1 The Pocahontas County Board of Education met in Local School Improvement County/Regular Session on Monday, November 27, 2017 at Hillsboro Elementary School, with the following members present: Emery G. Grimes, President ) Jessica M. Hefner, Vice President ) Rebecca L. Campbell ) Steven C. Tritapoe ) Members Norman E. Joe Walker ) LOCAL SCHOOL IMPROVEMENT COUNCIL The Board of Education met with the Local School Improvement Council at Hillsboro Elementary School to discuss issues pertinent to their school. MINUTES On motion of Mr. Tritapoe, seconded by Ms. Campbell, the Board unanimously approved the Minutes of the Board of Education meeting held on Monday, October 23, AGENDA On motion of Mrs. Hefner, seconded by Ms. Campbell, the Board unanimously approved the agenda. SUPERINTENDENT S REPORT & SPECIAL RECOGNITION Superintendent Beam reported to the Board that Hillsboro Elementary and Green Bank Elementary- Middle Schools both did very well in the recent robotics competition. He and Mrs. Hefner attended a meeting in Beckley regarding the formation of the ESC and dissolving RESAs 1 and IV. He informed the Board that he visited Marlinton Elementary, Hillsboro Elementary, and Green Bank Elementary-Middle Schools; he plans to visit Marlinton Middle and Pocahontas County High School in the next week. INFORMATIONAL REPORTS/CENTRAL OFFICE UPDATES a. Hunter Tankersley, Student Representative, reported on the athletic events at Pocahontas County High School: the PCHS cheerleaders placed 5th at the regional completion and the football team lost against Tug Valley. He noted that PCHS placed 3rd in the Geography Bowl. Finally he told the Board that the County Literature Fair was recently held at PCHS. b. Emily McLaughlin, Teacher of Option Pathway at Pocahontas Co. High School, approached the Board to discuss the possibility of creating a Locally Approved CTE program for the Option Pathway program. Mrs. McLaughlin explained how the Option Pathway program worked and what was required of the students in order to be completers. She explained that expanding the CTE pathways available to the students would allow more to earn their GED and not drop out of school.

2 c. Delegate Bill Hartman approached the Board to discuss the upcoming legislative session and the issues that are important to the school system. Mr. Beam stated that a concern of his is the placement of homeschool students back in the regular school setting and the evaluation process that has been made less strenuous by the state recently. Mr. Grimes asked Mr. Hartman what his thoughts were on the national forest funds for the upcoming year. Mr. Hartman pointed out that these were a federal budget issue and that was more uncertain that the state budget. Mrs. Radcliff pointed out that the county budgets have been unexpectedly cut in the middle the year for the past two year. She asked if he expected that to happen again this year. He stated that he could not speak to that. He did not know. d. Ronald G. Hall, Director of Maintenance, provided a brief update to the Board on the status of the MIP project at Pocahontas County High School. He pointed out that Morgan McComb was on the agenda to be hired as Clerk of the Works for the Program; he noted that he had every confidence in Mr. McComb, he feels he will do an excellent job in that position. d. Sherry Radcliff, Treasurer/Director of Finance, provided a briefing on the financial statement of Pocahontas County School. EXECUTIVE SESSION On motion of Mrs. Hefner, seconded by Ms. Campbell the Board unanimously approved a call for Executive Session to discuss pending lawsuit (with legal counsel, Henry Wood) of Pocahontas Cty. Bd of Educ., v. West Virginia Dep t of Educ., et. Al., Civil Action No 16-C-1269, Circuit Court of Kanawha County, West Virginia, the Board went into Executive Session at 4:29 PM, and at the conclusion of the Executive Session, on motion of Mr. Walker, seconded by Mr. Tritapoe, the Board unanimously agreed to return to the regular agenda at 5:00 PM. APPROVAL TO AUTHORIZE PAYMENT OF VENDOR LISTING OF CLAIMS Board unanimously approved to authorize payment of vendor listing of claims in the amount of $109, APPROVAL TO AUTHORIZE PAYMENT OF VENDOR LISTING OF CLAIMS (LOCAL GOVERNMENT PURCHASING CARD) On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Mr. Walker, the Board unanimously approved to authorize payment of vendor listing of claims (Local Government Purchasing Card) in the amount of $192,

3 APPROVAL OF BANK RECONCILIATION On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Mr. Tritapoe, the Board unanimously approved the Bank Reconciliation for the month of September, APPROVAL OF GRANT AWARDS Board unanimously approved Grant Awards. APPROVAL OF BUDGET ADJUSTMENTS Board unanimously approved Budget Adjustments. APPROVAL OF EMPLOYEE PAYROLL Board unanimously approved the following Employee Payroll: October 22, $213, November 8, $215, November 22, $224, APPROVAL OF EXTRA DUTY PAY On recommendation of the superintendent and motion of Ms. Campbell, seconded by Mr. Tritapoe, the Board unanimously approved Extra Duty Pay for the month of October, 2017, in the amount of $8, Ms. Campbell recused herself while the Board voted on the Extra Duty Pay of Steven D. Mick, Jr. in the amount of $157.72, which passed with a 4-0 vote. APPROVAL OF POCAHONTAS COUNTY SCHOOLS SUMMARY SCHEDULE OF REVENUES AND EXPENDITURES ON A CASH BASIS On recommendation of the superintendent and motion of Mrs. Hefner, seconded by r. Tritapoe, the Board unanimously approved the Pocahontas County Schools Summary Schedule of Revenues and Expenditures on a Cash Basis for the Month Ended September, the Month Ended October, APPROVAL OF THE PURCHASE OF REAL ESTATE Board unanimously approved for the Pocahontas County Board of Education to purchase a tract or parcel of real estate containing acres, more or less, on Secondary Route 219/5, better known as the Old Buckeye Road in the Edray District of Pocahontas County, West Virginia, from Mark A. Cook as Executor of the estate of Gail F. Cook, in the amount of $100,000. (NOTE: Purchase to be funded by insurance monies received for damages to the current Central Office).

4 APPROVAL OF VOLUNTEER BASKETBALL COACHES On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Ms. Campbell, the Board unanimously approved the following as volunteer basketball coaches at Green Bank Elementary- Middle School: Chasity Taylor Derek Taylor APPROVAL OF LOCALLY DESIGNED CAREER/TECHNICAL EDUCATION CONCENTRATION On recommendation of the superintendent and motion of Mrs. Hefner, seconded by Ms. Campbell, the Board unanimously approved the locally designed Career/Technical Education concentration in art. APPROVAL OF POCAHONTAS COUNTY WELLNESS POLICY EE-A On recommendation of the superintendent and motion of Ms. Campbell, seconded by Mr. Tritapoe, the Board unanimously approved the Pocahontas County Wellness Policy EE-A. APPROVAL OF PARENT/COMMUNITY VOLUNTEERS On recommendation of the superintendent and motion of Mr. Tritapoe, seconded by Ms. Hefner, the Board unanimously approved the Parent/Community Volunteers. PERSONNEL Board unanimously approved Professional and Service Personnel. Green Bank Elementary-Middle School: NIKKI ALIKAKOS, as Substitute Project ELA Tutor/Enrichment Instructor (SPLASH) at Green Bank Elementary-Middle School, at $20 per hour, as needed, up to 7 hours per week (1 hour planning, 2 hours of instruction daily 3 days per week) for up to 25 weeks. NIKKI ALIKAKOS, as Substitute Project Math Tutor/STEM Instructor (SPLASH) at Green Bank Elementary-Middle School, at $20 per hour, as needed, up to 7 hours per week (1 hour planning, 2 hours of instruction daily 3 days per week) for up to 25 weeks. Marlinton Middle School: SHONDA CARR, as Head Basketball Coach (Boys ) at Marlinton Middle Schools, effective for the school year, at a supplement of $750.

5 Pocahontas County Schools: MORGAN G. McCOMB, as Clerk of the Works for the School Building Authority of WV Major Improvement Project at Pocahontas County High School known as , effective for the duration of the project, but not to extend beyond June 30, 2019, at $20 per hour, as needed, not to exceed $25,000 for the entire project. NOTE: Position to be funded by SBA of WV Grant Award for MIP project known as MATTERS OF THE BOARD Mrs. Hefner stated that Shawn Dunbrack works closely with a gentleman knowledgeable in area of Safe Schools. She suggested that Mr. Beam get in contact with Mr. Dunbrack to get more details. Mr. Riley noted that Mr. Hall has arranged a meeting with all five principals and various agencies, including Mr. Dunbrack s, to discuss a countywide Safe Schools plan. NEXT LOCAL SCHOOL IMPROVEMENT COUNCIL/BOARD OF EDUCATION MEETING The next Local School Improvement Council/Board of Education meeting will be held on Monday, December 4, 2017 at 3:00 PM at Marlinton Middle School, Buckeye, WV.
