1 Reprioritized Projects in the Highway and Bridge Construction Schedule Introduction The information in this section is in accordance with the highlighted portion in the following section of the reporting statute. "(2) A detailed explanation of the methods or criteria employed to select construction projects, including a listing of any new or reprioritized projects not mentioned in a previous report, and an explanation as to how the new or reprioritized projects meet the selection methods or criteria;..." Section (2), RSMo Supp (L TAFP HB 668) (emphasis added). This section identifies projects in the Highway and Bridge Construction Schedule reprioritized in the schedule and in state fiscal year. Projects delayed, accelerated or removed are considered reprioritized. Reprioritization occurs when working with planning organizations, adjusting to unforeseen circumstances or amending schedules to accommodate changes in environmental review or right of way acquisition. With multi-year projects, reprioritization is a normal aspect of the construction process and reflects an effort to efficiently manage the schedule. An explanation for the date change is included with each project. Many of the projects are urban improvements in the St. Louis and Kansas City metropolitan planning areas that, along with, plan the highway and bridge construction in these two areas. The total number of projects reprioritized (delayed, accelerated and/or removed) is 243, representing 27 percent of the projects in the schedule. This level is up from last year mainly due to the Safe and Sound Bridge Improvement Project and the Better Roads Brighter Future Program. The Safe and Sound Bridge Improvement Project incorporated 96 projects identified in the STIP. The 96 projects are no longer listed individually. Instead, they are included as components of the Safe and Sound Bridge Improvement Program. The Safe and Sound Bridge Improvement Project is an initiative to improve more than 800 bridges around the state by December 31, A team of contractors and designers will be selected to perform all the work. Each of the bridges will be replaced or repaired and the successful bidder will be required to keep them in good condition for at least 25 years, beginning at the completion of construction. The Better Roads Brighter Future Program resulted in the acceleration of 33 projects in the STIP. The Better Roads Brighter Future program picks up where the Smooth Roads Initiative left off, making more roads smoother and safer. It will bring 85 percent of Missouri s major highways to good condition by the end of 2011, and keep
2 them in good condition. The Better Roads Brighter Future program started in January.
