2 Early Learning Coalition of Pinellas Annual Report Mission Statement To lead the community in the development and delivery of a high quality early learning system and family support services that maximize each child's potential and promote the economic self-sufficiency of families. Evaluation of Direct Enhancement Services Comprehensive Consumer Education: Describe how the Coalition coordinated resource and referral programs specifically related to the provision of comprehensive consumer education to parents and the public regarding participation in the school readiness program and parental choice? The Coalition coordinated resource and referral services and provided comprehensive consumer education to parents and the public by completing the following: Overview The provision of CCR&R parent services by 211 Tampa Bay Cares, Inc. throughout Pinellas County through April The Coalition began providing CCR&R services directly effective May 1, The Coalition conducted departmental meetings to review the calls and standards met by 211 staff and those standards in need of improvement. The Coalition reviewed monthly reports submitted by 211 Tampa Bay Cares, Inc. and evaluated the reports in order to ensure CCR&R standards were met. The Coalition s CCR&R Coordinator provided additional training to Family Service Eligibility staff on CCR&R services and requirements to provide families information during their interview process for eligibility services. The Coalition utilized the Choosing Quality Child Care, FCCH Provider brochure, a Developmental Flipbook, and other various materials to assist parents in realizing their role as their child s first and most important teacher. CCR&R information was distributed to parents via parent packets/ s each month. The Coalition attended community events throughout the county to distribute CCR&R information and to reach parents and explain their child care options through CCR&R. 2 P a g e

3 CCR&R information was presented at Next Step Seminars, Community Screenings and CLASS trainings. The Coalition utilized enews Alerts to share important information to parents and providers as necessary. The Family Services Department is a member on the Foster Parent Taskforce. This involves reviewing all aspects of the foster system (scholarships, adoptions etc.) to better assist foster parents and referral partners in the Coalition s School Readiness Scholarship process. The Coalition offered new provider orientation the first and third quarters of There were a total of 35 new School Readiness providers approved to provide services to families. The Coalition hosted a Family Expo to provide access to community resources for School Readiness families and the community at-large. Vendors included the Department of Health, Summer Care providers, local nonprofit agencies and local business partners. Publix and Boar s Head donated food and refreshments, given to attendees free of charge. Include the qualifying criteria to receive financial supports and related monitoring activities to verify appropriate use of support. Quality Rating Improvement System (QRIS) The Early Learning Coalition offered $26,500 in stipends to School Readiness providers who participated in our local QRIS program. Stipends were given after providers completed quality standards for two tier levels of the QRIS program. Family Child Care Homes: 7 providers $7,000 School Readiness Centers: 13 centers $19,550 The Early Learning Coalition participated in training staff on the Classroom Assessment Scoring System (CLASS). Staff conducted CLASS observations for our local Quality Rating Improvement System (QRIS). Providers had to meet a standard score on the CLASS assessment. Technical Assistance was offered after the assessment took place. Staff also conducted CLASS assessments on providers participating in the Accreditation Assistance Project funded by our partner the Juvenile Welfare Board. All providers passed our minimum CLASS score of 4.0. The lowest score was P a g e

Providers use Teaching Strategies Gold in our local QRIS to enhance assessment and curriculum planning. There is training and technical assistance provided by the Coalition for the providers to effectively use the assessment tool. School Readiness children impacted by QRIS activities: Approx. 245 Officer Friendly s Book Club The program connects local law enforcement agencies with early learning centers. Two law enforcement agencies adopted 26 early learning centers through monthly 30 minute visits consisting of reading books and answering questions on safety and community service. Books are donated to the centers following the visit. Adventures in Tote Bags The program promoted early literacy skills and the love of reading for children in Family Child Care Homes. Thematic books with literacy activities were sent home with families thus encouraging the entire family to participate. There were seven themes for the families to share on a weekly basis. A pre/post survey was completed by the parent as to their enjoyment of 5 P a g e

6 reading with their child. The enjoyment levels increased after the seven weeks. The family child care home provider kept the backpacks with all the materials at the end of the program. Participants: Children impacted by the program: 30 FCCH 217 (Birth to 5 years old) The Accreditation Assistance Project (AAP), funded in partnership by the Juvenile Welfare Board (JWB), was designed to increase access to quality early learning programs in high need areas. Through AAP, providers received technical assistance, training, and financial resources to assist in the accreditation process. 7 centers participated in the project. All children positively impacted by the AAP program: approximately 438 (133 of those children were School Readiness) Teaching Strategies Gold Teaching Strategies GOLD is an online, observation-based, child assessment tool that supports effective teaching and children s development and learning from birth through age five. GOLD aligns with the Florida Early Learning and Developmental Standards and is conducted twice yearly (fall and spring) by teachers and child care providers Total participating providers: 33 (24 centers and 9 FCCH) GOLD TA provided: 605 (449 by phone or ; 156 visits) Technology Grants: Child care centers and homes were awarded a grant for Technology in order to be prepared for the upcoming Provider Portal launch. 119 Centers - Amount awarded $57, Homes - Amount awarded $35, Total # of Providers: 195 Total Amount awarded: $92, P a g e

7 Training and Technical Assistance: Provide a list and description of the trainings and/or technical assistance activities the coalition offered to school readiness program providers, staff, and parents in the following areas: In , The Coalition s Professional Development Department provided workshops and conferences in the Core Competency Areas. The Coalition hosted/sponsored 1 major conference: Conference Attendees Early Childhood Conference: 295 Is it Misbehavior or Delayed Behavior? In , the Coalition awarded 30 STEP UP Scholarships to 13 early education teachers seeking an AS degree in Early Childhood from St. Petersburg College. Conference Scholarships: The Coalition provided 10 scholarships for providers to attend the Florida Family Child Care Home Association Conference. Coaching sessions consisted of individualized consultation, and observation to address infant and toddler specific concerns. General coaching in the areas of: Language skills 7 P a g e

8 Cultural competencies Room arrangement/environment Learning activities Health and safety Guiding behavior Developmental screening and observation are also used as tools to support the child care teachers. Infant and toddler focused trainings totaling 10, focused on the areas below: Developed and implemented trainings specific to infant and toddler care: 1. Lesson planning for infants birth-12 mos. 2. Exploring art activities 3. Exploring math and science concepts 4. Shaken Baby Syndrome and SIDS Pre-Post assessment/gains survey Provide Developmentally appropriate infant/ toddler resources Florida First Start Home visitation program serving children exhibiting high risk factors for school failure. Develops cognitive, language, social/emotional and motor skills to support future school success. FFS served 128 children between the ages of birth to five in 85 families. Program staff completed 1,824 home visits and conducted 54 play groups and special activities. 77 families acquired library cards. Play Groups Organized in settings where infants and toddlers are served and more than one child has been identified. Play groups are coordinated with the child care professional and involve the parent through: a. Consent b. On-going updates c. Opportunity for participation d. Evening sessions e. Parent-teacher conferences f. Activities to work on at home. Coalition staff in partnership with the YMCA High Point, have supported weekly sessions. 8 P a g e

9 Monitoring: Describe the process for monitoring of compliance with, and enforcement of, applicable state and local requirements. The Early Learning Coalition partners with the Pinellas County Child Care Licensing Program under the Pinellas County Department of Health. The Coalition is copied on all fines issued to providers. The Coalition frequently monitored child care providers to ensure all program requirements were met. Informal providers were monitored by the Coalition to ensure health and safety standards were met. The Coalition assisted child care providers by issuing Service Improvement Agreements and offering technical assistance to help meet all requirements. Additionally, the Coalition monitors providers for compliance with both School Readiness Agreement and VPK Agreement. A total of 121 providers received attendance validations. Due to provider reporting/ documentation errors, $32, was repaid to the Coalition. These funds were placed back in the budget and used to fund child care slots. In , the Coalition terminated 9 School Readiness Agreements due to noncompliance of their Agreement. 30 School Readiness providers lost funding due to noncompliance, but remain contracted. This includes noncompliance in the following areas: Health and Safety 4 Developmental Screening 7 General Liability Insurance 19 The Coalition monitored 132 SR providers for compliance. As a result, 0 providers required corrective action. The Coalition monitored 198 VPK providers for compliance. As a result, 137 providers required corrective action while 61 providers had no compliance issues. The Coalition works closely with the Child Care Licensing Program and provides technical assistance to providers to ensure a healthy and 9 P a g e

10 safe environment. Inclusion: Describe the activities the coalition has implemented to promote inclusive child care including responding to Warm-Line requests by providers and parents and providing developmental and health screenings to school readiness program children. Screening The Coalition conducts regular developmental screenings for School Readiness children ages birth to five years prior to kindergarten. Of the 5,249 screenings conducted, 1,552 indicated areas of concern. 54 of those children were referred for further evaluation by the IDEA Part B and C provider and 1,498 children were referred for Supportive Intervention Services (SIS) provided by Coalition staff. 207 children were reported as no longer in care after the screening. Supportive Intervention Services Children receiving services in the Supportive Intervention Services Program received either individualized intervention services with a Child Case Plan, or SIS staff worked with the teachers to develop a Site Case Plan. Of the 1,498 children who received SIS services, 1,291 were referred from an ASQ with concerns (as indicated above). An additional 173 were referred from other programs, child care providers, or parents. 88 of those children were referred for further evaluation by the IDEA Part B and C provider. Case plans were developed and completed for 1,464 children either individually or with the early learning educator. 100% of those case plans met identified goals upon case closure. Community Screening With the help of many community partners, we provide developmental screening free of charge for children ages 6 months to 5 years. The event is open to families that live in Pinellas County with a focus to reach children who are not in child care. Children are screened for: vision, hearing, speech/language, 10 P a g e

11 cognitive development, fine and gross motor development and social emotional development. Screening Events 12 Children Screened 243 Children Referred 182 Additional Hearing and Vision screenings were completed on an as needed basis either in our family services waiting area or at a child care site upon request. P.I.E.C.E. The Program for Inclusive Early Care and Education (P.I.E.C.E.) provides intensive Pyramid Model Training (Positive Behavior Supports) over a five month period. Participants are School Readiness providers who commit to attending class, implementing the program and working toward a school wide acceptance of all children. Dr. Becky Bailey s Conscious Discipline principles and those of others such as Howard Glasser are also introduced. Coaching visits are made on a regular basis and many materials are provided at each class session. Participants came to training every 2 weeks and coaching visits/ta were provided in between that 2 week period. 43 participants completed the program representing 14 centers in Pinellas. This number reflects two cohorts over a year long period. 100% of training participants demonstrated increased knowledge in the area of Positive Behavior Supports. 100% of providers reported increased confidence in working with children with challenging behaviors and special needs. 12 In , Project LAUNCH (Linking Actions and Unmet Needs in Children s Health) funded by SAMHSA provided intensive pyramid model training (Positive Behavior Supports) for two cohorts over a year long period. Participants came to training every 2 weeks and coaching visits/ta were provided in between that 2 week period. 40 Participants representing 14 centers in Pinellas County completed the program. 100% of providers reported an increase confidence in working with children with challenging behavior and special needs. The number of children impacted as a result of their teachers participating in this program is 328. Trauma Informed Practices: A committee of community partners established a goal to infuse quality trauma informed practices within child care centers/homes. One (11) hour train the trainer provided by the USF St. Petersburg Child Family Studies Center was conducted for approximately 12 centers and community professionals 40 participants in total. Community wide coaches were established to help support the focus within the community. Those who attended the training are tasked with creating a training plan for their center/agency. ELC also hosted two (3) hour condensed versions of trauma training for mental health clinicians and one for teachers. Warm Line The Inclusion Specialist assists providers in implementing accommodations and inclusive strategies to ensure each child is able to maximize their potential in the least restrictive environment. Information about the Coalition Warm Line for inclusion is provided at a variety of trainings and meetings throughout the year. Additionally, this service is advertised on the Coalition s website. During program year 529 consultations via phone or onsite were conducted. Based on identified needs, the Inclusion Specialist provides training for providers throughout the year. 12 P a g e
