Over that time he has been involved in many projects that the Shire has undertaken. He was a skilful operator on a variety of plant and machines and took great pride in his work. He has also been responsible for the daily maintenance on both West and Home Islands. It has been a pleasure to work with Nek Yusri, and he will be dearly missed by management and his work colleagues. Enjoy your Retirement Nek Yusri. SELAMAT BERPISAH DAN TERIMA KASIH NEK YUSRI: Nek Yusri telah menjadi memba berharga pekerja luaran Shire selama 15 tahun. Selama masa ini dia telah banyak terlibat dalam banyak projek-projek yang Shire telah jalankan. Dia seorang yang pandai memandu berbagai mesin-mesin dan sanggat berbangga dalam kerjaannya. COMMUNITY FUNDRAISING IDEA: Council has allocated funds in the 2018/19 budget for community (not for profit) groups to raise funds via community clean-up events. This fundraising idea is a win-win; community groups can easily and quickly raise funds for their activities while at the time helping to keep our community clean and tidy. The Shire will assist by providing some personal protective equipment (PPE) and will allocate an area for the clean-up. Please contact the Shire to find out more about how this program can work for your group. IDEA FUNDRAISING MASYARAKAT: Council telah menetapkan keuwangan dalam 2018/2019 budget untuk kumpulan masyarakat ( not for profit ) untuk mendapatkan duit bantuan melalui acara pembersihan masyarakat. Idea fundraising ini sangat beruntung; kumpulan masyarakat boleh senang dan cepat dapat duit bantuan untuk acara mereka sementara membantu masyarakat kita bersih dan kemas. Shire akan membantu dengan menyediakan pekakas-pekakas keselamatan peribadi dan akan menetapkan tempat untuk dibersihkan. CORPORATE PLANNING DAY: Councillors and staff came together as one team on Wednesday 17 October in a workshop to discuss the actions we can take to bring the Community s vision, as outlined in the Strategic Community Plan (SCP), to life. We considered actions under the four themes of the SCP being Social, Environmental, Economic and Leadership. The draft plan will be made available for community review in the near future. HARI CORPORATE PLANNING: Councillors dan pekerja bersatu dalam kumpulan pada hari Rebo 17 October dalam usaha untuk membincangkan tindakan yang boleh dibuat untuk menghasilkan impian Masyarakat, sepertimana yang telah diterangkan dalam Strategic Community Plan (SCP). SPEAKING OF SAFETY An exciting development in our Occupational Health and Safety journey has been the translation of our Take Five booklets into Cocos Malay so we now have bilingual material. Congratulations to Isa Minkom for successfully undertaking this complex translation task. Taniah kepada Pak Indra yang berhasil menyelesaikan tugas ini. COCOS CV: Members of the community will recall the visit from the Department of Defence in September to discuss the airport runway upgrade. The key themes emerging from the discussions were the importance of local employment opportunities and engagement with local businesses. The Department recommended that we are proactive and promote ourselves and our capacity and capability to prospective contractors. To do this, the Shire, with the invaluable support of the Regional Development Organisation, is applying for grant funding to put together what we are calling the Cocos CV. The Cocos CV will showcase local capabilities (individual job seekers and local businesses) to prospective contractors. The Department of Defence has provided in-principle support to include the Cocos CV in their tender documents. We will provide more detailed information if we are successful with our grant application but in the interim, if you would like to know more, please don t hesitate to contact me. DIRECTION ISLAND: The Shire has commenced work on DI to clear track that were overgrown. Please bear with us as this work is completed. PULU TIKUS: Shire telah memulakan kerjaan di Pulu Tikus untuk melapangkan jalan yang sudah semak. Tolong bersabar dengan kami dimasa kerjaan ini diselesaikan. HOME ISLAND INCINERATOR: Residents may have noticed we have been carrying out more open burning of waste on Home Island. This is unfortunately as a result of having to do some critical repairs to the incinerator. We are aiming to get this work done asap so we can resume using the incinerator. We are also looking at options to recycle more materials on Home Island to reduce the overall amount of waste that is burnt. Individuals and households can assist by considering the own waste and how they can reduce the amount they take to the tip. More on this topic in the coming months. INCINERATOR HOME ISLAND: Penduduk mungkin telah perhatikan yang kami telah menjalankan pembakaran sampah diluar di Home Island. The meeting will start at 4pm on Wednesday 7 November and is open to any member of the public who would like to see how Council s decision-making process works. Items on the November agenda will include: Skatepark Petition Council to receive the petition from Senior Leaders from the Cocos Island District High School for a Skakepark; Home Island Retail Centre final consideration regarding a BBRF grant application for this community facility; Cocos CV a discussed earlier, final consideration of our grant application for a Cocos CV; CEO KPIs formal adoption of KPIs to guide the CEO (and organisation) priorities for the coming year; and As we do every month, we will present the year to date financial statements and accounts paid under delegation. The Council agenda will be on the Shire s website from Friday if you would like to know more about these items alternatively I would be more than happy to discuss the agenda with any member of the community. The above items are just a few of the matters your Shire and Council are working on at the moment. While it is simply not possible to detail every item in this article, we try to select those items we think are of most interest or relevance to the community. Mitingan akan mulai pada 4pm pada hari Rebo 7 November dan dibuka untuk penduduk masyarakat yang ingin melihat cara process keputusan yang dibuat oleh Council. Perkaraperkara dalam ajenda November akan mengandungi: Surat Permohonan Skatepark Council akan menerima surat permohonan dari Senior Leaders dari Cocos Island District High School untuk sebuah Skakepark; Pusat Kedai Home Island pertimbangan terakhir mengenai permohonan duit bantuan BBRF untuk fasilitas masyarakat ini; Cocos CV seperti yang diterangkan tadi, pertimbangan terakhir permohonan duit bantuan kami untuk Cocos CV; CEO KPIs penerimaan resmi KPIs untuk panduan CEO (dan organisasi) keutamaan untuk tahun yang datang; dan Sepertimana kami buat setiap bulan, kami mengemukakan statmen keuwangan tahunan dan akaun dibayar menurut perwakilan. 7 Cocos (Keeling) Islands News (cont d) Berita Pulu Cocos (Keeling) (seterusnya) NOTICE TO HOME ISLAND AND WEST ISLAND RESIDENTS Building and Energy (formally EnergySafety) conducted random gas inspections activities in October These inspections were carried out in an effort to ensure that gas installations are compliant to the Gas Standards Act 1972 and the Subsidiary Regulations and are safe to use. The inspections raised several areas of concern, particularly those issues that were identified previous and have still not been rectified or are still occurring. Non-compliances identified during the 2017 and previous inspections include; LP Gas cylinders; unrestrained and/or not installed on an appropriate base or base material, located to close to sources of ignition to close to openings into buildings installed in a location with obstructed or restricted access inside buildings Flexible gas hose assemblies installed contrary to the regulations; hoses passing through walls and partitions hoses being joined to make a longer length The use of appliance not certified to Australian standards Building and Energy takes this opportunity to remind all residents and business owners that the Gas Standards Act 1972 requires that gas installations are to comply with the Gas Standards (Gasfitting and Consumer Gas Installations) Regulations On the 7 th and 8 th of November 2018, Building and Energy will be conducting random gas installation inspections. Inspector s Orders may be issued to occupants for non-compliances found during these inspections, and the Inspector s Order may prohibit the use of the gas installation until the non-compliances are rectified. If you feel that your gas installation does not comply with the requirements or is unsafe, Building and Energy recommends you have your gas installation checked by a licensed gas fitter prior to Building and Energy visiting and conducting inspections. 8 Cocos (Keeling) Islands News (cont d) Berita Pulu Cocos (Keeling) (seterusnya) Shire Ranger Notice The Shire Ranger Razali Zainiel (Pak Rani) would like to take this opportunity to raise his concerns with an issue on Home Island and West Island. Dear Residents of Cocos, I have noticed some behaviours of residents in our beautiful small community. One of these issues are materials outside boundary such as boats & trailers, household timbers, roofing, vehicles, motorbikes and coconuts and coconut husks etc. are being permanently being stored outside their property boundaries. I would like to thank those residents who have done the right thing. I would also like to minimise the above behaviour from happening in the future. Please be aware and keep in mind that the Shire team members are doing their very best service to maintain our beautiful small community in a very tidy town and has spent a significant amount of labour and resources in various beautification programs. The Island cyclone season commence in November and concludes in April of each year however statistic have shown that the Islands experience cyclone events every month of the year. For this reason it is of high importance to make sure materials and equipment such as boats, trailers, timber, Household, building materials are stored within your allocated boundary area. The Shire is offering a one-month period for property owners to take quick action. We understand that for some people there are barriers to taking action so we would like to offer an opportunity to meet with people who are finding this difficult so that we can come up with a solution together. If you would like to participate in a workshop to discuss options and possible solutions, please contact the Shire office on or ranger@cocos.wa.gov.au and register your interest. Tolong ambil perhatian dan ingat yang pekerja-pekerja Shire sedang berusaha untuk memberi serbis yang terbaik dengan menjaga kebersihan masyarakt kecil kami dan telah banyak berusaha dengan segi tenagah dan pekakas untuk dalam program-program untuk mencantikkan pulu. Musim seklon di pulu akan bermula dari bulan November dan akan habis pada bulan April setiap tahun dan statistik telah menunjukkan yang pulu kita ini telah mengalami kejadian seklon setiap bulan dalam setahun. Oleh kerana itu, sangat penting untuk kita memastikan yang semua pekakas-pekakas seperti sekoci, trailer, kayu-kayu, tempat tinggal, alat-alat pembangunan di simpan di bahgian dalam kawasan boundary sendiri. Shire akan memberikan masa dalam sebulan untuk penduduk untuk mengambil tindakkan yang cepat. Kita mengerti yang ada orang-orang yang ada keberatan untuk menjalankan keperluan ini jadi kami ingin menawar peluang untuk berjumpa dengan orang-orang yang berkesusahan ini supaya kita boleh mencari jalan untuk menyelesaikannya sama-sama. My name is Razali Zainiel. I was born on Cocos Islands and have been living on Cocos for 35 years. My Kampong name is Pak Rani, I have been working as a Regulatory officer (Ranger) with the Shire of Cocos (Keeling) Islands for over 7 years and enjoy my role very much. I am working to gain Certificate IV qualifications in Regulatory Services which will give me the same minimum standard requirements as the mainland rangers in Western Australia. As the Shire Ranger I am responsible for enforcing the Shire local Laws and other state laws relating to matters such as litter control, animal control, cat laws, bush fire control, off road vehicles, emergency management, parking and activities on Shire controlled land. I m a very motivated and hard worker and look for ways to improve myself and my career path. I always keep an open mind and look for any positive solutions to make a better future for our small community and seek to serve my community (Home Island and West Island) to the best of my ability. I have a very high level of integrity in my work and always try to treat people in our community fairly and evenly. In the future, I would like to be more pro-active and keep building my skills and knowledge and keep educating our communities to take shared responsibility for a great future. Perkenalkan Shire Ranger Kami Nama saya Razali Zainiel. Saya lahir di Pulu Cocos dan telah tinggal di Cocos untuk 35 tahun. Nama kampong saya Pak Rani, dinamakan selepas anak pertama saya Nurani. Saya telah bekerja sebagai opisa Peraturan (Ranger) dengan Shire of Cocos (Keeling) Islands untuk 7 tahun dan sangat menyukai tugas saya. Saya sedang bekerja untuk mendapatkan qualifikasi Certificate IV dalam Serbis Peraturan yang akan memberikan saya keperluan taraf setanding dengan ranger ditanah besar di Western Australia. Sebagai Shire Ranger saya bertanggungjawab untuk menegaskan undang-undang tempatan Shire dan undang-undang state yang lain yang mengenai perkara-perkara pengurusan sampah, pengurusan binatang, undang-undang kucing, pengurusan tebakaran, kereta-kereta off road, pengurusan emerjensi, parking dan aktiviti di tanah yang dijaga oleh Shire. Saya bersemangat dan pekerja yang keras dan mencari cara untuk memperbaiki diri dan career saya. Saya selalu berpikiran terbuka dan mencari jalan untuk menyelesaikan perkara secara positif untuk membuat masa hadapan yang baik untuk masyarakat kecil kita dan berusaha untuk melayani masyarakat saya sebaik kemampuan saya. Why Is Plastic Bad for the Environment? Plastic production occurs in huge quantities every year around the world. Yet, many scientists have started to see the dangers that it can present when it comes to the environment. The issue is that products made of plastic are often used just once. Then they are thrown away. So, what happens next? Some of the plastic is recycled locally or abroad. But sadly, a surprising amount is discarded in nature. How Does Plastic Affect Animals and Humans? Oceans are the first victims of the plastic pollution threat. Plastic waste can be found in all the oceans, constituting 90 percent of the oceans pollution. Not only is plastic bad for the ocean s ecosystems, but it also pollutes our soil from the inside. The planet needs its oceans, and plastic is a real threat to its inhabitants and the quality of its water and soil. Additionally, some volunteer initiatives can help improve the pollution on beaches. Since the oceans are the first victims of plastic pollution, the beaches around the world, especially in less-developed countries, are susceptible to plastic waste. Sticking to a strict clean up routine can help. The main environmental issue with plastic use is that it s hard to recycle, and it can t be recycled to make more plastic. The generosity and kindness of our small community year-after-year is just unbelievable! Hari Minggu, 14hb Octoba adalah hari yang sangat mengagumkan sekali. Kebaikan dan kemurahan hati masyarakat ini setiap tahun sunggu tak tersangka! CIDHS P&C proudly announces that this year the total gross funds raised is about $53,000. This includes auction items, Showbags, all Food & Drinks stalls, Fun activities and Year 10 Silent Auction as well as cash donation prior to the Fete. HUGE THANK YOU to everyone! Of course, the final figure is subject to receiving all payments and taking out all expenses. Komiti P&C CIDHS, ingin mengumumkan jumlah duit yang telah dihasilkan iyalah $53,000. CIDHS P&C is aiming to become more accountable and transparent with the funds that we have raised. In 2017 and 2018, P&C contributed $23,000 to our school children and their families including subsidised uniforms, stationeries, Year 5/6 and Year 9/10 school camps, Workbooks etc. In 2018, apart from the standard contributions, the P&C purchased a B Grade Sea container in order to centralise all P&C assets. The P&C also asked Mr Jimmy Abdul Wahid, Contract Accountant of Shire of Cocos (Keeling) Islands to audit out books in June We were pleased to inform the Community that all our finance is well recorded. Based on Jimmy s recommendations, the P&C invested in MOYB Basic (accounting software) to ensure better accounting management. Komiti P&C, akan berusaha untuk menjadi lebih bertanggung jawab dan memberi maklumat yang lebih jelas tentang perbelanjaan dan urusan duit P&C. With the money we raised this year, the P&C intends to work closely with School to identify any projects that will provide benefits to our school children s education and their well-beings. 20 Public Notices Notis-notis Umum Where someone driving a vehicle injures you due to bad driving II These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual legal advice for your situation. This and the last article are about where a driver of a vehicle injures you due to their negligent driving (where they have made a mistake in their driving). You may be the driver of another vehicle, a passenger in the vehicle, a pedestrian, a motor cyclist or a bicyclist. What can you claim for when you make a claim in court for damages? You can claim for: Your non-pecuniary (nonmonetary) loss (also called general damages ). This includes your pain and suffering, loss of amenities of life (which is loss of quality of life eg you were a ballet dancer but cannot dance anymore), loss of enjoyment of life, shortening of your lifespan and bodily and mental harm Past loss of earnings Loss of future earnings or earning ability Reimbursement for past medical, hospital, ambulance and pharmaceutical costs Home care services Future treatment, care and support needs, and where you are injured catastrophically, as well as the above, it includes the costs of rehabilitation, attendant care services, aids and appliances, prostheses, education and vocational training, home and transport modification, and any other kinds of treatment, care, support or services that are approved by ICWA. There is a threshold before you can claim for non-pecuniary (non-monetary) losses The amount of the general damages for your injuries must be worth $21,500 or more (as at 1 July 2018) before you can claim for nonpecuniary losses. And up to $21,000 will be deducted from your overall damages claim, gradually reducing if your claim exceeds $62,500 and not deductible at all if your claim is worth $82,500 or over. These amounts are all indexed. Note that there is no threshold for pecuniary (monetary) losses and you can claim for these even if you cannot claim for general damages. Limits on amounts of damages There are caps on amounts for the various types of damages listed above. For claims for loss of earnings, you cannot claim more than 3 times adult full time average weekly earnings, even if you were earning more. There is an upper limit of non-pecuniary losses (general damages) of $418,000 (currently). Where you contributed to your injuries because you were negligent as well Your claim may be reduced if you were found to be negligent too and contributed to your injuries. This is called being contributory negligent. Some circumstances were you might be found to be contributory negligent are: If you were not wearing a seatbelt. You were not wearing a helmet on a bicycle or a motor bike. You were intoxicated (by alcohol or drugs or by any substance that affected your ability to exercise reasonable care and skill). You otherwise contributed to the accident another example might be if you were speeding. If you are intoxicated, you are presumed to have contributed to the accident. You can displace (cancel) this presumption, by showing that your intoxication did not contribute to the accident. An example might be where as a pedestrian you are drunk, but you are walking properly and carefully along the footpath, and a car mounts the footpath and hits you from behind. Your contribution to your injuries can be assessed by the Court. So, for example, if you are found to be 25% responsible for your injuries, your damages claim will be reduced by 25%. Where you voluntarily assumed the risk (agreed to the risk) Sometimes, you know something prior to the accident and that thing caused or contributed to the accident. In this case you have voluntarily assumed the risk and you may get nothing. A typical example is where you get into a car with someone who you know is drunk. Another example is if you drive/are a passenger in a car that you know has a mechanical problem, such as very faulty brakes and the faulty brakes contribute to or cause the accident. Both injured parties making a claim because each was negligent You may be able to make a claim because the other driver was negligent and you suffered injuries. The other driver may also be able to make a claim because you were also negligent and they suffered injuries. An example might be where the other driver goes through a stop sign without stopping and you collide with her. You are injured and have a claim against her. However, your car has faulty brakes and if your brakes were not defective you would not have hit her with such force. She is injured more than she would have been because of your inability to brake more quickly. She has a claim against you. Pemandu pihak sebelah juga boleh buat klaim sebab kamu yang ceroboh dan menyebabka kecederaannya. Contohnya mungkin bilamana pemandu sebelah melanggar stop sign tampa berenti dan saling terajang dengannya. Kamu cedera dan membuat klaim terhadapnya. Tetapi, kereta kamu mempunyai brakes yang rusak dan kalau brake kamu tidak rusak kamu tak mungkin terajangnya dengan kuat. Dia cedera lebih daripada sekiranya brake kamu tidak rusak. Eat a variety of foods - For good health, we need more than 40 different nutrients, and no single food can supply them all. It is not about a single meal, it is about a balanced food choice over time that will make a difference! 2. Replace saturated with unsaturated fat - Limit the consumption of total and saturated fats (often coming from foods of animal origin), and completely avoid trans fats; reading the labels helps to identify the sources. Sports & Rec Olahraga & Hiburan 4. Enjoy plenty of fruits and vegetables - Fruits and vegetables are among the most important foods for giving us enough vitamins, minerals and fibre. We should try to eat at least 5 servings a day. 5. Reduce salt and sugar intake - A high salt intake can result in high blood pressure, and increase the risk of cardiovascular disease. 6. Eat regularly, control the portion size - Eating a variety of foods, regularly, and in the right amounts is the best formula for a healthy diet. 7. Drink plenty of fluids - Adults need to drink at least 1.5 litres of fluid a day! Water is the best source, of course, and we can use tap or mineral water, sparkling or non-sparkling, plain or flavoured. Fruit juices, tea, soft drinks, milk and other drinks, can all be okay - from time to time. 8. Maintain a healthy body weight - Being overweight increases the risks of a wide range of diseases, including diabetes, heart diseases, and cancer. 9. Get on the move, make it a habit! - Physical activity is important for people of all weight ranges and health conditions. It helps us burn off the extra calories, it is good for the heart and circulatory system, it maintains or increases our muscle mass, it helps us focus, and improves overall health well-being. 22
