(Counting its three Booster Packs, new ships and one new monster will appear.) We have decided (after consulting with you, the players) that this is a better approach than doing individual attack products for different areas of the galaxy. Borders of Madness is being developed for release at a future time, with scouts, carriers, escorts, battle tugs, maulers, and other ships that only a madman would want to see added to Federation Commander. Federation Admiral, a campaign manual designed to work with Federation Commander, will be released when finished. It will also work with SFB, Starmada, and ACTASF and will provide players with everything they need to create their own campaigns at any level (strategic, regional, or local). This will be one of the largest books we have ever released. Briefing # is in preparation. It contains commando ships, transports, survey ships, police ships, ground bases, specialized freighters, and much more needed for Fed Admiral. The Scenario Reference Book is steadily making progress toward publication. The Starship Reference Book has recently come on the radar as a plausible product worth doing. A proper Tactics Manual is being developed. Lots of ship packs and other items in PDF format will be loaded onto e. We will make an effort to do at least one new six-pack every other month. We realize that some sell better than others, but we need to do them all and do them in a logical order. Each will have a mix of existing and entirely new ships, and some ships for future products will debut in this way. Registration is free, but we do require all participants to use their real names. (This not only improves the overall tone of civility, but makes sure you get credit for any suggestions you make.) When you register, you will see topics for each of our product lines. Feel free to venture into the broader universe as you get more comfortable with the system. There is also a forum (much easier for new players) on the website. It allows screen names and avatars but isn t used for submissions of new items. Several versions of the updated Master Ship Chart for Federation Commander are on the Commander s Circle. The CRUL (Consolidated Rules Update List), listing all rules changes, is now in the Commander s Circle. All of our games use a common historical background and technological database. There are three kinds of Federation Commander players: new players who have never played Star Fleet Battles, veterans of SFB who haven t played in years but are now playing FC, and active SFB players who have decided to also play FC. Members of any group could have played any of our games. This part of Communique will have news on our other games. Our opt-in newsletter goes to fans of all our games; each issue includes links to information for each game. Starmada is a fast-paced game system playable on hexes or without them. Books for this series include Klingon Armada, Romulan Armada, Alien Armada, and Distant Armada. Battleship Armada is in preparation. We are releasing the new Nova series of Starmada books. Federation & Empire has a edition. The latest expansion, ISC War was released at Origins. The next product is to be Civil Wars but the original plan for this product may have become too big, requiring some elements to be moved to other products. Star Fleet Battles has recently seen the release of Module E Borak and Module E Peladine. Steven Petrick has settled on Module C Forgotten Empires as the new product for. He has recently updated the Basic Set, R, R, R, and T SSD books and these have been sent to e for you to download. He has updated the rulebook for Advanced Missions. He recently completed the lost SFB Playtest Module R Nicozians which is now on e and available in print. Mongoose continues shipping boxes of Starline miniatures. The first Kzinti Squadron boxes have been shipped. ACTASF Book # will be next year. Star Fleet Marines has been released and is in your store even now. Prime Directive is our roleplaying universe, available in PDM and GURPS versions. We are currently focusing on conversions of the four Prime Directive books to Mongoose Traveller. We are releasing the original PD books on both e and DriveThru RPG. CAPTAIN S LOG # Lots of fun for FC players: four scout cruisers, two new scenarios, the first round of Battle Group Commander articles (each player selects a force of ships and describes his tactics for a particular mission and opponent), and the drone tactics of FC national champion Patrick Doyle. SFB PLATINUM HAT The second online SFB Platinum Hat tournament has begun, with a larger turnout than last year.

3 FEDERATION COMMANDER SCENARIO (CM) THE BATTLE OF VANDHA Certain political elements in the Democratic Dark Star County (DDSC) had been trying to overthrow the noble family of the neighboring Hidden Dagger County. When the plot resulted in a coup (which failed), the Hidden Dagger County declared war and attacked. Larkahn s son Larzahk, now the Duke of Enemy s Blood, supported the attack, as did the White Stripe County. They were unable to use their full combat power; however, due to the ongoing Fourth Lyran-Kzinti War and a convenient demonstration of power by the Hydrans. Foremost supported the DDSC to keep Enemy s Blood weakened. (CMa) NUMBER OF PLAYERS Three: The DDSC player, the Foremost player, and the Duke Larzahk player. (CMb) INITIAL SETUP Map: Set up the map with three panels across and two panels high if using small hexes (four wide and three high if using large hexes). The map is a floating map. FOREMOST: Place the heavy cruiser Prowess, the destroyer Sagacious, and the frigate Firebane within five hexes of the top center of the map, facing direction E. DDSC: Place the heavy cruiser Independence, the light cruiser Democracy, the destroyer Manifesto, the frigate Liberty, the police ship Watchman, a large Q-ship, and a small Q-ship no less than hexes from the nearest Foremost ship in direction B, facing direction F. (These are standard Lyran ships; not the later LDR conversions.) DUKE LARZAHK: These forces are organized into three fighting groups. Place all Duke Larzahk units no less than hexes from the nearest Foremost ship in direction E, facing direction B. Enemy s Blood: The command cruiser Deathbringer, the destroyer Bloodguard, and the frigate Bloodspilller. Hidden Dagger: The heavy cruiser Vicious and the destroyer Pestilence. White Stripe: The light cruiser Cloud of Steel, the destroyer White Fire, and the frigate Wind Rider. (CMc) OBJECTIVE Mission-Foremost: Defend the DDSC fleet from Duke Larzahk. Mission-DDSC: Defeat Duke Larzahk s forces. Mission-Duke Larzahk: Destroy the DDSC fleet. Time Limit: The scenario continues until all forces belonging to the Duke Larzahk player or the DDSC have been destroyed, captured, or have disengaged. Victory: Use the Point Value Victory System (B) for the DDSC and Duke Larzahk. Count all points scored regardless of the state of neutrality of the ships. The Foremost player wins (or loses) if the DDSC does. (CMd) SPECIAL RULES. Middle Years: This scenario is set in the Middle Years. Use the versions of the ships from Briefing #.. Disengagement: Foremost units can only disengage in directions A or B. DDSC units can only disengage in directions C or D. Duke Larzahk s units can only disengage in directions E or F. Units which disengage in unauthorized directions are considered destroyed.. Alliance: The Foremost Duchy and the DDSC are allies. They may not fire at each other s units.. DDSC Destruction: If all of the DDSC player s ships are crippled, or have disengaged, been captured, or have been destroyed, the Foremost Duchy becomes neutral immediately.. Foremost Neutrality: Once neutrality is invoked, Foremost Duchy ships will not fire and cannot be fired at. The remaining Foremost Duchy ships (towing any cripples) will disengage in direction A or B as soon as is reasonably possible.. Duke Larzahk s Forces: If all of the ships from any one of the groups that make up the Duke s forces are crippled, destroyed, captured, or have disengaged, that group becomes neutral. The ships will not fire and cannot be fired at and will leave in direction E.. Substitutions: Ship cards for the Q-ships can be found in Orion Attack. Should players not have that product, this scenario can still be played by removing those three ships from the DDSC forces and replacing them with two additional frigates. (CMe) FORCE DYNAMICS The scenario can be played again under different conditions by making one or more of the following changes:. Klingons: Replace the Foremost ships with a Klingon force consisting of a D and two Fs.. Orions: Allow each player to replace a single frigate with an Orion LR. Each player secretly selects the optional weapons carried by his mercenary ship.. Faster: For a smaller and faster battle, delete all cruisers from all forces and replace the DDSC large Q- ship with a second small Q-ship.. Balance: This scenario can be balanced between players of differing skill levels by one of the following: Replace any ship with the next larger or smaller one. Add or delete one frigate from any player. (CMf) DESIGNER S NOTES This scenario was originally designed for Star Fleet Battles by Stephen V. Cole and was published as SH in Scenario Book. It was converted to Federation Commander by Tony L. Thomas of Battlegroup Murfreesboro.

4 PDFS ARE NOW AVAILABLE! We have continued to offer more of our products as PDFs by way of the e website. So far, we have released a lot of stuff for Federation Commander, including the Revision Six Reference Rulebook, the ships from Federation Commander Briefing # (divided into six packs of ships and a separate rules pack), and more than a dozen Ship Card Packs. These PDFs are in color and high resolution. PDFs of most are searchable (some older Captain s Logs are not, but are being updated). The way e works, once you buy a product, you can download it again for no cost if you lose it or if we upload a revised version. Thus, the people who bought Reference Rulebook Revision were able to obtain Reference Rulebook Revision for free (and to download it again when we discovered we had accidentally left out rule S). We must note that these products are copyrighted and are not to be uploaded or passed around to your friends. Doing so is piracy, a criminal act, and may result in us deciding not to offer any more PDF products. We have also uploaded many Starmada, Star Fleet Battles, Federation & Empire, and GURPS Prime Directive products. PDM is on DriveThru RPG. Index for was in Communique #. RULES QUESTIONS Q: If I used transporters to move Marines between two friendly ships, does the enemy know this? A: Yes. All information on the ship card is public, and you d have to record the moving Marines on both cards. Q: What is the correct point value of the Gorn CLE? I have found both and in various official sources. A: It should be. We are updating the master ship chart. The ship card in Booster # has that number. Q: Is a pulsar burst reduced by the strength of a web it passes through? A: Yes. See rule (Mg). The pulsar burst is reduced by the strength of the web. Multiple web hexes would create multiple reductions. Q: Does involuntary movement caused by a black hole count to satisfy the turn mode or sideslip requirement? A: No, it does not. Q: Does using evasive maneuvers void a cloak? A: Yes, it does. Q: Can a ship use special sensors while cloaked? A: No, you cannot. Q: Is each pulse of a PPD attack a separate volley? A: No. All of the pulses that strike a given shield are combined into one volley. The PPD usually strikes three shields and each of those is counted as a separate volley. Websites Our site at has a lot of stuff for you to use, and the Commander s Circle (found at Commanders%Circle/index.shtml) has lots of free downloads and other things. You can even download a demo copy of the game to give a friend. The StarBlog on FederationCommander.com includes daily posts of what s going on, and the forum on that site provides access to the Federation Commander community of players and to the game designers and customer-support people. Need an Opponent? There are a lot of ways to find one. Post a note in your game store. Go to the FederationCommander.com Forum and post a note in the Local Groups & Retailers section. Attend a local convention (if there is one). Go to the Commander s Circle and look at the player database (and post your information there so that the next person to check the list can find you). Go to our primary BBS at and look for the Seeking Opponents section and post a note there. Go to and look for the red Find Opponents button. Enter your data and in a few days you ll get an from our Customer Support Director with a list of gamers near you. Federation Commander Play-by- Playing Federation Commander by is an alternative to playing face-to-face. While there are a few differences (i.e., your opponent isn t sitting across the table from you), it is the same game. The basic gist of the Federation Commander play-by- (PBEM) system is that you and your opponent submit your orders for the turn to a moderator via . The moderator then processes them, and sends a SitRep (Situation Report) to the players via . You receive the results, write up your next set of orders, and then submit your orders once again. The process is repeated until the game is completed. Sounds simple? That s because it IS! It ll take a little getting used to (after all, what doesn t?), but once you ve got the hang of it, you ll be lobbing photon torpedoes (or whatever your weapon of choice is) at opponents from all over the world. Every Federation Commander PBEM game has at least three participants: two or more players and one moderator. The moderator s purpose is to accept orders from the players and carry them out, reporting the results of those orders to all players. While he is not a player, the moderator fulfills a very important role in the game. Good moderators and good players make for a good, enjoyable game of Federation Commander. Moderating a Federation Commander PBEM game is also an excellent way to learn more about the Federation Commande rules. While there are some disadvantages to PBEM (it does take longer to finish a game), there are advantages as well. You can play against people in other parts of the world (how often do you get to Australia, anyway?), you can play multiple games at once, and you can have large multi-player games (without worrying about running out of chips and soda). Federation Commander Online Gaming Many people do not know that you can play Federation Commander online in real time against live opponents, any time you want, hours a day. A decade ago, was created to provide players of Star Fleet Battles with an on-line gaming experience. It was a smash hit as hundreds of gamers joined the battles. Tournaments and other competitions, plus general open gaming, have gone on around-the-clock since then. This successful operation has been expanded to include Federation Commander! Now you can play with real live human opponents all over the world in real time hours a day, seven days a week! The computer automates many functions and acts as a friendly assistant for mundane chores. For a modest subscription fee of less than $ a month, you have access to all of the ships in the Federation Commander game system as well as new ships still in playtest and development. The Java Runtime system is compatible with Windows, Macintosh, and other systems. Never worry about a lack of opponents. Never worry about opponents who don t show up for game day because of silly reasons like family reunions or their own weddings. Don t be cut off from your regular gaming group while on vacations or business trips. Even better, you can join in online tournaments and campaigns, and your victories will add up to a higher and higher average score! The system also allows you to chat with friends, taunt your enemies, and watch other players fight their own savage battles. (Why learn from your own mistakes when you can learn from someone else s?) This observer system allows players of either game (or those who have yet to join either) to learn the ins and outs of the other game before deciding to invest time and money in it. So come to right away. You can even fly the Federation CA or Klingon D as a free trial, or watch any game in play. Legendary SFB aces and new Federation Commander aces strut their stuff in combat arenas all the time, and you can learn from the best.
