DEPARTMENT OF HOMELAND SECURITY SUSPICIOUS ACTIVITY The Departmnet of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to their local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, or to other appropriate authorities. Individuals can contact the DHS Watch and Warning Unit, at (202) , or toll free at , or by to nipc.watch@fbi.gov. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the National Response Center (NRC), at DGPS SITE OFF-AIR TIME Off-air time has been approved for Eglin, Florida, DGPS Site from 1500Z, January 12, 2011 until 0300Z, January 13, The alternate time will be from 1500Z, January, 13, 2011 until 0300Z, January 14, 2011, for tower maintenance. LIGHT LIST VOLUME IV - GULF OF MEXICO - RENUMBERING - UPDATE DPW NAVCEN The Coast Guard is preparing to print the 2011 edition of Light List Vol 4, Gulf of Mexico. The 2011 edition will be completely renumbered with new Light List Numbers (LLNR). The Coast Guard will continue to utilize the 2010 LLNRs until the announcement of the availability of the 2011 edition, which is anticipated to be in February Once the 2011 edition is announced, the Coast Guard will begin using the new LLNRs in all marine safety information issued. A cross-reference listing of old/new LLNRs will be available for review/downloading from the Coast Guard's Navigation Center website ( The link will be provided with the announcement of availability. NAVCEN WATERWAY STATUS - VESSEL CLEANING STATIONS INFORMATION - UPDATE See Enclosure. MTSRU HOUMA INLAND RIVERS - CERTAIN DANGEROUS CARGOES (CDC) - REPORTING REQUIREMENTS The Inland River Vessel Movement Center (IRVMC) is being disestablished. Effective midnight, January 15, 2011, reporting requirements under the Regulated Navigation Area (RNA) established in 33 CFR Part for barges loaded with Certain Dangerous Cargoes (CDC barges) in the inland rivers area, Eighth are suspended. The following waters are included in this RNA: the Mississippi River above Mile 235.0, Above Head of Passes, including all its tributaries; the Atchafalaya River above Mile 55.0, including the Red River; the Ohio River and all its tributaries; and the Tennessee River from its confluence with the Ohio River to Mile 0.0 on the Mobile River and all other tributaries between these two rivers. With the closure of the IRVMC, the Coast Guard will have no way to receive and process reports under this RNA. This suspension only applies to reports made to the IRVMC. NOAA DGPS SITE OFF-AIR TIME Off-air time has been approved for Mobile Point, DGPS Site from 1300Z until 1500Z, on January 14, The alternate time will be from 1300Z Page 2 of 45

3 until 1500Z, on January 15, NAVCEN DGPS SITE OFF-AIR TIME Off-air time has been approved for Albuquerque, New Mexico, DGPS Site from 1500Z until 2300Z, on January 13, The alternate time will be from 1500Z until 2300Z, on January 14, LA - COASTAL AND MARSH AREAS Oil Barrier Pilings NAVCEN Hundreds of pilings and sections of rigid boom remain along coastal and marsh areas of Louisiana after the response to the Deepwater Horizon Oil Spill. These pilings have reportedly been marked with reflective tape with several reportedly lighted. Removal and recovery of these pilings is ongoing. Mariners are urged to exercise caution when navigating Louisiana Coastal Waters. Attached as an enclosure to this LNM are specific locations of these pilings, grouped by area. The positions provided were obtained by a third party and the locations may or may not be exact. There may be additional pilings at or around the locations indicated. FL - GULF OF MEXICO - Sub-Surface Moorings Continuing until approximately November 2011, a number of sub-surface moorings have been deployed in the central Gulf of Mexico. There are 2 types of moorings, tall moorings which come to within 70 meters of the surface and short moorings which are 100 meters above the bottom. The moorings have been set in the following approximate positions: Tall Moorings: N W, N W, N W, N W, N W, N W, N W, N W and N W. Short Moorings: N W, N W, N W, N W, N W, N W and N W. Mariners are urged to transit the area with caution. Charts: 1115A FL - GULF OF MEXICO - PANAMA CITY BEACH - ST. ANDREW - Testing Operations Continuing until approximately March 31, 2011, the U.S. Navy will be conducting testing of a manned surface vessel towing a long cable in the Gulf of Mexico off Panama City Beach, Florida. The manned surface vessel is a 36-foot, navy-grey, towing approximately a 600-foot cable. Testing operations will be conducted in the area from St. Andrew Pass along the coast 20 nautical miles northwest and extending to 7 nautical miles offshore. A U.S. Navy support vessel will accompany the vessel at all times. Personnel will be monitoring VHF-FM Channels 16 or 81A. Mariners are urged to stay clear of the vessel by at least 1,000 yards. 33 FL - GULF OF MEXICO - PANAMA CITY BEACH - ST. ANDREW - Testing Operations FL - ST ANDREW BAY - GRAND LAGOON - Bridge Construction - UPDATE Construction is underway on the replacement bridge on County Road 3031 (Thomas Drive) across Grand Lagoon at waterway Mile 2.0, from the mouth at St. Andrew Bay at Panama City, Bay County, Florida. The fixed span temporary detour bridge has been constructed upsteam or west of the existing bridge. The temporary bridge provides a horizontal clearance of 28.6 feet between piers and a vertical clearance of 11.2 feet above MHW, elevation 0.69 feet above MSL, NAVD 88. Fixed red lights have been reported established on the west side of the temporary bridge piers. Temporary sheet pile bulkheads have been constructed on both sides of the waterway. Fixed red lights have been established on the outer 4 ends of the bulkheads. Currently, one of the old bridge piers remains in the center of the navigation channel. It will be removed from the waterway as soon as practicable. Meanwhile, fixed red lights have been reported established on the outer sides of the pier. Mariners should exercise caution when operating in the area. Charts: OB FL - ST. ANDREW BAY - Submerged Vehicle Testing Continuing until approximately November 15, 2011, the U.S. Navy will be conducting surface and submerged vehicle testing in St. Andrew Bay. Buoys will be placed in the approximate positions: Buoy 1: N W Buoy 2: N W. The buoys will have flashing yellow lights,.5 seconds on and 1.5 seconds off. The U.S. Navy PSC-8, M/V STEEL SLINGER and M/V FINTASTIC will be operating in this area during daylight hours only, during the testing period. Mariners are urged not to anchor within 500 feet of the subsurface cable and stay clear of the testing area. The support vessels will be monitoring VHF-FM Channel 16. Chart FL - GIWW - WEST BAY TO SANTA ROSA BAY - Bridge Painting - Vertical Clearance to be Temporarily Reduced - UPDATE On or about January 10, 2011, painting operations will begin on the State Route 85(US 98) fixed span bridge (Brooks Bridge) across the GIWW, Mile 223.0, EHL, at Ft. Walton Beach, Florida. Collection nets with cables will be suspended from the bridge, reducing the vertical clearance across the navigation channel and the entire waterway by approximately 2 feet. The nets will remain across the center span over the navigation channel from January 10 through approximately mid-february, Following completion of the work on the navigation span, work will only be conducted over the remaining spans which will include the cables and nets suspended 2 feet below the bridge. Mariners should be alert to the reduced vertical clearance and exercise caution when transiting the area. Chart FL - PENSACOLA BAY - Sonic Tag Receivers - UPDATE Continuing until approximately June 2011, 3 sonic tag receivers have been installed in Pensacola Bay, Florida. The sonic tags are in the following approximate positions: N W, N W and N W. The sonic tags are attached to floating 36-inch in diameter, orange buoys displaying white 2.5 seconds flashing lights. Mariners are urged to transit the area with extreme caution. Chart AL - GULF OF MEXICO - Wreck (Adrift) A 20-foot white Aqua Sport F/V has been reported capsized and adrift in the Gulf of Mexico in approximate position N W, on January 8, The wreck is reportedly not marked. Mariners are urged to use caution in this area and report any sightings to their nearest U.S. Coast Guard unit. Chart AL - MOBILE RIVER - Bridge Construction - UPDATE Construction continues on the bridge replacement project at the CSX Railroad Swing Span Bridge, also known as the 14-Mile Bridge, across the Mobile River at Mile Concrete pouring operations are being conducted daily at the west channel side of the main pier and at the east edge of the auxiliary channel. Numerous crane and material barges are working on both sides of the channel outside the fender system. Concurrent with the work at Mile 13.3, the 400-long by 55-foot wide truss span for the bridge is being constructed just downstream of the Interstate 65 Bridge at Mile 21.0, approximately 7.7 miles upstream of the CSX Railroad Bridge on the left descending bank side of the river. The truss span will be constructed on a 40-foot by 360-foot lift span assembly platform, reported to be located in approximate position N W. Just downstream of the lift span assembly platform, a group of 4 mooring dolphins have been reported established, parallel to the bank, in approximate position N W. Across the river on the right descending bank, a temporary access dock has been constructed in position N W. The truss span and the mooring piles will be lighted with fixed red lights on the channelward extremities. Mariners should be alert for equipment working within the river near the I-65 Bridge, as well as the 14-Mile Bridge, and should exercise caution when transiting these areas. 34 AL - MOBILE RIVER - Bridge Construction - UPDATE (504) Construction is expected to be ongoing until the summer of Chart OB AL - MOBILE RIVER - BIG BAYOU CANNOT - BAYOU SARA - Bridge Repairs - Construction Work has begun to replace the bridge approaches and approach spans of the CSX railroad swing span bridge across Bayou Sara at Mile 0.1 near Mobile, Alabama. A 60-foot by 150-foot crane barge, a 60-foot by 90-foot crane barge, a 30-foot by 120-foot material barge and numerous tugs will operate at various locations within the waterway. The navigation channel is not expected to be impacted by the work. However, mariners are urged to be alert for construction equipment working in the area and pass with caution at slowest safe speed to minimize wake. Work is expected to continue through February For up-to-date information, mariners can contact Scott Bridge Company, at (334) or the Eighth Bridge Administration Branch at (504) Chart AL - BLACK WARRIOR RIVER - LOCUST FORK - Bridge Construction - UPDATE Construction continues on the replacement bridge across the Locust Fork of the Black Warrior River, Mile 392.3, near Maxine in Jefferson County, Alabama. Cofferdams have been driven for pier construction on both sides of the waterway. Mariners are urged to be alert for equipment working at various locations across the waterway and exercise caution when passing. AL - BLACK WARRIOR RIVER - Bridge Maintenance Starting on January 10, 2011, the US 43 bridge near Demopolis AL. will be undergoing scheduled maintenance work for approximately 30 days. The bridge will have a vertical clearance that is reduced by two feet. The Vertical clearance will now be 50 instead of the 52 feet that is published. Mariners wishing to transit the bridge site are advised to use extreme caution and watch for overhead obstructions. If mariners have questions about the clearance, contact Andrew at (727) or Jimmy at (727) AL/GA - CHATTAHOOCHEE RIVER - Bridge Maintenance - Construction - Temporary Waterway Restrictions On or about December 8, 2010, work will begin to place rip-rap over the foundation of the main channel river pier of the State Route (SR) 52 fixed span bridge across the Chattahoochee River, Mile 48.9, near Columbia, Houston County, Alabama. A 40-foot by 100-foot crane barge, a 40-foot by 80-foot material barge, two tugs and several crew boats will work within the navigation channel during daylight hours, reducing the available horizontal clearance by approximately 40 feet. Work will be conducted during daylight hours on weekdays only. At night and on weekends and holidays, the equipment will be moored on the west side of the river and lighted according to the Navigation Rules. Mariners may contact the Attendant Tug M/V F&W on VHF-FM Channels 13 or 16, for passing instructions. Vessels that require full channel width for safe passage should contact the M/V F&W at least 1-hour in advance of arrival at the bridge to allow for removal of equipment from the navigation channel. Mariners are advised to be alert for equipment working within the river at the SR 52 Bridge and to exercise caution when transiting this area. AL/MS - MOBILE BAY - MISSISSIPPI SOUND - Current Meters Continuing until approximately February 2011, the Coast Guard has received a report that 3 current meters have been placed in the following approximate postions: N W, N W and N W. Mariners are urged to transit these areas with extreme caution. Charts: MS - PASCAGOULA - BAYOU CASOTTE CHANNEL - Dredging Commencing approximately January 17, 2011 and continuing until approximately March 18, 2011, the Cutterhead Dredge MISSOURI H will be working in the Bayou Casotte Channel, Chevron Pascagoula Facility. Dredged material will be transported to placement areas along the east side of the channel. Pipelines associated with this operation will be lighted as appropriate. Dredging will be performed 24-hours a day, 7-days a week. The Cutterhead Dredge HISSOURI H will monitor VHF-FM Channels 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize wake. Charts: MS - BACK BAY OF BILOXI - Temporary Deviation for Repairs A temporary deviation from the regulation governing the operation of the I-110 (HWY 15) bridge across the Back Bay of Biloxi, mile 3.0, between Biloxi and D Iberville, Harrison County, Mississippi. This deviation is necessary to allow timely bridge rehabilitation to improve overall traffic, boat and pedestrian safety. The bridge will remain closed to marine traffic except for Mondays and Thursdays, at 6:00 a.m., but only with a 72-hour advanced request to open. Mariners are urged to use extreme caution in this area. Chart LA - GULF OF MEXICO - Rig Operation Continuing until approximately February 3, 2011, the Rig SEAHAWK 2602 is operating within 1 nautical mile of a safety fairway, Main Pass Area, Block 120, approximate position N W. Mariners are urged to transit the area with caution. Charts: 1115A BNM DPW LA - MISSISSIPPI RIVER - Soil Borings Continuing until approximately January 21, 2011, a U.S. Government loading plant will conduct soil borings and surveys near center channel in the vicinity of Mile 4.5, AHOP, between approximate positions N W. Work will be conducted during daylight hours, 7-days a week. The M/V SD-17 will monitor VHF-FM Channel 13. Mariners are urged to transit the area at their slowest safe speed to minimize wake and proceed with extreme caution after passing arrangements have been made. Chart LA - SOUTHWEST PASS - MISSISSIPPI RIVER - Constructing Pile Dikes Continuing until further notice, contractors will be constructing pile dikes in the area between Mile 18.5, BHOP to Mile 20.1, BHOP, in Southwest Pass. Work requires personnel to work onboard small barges with little freeboard. The M/V EMMA D or the M/V IRENE Z will be monitoring VHF-FM Channels 16, 67 or 69. Mariners are urged to transit the area at their slowest safe speed to minimize wake and proceed with extreme caution. Chart LA MISSISSIPPI RIVER - Dredging Continuing until approximately January 20, 2011, contracted crane barges and tugboats will construct a discharge pipeline from approximately Mile 1.0 AHOP, LDB, to the HOP and approximately 3 miles into Pass-A-Loutre. Commencing January 10, 2011 and continuing until approximately June 1, 2011, the government contract Dredge CALIFORNIA and/or Dredge FLORIDA and attendant plant will conduct operations at the HOP and approximately 1-mile into Pass-A-Loutre. The dredge(s) will discharge material through floating and submerged pipeline into the Delta National Wildlife Refuge, adjacent to Pass-A-Loutre. Dredging will be performed 24-hours a day, 7-days a week. The Dredge(s) will be monitoring VHF-FM Channels 7, 13 or 67. Mariners are urged to transit the area at their slowest safe speed to minimize wake and proceed with extreme caution after passing arrangements have been made. Chart LA - CHANDELEUR SOUND - Submerged Pile A submerged pile has been reported in the Chandeleur Sound along a pipeline in approximate positions N W, The pile is reportedly marked with a red buoy. Mariners are urged to use extreme caution in this area. Charts: CGD LA - VIOLET CANAL - BAYOU BIENVENUE AND BAYOU DUPREE FLOOD CONTROL STRUCTURES - Floodgate Construction - Temporary Bridge - UPDATE Construction has been completed on the new temporary removable span bridge across Bayou Bienvenue. The bridge is being used in conjunction with the on-going project to raise the levees and the flood gates at Bayou Bienvenue and Bayou Dupree. The bridge provides a vertical clearance of 14 feet above mean high water. The horizontal clearance between the existing fenders remains unchanged. UPDATE: The U.S. Army Corps of Engineers advises: Marine traffic through Bayou Bienvenue will be restricted due to levee construction utilizing the temporary bridge that provides continuous access from Paris Road to Bayou Dupre. The bridge is located on the protected side of the Bayou Bienvenue gate structure. Vessels requiring less than 14 feet of vertical clearance will be allowed to pass without delay. Vessels requiring 14 feet or more vertical clearance will only be allowed to pass when the center removable span is removed. All mariners are urged to exercise extreme caution. Continuing through the summer of 2011, the bridge will be opened for navigation during the following times: 9:30 p.m. until 5:30 a.m. 11:00 a.m. until 11:30 a.m. 3:00 p.m. until 3:30 p.m. Additionally, Bayou Dupre will remain closed to all marine traffic until summer, The Bayou Dupre control structure will be replaced with a new structure to provide a 100-year level of risk reduction to St. Bernard Parish. Charts: BNM NO LA - GIWW - INNER HARBOR NAVIGATION CANAL - NEW ORLEANS HARBOR - Closure for Maintenance The Commander, Eighth previously issued a temporary deviation from the regulation in 33 CFR 117 governing the operation of the Judge Seeber Bridge (Claiborne Ave. Bridge) on SR 39 across the Inner Harbor Navigation Canal, Mile 0.9 (GIWW, Mile 6.7 EHL) in New Orleans, Orleans Parish, Louisiana, allowing the bridge to remain closed to navigation for two 72-hour periods beginning on January 7, The two 72-hour closures will be separated by a normal operating period of 2 weeks to allow for movement of vessels that may be impacted by the closure. The work will be completed no later than Sunday, January 23, Mariners will be notified of the finalized dates via Broadcast Notice to Mariners, 7-days before the closure begins. Chart LA - MISSISSIPPI RIVER, MILE 71.0 TO MILE 78.0, AHOP - Subaqueous Stone Paving Continuing until approximately February 1, 2011, a U.S. Government Contractor will be performing repairs to subaqueous stone along the RDB of the Mississippi River from approximate Mile 71.0, AHOP to Mile 78.0, AHOP. Work will be performed 24-hours a day, 7-days a week. The floating plant will consist of a spud barge and various stone barges. The M/V CROSBY RAMBLER or MV TOMMY ANDREW will be monitoring VHF-FM Channel 71. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. Chart LA - LAKE PONTCHARTRAIN - Bridge Construction - UPDATE Construction continues on the project to replace the existing dual fixed span bridges on Interstate 10 across Lake Pontchartrain between New Orleans, Orleans Parish and Slidell, St. Tammany Parish, Louisiana. Construction is mostly concentrated on the north and south shores of the lake where construction of the approach spans are being conducted. However, numerous tugs, crane barges, material barges and other floating equipment may be working at various locations across the entire lake at any time. Temporary navigation lights have been established on the easternmost span of the new bridge. The lights consist of a green 360-degree center span light and two red 180-degree channel limit lights on the east side of the easternmost span only. The pier footings of the new bridge have been marked with fixed red 180-degree lights on the channel ward corners. The bridge piers of the new structure do not align with the piers of the old existing bridge. The navigation lights will be also maintained on the old bridge structure until the old bridges are demolished. Mariners are reminded that numerous groups of mooring piles and survey platforms, reported established in the approximate positions below, will remain throughout the remainder of the construction project. The piles are 24-inch diameter steel pipe piles, extending approximately 13 feet above water. The mooring piles and survey platforms are reported to be lighted with fixed white lights at night. Long, U.S. 90 Bridge across the Lower Mississippi River at Mile 106.1, AHOP. Work platforms have been installed under all spans of the bridge. Where work platforms have been installed, the vertical clearance has been reduced by 8 feet, 2 inches. In the main navigation span, between Piers I and II, rail beams have been installed below the bridge, reducing the vertical clearance by 2 feet. Suspended from the rail platforms are two 64-foot wide movable platforms. These platforms remain adjacent to the bridge piers except for days when navigation restrictions are in effect to allow the platforms to be moved out over the main navigation channel. The platforms reduce the vertical clearance by 10 feet, 8 inches. See the attachments at the end of this Notice to Mariners for Rolling Platform Locations for the upcoming week. Replacement of the bridge s cable stays is being performed from a fixed traveler platform hanging beneath the bridge. Phase 1 of the project began downstream at Pier 2 on the right descending bank of the Luling side, and the platform reduces the bridge s vertical clearance over that portion of the main navigation channel. The platform will remain in place for the duration of the work, and will be moved to the Destrehan side, sometime in the future, when Phase 2 of the project begins. Chart LA - MISSISSIPPI RIVER - BATON ROUGE - Bridge Repair - Vertical Clearance Reduction - UPDATE Due to rising river stages, equipment and barges that were previously working to replace the bridge pier fendering system on the Interstate 10 Bridge across the Mississippi River, Mile at Baton Rouge, Louisiana will soon be demobilized and removed. The temporary diversion structure that had been erected on the upstream side of Pier 5, the pier on the east side of the navigation channel (left descending bank side) has been removed. I-10 Bridge Approach Buoy F (LLNR 14890) and Buoy G (LLNR 14895) previously reported temporarily discontinued, have been reset on station. The newly repaired fender of Pier 5, the pier on the east side of the navigation channel (left descending bank side) has been struck by an errant barge and has sustained damage. Most damage is reported to be below the waterline. Mariners are advised to exercise caution when transiting through the bridge and should be aware of the damaged fender and avoid passing close aboard Pier 5. Chart LA - MISSISSIPPI RIVER - ABOVE BATON ROUGE - Bridge Construction - No Wake Zones - UPDATE Construction continues on the new fixed span bridge across the Lower Mississippi River, at Mile 261.8, AHOP, between St. Francisville and New Roads, Point Coupee Parish and West Feliciana Parish, Louisiana. Numerous crane barges and material barges are working in the area around the bridge pier construction sites, 24-hours a day, 7-days a week. Frequent crossings of the navigation channel are made day and night by a crew boat and tugs with material barges. UPDATE: Tower cranes have been erected on the south side of each river pier location and are in use throughout the day and night. Loaded material barges are moored on the south side of each river pier. Main span steel erection has begun with deck construction advancing over the center on the navigation channel throughout the rest of this year. In order to ensure the safety of workers, all mariners are requested not to pass close aboard the cofferdams and to transit the construction site at their slowest safe speed to minimize wake. Mariners are advised to monitor Marine Safety Bulletins, issued by the Coast Guard Coast Guard Marine Safety Unit Baton Rouge, Waterways Management Division, for updates on safety zones and possible waterway closures during these operations. Work will take place near the Bayou Dupont weir structure and continue south/south east for approximately 1.5 miles along the Barataria Waterway. Work will also be conducted within the pen, from Bayou Dupont to 7,000 feet eastward along the shoreline, and a borrow pit will be dredged from the southern end of the pen. 39 LA - BAYOU BARATARIA - Visible and Submerged Obstructions The Coast Guard has received information from Gulf Intracoastal Contractors reporting temporary demolition activities to the GIWW West Closure Project coffercell s located in Bayou Barataria in approximate position N, W. As a result of these demolition activities the authorized private aids to navigation have been removed from each coffercell and replaced with White LED lights on the remaining structures while demolition occurs. Demolition is set to take place over the next 2 months. In addition to the White LED Lights being placed to mark the remaining structures, there will additionally be a manned tow boat remaining on station 24 hours per day during the affected period available to communicate with marine traffic and to provide aid when contacted. The towing vessel BAROID 111 will monitor VHF channels 13 and 73. All associated demolition floating work platforms (crane barges and associated material barges) are marked with appropriate navigation lighting. Mariners should exercise extreme caution when navigating in or near this location. Charts: LA - GIWW, MILE 58.9, WHL Bridge Dismantling - Waterway Closure /Restrictions- Update The Houma Railroad Bridge, which is the Union Pacific Railroad vertical lift span bridge, across the GIWW, Mile 58.9, WHL, at Houma, Louisiana is being dismantled and removed. The lift span has been removed. Two barges have been positioned along both sides of the waterway and are reducing the available horizontal clearance. Navigation restrictions are in effect continuously. The barges will remain at this location until the towers and counter weights have been removed. Three 8-hour waterway closures are scheduled for January 13, 20 and 27, 2011 beginning at 7:00 a.m., each day. Chart LA - TERREBONNE BAYOU - Bridge Construction - UPDATE Construction continues on the new vertical lift span bridge across Terrebonne Bayou, Mile 33.9, on LA 3087 (Prospect Avenue) in Houma, Terrebonne Parish, Louisiana. The old bridge has been demolished and removed. Mariners are urged to exercise caution in the area and be alert for crane and material barges and other equipment that may be working at various locations within the waterway. Chart LA - GIWW - CATAHOULA BAY TO WAX LAKE OUTLET - NEW ORLEANS TO PORT ARTHUR - Bridge Dismantling - Waterway Closures and Restrictions - UPDATE The Houma Railroad Bridge, which is the Union Pacific Railroad vertical lift span bridge, across the GIWW, Mile 58.9, WHL, at Houma, Louisiana is being dismantled and removed. Chart LA - GIWW - CATAHOULA BAY TO WAX LAKE OUTLET - BAYOU BLUE - Bridge Damaged - Navigation Restrictions and Temporary Waterway Closures for Repairs - UPDATE The Bayou Blue Pontoon Bridge on State Route 316 across the GIWW, Mile 49.8, WHL, near Bourg, Louisiana, has been severely damaged as the result of a vessel allision. The pontoon barge, previously reported protruding into the navigation channel, is reported to have been moved from the channel. Most of the fender system has been destroyed or has been seriously damaged. In order to facilitate repairs, the following waterway closure schedule will be implemented Mondays through Fridays through the end of February :00 a.m. to 10:30 a.m. Complete closure with the exception of small tows less than 40 feet wide and small boats 10:30 a.m. to 1:30 p.m. Open to all tows with eastbound traffic allowed to transit first, followed by westbound traffic 1:30 p.m. to 6:00 p.m. Complete closure with the exception of small tows less than 40 feet wide and small boats UPDATE: The pontoon span will be placed across the entire waterway from 7:00 a.m. until 3:00 p.m., on Thursday, January 13, 2011 for measurement and adjusting that is essential to the repair work. Thus, the bridge will completely block the waterway during this time. Mariners should note that also during this time the waterway will be closed at Mile 58.9 at Houma, La., for tower removal at the site of the UPRR Bridge that is being dismantled. Diving operations will be conducted throughout the repair operation. All mariners are to contact the bridge on VHF-FM Channel 13 or via telephone (985) , in advance of arriving at the bridge for clearance and passing instructions. Mariners may also contact the attendant tug, M/V BRIDGE BUILDER I on VHF-FM Channel 13. The U.S. Coast Guard Captain of the Port Morgan City, under the authority of the Port and Waterways Safety Act, has established a safety zone in the GIWW extending from approximate Mile 49.0, WHL to Mile 50.0, WHL, bank to bank, from November 1, 2010 until February 28, The pontoon barge of the Bayou Blue Pontoon Bridge, Mile 49.8, WHL, has been secured along the north side of the waterway and protrudes 30 feet in the navigational channel. Due to the repairs and associated hazards of the bridge, the following waterway closures will be implemented Mondays through Fridays: 6:00 a.m. until 10:30 a.m., complete closure with exception of small tows less than 40 feet wide and small boats. Then 10:30 a.m. until 1:30 p.m., open to all tows with east bound traffic allowed to transit first, followed by westbound traffic. Then 1:30 p.m. until 6:00 p.m., complete closure with the exception of small tows less than 40 feet wide and small boats. Outside of the previous closure times and on weekends, mariners will be able to transit through the work zone unrestricted. Additionally no waterway restrictions will occur during the following holidays: New Year Holiday (December 31, 2010 through January 2, 2011). Diving operations will be conducted throughout the repair operations. Mariners are to contact the Bridge on VHF-FM Channel 13 or by phone at (985) , prior to arriving at the bridge for clearance and passing instructions. Mariners can also contact the Attendant Tug MISS DIXIE on VHF-FM Channel 13. Chart LA - VERMILION RIVER Milton Bridge Temporary Deviation for Maintenance The Commander, Eighth has issued a Temporary Deviation to the published regulations in 33 CFR (b)(4) for the Milton bridge across the Vermilion River, mile 37.6, at Milton in Lafayette Parish, Louisiana will be in effect from January10, 2011 until February18, This deviation will allow the bridge to remain in the closed to navigation position throughout the duration of the deviation. The bridge has a vertical clearance of 4 feet above mean high water and vessels that do not require an opening at this height may pass at will. Mariners should exercise extreme caution when transiting the area. Chart LA - BAYOU DES ALLEMANDS - Temporary Deviation from Drawbridge Operating Regulations - Bridge Closure The Commander, Eighth has issued a temporary deviation from the regulations in 33 CFR (b) for the Burlington Northern Santa Fe Railroad swing span bridge across the Des Allemands Bayou, mile 14.0, in Des Allemands, St. Charles and Lafourche Parishes, Louisiana. The swing span will be closed to navigation from 7:00 a.m. on Tuesday, January 18, 2011 through 5:00 p.m. on Tuesday, February 22, The purpose of the closure is accommodate maintenance work involving replacement of the steel truss members, stringers, floor beams and railroad ties and rails, an extensive but necessary maintenance operation. Chart LA - PATOUT BAYOU Bridge Construction Construction is underway on the project to replace the existing swing span bridge across Patout Bayou, mile 0.4, on SR 83 near Weeks Island, Iberia Parish, Louisiana with a new swing span bridge. A 60-foot by 80-foot crane barge will be working in the navigation channel from 6:30 a.m. until 5:30 p.m., Monday through Saturday. The barge will obstruct the navigation channel such that the swing span cannot be opened. However, upon 4-hours notice, the barge will be moved out of the channel and the swing span opened to pass navigation. At night the barge will be secured outside the navigation channel and lighted according with the Navigation Rules. In conjunction with this project, work is ongoing to replace the fixed span bridge on SR 83 across Stumpy Bayou, north of Bayou Patout. An additional 60-foot by 80-foot crane barge is also working within the waterway in Stumpy Bayou and will obstruct boat traffic through the bridge during daylight hours, Monday through Saturday. Mariners should be alert to the ongoing construction and exercise due caution when operating in the area. Chart LA - ATCHAFALAYA RIVER BAR CHANNEL - Dredging - UPDATE Continuing until approximately February 15, 2011, the Cutterhead Dredge CAPTAIN FRANK will be dredging in the Atchafalaya River Bar Channel. Dredging will be performed 24-hours a day, 7-days a week. A combination of a floating and submerged pipeline will be used to deposit the dredged material in government provided areas adjacent to the channel. The Dredge CAPTAIN FRANK will be monitoring VHF-FM Channels 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. Chart LA - ATCHAFALAYA RIVER - Shoaling Shoaling has been reported on the Atchafalaya River near Mile in the vicinity of Stouts Point in approximate position N W. Stouts Point Temporary Buoy 1A has been replaced with a green river buoy to mark best water. Transiting up bound the first two green river buoys have also been relocated to mark best water. Mariners are urged to use extreme caution in this area. Charts: LA - GIWW - MORGAN CITY TO PORT ALLEN ALTERNATE ROUTE - Bridge Fender Repairs - Waterway Restrictions - Update The State Route 77 Grosse Tete Swing Span Bridge across the Port Allen Alternate Route, Lower Grand River, Mile 47.0 at Indian village, Louisiana has been struck by a vessel, resulting in significant damage to the fender system. Repairs will be conducted daily from 7:00 a.m. until 5:00 p.m. During most of the operation, a 100-foot by 39-foot crane barge will occupy the east side of the navigation channel, and a 100 by 48-foot material barge will be moored outside the fender on the southwest side of the bridge. However, these barges may be moved about to various locations within the waterway at any time. Mariners who require full channel width for safe passage must contact the Attendant Tug, M/V MISS POLLY on VHF-FM Channels 13 or 16 or telephone (225) , at least 2-hours in advance of arrival to request that the equipment be removed from the navigation channel. ELLEFSEN will be operating in the vicinity of Mile 11.5 to Mile 16.0, Port Arthur Canal. Dredging will be performed 24-hours a day, 7-days a week. Dredging will be performed 24-hours a day, 7-days a week. The pontoon line will have yellow flashing lights mounted on the line. The Dredge R.S. WEEK will be monitoring VHF-FM Channels 13 or 16. Charts: TX - TRINITY RIVER - Bridge Construction - UPDATE Demolition of the old I-10 Bridges across the Trinity River, Mile 7.1, near Houston, Texas continues. The existing dolphin and fender system remain in place at the navigation channel and are reported to be lighted on each of the corners with fixed red lights. A flexi-float barge is working at various locations within the waterway and will work within the navigation channel at times during the remainder of the demolition operation. It will be secured to one of the banks at night and lighted as per the Navigation Rules. Mariners are urged to contact the Texas Department of Transportation Project Manager on site at (409) , prior to arrival at the bridge for passing instructions. TX - HOUSTON SHIP CHANNEL - BARBOUR S CUT TERMINAL - Dredging - UPDATE Continuing until March 31, 2011, the Dredge LEONARD FISHER will be dredging the Houston Ship Channel and Barbour's Cut Terminal. Dredged material will be placed in Spilmans Island and Alexander Island Placement Areas. Dredging will be performed 24-hours a day, 7-days a week. The Dredge LEONARD FISHER will be monitoring VHF-FM Channels 13 or 16. Chart TX - OLD BRAZOS RIVER - Bridge Construction - Update The Commander, Eighth has issued a temporary deviation from drawbridge operating regulations in 33 Code of Federal Regulations The temporary deviation allows the swing span of the Union Pacific Railroad Bridge, mile 4.4 at Freeport, Brazoria County, Texas to remain closed to navigation on the following dates and times: January 21, 22 and 23, 2011 from 7:00 a.m. until 8:00 p.m. January 28, 29 and 30, 2011 from 7:00 a.m. until 8:00 p.m. Full 5-day closure from 5:00 p.m., on February 10, 2011, until 7:00 a.m., on February 16, This deviation is necessary for the north end of the swing span to be cut off and for the span to be rebalanced. This process is part of the ongoing project to modify the existing bridge by replacing the swing span with a vertical lift span. Foundations for the lift towers are currently being constructed on both sides of the navigation channel. The length of the swing span must be reduced on the north side so that the lift towers may be set onto the foundation. The process of cutting the steel of the truss members while keeping the span balanced on the pivot pier requires that the swing span be maintained in the closed-to-navigation position for the times specified above. 43 TX - OLD BRAZOS RIVER - Bridge Construction - Update A 120-foot by 54-foot crane barge, a 120-foot by 54-foot crane barge and a 120-foot by 30-foot material barge continue to work at various locations across the waterway and will remain 24-hours per day, 7-days per week. Mariners are advised to exercise caution and avoid passing close aboard any construction equipment that will be operating in the construction area. Furthermore, mariners should be aware of the waterway closures and schedule operations accordingly. Chart TX - GIWW, MILE 368 WHL - Stone Slope Protection Continuing until approximately March 15, 2011, the M/V ACE HI will install stone slope protection in the vicinity of Mile 368.0, GIWW, WHL, approximately 10 miles west of I-45 crossing. Work will be conducted from 7:00 a.m. until 6:00 p.m., Monday through Saturday. The contractors floating plant will consist of the M/V ACE HI and several rock barges. TX - GIWW - Unloading Operation Continuing until approximately February 28, 2011, Apollo Environmental Strategies, Inc. of Beaumont, Texas, will be unloading sand from barges at a facility adjacent to the GIWW in Surfside, Texas. The primary sand barge unloading site is a vacant lot located due south of the intersection of the GIWW and the SR 322 bridge over the GIWW. This vacant lot is located on the north side of the facility known as Surfside Marina at 1 Shark Lane, Surfside, Texas This facility is NOT located immediately adjacent to the GIWW but is set off from the GIWW. The secondary sand unloading facility is located at 606 Canal St., Surfside, Texas, immediately adjacent to the GIWW. 52 UNITED STATES COAST GUARD SECTOR NEW ORLEANS Vessel Traffic Service Lower Mississippi River 7 January 2011 HUEY P. LONG BRIDGE CLOSURE/RESTRICTION INFORMATION Attached is the Huey P. Long Bridge Lifting Schedule for the weeks of January 10, 2011 and January 17, Please note the Navigational Channel Span blockages scheduled on Tuesdays and Thursdays. Monday, January 10, both platforms will be stored at Pier II. Tuesday, January 11 through Sunday, January 23, both platforms will be stored at Pier I. Monday, January 10 through Sunday January 16, MTI will place one 35 by 195 spar barge on either side of Pier II. These barges will reduce the horizontal clearance of both the Alternate Span Channel and the Main Navigation Channel Span by 35. These work platforms will roll on the rails that reduced the air draft to 130 minus the Carrollton gauge. All vessels with an air draft in excess of 120 feet and intending to transit the Huey P. Long Bridge are required to notify the Vessel Traffic Service at least two hours in advance of arrival. Air draft is defined as the maximum vertical height of a vessel reported in feet when it will reach the Huey P. Long Bridge site at MM 106 AHP. Throughout the construction period, Monday through Saturday from 0700 to 1900 while workers are present, all mariners are requested to pass with extreme caution at their slowest safe speed to minimize wake, ensuring the safety of the contractors working on the Huey P. Long Bridge. The primary contact for the bridge from this point forward will be the M/V BILL O DONELY. The M/V RAY PENSRUM will remain on site; however, this will be the secondary contact vessel for bridge operations. Both vessels can be reached on VHF-FM channel 67 or 82. Mariners are reminded of the Safety Zone in place at the bridge site to prevent vessels with significant air draft from meeting or overtaking other vessels as they approach the bridge. The Safety Zone is also in place to enforce traffic management measures needed following partial or full river closures. Please note the Main Navigational span closures scheduled: On Tuesday, January 11, there will be a Main Navigation Channel closure from 6:00am 6:00pm. The Alternate Channel will remain open during this time. The Alternate Channel air draft is reduced to 130 minus the Carrollton gauge.
