Introduction: National Aviation Academy, is aiming to provide advanced training programs for future Saudi aviation trainees, graduating a competent qualified airplane pilots, maintenance technicians, and a world class aviation professionals, aligned with international standards. Eight stakeholders have made their commitment towards National Aviation Academy as a non-profit academy. This academy will be a main channel to support the local labor market and to be in-line with the kingdom vision Those stakeholders are, Technical & Vocational Training Corporation (TVTC), King Abdullah Economic City (KAEC), Ministry of Education (MoE), Saudi Armco (SA), Saudi Aviation Club (SAC), Economic Cities Authority (ECA), Saudi Airline (SAUDIA), and Taqnia Aeronautics (TAQNIA). II. Objective of ITP Scope: The objective of this scope, is to collect and obtain information from potential International Training Providers (ITP) who are interested in establishing a partnership with National Aviation Academy to provide required training within the scope. As a result, this scope of work will enable National Aviation Academy to evaluate and select suitable candidates for the partnership. III. About National Aviation Academy: National Aviation Academy is a non-profit organization being established to provide Saudi aviation market with a high skilled world-class aviation employees and to be in-line with the Kingdom s 2030 vision. A business case study has stated that Saudi Arabia aviation local market will require 8,800 pilots and 11,700 technicians by 2024, due to attrition replacement and fleet growth in the king-dom. 3

4 IV. By year 2024, National Aviation Academy is targeting to reach: Yearly intake of 320 Saudi pilots and 540 Saudi technicians. Graduate and replaces 400 pilots and 1,300 technicians (10% of KSA Demand). Pilot Program: National Aviation Academy plans to deliver a 30-month pilot program for its enrolled trainees. This program will start with a 12 months of English language intensive training, then trainees will start heir pilot certification and training program to acquire Commercial Pilot License (CPL) with Instrument and Multi Engine rating. In addition, the academy will offer CFI/CFII certifications and a Jet course of B737 & A320 for trainees whose sponsors requires for scholarship. Subsequent to this, National Aviation Academy is well open for any other future programs that will add value or enhance its main role in aviation field. V. Scope of Work: The following is a summary of scope of work related to National Aviation Academy. As a part of achieving its mandate, National Aviation Academy plans to involve International Training Provider (ITP) to develop the academy s required curriculums. National Aviation Academy intent for this scope of work, is that (ITP) will deliver the highest quality of professional services and endeavor, to provide the training and training-related services to support the academy key objectives. The academy will recruit graduates from high-schools and other vocational institutes as well as universities and develop them in order to fulfill their sponsors requirements. All trainees to be sponsored by public or private sector companies will receive a stipend on monthly basis from their sponsors during training time. This scope of work establishes the range, schedule and means of initiating the roles, responsibilities and duties to be performed by the (ITP). 4

5 It also specifies the requirements, including but not restricted to those related to the curriculum development, training plans, training delivery and testing, learning methodologies and management systems, training labs, workshops, simulators, HR resources, staff and trainee administration, reporting certification etc. The (ITP) shall adhere to those requirements in the performance of the roles, responsibilities and duties as identified. VI. General Description of work: National Aviation Academy is committed to provide educational training programs specially designed for the field of pilot training and certification focusing on modern technology in various disciplines related to aviation world. Certificates are to be recognized to all academy graduate s trainees after successful pass of its training program. The academy also is committed to promote the principles of safety in the work-place in according to the approved international standard. National Aviation Academy will emphasize the ethics of work rigorous and promote the typical values of international aviation companies as well as personnel professional skills. The academy is entitled to achieve all of its planned objectives including the establishment of other projects or training branches within the kingdom independently or in cooperation with other institutions. The academy management team will be headed by its managing director to manage the academy day-to-day operation. The management team will also monitor and review all (ITP) training operation, process, procedures and student s administration services to insure its compliance with this scope of work. Academy personnel are obligated to assume full responsibility in respect of academic departments and support all activities including but not limited to financial, technical, practical, cultural, social work and/or other related events. The Managing director is authorized to accept proposed resumes by the (ITP) for key positions within the academy and has the authority to request replacement and termination in case mobilized personnel don t deliver as expected. 5

6 VII. ITP Main Highlights: The International Training Provider (ITP) should note the following: A. All references related to trainees, trainers and/or academy staff will include both male and female trainees, trainers and staff. B. (ITP) shall conduct its training program in English as the language of training, foster safety, instill culture values and implant the desired work ethics. C. (ITP) shall provide curriculum and training based on National Aviation Academy s training plans and obtain accreditation for its programs and issue certificate of completion to all academy graduate trainees. D. All training programs, curriculums and other related activities must-be developed and/or provided based on international standards. E. Under this scope of work, the intention is to apply a high world-class training level were ITP shall deliver a full package, which includes but not limited to: Trainee screening, enrolments and testing. Promote safety awareness in and outside academy. Academy curriculum development and enhancement. Training program delivery and end of program certification. F. All (ITP) staff must be qualified when doing their duties and responsibilities. G. The (ITP) shall provide upon request, a full reporting of trainee progress and results, training outcomes, performance, National Aviation Academy statistics, KPI s and any other required information by key stakeholders. H. The (ITP) shall comply with all quality assurance measures and requirements that will enhance the safety and the security of National Aviation Academy. I. The academy will procure some services separately if not delivered by (ITP) since it s not included on related contract of this scope. J. The (ITP) will provide all training related activities, assessments, certification and students administrative and support services as required. K. The (ITP) shall provide all required trainee and instructors stationary, textbooks, printouts, posters, audio, visual aids, training material, supplies and all consumable items throughout the training duration for any cohort of trainees as specified in this scope of work. 6

7 VIII. Interested (ITP) Requirements: In order to be eligible for receiving Request for Proposal (RFP), National Aviation Academy expect each prospective (ITP) to respond with the following documents: 1. Ability of providing required services by submitting a detailed account of their capabilities to provide required pilot training programs for Fixed Wing and/or Rotor Wing. 2. Ability to utilize its own training equipment (aircraft) or provide the adequate support to utilize the academy s equipment (flight instructors SOB, etc). 3. Explore the possibility of providing training equipment (aircraft) maintenance services, including routine/non-routine and maintenance program if required. 4. Provide a complete detailed plan for the different services which the (ITP) is proposing to deliver to meet this cope of work, (this includes but not limited to those related to curriculum development, training plan, training delivery, testing, learning management systems, training labs, workshops, simulators, HR resources, staff and trainee administration, reporting, certifications etc.). 5. Submit a brief intention to bid, comprised of: A. Letter of Interest Form, found in Appendix A of this scope. B. Training Provider Factsheet, found in Appendix B of this scope. C. All documents need to be sent before July 31, 2018 via to: bawardka@aramco.com & bandar.khaldi.1@aramco.com. VIIII. National Aviation Academy Action & Plan: 1. By Aug 15, 2018 the academy management team will respond to selected potential (ITP s) via and advise them for initial acceptance. 2. Selected (ITP) will also receive detailed (RFP) scope of work and invitation letter for Induction Conference at National Aviation Academy location. 3. Remaining action plane will be communicated to (ITP s) during Conference event. Note: Academy management team might request sight visit to (ITP s) location at any time of this scope work process. 7
