2 1.1 SCOPE All new or substantially altered Aerial Bundled lines shall be designed and constructed to this section. When working on existing lines that are not being substantially altered, legacy design standards will apply. LV structures can be considered as one of three distinct types for design and construction purposes: LV distribution networks supported on wood poles. LV service connections (excludes terminations within property). LV pole-mounted equipment. LV supported on buildings The above types of construction comprise of the number of cores and cross-sectional areas shown below:,, 2x35mm 2.,, 2x95mm 2.,, 4x35mm 2.,, 4x95mm 2.,, 4x120mm 2. Note: This construction section is not an instruction manual for safe erection of an overhead line, nor is it a standalone tender document. It should be used in conjunction with the Overhead Line Craft Manual and in accordance with the relevant specific job instruction. 4 1.3 INTRODUCTION This section covers general design and construction requirements. How to construct and maintain is detailed in the Overhead Line Craft Manual. Appendix A to C of this section comprises of General Arrangement (GA) drawings with associated lists of materials for LV structures as follows: Appendix A comprises GAs for LV distribution networks supported on wood poles. Note: 'inside' and 'outside' angles are not as defined in ENA TS 'Insulated Aerial Bundled s Erection Requirements for Low Voltage Overhead Distribution Systems'. Appendix B comprises GAs for LV service connections, followed by a GA summarising and CNE service spans. Appendix C comprises GAs for LV pole-mounted equipment. Appendix D comprises GAs for earthing requirements. Each list of materials identifies the components included in the associated GA and which supplementary items are needed to complete that structure. Variations within each GA for different conductors are covered by different columns in the associated list of materials. Note: The lists of materials for the connections and plant shown in Appendix B and Appendix C do not include the materials for the associated GA structure; many combinations are possible and it is not practical to cover every possible structure/connection variation here (refer to Appendix A for approved GA structures and materials.) Appendices E to K are tables of design data for this section. Each appendix relates to a separate type. This section fits into the overall design and construction process as outlined by the following summary: 1. Carry out a risk assessment. 2. Generate a proposal taking into account the risk assessment. 3. Generate a proposal for a new line. 4. Choose a proposed route and carry out a line survey. 5. Plot pole positions, heights and clearances (clearance shall comply with ENA TS 'OHL Clearances'), and develop a line profile. Note: The development of a line profile will require some data and parameters from Appendix E and subsequent appendices. 6. Compile a list of materials using the GAs and supplementary items identified in this section (Appendix A, Appendix B, Appendix C.) The GAs and supplementary items shall be selected and used in accordance with the design and construction information within this section, and the data given in subsequent appendices. 5 1.4 DESIGN INFORMATION General Practice Risk Assessment Earthing Design Data Constraints on the Lengths of Main Integration with Existing Lines General Practice Lines shall be designed using the GAs and supplementary items from Appendix A, Appendix B, Appendix C and the data from Appendix E to K. The following information shall be taken into account during the design process Risk Assessment A risk assessment shall be carried out at the commencement of the design work to identify the site specific safety hazards. The design shall incorporate mitigation measures to control the risks, identified in the risk assessment, associated with the construction, operation and maintenance of the proposed overhead line and its suitability compared with an underground cable solution Earthing System earthing and bonding shall be in accordance with Section 3 Earthing and Bonding, of the Overhead Line Craft Manual. To provide a PME network, the connection from the neutral of the bundle to the earth electrode(s) shall be installed and connected in accordance with the drawings given in Appendix D (the PME connections are split across two drawings because all pole-mounted equipment GAs incorporate connections from bundle neutral to neutral/earth as mandatory requirements) Design Data Each set of design data (Appendix E to K) contains all the information necessary for the conductor bundle specified, with the exception of poles supporting electrical plant. Design parameters used to construct the tables of design data are given for reference. Note: The basic span for this design is 50m. If is to be installed onto an existing pole, it is then assumed that the pole depth will be 1500mm. The maximum wind span shall then be limited to the figures supplied in each appendix. If an existing pole has to be changed due to decay or clearance problems then refer to tables for planting depth for new build. For poles supporting electrical plant, pole loadings should be re-calculated as necessary. Note: 1000kg additional weight can be approximated to 1000kgf additional loading for this purpose. Data in Appendix E to I are based on the minimum pole diameters included in BS In practice, if it is found that pole loadings exceed the values given in Appendix E to I the minimum pole-top diameter needs to be re-calculated. 6 1.4.5 Constraints on the Lengths of Main The maximum length of is limited by earth loop impedance, the size of the supplying fuse and the transformer size in order to ensure that faults at the remote end are cleared in correct time. Reference should be made to the EDS 'LV Network Design Standard' for voltage drop and loop impedance constraints when designing LV networks Integration with Existing Lines When a new section of line is installed within an existing line, consideration must be given to the differences in line tensions that may occur. For reference, phases and neutral shall be identified by the number of ribs on the insulation as follows: Phase L1 1 rib. Phase L2 2 ribs. Phase L3 3 ribs. Neutral fully ribbed. 8 Supports All fittings supporting the system shall provide an insulating barrier rated at 1000V between the core insulation and the mechanical attachment. The shall be attached in such a manner that it cannot make contact with any steelwork or stays. Weak links will be used on all poles where there is the risk of falling trees, except for the following: Terminal, Section and Angle Poles When crosses highways/carriageways, footpaths, navigable waterways and railway tracks Clearances Overview of Clearances Clearances from external objects and structures (e.g. buildings, trees and roads) shall comply with Section 2 Safety Aspects, Procedures, Tools and Equipment, of the Overhead Line Craft Manual. In addition to this, the following rules shall be followed: 1. Wherever possible, conductors shall not pass directly over buildings and roofs. 2. Wherever it is necessary to over sail a building or roof, the relevant span shall not contain any mid-span joints. 3. Where is attached to a building which has a thatched roof, the attachment shall be a minimum of 0.5m from the thatched roof. 4. Once terminated, shall be converted to concentric cable or insulated and sheathed (mechanically protected) cable within 0.5m of the point of attachment to a building. Service cable lead-ins into the building shall be installed in accordance with the Overhead Line Craft Manual Section 6 Erect s and Pole-top Equipment Tree Clearances Where an system is erected through trees, the following points shall be considered: 1. For additional information regarding overhead line clearances, refer to Overhead Line Craft Manual Section 2 Safety Aspects, Procedures, Tools and Equipment. 2. Risks of the being abraded by trees. 3. Sag variations and conductor swing due to the effects of the wind. 4. The effect of wind and snow loading on trees or branches bearing onto the. 5. The danger of trees providing climbing access. 6. The amount of tree cutting required for compared with conventional open wire systems can be significantly reduced. However, the XLPE insulation is susceptible to abrasion and shall not be allowed to come into contact with tree trunks, mature branches or heavy outer growth, under any circumstances. 7. Clearances through trees shall take account of maximum and minimum conductor sags, conductor swing and the anticipated tree growth rate and cutting periods Low Voltage Supports All supports shall be fitted with a Safety Sign (Danger of Death) in accordance with EDS Safety Sign and Identification labelling of Equipment. 9 1.5.4 Augering Augering the pole hole is the preferred method when the ground is suitable. After pole erection, the remaining hole shall be backfilled with suitable material based on soil condition. If there is a risk of movement due to poor soil conditions, then a suitable cement mixture shall be used Foundations Un-stayed angle poles shall be installed 0.5m deeper than the planting depth given in the appendices to this section (care shall be taken when planning un-stayed angle poles, particularly near walls) Stays Generally 7/3.2mm (grade 1150) stay wire and Type 1 stay anchors are suitable for lines designed to this specification. However, on 120 terminal and angle poles over 60 o where the stay spread is less than 35 o then 7/4.0 stay wire and Type 2 stay anchors are required. All stays shall be fitted with a stay insulator. Only the following types of stay are suitable for lines designed to this specification: Load-lock anchors (Light) (50% of Type 1) Screw-in (Type 2 ) Concrete blocks: Type x 300 x 90mm Type x 430 x 140mm Heavy duty stay plates are useful for structures of restricted height: the overall distance between the fixing at the top of the pole and the stay insulator is less than that of an equivalent pole-top make-off. The distance of the stay-base from the pole-base are given in Appendix E I In-line Connections Compression fittings shall be used for all tension and in-line non-tension connections (under no circumstances shall IPCs be used to make in-line connections) Plumbing LV Poles When LV poles are re-conductored they must be squared and fully plumbed level not left off center. Any poles that are leaning greater than 5 o and construction works are being carried out within the vicinity must be re-plumbed to as close to 0 o as possible. 10 1.5.9 Connections to the Bundle Overview of Connections to the Bundle Only to connections to the conductor bundle are permitted Service Connections For single-phase and three-phase connections to 95mm 2 and below, one single-bolt IPC shall be used on each phase conductor and two single-bolt IPCs shall be used on the neutral/earth conductor. For single-phase and three-phase connections to 120mm 2, one double-bolt IPC shall be used on each phase conductor and two double-bolt IPCs shall be used on the neutral/earth conductor (as illustrated in the appropriate GAs). For all mains connections to 120mm 2, one double-bolt IPC shall be used on each phase conductor and two double-bolt IPCs shall be used on the neutral/earth conductor (as illustrated in the appropriate GAs) Limit on Number of Connections to the Bundle Only two single-phase or two three-phase connections to the bundle are permitted at any pole position. If this number of connections is to be exceeded then a distribution box is to be provided Disconnections from the Bundle IPCs shall not be removed from the bundle. Disconnections shall be made on the tail. Refer to Section 6 of the Overhead Lines Craft Manual for method of disconnection Open Points Fuse Links are to be used when creating or replacing an open point. Refer to Figure C2 to via Fuses GA Weak Links and Trees Where is erected within falling distance of adjacent trees, provision shall be made to protect the conductor and pole supports by fitting weak links (stores code 09385F) between the pole hook and the suspension clamp on intermediae poles.
