1 CITY OF BAYTOWN CENTRAL DISTRICT WASTEWATER TREATMENT PLANT GRIT, SECURITY, AND SCADA IMPROVEMENTS SCOPE OF SERVICES FINAL DESIGN, BID PHASE, AND CONSTRUCTION SERVICES BACKGROUND ARCADIS U.S., Inc. (ARCADIS) will provide professional engineering services described herein for final design of a grit system, site security improvements, and Supervisory Control and Data Acquisition (SCADA) improvements at the City of Baytown (City) Central District Wastewater Treatment Plant (WWTP). The scope of work for these services will include basic design services (detailed design drawings, technical specifications, cost estimates, and bid phase services), additional design services, and construction administration services. The scope is based on improvements for the following areas: 1. New bar screen 2. Demolition of existing grit basins and associated channels 3. New grit basins, grit removal and washing equipment 4. Associated civil, structural, electrical, and instrumentation for the grit system. 5. Addition of primary field instruments, analyzers, and controls for the aeration basins/blowers, secondary clarifiers, sludge pump station, sludge thickener, aerobic digesters, chlorine contact / chlorination/dechlorination facility, quiescent tanks, outlet structure, nonpotable water system, belt press facility, recycle pump station, and miscellaneous facilities. 6. New security gate on east entrance, site fencing, fencing around east end of final clarifier/aeration basin, and security cameras. 7. Facility improvements ranging from emergency generator, SCADA (primary field instruments, control panel, radio tower), or pump improvements for the following four lift stations: No. 46 Country Club (SCADA & Pump), No. 62 Rollingbrook (SCADA & Pump), No. 45 North Main #1 (SCADA & Generator), No. 73 Country Club Estates (SCADA & Pump). If the construction budget allows, the following lift stations and scope will be evaluated: No. 35 Big Missouri (SCADA & Generator), No. 41 Texas (SCADA & Generator), No. 43 Gulf Coast (SCADA), No. 47 Baker Road (SCADA & Generator). 8. Addition of an operator workstation in the Administration Building with human-machine interface (HMI), historian, printers, and ancillary routers, servers, and power supply. Improvements will be bid and constructed as a single package along with the flood improvements designed by ARCADIS under a separate authorization.

2 SERVICES TO BE PROVIDED BY ARCADIS Basic Services Task 1 Detailed Design 1.1 Kickoff Meeting ARCADIS will coordinate a kickoff meeting with key City of Baytown stakeholders to establish the goals, objectives, and expectations for the project. The meeting will be held at City facilities. Meeting agenda Meeting minutes to document key decisions and agreed action items Document Existing Treatment Processes and Equipment and Develop Control Strategies ARCADIS will conduct an initial workshop with COB operations staff to develop and document the current operational strategies for the plant. Once the existing treatment processes and equipment are documented on Process and Instrumentation Drawings (PIDs), ARCADIS will propose new primary field instruments, process analyzers, and operational strategies using the PIDs. A second workshop will be held to discuss the proposed PIDs. An Automation Control Strategy document will be developed documenting the proposed strategies for automated operations of each process area of the plant, and the requirements for the HMI. After review by the City, a third workshop will be held to review the Control Strategy document to gather feedback from operational staff. The results of this workshop will be used to finalize the PIDs and create a control narrative specification. Draft PIDs Draft Automation Control Strategy Final PIDs Contract Documents The scope of services will include detailed design drawings, bid documents, technical specifications, and cost estimates. The level of effort is based on the drawing list shown in Attachment A, for a single construction package. Definition of milestones and sequences for maintenance of plant operations during construction will be included in the technical specifications. ARCADIS will prepare a project manual that includes City-provided bidding documents, agreement, general and special conditions. ARCADIS will provide technical specifications based /31/2013 Page 2

3 on ARCADIS standard specifications. The Project Manual will be prepared in Microsoft Word format. Detailed design drawings and technical specifications signed and sealed by a Registered Professional in the State of Texas. Drawings will be developed using AUTOCAD. o 50% Design submittal Five half size 11x17 copies of 50% design drawings and draft specifications. AACE Class 3 estimate of probable construction costs. o 90% Design submittal Five half size 11x17 copies of 90% drawings and project manual. Two full size 22 x 34 drawings sets for submittal to Building Permits AACE Class 2 estimate of probable construction costs. o Bid-Ready Design submittal 3 full size 22x34 copies and 2 half size 11x17 copies of 100% drawings, and 5 copies of the project manual. Two disks with the documents saved in Adobe.pdf format. 1.4 Structural Design ARCADIS will retain the services of Stanley, Spurling & Hamilton, Inc. for the structural design of the grit facilities, security improvements, and emergency generator pads at the remote lift stations. 1.5 Design Submittal Workshops ARCADIS will coordinate two workshops with key City of Baytown stakeholders to review progress at the 50% and 90% milestone submittals. The purpose of the workshops will be to clarify design issues and to capture City comments to the design. The meetings will be held at City facilities. Workshop agenda Workshop comments recorded to document key decisions and agreed action items Regulatory Approval / Local Agency Approvals ARCADIS will submit a design report, drawings and specifications for review by TCEQ, and applicable local agencies. The general contractor will be responsible for obtaining permits as required to comply with the codes of the jurisdiction for the actual construction of the project. One set of a design report, specifications and 22 x 34 inch set of the drawings to TCEQ /31/2013 Page 3

4 Up to three sets of contract documents and 22 x 34 inch set of the drawings to local permitting agencies Task 2 Bid Phase Services Following the bid-ready design submittal, ARCADIS will provide Bid Phase services. The Bid Phase is expected to have a four-week duration. The following scope will be provided: Attend Pre-Bid meeting and site visit for prospective bidders Prepare and issue addenda Respond to bidder questions Bid evaluation / bid tabulation Recommendation of award Provide 3 copies of conformed contract documents to the City for its use in executing the construction contract Task 3 - Construction Phase Services Following award of the project and issuance of the Construction Notice to Proceed, ARCADIS will provide the following Construction Phase services scope over an 18-month construction period: Attend one pre-construction meeting Attend up to 18 periodic (monthly) construction progress meetings. Provide engineering services during construction for submittal reviews: approximately 100 submittals, technical operations and maintenance manuals, requests for information (RFIs), and contract change requests (CCRs). Participate in substantial and final completion inspections and punch lists. Prepare final acceptance certification. Prepare record drawings based on information provided by the construction contractor 3.2 Subconsultants Stanley, Spurling, and Hamilton will provide construction phase services as described in Subtask 3.1 for the structural portion of the work for which they performed the design. Additional Services Task 4 - Geotechnical Investigations Aviles Engineering, a professional geotechnical engineering firm registered in the State of Texas, will be retained to drill and collect soil borings, provide characterization of the subsurface soil /31/2013 Page 4

5 conditions, provide foundation construction recommendations, and provide an engineering report for the following areas: One 50-ft deep soil boring for the grit facility. One 25-ft deep soil boring for the described scope of work at each of the specified lift station sites. Task 5 Grit Characterization and Equipment Evaluation ARCADIS will collect samples of the WWTP influent following a rain event,and analyze the samples for grit particle size and settling characteristics. Using those results, ARCADIS will evaluate two alternative grit removal technologies (mechanical vortex PISTA type and gravity vortex HEADCELL type) with a cost comparison of the two alternatives. The City will assist in the collection of influent samples. Results of grit characterization testing Technical memorandum on vortex grit removal technology evaluation The services described in Tasks 1-5 constitute the complete scope of work to be performed by ARCADIS. Special Services The following services are not part of this scope of work, but may be performed by ARCADIS if requested by the City as an amendment to this scope. Resident project representative services on-site during construction Develop standard operating procedures Factory witness testing Additional site visits during construction Startup assistance Produce operations and maintenance manuals 11 th month warranty inspection Additional construction meetings Design of bid alternates Value engineering and re-design resulting from value engineering /31/2013 Page 5

6 SERVICES TO BE PROVIDED BY THE CITY The following services will be the responsibility of the City. Personnel and equipment for excavation to verify plant utilities and yard piping. Record drawings of existing plant buried utilities and process pipes. Participation in workshops. Timely review of milestone submittals. Coordination with other City departments (Flood Plain Management, Building Permits, Design Review Committee, Streets, etc ) On-site inspection of daily construction activities and coordination with the construction contractor, periodic construction meetings, review and approval of schedule and pay estimates, processing change orders, overall coordination with the contractor. SCHEDULE The services described herein will be completed according to the following milestones. Duration is in calendar days, starting from receipt of written notification-to-proceed. 7 COMPENSATION ARCADIS will provide the services described herein on a lump sum basis invoiced by phase (Design, Bid, Construction) with regular invoicing reflecting percent complete of each phase of work. The contract amount for the services described herein is $826,241.00, categorized as follows. A detailed summary is provided in Attachment C.
