1 COMMUNIQUE # STARDATE 00.0 NEW IN THIS ISSUE New ship: We have included the Klingon DD, a dronearmed variant of the D War Cruiser. Note that the wing phasers on this model were never upgraded to Phaser-s. Also in this issue is a slightly larger version of the Federation DNF squadron-scale ship card for those who find the original crowded. This was done on a player request. We will provide another such ship next issue. We also include a new scenario, THE STASIS BOX. This classic scenario from Star Fleet Battles was inspired by a television episode. FEDERATION COMMANDER Organized League Play The on-line forms for registering your store as a site for Organized League Play are live in the Commander s Circle. Also available is the form to register your completed games, and you can even use the same form to register future games as a means of inviting people to attend and join the fun. You will find a link to the Commander s Circle on: along with everything else for this game system. (Look for the new site map button which makes this easier to reach.) Many stores have already signed up, and the first round of prizes (a series of bonus cards used to give ships a special ability) are being mailed out to those stores. COMMANDER NEWS THE BBS: KEYS TO COMMUNICATION The BBS ( can be confusing at first sight, as it has hundreds of topics, used daily by a thousand players. Registration is free, but we do require all participants to use their real names. (This not only improves the overall tone of civility, but makes sure you get credit for any suggestions you make.) When you register, you will see topics for each of our product lines. Feel free to venture into the broader universe as you get more comfortable with the system. There is also a forum (much easier for new players) on the web site. It allows screen names and avatars but isn t used for submissions of new stuff. An Updated Master Ship Chart for Federation Commander has been added to the Commander s Circle.

2 what ships do you want? Here is your chance to get what you want. Whether you are a veteran player of Star Fleet Battles and familiar with the thousands of starships in that game system, or a new player of Federation Commander and just have a vague feeling that some ship of some kind is missing from your fleet, tell us what you want and we ll consider adding it viacommunique or in a future expansion. We have done new fleet scale versions of the the playtest plasma ships (showing the half as many approach) in Communique. The King Eagle was in issue #, the fleet scale KR was in #, (squadron scale KR was in #), and the fleet scale ISC CA will be in #. Captain s Log # includes fleet scale war cruisers for the Hydrans, Lyrans, WYNs, & ISC published in Booster Zero. Captain s Log # (now in stores) included the Lyran DN, CC, DD, and FF; and the Hydran Lord Bishop, Paladin, Lancer, and Hunter. Some recently requested ships include Q-ships, the auxiliary ships, and the OK. We ll see about getting those done in future issues. FED COMMANDER: 00 We are reviewing the product line, player requests, and what we think would make good products, and have scheduled the following modules for 00: THOLIAN ATTACK would be a typical attack module with two map panels, ships, and the rules for the Web, Web Caster, and Web Fist. The ships include more for the Tholians (Dreadnought, War Cruiser, and the five Neo-Tholian ships Dreadnought, Heavy and Light Cruiser, Destroyer, Frigate), a new monster, a new base, and the Seltorians (the race that overthrew the Tholian Will in the M Galaxy and followed them here). This will include Seltorian ships and their weapons the Particle Cannon, Shield Cracker, and Web Breaker. BATTLESHIPS will include larger.x ship cards for seven huge (movement cost ) battleships and a squadron scale starbase. It will also include sixteen normal sized ship cards for Dreadnought variants. There will be three Squadron Boxes and a Border Box. We are currently reviewing player requests to increase the price to $. and include two new map panels as well. This will release at Origins. For a third module, we will print DISTANT KING- DOMS (Hydrans, Lyrans, and WYNs, a $. package) and its packs and boxes in Sept-Oct-Nov. Future products will incude the Orion Pirates module and a second Kingdom s module. The WAR AND PEACE module (which might be a good place to include the Interstellar Concordium) is another future module. We had an idea that further ships for the Klingons, Federation, Romulans, Gorns, and Kzintis might be done as special boosters (including counters and a scenario) with matching squadron boxes. What do you think? Universe News Federation Commander is only one of the games in the Star Fleet Universe. All of our games use a common historical background and technological database. There are three kinds of Federation Commander players: New players who have never played Star Fleet Battles, Veterans of SFB who haven t played in years but are now playing FC, and active SFB players who have decided to also play FC. Member of any group could have played our other games. This section of Communique will have news on our other games. Our new opt-in newsletter goes to fans of all our games, each issue including links to other information for each game. Federation & Empire is moving toward its next expansion: ISC WAR. Star Fleet Battles will get two or more expansions during the next year; titles will be selected in May 00. Those being considered include: Omega Warships, Omega Gunboats, Omega First Great War, CA Andromedan Threat File, R Support Ships, XR More X-Ships, Y More Early Years Ships, and Star Fleet Assault. Prime Directive Federation is in final development. Prime Directive Tholians is also in development. Note that FC: Tholian Attack was delayed two weeks because the miniatures could not be ready in time (the stores want the minis on the same day) and a third week because the maps could not be done in time. Well, the maps might have been done on time if we had worked on them all night and were willing to do a sloppy job with a bunch of mistakes. We were willing to work late (and did) but were not willing to stick the customers with a shoddy product. ALERT: WEB SITE UPDATEs! We have just updated our new website to make it easier to use. A new site map gives faster access to everything on the site, including some new features we are adding that aren t linked on the front page. The new web site includes empire pages with information on each empire, and product information pages with detailed information on the products. This site also includes a new forum with php software (for those who don t understand discus software), avatars, screen names, and so forth. We are updating this site with more empire pages (Tholians), product pages (Tholian Attack), and other features (a page of graphics you can download, and a page of web banners you can use). 3 FEDERATION COMMANDER SCENARIO (CM) THE STASIS BOX In, the Federation destroyer Xerxes was on patrol along the Kzinti border. Surveying an asteroid field in disputed territory for mineral deposits, the Xerxes detected those peculiar sensor readings that indicate the presence of stasis box. These boxes hold their contents in time freeze until they are opened. The box located by the sensors of the Xerxes could have been placed a month before by an Orion Pirate or centuries earlier by a long-forgotten race. Its contents could be anything from a pirate s trove to old laundry to the ultimate weapon. Whatever it was, it was worth bringing home. Upon reaching the vicinity of the box, however, the Xerxes encountered the Kzinti Light Cruiser Mystic, which was looking for the same box. containing a counter. (Note that this means entering at least two asteroid hexes, which could result in damage under the asteroid rules.) The counter is then flipped over. If the counter is a Klingon counter, this means there is nothing of interest in this asteroid hex. If the counter is a stasis box, the ship may pick it up. To do so, it must spend sixteen consecutive impulses in the same hex as the box while it studies it with its instruments. It may then beam it aboard using the normal transporter rules. If the revealed counter is a bomb, the unit revealing it takes points of damage to its # shield as a single volley. A bomb can only be set off once. A shuttle can examine the counter by ending the turn in the same hex as the counter. Roll a die; on a or the counter is revealed. (CMa) NUMBER OF PLAYERS Two; the Federation player and the Kzinti player. (CMb) INITIAL SET UP Set up the map in any convenient configuration in either scale. The map is fixed and does not float. The map is an asteroid field. (Large hexes will need more panels or to use fewer asteroid counters.) To set up the asteroid field on the map, take Klingon counters (representing ordinary asteroids), Orion counters (which are the stasis boxes), and Tholian counters (which are bombs). Turn the counters upside down and shuffle them thoroughly. Remove four of the counters and put them to one side without looking at them. Players then take turns placing counters on the map face down without looking at them. (You could have a handy friend, even one who does not play the game, do this for you to preserve secrecy.) A counter cannot be placed in the same hex as another counter, or in a hex adjacent to another counter. Any hex containing a counter (and the six adjacent hexes) are asteroid hexes. Set up a Federation DD and a Kzinti CL in opposite corners of the map. (CMc) MISSION OBJECTIVE The player who successfully disengages with a stasis box wins the game. If two boxes exist, it is possible that both players could win. If no boxes exist, the player who scored the most points of internal damage on the other loses the scenario and ruins his career by provoking an incident. (CMd) SPECIAL RULES Stasis box counters and bomb counters still function as asteroid counters after they are revealed. The stasis box can be found by examining the counters. To examine a counter, a ship must enter a hex (CMe) FORCE DYNAMICS Substitute a Klingon F or FW for either side. If the Klingon ship replaces the Federation DD, players are not obliged to avoid creating an incident. At the time of the incident, older slow drones were still in use. Both ships use speed- instead of speed- drones. These drones will be able to fly through asteroid hexes with less risk of damage. If you don t have the Federation DD from Communique, you can use the Federation DW from Romulan Border or the Federation CL from Klingon Border. You can balance the scenario by using a smaller or larger ship for one player. You can change the dynamic of the scenario by using a larger or smaller ship for both players. As mentioned in the introduction, pirates often hide loot in asteroid fields for later collection. Replace either (or both!) ships with an Orion LR (or any other Orion ships). For a three-player scenario, give the third player an Orion LR and the other players the historical ships. Obviously, you can move the scenario anywhere in the Alpha Octant, and use ships from the Federation, Kzintis, Klingons, Romulans, Tholians, Gorns, or anyone else for which you have a ship card. You can change the scenario by including more or fewer counters for asteroids, bombs, and stasis boxes. If you have available some Asteroid Map Panels, set the scenario up the same way but only allow the counters to be put in printed asteroid hexes. (Or, if you want, allow them to be put only in non-asteroid hexes, or any hexes!) You can use any of the various terrain types available in the game rules. 4 Questions and Answers THE COST OF A CLOAKING DEVICE Q: In rule (Pf), the Orion section says that they pay a 0% surcharge to their point value if they are using a cloaking device. If allowing (Pe) other races (e.g. Klingons) to use a cloaking device (something that requires the notarized permission of your opponent s girlfriend or mother if he has no girlfriend; do remember that wives are still girlfriends), do they use the same 0% surcharge, or do they use a different calculation? A: They use the same 0%. Q: Romulan bases use the cloaking device. What is the point value increase associated with that? Do they use the Orion 0% surcharge given in (Pf)? A: They use the same 0%. Q: Under the 0-0 rule, 0% of the rules questions come from 0% of the players. Does this hold true for Federation Commander? A: They use the same 0%. Ok, just kidding. SEEKING WEAPON MOVEMENT Q: Does a seeking weapon have to move directly ahead in the first impulse after it is launched? Can t it use a high energy turn to go after an enemy that got behind you? A: A seeking weapon must move directly forward with its first move, unless it can impact its target by using a high energy turn. If it can impact its target by using a high energy turn, then it must do so. Rule (Cb) explains the first move restriction. The reason a drone must move forward with its first move is because it has not yet fulfilled its turn mode or sideslip mode. Because of this, it must move directly forward. HETs are not limited by turn or sideslip modes. Therefore, the drone can do a high energy turn on its first move. However, drones (and all seeking weapons) have limitations on their use of high energy turns. Rule (Fe) says that drones may only make a high energy turn if this will result in an immediate impact, but that if the opportunity is there, it must be taken. This wasn t as clear in the initial printing, so that may have been where some of the confusion came from. TRACTORS VS EVASIVE MANEUVERS Q: My opponent is a great user of Evasive Maneuvers to get close to me (before he stops maneuvering wildly and opens fire). I need a good counter-tactic. Can I slap a tractor beam on him to stop this? A: Rule (Db) says A ship which is maneuvering evasively cannot:... be tractored. So, you can t use a tractor to stop evasive maneuvers. You can even download a demo copy of the game to give a friend. The StarBlog on FederationCommander.com includes daily posts of what s going on and how things work, and the forum on that site provides access to the Federation Commander community of players and to the game designers and customer support people. Need an Opponent? There are a lot of ways to find one. Post a note in your game store. Go to the FederationCommander.com forum and post a note in the Local Groups and Retailers section. Attend a local convention (if there is one). Go to the Commander s Circle and look at the player database (and post yourself so that the next person to check the list can find you). Go to our legacy BBS at and look for the Seeking Opponents section and post a note there. Go to our legacy site at and look under Player Resources for the Starlist button. Enter your data and in a few days you ll get an from our Support Director with a list of gamers near you. Federation Commander Play-by- Playing Federation Commander by is an alternative to playing face-to-face. While there are a few differences (i.e., your opponent isn t sitting across the table from you), it is the same game. The basic gist of the Federation Commander Play by (PBEM) system is that you and your opponent submit your orders for the turn to a moderator via . The moderator then processes them, and sends a Sitrep (Situation Report) to the players via . You receive the results, write up your next set of orders, and then submit your orders once again. The process is repeated until the game is completed. Sounds simple? That s because it IS! It ll take a little getting used to (after all, what doesn t?), but once you ve got the hang of it, you ll be lobbing photon torpedoes (or whatever your weapon of choice is) at opponents from all over the world. Every Federation Commander PBEM game has at least three participants: two or more players and one moderator. The moderator s purpose is to accept orders from the players and carry them out, reporting the results of those orders to all players. While (s)he is not a player, the moderator fulfills a Copyright 00 Amarillo Design Bureau, Inc. very important role in the game. Good moderators and good players make for a good, enjoyable game of Federation Commander. Moderating a Federation Commander PBEM game is also an excellent way to learn more about the Federation Commander rules. While there are some disadvantages to PBEM (it does take longer to finish a game), there are advantages as well. You can play against people in other parts of the world (how often do you get to Australia, anyway?), you can play multiple games at once, and you can have large multi-player games (without worrying about running out of chips and soda). Federation Commander On-Line Gaming Many people do not know (because we forgot to tell them) that you can play Federation Commander on-line in real time against live opponents. Eight years ago, was created to provide players of Star Fleet Battles with an on-line gaming experience. It was a smash hit as hundreds of gamers joined the battles. Tournaments and other competitions, plus general open gaming, have gone on around the clock since then. This successful operation has been expanded to include Federation Commander! Now you can play with real live human opponents all over the world in real time hours a day! The computer automates many functions and acts as a friendly assistant for mundane chores. For the modest subscription fee of less than $ a month, you have access to all of the ships in the Federation Commander Game System as well as new ships still in playtest and development. The Java Runtime system is compatible with Windows and Macintosh systems. Never worry about a lack of opponents. Never worry about opponents who don t show up for game day because of silly reasons like family reunions or their own weddings. Don t be cut off from your regular gaming group while on vacations or business trips. Even better, you can join in on-line tournaments and campaigns, and your victories will add up to a higher and higher average score! The system also allows you to chat with friends, taunt your enemies, and watch other players fight their own savage battles. (Why learn from your own mistakes when you can learn from someone else s?) This observer system allows players of either game to learn the ins and outs of the other game before deciding to invest time and money in it. So come to right away. You can even fly the Federation CA or Klingon D as a free trial, or watch any game in play. Legendary SFB aces and new Fed Commander aces strut their stuff in combat arenas all the time, and you can learn from the best.
