2 GPS Aided Geo Augmented Navigation International Civil Aviation Organization (ICAO) Member States Endorsed Global Satellite Navigation System (GNSS) as the Future Air navigation System for Aviation. The National Steering Committee meeting on CNS/ ATM held on 8 th September, 2000 under the chairmanship of Secretary, Ministry of Civil Aviation approved in principle the GAGAN (GPS Aided Geo Augmented Navigation) project proposal. The GAGAN Project is being executed by ISRO and AAI. The implementation of the GAGAN Programme was planned in 2 phases: GAGAN TDS (Technology Demonstration System) completed in GAGAN FOP (Final Operational Phase)
3 GAGAN TDS Objective The first phase of multi phase program to implement a space based augmentation over the Indian FIR. To demonstrate feasibility of SBAS implementation over Indian region with minimum set of elements and to achieve horizontal and vertical accuracy of 7.6mtrs, 95% of the time over the selected area of Indian land mass with 6.2 seconds time to alarm To study the ionosphere over the Indian region & to collect data for system development and necessary modifications for the Indian region for the Final Operational Phase.

14 Coordination with ICAO Service Identification Coordinated through NSP, ICAO, Montreal. Channel Number allocation for APV approaches APANPIRG 23 was apprised and coordinated with Secretary, NSP Reference Path Identifier in FAS data block for GAGAN ( 4 character alphanumeric) Current Status GAGAN is allocated Service ID number 03 with effect from November (Amendment 87 to Annex 10) As Channel Number is a globally unique number, FAA is central agency for allocation to service providers. India will be the nodal agency for coordination with FAA for GAGAN approaches. Amendment request for DOC 8168 to include letter G for GAGAN in the lead character in line with other operational SBAS systems. This will be taken up with ICAO Headquarters by India.
15 GAGAN Certification-Approach GAGAN is a very complex system that: Relies on a large amount of software, both to generate the SIS and to monitor it. The Signal in space (SIS) itself is complex, covers very large areas, and can be used by many users simultaneously The SIS is required to provide integrity bounds.

17 Delta Certification Approach The delta analysis concept will also be applied for: the common cause analysis Safety Processor input analysis other safety related analyses (e.g., the Hazard Tracking Database [HTDB]), which includes hazard records unique to GAGAN).

22 ACTION BY THE CONFERENCE The India s effort for implementation of Space Based Augmentation System (GAGAN) over Indian Airspace by July The GAGAN capability to extend its coverage beyond Indian FIR that would harmonize and be a driver for GNSS implementation programmes within the region to provide seamless Air Traffic Management. India s commitment to be the nodal agency for coordinating with FAA for obtaining channel number allocation for all GAGAN based APV approaches within GAGAN footprint.
