Taxes to Be Levied % on Earned Income and Net Profits (.5% to be shared with municipalities) 2. 1% Realty Transfer Tax (.5% to be shared with municipalities) 3. Real Estate Tax to be levied at mills. Recommendation: To approve the taxes to be levied for as presented. I. Homestead and Farmstead Resolution Exhibit 6 Recommendation: To approve the resolution as presented. J. Authorization is requested for bills to be paid from June 16, 2014 to the next regular meeting scheduled for August 11, All checks will be included in your packets at that time. Recommendation: To approve the request as presented. K. Athletic Bids Exhibit 7 Recommendation: To award the bids as presented. L. Art and Vocational Supplies Bids Exhibit 7.1 Recommendation: To approve the bids as presented. M. Contract Seneca Highland Intermediate Unit Nine Exhibit 8 This contract is for hearing and vision/mobility support services. It is based upon the number of students served. The amount could change based upon student needs. Recommendation: To approve the contract as presented. N. Permission to Sell Properties from County Repository 1. Downtown Bradford Revitalization Corporation (DBRC) and Lee Minter have requested to buy the Loyal Order of Moose at 14 Pine Street, Bradford, Pennsylvania from the County Repository. This property is in the Keystone Opportunity Zone. Mr. Minter has two prospective tenants for the buildings and intends to make improvements under city guidelines. He is aware there may be an IRS lien still against the property. He has offered $1,000. He purchased the old Archer building two years ago. The DBRC is making the offer as it is concerned with the preservation of one of our most significant buildings in the City s historic district. It is their plan to work to restore the building either through the procurement of grant and/or by working with private investors who have a building restoration plan and resources to implement it. They have offered $500. Recommendation: To grant consent to the Tax Claim Bureau to sell the property to the Downtown Bradford Revitalization Corporation. 2. Sherry Hauber has requested to buy 114 South Avenue, Bradford, Pennsylvania from the County Repository for $400.
3 Regular Meeting June 23, 2014 Page 3 Recommendation: To grant consent to the Tax Claim Bureau to sell the property to Ms. Hauber for $ Harry Solarek has requested to buy the following properties from the County Repository: a. 16 Thompson Avenue, Bradford, Pennsylvania for $255 b. 12 Park Street, Bradford, Pennsylvania for $555 c. Park & Jefferson Street, Bradford, Pennsylvania for $255 Recommendation: To grant consent to the Tax Claim Bureau to sell the properties to Mr. Solarek for the amounts indicated above. 4. Charles W. Furterer has requested to buy 233 High Street, Bradford, Pennsylvania from the County Repository for $250. Recommendation: To grant consent to the Tax Claim Bureau to sell the property to Mr. Furterer for $ Burt Hitchcock has requested to by 18 Charlotte Avenue, Bradford, Pennsylvania from the County Repository for $500. Recommendation: To grant consent to the Tax Claim Bureau to sell the property to Mr. Hitchcock for $500. VII. STUDENTS AND CURRICULUM Mr. Samuel Johnson A. Policy #213: Assessment of Student Progress, revised. Exhibit 10 This Policy is being placed on the table for the requisite period of time. No action is required at this time. VIII. PERSONNEL Mr. Samuel Johnson A. Resignations 1. Louise C. Boutwell, Guidance Counselor at Bradford Area High School, effective the end of the day June 30, Recommendation: To approve the resignation for the purpose of retirement of Mrs. Boutwell with regrets and appreciation for her 40 years of service to the students and staff of the district. 2. Julie Degolier, Secretary at Bradford Area High School, effective the end of the day, June 17, Recommendation: To approve the resignation for the purpose of retirement of Mrs. Degolier with regrets and appreciation for her 34 years of service to the students and staff of the district. 3. Patricia M. Durolek, Paraprofessional at Fretz Middle School, effective the end of the day, June 30, Recommendation: To approve the resignation for the purpose of retirement of Mrs. Durolek with regrets and appreciation for her 38 years of service to the students and staff of the district. 4. Eugene Felt, PC Field Technician at Fretz Middle School/Administration, effective the end of the day, September 30, Recommendation: To approve the resignation for the purpose of retirement of Mr. Felt with regrets and appreciation for his 14 years of service to the students and staff of the district.

Candice Saquin, School Psychologist, effective the end of the day, June 10, Recommendation: To approve the resignation of Ms. Saquin with regrets and appreciation for her 4 years of service to the students and staff of the district. B. Employment 1. Kimberly Swanson, Assistant Principal at GGB Elementary School at a salary of $69,000 per year, 260 days per year, effective July 1, Recommendation: To approve Mrs. Swanson as the Assistant Principal at GGB Elementary School pending completion of all necessary paperwork, pre-employment drug test (if applicable) and in accordance with Board Policy and the current agreement between the Board and Act Jennifer Barnes, Special Education Teacher, Pennsylvania Certified: Special Education K-12 and Early Childhood Education. Salary will be Bachelor Step 2, $40,753, effective August 15, 2014 Recommendation: To approve the employment of Ms.Barnes, for the position, as shown above, pending completion of all necessary paperwork, pre-employment drug (if applicable) and in accordance with Board Policy and the current agreement between the Board and BAEA. 3. Marissa Cleer, Special Education Teacher, Pennsylvania Certified: Special Education K-12 and English Salary will be Bachelor Step 2, $40,753, effective August 15, 2014 Recommendation: To approve the employment of Ms. Cleer, for the position, as shown above, pending completion of all necessary paperwork, pre-employment drug test (if applicable) and in accordance with Board Policy and the current agreement between the Board and BAEA. 4. Dakota France, Science Teacher at Bradford Area High School, Pennsylvania Certified: Biology and Earth and Space Science. Salary will be Bachelor Step 2, $40,753, effective August 15, 2014 Recommendation: To approve the employment of Ms. France, for the position, as shown above, pending completion of all necessary paperwork, pre-employment drug test (if applicable) and in accordance with Board Policy and the current agreement between the Board and BAEA. 5. Margo Quick, Multi-handicapped Aide at Fretz Middle School at $12.66 per hour, 7.0 hours per day effective August 25, 2014 for 180 days regular contract and effective June 23, 2014 for training purposes associated with this position. Recommendation: To approve the employment of Ms. Quick for the position, as shown above, pending completion of all necessary paperwork, pre-employment drug test (if applicable), and in accordance with Board Policy and the current agreement between the Board and the BAESPA. 6. Patrick Giordano, Maintenance Worker at 8 hours per day at a rate of $20.09 per hour, effective July 10, Recommendation: To approve the employment of Mr. Giordano as a Maintenance Worker as presented, pending completion of necessary paperwork, pre-employment drug test (if applicable) and in accordance with Board Policy and the current agreement between the Board and AFSCME. 7. Bus Garage Temporary Summer Helper a. Paula Buckwalter, Bus Garage Temporary Summer Helper (bus washing.) Rate of pay for the position is $12.17 per hour for up to 8 hours per day for no more than 30 days at the discretion of the Director of Transportation, effective June 17, b. Jason Pierce, Bus Garage, Temporary Summer Helper (Diesel Mechanic.) Rate of pay is $20.06 per hour for up to 4 hours per day until August 11, 2014, at the discretion of the Director of Transportation, effective July 1, Recommendation: To approve the employment of the above listed individuals, pending completion of all necessary paperwork and in accordance with Board Policy and the current agreement with AFSCME. 9.
