2 Notice inviting EXPRESSION OF INTEREST for Development of Software for Track and Trace Solution for Excise Seals. Sealed Expression of Interest is invited by Security Printing Press, Hyderabad from interested capable and reputed manufacturers having proven capability to Develop Software for Track and Trace Solution for Excise Seals. Objective and Scope of Expression of Interest : Security Printing Press (SPP), a unit of Security Printing & Minting Corporation of India Ltd. is located at Hyderabad is engaged in printing of High Security documents for Central Government, various State Governments and other organisations. SPP intends to install 01 system of Software for Track and Trace Solution for Excise Seals. Following are the modalities and requirements under this system: a. Develop the Software as per SPP requirements. b. Provide the required servers and hardware system for running and maintaining the system with scope of further modification and developments. c. Provide the AMC for a period of 5 years. SPP shall procure the required hardware (like exchange servers, PCs, 2-D barcode scanners, networking devices like routers and switches etc.) Broad configuration : Scope of work for Track and Trace software Project SPP has plan for a software solution to automate Track and Trace Solution for Excise Seals Business Transaction in an integrated Fashion. Maintenance & Support of Track and Trace Solution for Excise Seals solution along with integration of software for a period of minimum 3 Years comprising of 2 years of warranty and 1 years of post-warranty AMC. Source Code of Application supplied /Customs Build requires to be delivered at time of final closure of the project. Bidder not willing to deliver source code will not be considered for evaluation. The selected bidder will be responsible to provide latest version/upgrade/patches of the implemented software solution, released time-to-time, free of cost till the system is running. There may be Annual Maintenance Contract after end of the warranty period that is 5 years to ensure availability of such updates. The selected Bidder would be required to update the SPP team on the progress of the project through periodically.

3 Application Development: 1. Software Application Development for Distilleries level. 2. Warehouse/Depot Application Development for Stock maintain against Excise Seals. 3. Retailer Shop Application Development for selling product against Excise Seals. 4. Integrated with Tracking system. Tracking System Warehousing & Distribution QR Coding- Reading, Package Tracking, Shipment Tracking, GPS for Vehicles, tracking of cargo inside warehouse using hand held devices.

4 MIS Decision support system and Executive support system, (Dash Board). Schedule Reporting. Periodic Reports as required formats related to Warehousing & Transport movement report & sales report. Post Implementation Application Maintenance Services: Full-time Central support team to maintain the application in terms of performance monitoring, backing up service, etc. Provision of comprehensive documents for the above stages including training documents, User Manuals and Technical Literature Effect Up-Gradation, Amendments, Modifications and Enhancements in the application software as and when required by SPP. All software upgrade/patches done by service provider should be free of cost till service provider is in contract in form of AMC /Warranty. Database Administration Backup, routine upkeep of application (clean-up or logs, general monitoring) etc User management, authorization etc. Report generation for management on routine basis Day-to-day handholding support for application operation including onsite help Warehouse Ensure quick restoration and recovery in case of any crashes The EoI submitted by the firm should cover the following : 1. Detailed technical specifications of the proposed facility. a. Specification of basic system/ equipment. b. Specification of each module. c. The electrical power requirements. d. Layout and dimensions of the proposed equipment s / system. e. Delivery period. f. Customers list and performance certificate of their installed equipment/system from the customers. g. Budgetary offer for the proposed system must broadly include taxes/ duties FOR Security Printing Press, Hyderabad basis. h. Process flow chart. i. Time required for successful installation of the equipment/system. j. The participating firm must provide after sales service for at least 10 years for satisfactory performance of the equipment/ system. k. Warranty for 24 months from the date of final commissioning. Important Instructions To Bidders : 1. The participating bidders shall be required to submit all related technical details, capabilities of the firm, product catalogues, and specifications of the proposed equipment/system, technical write up and presentation (if necessary) on the proposed equipment/ system and experience on manufacturing and supply of similar software.

The interested manufacturers/ suppliers should also be required to submit along with Expression of Interest, a list of customers to whom they have supplied such equipment/ systems with details and performance report from their clients. 3. The intending supplier will also be asked to provide after-sales support for maintenance for 10 years for satisfactory performance of the proposed software for Track and Trace. 4. The participating firm is required to submit duly filled in Annexure i.e. Statement of Credential of Interested Firm. 5. The intending Bidders are also required to submit all documents related to the proposal as below : a. Technical details of the offered equipment/ system along with the catalogue. b. Experience of the firm in the field of Supply, Installation, Testing and Training of the proposed equipment / system. c. Purchase Order copies of the customers to whom such equipment / system have been supplied in the past with details of the equipment / system and their addresses along with phone, fax and addresses and performance report from them. d. Capability of the firm in this field. e. Technical write-up and presentation (if required) on the above equipment / system and experience on it. f. Full details of the Manufacturer like Address of the firm, phone, fax and addresses and name and designation of the authorised signatory and the contact person. 6. The Bidders should give a declaration that they have not been blacklisted or debarred for dealing by Government of India or any Government in the past. 7. The documents in support of Expression of Interest need to be submitted duly signed by the authorized representative of the applicant with name and designation of the signatory. 8. The bidder or its representatives, who wish to attend the EoI Bid opening process, shall be accompanied by in person with the Letter of Authority (Annexure -2) for attending a EOI Bid Opening. 9. All participants are expected to fully get acquainted with the local laws like taxes and duties, statutory regulation, levies and other charges. 10. The Participants are expected to know all conditions and factors, which may have any effect on their proposal. 11. The tenderers participating in this EOI may be called, if required for detailed presentations and discussions of their equipment/ system at Security Printing Press, Hyderabad, India, the date and time of which shall be intimated individually to each firm. 12. EOI submitted without enclosing required documents specified is liable to be ignored being nonresponsive. 13. EOI submitted without enclosing required documents and Statement of Credential of Interested Firm (Annexure 3) and without the budgetary offer is liable to be ignored for being non-responsive. 14. Security Printing Press, Hyderabad reserves the right to accept or reject in part or full of any or all the offers received against the EOI at any stage without assigning any reasons thereof and without incurring any liability to the respondents. No correspondence will be entertained in this regard. 15. The EOI documents will be opened on at 11:00 HRS (IST), at Administration Block, Security Printing Press, Mint Compound, Saifabad, Hyderabad Proposals received after due date and time will not be considered. 17. EOI shall be prepared and submitted in sealed envelope superscribed as SPPH/A-II/EOI/2018/6986, dated: , for Development and Procurement of Software Track and Trace Solution. due for opening on at 11:00 HRS (IST). Non-adherence to this may liable for rejection of their EOI. The full name, postal address, fax and telephone number and website address of the tenderer shall be written at the bottom left corner of the sealed envelope.

6 Note : a) The tenderers participating in this EOI may be called for detailed presentations (if required) and discussions of their equipment / service at Security Printing Press, Hyderabad, the date and time of which may be intimated individually to each firm at their own risk and cost. b) For security reasons, the firms will be required to provide the Bio-Data, Passport and Visa details of their representatives, visiting SPP coming from out of India for this purpose, well in advance. c) Delay due to postal / courier etc. will not be entertained. EOI Tenders received after the due date and time may be rejected. d) Venue of all arbitration will be Hyderabad, Telangana, INDIA. e) The bidder is required to fill the details wherever asked and provide supporting documents in its support and further sign on the pages of EOI document as an understanding towards the instructions and conditions of EOI document and acceptance towards the conditions laid out in this EOI. f) The bidder should also confirm specially that : a. Applicant is competent and legally authorised to submit and or to enable into legally binding contract. b. 7 Qualification/Eligibility Criteria 1. Experience and Past Performance: The Bidder firm should have executed at least one similar Development of Software for Track and Trace Solution for during the last five years. Documentary proof should be provided for the same until the date of issue of EOI. 2. Capability- Equipment & Manufacturing Facilities The bidder firm must have an annual capacity to execute Development of Software for Track and Trace Solution. 3. Financial Standing: Average Annual turnover of the Bidder firm during last three years i.e , and for the financial year ending Note : a. All experience, past performance and capacity/ capability related/ data should be certified by the authorized signatory of the bidder firm. The credentials regarding experience and past performance to the extent required as per eligibility criteria submitted by bidder will be verified from the parties for whom work has been done. b. All financial standing data should be certified by certified accountants e.g. Chartered Accountants (CA) in India. c. In support of financial standing, point No. 3 above, the bidder should submit Annual Audited Accounts like Balance Sheet, Profit & Loss Statements and Income Statements, failing which the bidder s offer shall be liable for rejection at Technical Bid Stage itself.
