIT STATUS 3 - REVISE AS NOTED AND RESUBMIT - HOLD FABRICATION The review and approval of engineering documents by the Purchaser does not relieve the Contractor of any responsibility for errors or omissions in the work carried out. Faulty, incorrect, or incomplete work resulting from submittal errors shall be corrected by the Contractor, irrespective of any prior review by the Purchaser. 1.3 Design Information Design information shall be included on properly identified drawings (see para 4 for required identifying information). The fact that such design information may later be included in instruction and/or operating manuals does not relieve the Contractor from compliance with this requirement. -4-

5 1.4 Instructions and/or Operating Manuals Instructions and/or operating manuals shall be submitted in accordance with the requirements of Annexure "B" - Technical Specification. 1.5 Contractor s Exceptions Any exceptions to this Standard shall be clearly depicted in the Proposal submittal and specifically identified as an exception. 2. QUALITY REQUIREMENTS 2.1 General Documents (drawings, instructions and manuals), submitted to the Purchaser shall be of such quality and with such legibility that hard - copy reproductions may be prepared by the Purchaser with every line, character and letter clearly legible and usable for further reproduction Documents submitted to the Purchaser that do not conform to the requirements of this Specification, shall be subject to rejection by the Purchaser and, upon request, the Contractor shall resubmit conforming documents. If conforming submittals cannot be obtained from source documents, such source documents shall be retraced, redrawn or photographically restored, as may be necessary to meet such requirements. The Contractor s (or its Subcontractors') failure to initially satisfy the legibility quality requirements herein set forth, will not relieve the Contractor (or his Subcontractors) from meeting the required schedule for submittal of drawings and data. -5-

6 3. GRAPHIC SCALE All drawings drawn to scale shall have a graphic scale so that any proportional blowback from the original microfilm may be scaled. 4. DOCUMENT TRANSMITTALS Document Formats: Documents included in the "Documents Transmittal" list should be provided in a separate copy, in its original size and in one of the following formats: TIF, DOC, RTF, XLS, PDF Drawings having VECTOR parameters and included in the "Document Transmittal" list should be provided in a separate copy, in its original size and in AUTOCAD 2000 DWG format Instructions for AUTOCAD Drawings submitted to IEC, are attached as Attachment # Dimensional System: The dimensions in all submittals shall be in the metric system. The English equivalent of principal dimensions and tolerances may be indicated in adjacent brackets. -6-

Meta Data File: Each "Documents Transmittal" should be submitted to IEC, attached with a meta data file in EXCEL formats, including the following inputs: Description Type (Drawing, Instruction, Manual or Other) Doc./Draw. Document Viewing: It should be possible to open each type of document using the suitable software programs running on Windows XP operating system and Office XP: IMAGINATION 7.1, ACROBAT 4.0, OFFICE 2000, AUTOCAD 2000, VOLOVIEW EXPRESS

8 4.5 Sending Documents "Documents Transmittal" should be sent by the following ways: - E - Mail using MS OUTLOOK. Each E - Mail should not exceed the size of 3 MB. - Compact Disk Technical Data Lists Technical data lists for Equipment, Instruments, Cables, etc., and Bill of Materials, included in the documents should be attached to the transmittal, using one of the following formats: EXCEL. All data should be compatible with IEC's information systems. The following fields are required: Item Identification: Each Drawing or Specification for a part, component, assembly, subassembly or any other item supplied in accordance with the Project Specification shall specify the location and methods for identifying the item. Identification shall include at least the following: - Drawing and Revision number - Part number - Serial number (if applicable) - Purchaser's name - Project name - Unit number - Purchaser's order - Contract number - Contractor's name -8-

9 4.8 Drawing Changes: Identification of changes on all drawings from the previous issue shall be shown on each drawing. 4.9 Drawing Number: Each separate drawing submitted to the Purchaser shall have a discrete drawing number for correct identification. Duplicate pieces of equipment such as valves, shall not be grouped on one drawing. They may utilize the same reference drawing but each valve shall have a discrete identification number Submittal Language: All submittals shall be in English or Hebrew (option of the Contractor) WBS code (if applicable) The Contractor shall add on the drawing/document title or on the approval stamp, IEC's WBS (Work Breakdown Structure) Code. IEC's WBS code is comprised of: Subproject number, Physical Breakdown (equipment content) Code and System Code. An example of how to indicate IEC's WBS Code is given below: 02 - S22 XX (subproject Content - system). -9-

10 5. MAILING OF DRAWINGS AND DATA 5.1 Shipment Method: All documents e.g. drawings, manuals, data, certifications, reports, calculations, Bill of Material in all forms as required by this Standard and this Technical Specification, originating outside Israel, shall be submitted by electronic mail or magnetic media, as agreed upon the Contractor. In addition, hard - copies may be submitted and sent by a special courier shipped via Air-Mail, Air-Express or Air-Freight, depending on the weight. For materials originating in Israel, the manner of shipment shall be coordinated with the Purchaser. 5.2 The documents should be provided to the Purchaser in the formats as indicated in paragraph 4.1 above. - F I N A L -10-

13 INSTRUCTIONS FOR AUTOCAD DRAWINGS SUBMITTED TO IEC 1. Do not use Unicode when indicating the measures on the drawing. 2. Do not change standard definitions of Dimension Style and Text Style. 3. The size of the sheet should not be less than the minimal size according to ISO (A4). 4. The sheet will be drawn using Decimal units, English equivalent of principal dimensions and tolerances may be indicated in adjacent brackets. 5. All types of dimensions used in the drawing should have a corresponding "Dimension Style". If the dimensions have been done by external application (not by AUTOCAD natively), take care to define correctly corresponding "Dimension Styles". If you can not to define the "Dimension Style", an "Explode" command should be done to this dimensions.. 6. Use only original AUTOCAD "Shape" files. 7. Do not use "True Type Fonts" in Hebrew. 8. Use only the original paths, of the AUTOCAD for the text fonts, when defining the "Font Styles". 9. Use only standard IEC Hebrew Text Fonts. IEC will provide the Hebrew Fonts for AUTOCAD to the Contractor. 10. Do not use "Mline" line types. 11. Use only AUTOCAD standard line types. 12. Purge the drawing from any irrelevant entities before submitting it to IEC. 13. The dimensions should not be indicted in the other "Blocks". 14. If "Binding" of "Xref" is performed, remove the sign "$" from all names (LayerNames, TextStyles, LineStyles, etc ) -13-

14 15. The following Files should be attached to each drawing: "Text Font" files, used in the drawing "Xref" files, if applicable. "Color Map" (*.pcp) files, compatible to HP printers. "Raster image" files, if applicable. 16. Save the name of the used "Color Map" in the drawing "Layout settings". 17.
