Can build one PFT and convert one PFT per turn. (432.42). Can build one SKC per turn starting Y182S up to a maximum of four; these do not count against the PFT limit (they were used in a PTP role; any used on a DemonHawk count against the limit of four) Escorts: (515.53) Escorts may be substituted for their base hull without limitation. Fleet Carrier Resupply Ships: (526.34) May build one carrier resupply ship per turn. Scouts: (432.41) Only one scout can be produced by substitution per turn; conversions are not limited. Commando Ships: (521.23) Can produce one commando ship per turn by substitution and one per turn by conversion. Maulers: Can produce no more than three maulers of any type by any means per turn. Fast Ships: (525.12) Maximum production is one per turn with no more than one SC2 per year. Battleships: May be built with the mutual consent of all players using (436.2) for construction costs. Heavy War Destroyers: (525.2) May produce two HDWs per turn. One by substitution (already on production schedule) and one by conversion. Can produce one HDW-COG per turn, plus one COG that replaces one allowed carrier production. Can produce one HDW-HOG per turn once available. Counts about both the heavy fighter limit and the HDW-COG or HDW-POG limit. Can produce one HDW-POG per turn, plus one that counts against the PFT limit. Can produce one HDW-FOP per turn plus one HDW-FOP that replaces allowed FCR production. Police Ships: (531.1) POL: May call up one per turn; no more than 20 total call ups. FLG: May call up one per year (spring) for a cost of 2 EPs; no more than 6 total call ups. SNV: May call up one per year (fall) for a cost of 3 EPs; no more than 6 total call ups. Special Production: The Romulans have no at-start theater transports. They receive one SKH in Y170F and a second one in Y171F both are accounted for under the pre-war construction at no cost. They produce an SHH in Y175F and a second one in Y176F, again at no cost. These ships should be added to the starting Order of Battle for scenarios which begin after the listed dates. Cloaked Decoys: (538.0) Receive one cloaked decoy per turn at no cost, starting with Y178S (Turn #20). This is received even if the shipyard is destroyed. May purchase a second standard decoy for 3 EPs. Players may purchase a size class 2 decoy for 5 EPs in lieu of the standard decoy. Limit two per turn by any means and the SC2 decoy may not be the free decoy. Pods: Romulans do not use pods except for repair pods. Receive one Marine Major General for free during the production phase at the first at full war turn.
