The IWR can move and fight immediately; it does not pay for activation or receive free strategic movement. In a free campaign, this fleet would also be released if the Klingons were at War with any three of the following (Hydran, Lyran, Federation, Kzinti, or Tholian). See also (308.96). Swarms: (514.0) At the end of each Production Phase after all production is completed, roll 1d6 (two if at war with the Federation, such as Turn #7). Receive Swarm when total reaches 100. Reduce the running total by 100 and lose one year s (12) free fighter factors. Scouts: (432.41) Only one scout can be produced by substitution per turn; conversions are not limited. D6S production by any means is limited to one per year until Y171F, then one per turn. Commando Ships: (521.23) Can produce one commando ship per turn by substitution and one per turn by conversion. D5Gs also count under the LTT limit. Drone Ships: (432.44) Only one drone bombardment ship can be produced by substitution each year. Can produce no more than two D6Ds by any means per turn. D5Ds (Y170+) count against this limit. Maulers: Can produce no more than two maulers of any type by any means per turn. Stasis Field Generator: (312.1) Receive one SFG kit each spring. SFGs can be stored for later conversions, but no more than 2 conversions can be made per turn. Penal Ships: (528.2) No more than one destroyer (E4J/F5J/F6J) in each Spring turn; nor more than one cruiser (D6J/D5J/DWJ) in each Fall turn. Penal PFs count against cruiser limit but can be built in place of CPFs. Fast Ships (525.12) Maximum production is one per turn with no more than one SC2 per year. B10 Production: (436,0) May begin production on first B10 in Y169F. The subsequent ships may be started at two-year intervals. Each B10 may roll 1d6 for 5 EPs. May cancel C8 and pay 5 EPs for additional 1d6 on one B10. A B8 may be produced as a substitute for a C8 and a B10, with at least 20pts for a cost of 6 EPs. See ( ). 3 Heavy War Destroyers/F5W (525.2) May produce three HDWs per turn. One by substitution (already on production schedule) and two by conversion. Can produce one HDW-COG per turn, plus one COG that replaces one allowed carrier production. Can produce one HDW-HOG per turn once available. Counts about both the heavy fighter limit and the HDW-COG or HDW-POG limit. Can produce one HDW-POG per turn, plus one that counts against the PFT limit. Can produce one HDW-FOP per turn plus one HDW FOP that replaces allowed FCR production. Police Ships (531.1) POL: May call up two per turn; no more than 25 total call ups. G4: May call up one per turn for a cost of 2 EPs; no more than 6 total call ups. G4V: May call up one per turn for a cost of 3 EPs, no more than 6 total call ups. E3/E3A: The Klingons had begun replacing their old E3s with larger (but still inadequate) E4s before the war. The last few E3s were still in service with the Eastern Fleet, and a few E3As still served as carrier escorts. Historically, the last E3s/E3As were replaced in each fleet before it went to war. Some were used as convoy escorts as late as Y173F. Some E3As were returned briefly to carrier escort duty to replace lost E4As. E3s and E3As cannot be constructed after Y160. E3s can be converted to E3As. E3s and E3As cannot cause Orion neutrality and cannot be sold to the WYN; they are simply too small and obsolescent. All E3s and E3As (including any remaining in the mothball reserves) must be removed from the game in the Production Phase, step 1C3 of Y173S. They are transferred to the police, and produce no salvage or other value for the military. Any E3s which are not turned over (either because the player wants to keep them or because they have been destroyed, interned, or whatever) require the Klingon player to replace each E3 with an E4 or larger warship or pay a penalty of 2.5 EPs per E3. The players are free to ignore the entire E3 and E3A situation, and there is little point in activating those in the Mothball Reserve only to have the police take them a few turns later. Restricted Units: 77th Division no more than one in service (513.2). AD6 no more than one in service ( ). No more than four SC4 penal ships in service (528.27). No more than three SC3 penal ships in service, with no more than two of any one type (528.27). Penal PF Flotillas count against this limit, not the CPF limit (528.28). CPF: No more than four in service (524.1). Special Production: F6: One free per turn on Turns #16, #17, #18 and #19. Starting Turn #20, one F6 or variant may be substituted for a F5W or converted from an F5. 77th Division: Beginning Y181S may remove 1xD5P and 1xD6P for the 77th Division. Both ships must be uncrippled, in the same hex, and have full PF Flotillas. Special Transports: (539.1) (539.2) APT: One per turn, at each starbase, planet, or shipyard.
