BCS counts against both carrier and PFT limits. Six free fighter factors per turn; see (431.74) (Basic). Twelve free fighter factors per year; see (431.74), ( ) and (442.6) (Advanced). Heavy Fighter Carriers: ( ) May produce by substitution or conversion one heavy fighter carrier per turn above the carrier limit beginning Y179S. Beginning Y182S heavy fighter production/conversion may count against either the two-carrier limit or the two PFT limit per turn. PF Tenders: (432.42) (527.2) PFT limit is two per turn, one by substitution and one by conversion beginning Y180S. Can produce one CF1/CPF per turn. Maximum of four in service at one time. Escorts: (515.53) Escorts may be substituted for their base hull without limitation. Fleet Carrier Resupply Ships: (526.34) May build one carrier resupply ship per turn.
