These termite pests have a unique biology and are a declared pest, not found on mainland Australia. Come to an information session with a department entomologist and client engagement officer to hear about this pest and ask questions. Learn how to identify this pest and stop the spread, so you can protect your home and other buildings on the island. The Department s entomologist and client engagement officer will also be visiting schools in separate events to educate children about drywood termite. Morihei Ueshiba Joke of the week GPS Cat There was a man who couldn t stand his wife s cat. So, one day, he decided to get rid of him by dumping him a long way away from the house. He put the cat in the car and drove about 20 blocks away, then he left him at the park. But when he got home, the cat was there as if nothing had happened. The next day he decided to take the cat somewhere further away, about 50 blocks. He put him out of the car and drove home. And again, the cat was there waiting for him. This is impossible, said the man to himself. tomorrow I ll make sure he can t come back! The next day he puts the cat in the car and he drives around, taking turn after turn right, left, right, right and so on. Eventually, after about an hour of driving, he finally lets the cat out and drives home. A few hours later, the phone rings at his house and his wife answers it. It s the husband, and he asks: Is the cat there? Why, yes. says the wife, he s been here quite a while, where are you? Please put him on the phone, I m lost and I need directions. The Shire would like to remind residents that tents are not be left up under shelters on both Direction Island and South Island when they are not being used. We ask for everyone s cooperation in order to ensure the Shelters are available for use and not unnecessarily unavailable due to tents not being packed up. Tents that are erected and left up under the shelters will be removed at owner s cost. Thank you for your co-operation. Boats, trailers, vehicles & other building materials outside boundaries Our ranger will be enforcing the removal of any boats, trailers, vehicles and other building materials located outside their boundaries and on shire controlled land without prior approvals from the shire. Any offenders will be given a written warning letter from the shire with instructions to re-locate their belongings into their boundary. Please take responsibility upon ourselves to keep our islands beautiful. Crate at WI Recycling Station 2 wooden crate that was located at the eastern side of our Recycling Station on West Island went missing last week. The crate was used to temporarily store waste waiting to be shipped off island. Their return will be greatly appreciated. Bok Kayu di Stasiun Recycling Pulu Panjang 2 bok kayu yang ditempatkan disebelah timor bangunan Stasiun Recycling di Pulu Panjang telah hilang minggu kemarin. The figures above are estimates only and may change as part of Council s budget deliberations and consideration of any submissions received from electors and ratepayers. 7 Cocos (Keeling) Islands News (cont d) Berita Pulu Cocos (Keeling) (seterusnya) The 2018 Marine Debris project collected and audited marine debris from four beaches on the Cocos (Keeling) Islands as part of the second year in a five year project investigating the amount of plastic in the ocean and tracking where it come from to develop source reduction plans. The support of the local community was fantastic and the team was made welcome and supported by the Cocos community on both West and Home islands. Overall, 181 bags of debris weighing kg were collected and 46,901 items were counted and entered into the Australian Marine Debris Initiative (AMDI) database. Special thanks to the many local community members that assisted the visiting team with debris collections and data processing and also for making us feel so welcome. Thanks to the Shire, the team at the CRC and Cocos Island Tourism for supporting the project and engaging the community in the activities and to the Cocos Club for the use of facilities whilst auditing the debris. Thank you also to the Home Island community for assisting with the collection on Alor Charlie including the Shire for the use of equipment, coordinating the community (and the yummy lunch), the IOGTA, the school students and staff who helped with the collection and the Seniors who provided a delicious Cocos Malay dinner. It is great to hear that there are many community members who continue to collect marine debris and add data to the AMDI database and we are sure that will continue. 11 Public Notices Notis-notis Umum Drug offences and you XII Commonwealth drug offences pre-trafficking controlled precursors These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual legal advice for your situation. This is the eighth article about Commonwealth drug offences that is, offences under Commonwealth legislation. Commonwealth drug offences are dealt with by the Criminal Code Act 1995 (Cth) (we will call it the Criminal Code (Cth)) and the Criminal Code Regulations 2002 (Cth) (we will call them the Regulations). This and the last article are about something called pre-trafficking controlled precursors. You need to read this article together with the last article to remind yourself of some definitions. A precursor is a substance necessary for the manufacture of the illegal drug. Illegal drugs are called controlled drugs. Pre-trafficking has selling or an intention to sell involved in it. It can be possessing or making the precursor, to make an illegal drug, intending that you or someone else will sell the drug. Or it can be possessing or making the precursor, and then selling the precursor, believing it will be used to make an illegal drug. There are a number of situations where you can be presumed to be pre-trafficking in controlled precursors. Presumption in relation to selling a precursor One presumption that can arise to help prove that you have pre-trafficked a controlled precursor is if: you sold a precursor for which authorisation to sell was required under State or Commonwealth law and you did not get authorisation you are taken to believe that the person to whom you have sold it, or another person, intends to use the precursor to make a controlled drug. This is because it is thought that if you were selling it for proper and legal purposes, you would have got the proper legal authorisation to do so. Presumptions in relation to possessing precursors Another presumption that can arise to help prove that you have pre-trafficked in a controlled precursor is if: you possess a precursor for which authorisation for possession is required under State or Commonwealth law and you did not get authorisation you are taken to possess it with the intention of using it to make a controlled drug. This is because it is thought that if you had possession of it for proper and legal purposes, you would have got proper legal authority to do so. And if you possess a marketable quantity of the precursor with the intention of using it to make a controlled drug, you are taken (presumed) to have intended to sell the drug, or believe that another person will do so. That is because if you did have the intention to make a controlled drug and you possessed so much precursor that it was a marketable quantity, it is presumed you would be making so much controlled drug that at least some would be for sale. Presumptions in relation to manufacturing (making) precursors Another presumption that can arise to help prove that you have pre-trafficked in a controlled precursor is if: you manufacture (make) a precursor for which authorisation to manufacture is required under State or Commonwealth law and you did not get authorisation you are taken to have manufactured it with the intention of using it to make a controlled drug. And if you manufactured (made) a marketable quantity of the precursor with the intention of using it to make a controlled drug, you are presumed to have intended to sell the drug, or believe that another person will sell the drug. That is because if you did make a marketable quantity of the precursor with the intention to make a controlled drug, it is presumed you would be making so much controlled drug that at least some would be for sale. Another presumption that can arise to help prove that you have pre-trafficked in a controlled precursor is if you have manufactured a marketable quantity of a precursor you are taken to have the intention of selling at least some of it to another person. Another presumption that can arise to help prove that you have pre-trafficked in a controlled precursor is if you: manufacture a precursor for which authorisation to manufacture is required under State or Commonwealth law you did not get authorisation and you intend to sell at least some of the precursor you are taken to manufacture it believing that the purchaser intended to manufacture a controlled drug. All of these presumptions can be rebutted (cancelled) In all of these situations above where the legislation makes presumptions in certain situations about your intention or belief to help prove that you are pre-trafficking in controlled precursors and thereby committing an offence, you can refute (cancel) the presumption. You do this by proving you did not have that intention or belief. The standard of proof you have to show is just on the balance of probabilities, which means just greater than 50 percent, or more likely than not. Annie Gray, Legal Aid WA 11

The following tips will assist you as you begin the process of instilling these values in your children. Model Eco-Friendly Behaviour If you want your children to put the environment first, you have to do the same. Show them what it means to live a green life. You can turn off the lights when you head out of your property or plant a few trees to increase the shade around your home. Your children, especially when they are young, will want to mimic your behaviours in an effort to be more like you. Start a Garden Talk to them about how the garden helps you save money each week at the store and also discuss how healthy the homegrown fruits and vegetables are for you. Getting out in nature will help your children learn to appreciate and love the Earth even more. And, if you stay away from harmful chemicals, your children will see what it means to go organic. Buy Fewer Toys Get together with some of your friends and engage in a toy swap. Have your child pick one toy that he no longer plays with and trade it for something that one of his friends is offering. You will accumulate less stuff this way, and your children will get to see the value of reusing items first hand. Read Relevant Books Reading about nature, recycling or even bugs to your child is a great way to spend quality time with them and helps them learn about the world around them. Helping your children understand the importance of living a greener life is easier than you may think. Modelling appropriate behaviour and engaging in activities that encourage discussion are often all that it takes to help your children grow into thoughtful, caring citizens that are committed to taking care of the earth. 15
