3 1. Purpose The purpose of this document is to clarify the requirements of the nominated DOT & PTV specifications that are now outdated to current technology and approved equipment. 2. Scope This Design Practice Note (DPN) shall apply to all works that refer to the nominated specifications 3. 4 6. Background The listed DOT and PTV specifications have not been updated in line with the current MTM approved equipment list and installation practices 7. The Issue Each project is required to have Standard Waivers approved by MTM to reflect the use of current approved equipment and current installation practices. This design practice note removes the need for projects to submit a Standard Waiver to formally approve the changes to the requirements listed in appendix A. 8. The Requirement All works associated with the specifications listed shall follow the approved (via this DPN) solution as tabled in appendix A for each specified clause. 9. Appendices A. Workstation map was not included as part of the DRU (Digital Recorder Upgrade) project by the DOT and is no longer required A clear definition is contained within (ii). 4.6 Mains Power Supply and Environmental Monitoring Rack Power Supply Single Line Diagram shows a 10A socket and plug arrangement external to the rack for a sub-main circuit between the UPS to the mini distribution board to power the workstation. Shall comply with L1-CHE-INS-031: Design Practice Note - OCS UPS Cable Installation PTV OCS Specification: CCTV Specification for New Station V b. 6 4.6 Mains Power Supply and Environmental Monitoring Rack Power Supply Single Line Diagram shows a 10A socket and plug arrangement external to the rack for a sub-main circuit between the UPS to the mini distribution board to power the workstation. Shall comply with L1-CHE-INS-031: Design Practice Note - OCS UPS Cable Installation Housings shall be fitted with a (third party) spring level tamper switch (e.g. Radio Parts Group SM4501) configured to close when the housing cover is opened, wired as follows: a. For Metropolitan Rail stations and stabling yards: to the housed camera, Alarm Input 1 terminals (with the exception of any cameras used to interface CHPs or controls, which will not be tamper alarmed due to insufficient alarm inputs on available and PTV approved cameras for the number of functions). b. For Regional Rail stations: via 2-core security cable to an IDF or alarm contact marshalling block in the Field LAN Switch enclosure, and from the IDF/marshalling block to the nearest Security Panel or DGP in multipair or multicore cable (along with alarms for all other cameras served by that enclosure and the enclosure tamper itself). Cables shall be underground rated if their route is partially or fully underground. Tamper switch in camera housing is not required: * existing approved camera only has 1 input (reserved for CHP, Lift etc. alarms) * Extremely low vandalism rates on camera housings that would generate an alarm should the tamper switch be fitted. (as advised by OCS Maintenance on10/3/17) 6.3 LAN Switch Cabinet Design f. Tamper switch fitted to the cabinet at the moving side of door, wired back to the cabinet IDF (metropolitan rail) or backboard mounted terminal strip (regional rail) Tamper switch shall be installed and 2-core security cable shall be connected to the IDF within the cabinet. 7 6.4 Alarm Interface Cameras a. At least one camera per Field LAN Switch box or Media Converter shall be wired in this manner to facilitate the connection of the respective box tamper alarm (to alarm input 2) Tamper switch in camera housing is not required: * existing approved camera only has 1 input (reserved for CHP, Lift etc. alarms) * low vandalism rates on camera housings that would generate an alarm should the tamper switch be fitted. (as advised by OCS Maintenance on 10/3/17) PTV OCS Spec: PA&AFIL System V Audio Frequency Induction Loop System Scope of Work The amplifier inputs and output shall be via plug ended cables to amplifier sockets. If the amplifier only has screw terminal connections, a suitable contactrated in-line polarised plug and socket shall be provided within 100mm of the amplifier terminals. To minimise hearing loop resistance, hearing loops shall be terminated directly onto terminals on the amplifier in the CER rack Where the OCS Equipment Rack in the CER is more than 30 metres from the loop, the induction hearing loop amplifier shall be installed in a secure stainless steel enclosure fixed to the platform canopy support column structure. If an under-stair equipment room exists on the platform then the amplifier enclosure shall be mounted within this room. Location of Hearing Loop Amplifiers shall be determined via supporting Hearing Loop calculations to confirm compliance with manufacturers recommendations. 8 PTV OCS Spec: Passenger Information System V Two-line LED PIDs are deployed at suburban platforms, with four-line LED PIDs being deployed at covered pedestrian bridges/overpasses and concourses. Clauses replaced by: Half size approved IP PIDs shall be deployed at suburban platforms, with approved full size IP PIDs being deployed at covered pedestrian bridges/overpasses and concourses The following criteria shall apply to the placement of PIDS: a. Each Platform PID shall be installed within 4m of the entry point to each platform with the displays facing in the UP and DOWN directions b. Each Platform PID is to have a minimum clearance from the bottom of the PID display to the platform of 2.4m. Guidelines for mounting of the PIDS are provided in clause 3.3. If the platform width or ceiling height prevents these dimensions from being met, MTM are to be informed to allow the maintenance section to evaluate and provide a safe means of maintaining the PIDS equipment. c. The placement of PIDs shall be coordinated with platform CCTV cameras to ensure that the suspended PIDs do not occlude the camera target fields of view. Clauses replaced by: The following criteria shall apply to the placement of PIDS: a. Each PID shall be installed in locations to comply with MCST b. Each PID is to have a minimum clearance from the bottom of the PID display to the platform of 2.4m. Guidelines for mounting of the PIDS are provided in clause 3.3. c. The placement of PIDs shall be coordinated with CCTV cameras to ensure that the suspended PIDs do not occlude the camera target fields of view The Passenger Information Displays to be installed shall be terminal units off the PRIDE computer system located at the designated Control Station. Clause Deleted - Approved IP based units are used 3.2 PID Sign Specification Provide a new Moxa Nport 6650 Terminal Server installed in the OCS equipment rack on a shelf provided for this purpose. 9 Provide a 24 port patch panel installed in the OCS rack for the termination of the cabling back from the PIDs. Each PID shall be wired back to the Distribution Frame in the OCS equipment cabinet using two 4-pair CAT6 cables per PID using a star topology as depicted in Appendix A. a. Only TXD, RXD and GND signals shall be extended over pairs 1 to 3 of the 4 pair cable. The CTS and RTS signals shall be looped together in the body of the Canon plug connected to the PID. b. One vertical of the OCS rack ADC-Krone Distribution Frame (vertical B) shall be dedicated to the PIDS distribution and loaded with one Series 2 10-pair disconnection module per PID to terminate the specified cable count. A serial cable with D25 plug tail pinned out to the five extended RS422 pairs shall be provided from the OCS Rack Distribution Frame, pairs B1-5 to the RS converter/opto-isolator. c. A 4-pair CAT6 cable shall be provided from each PID to the OCS Rack patch panel, and terminated on successive patch panel ports in order of PID number. Where the PIDs are located greater than 90 m from the CER, the cable shall run (or loop) through the CCTV Field LAN Switch enclosure without a break and share the same cable pathways as other clock, line level audio and CCTV camera cables. d. A terminating resistor shall be connected across the receive data line only in the Cannon plug at the PID end of the cable. e. Near the PID, an 8P8C jack shall be provided in an IP56 junction box to terminate the CAT6 cable. A Cat 6 cable tail long enough to reach the PID shall be plugged into the jack, with the PID end connector cut off and replaced with an ITT Cannon 9706 MS310E18-10 plug wired to match the PID data line pin-out. The table below indicates the wiring from the PID junction box to the PID connector. Execute pre-commissioning tests to verify PIDS cabling and display readiness for connection to PRIDE. a. Set PIDS polling addresses to those advised by the ARO b. Configure jumpers, DIP switches and firmware as applicable to receive the designated data. 10 3.2.7 MTM shall be engaged to: a. Document proposed PRIDE modifications and tests as part of the documentation submitted for approval b. Configure the serving PRIDE Control PC to provide the new PIDS data c. Upgrade the PRIDE Control PC, if the serving PRIDE Control PC cannot support additional stations d. Confirm the PIDs are communicating correctly with PRIDE e. Send test data and verify correct operation and readiness for service. Only doors listed in section 2.3 Detection and Control Matrix, shall be provided with a reed switch in line with the matrix b 7 COMMISSIONING TESTS. i. Confirm by inspection that the security panel is connected to the UPS backed 12V DC supply in the CCTV rack Security panels are powered by 240VAC plug pack and backed by internal 12V battery. 11 PTV OCS Spec: Platform Clocks System Specification V Functional Description The clock displays are driven from an IRIG-B modulated external time code that is distributed by means of VicTrack multi-drop VF circuits to all display locations in the metropolitan network. The clock signal operates as a redundant loop through the VicTrack network and through each station. The signal returning from the end of the railway line is used by VicTrack maintenance staff to check for breaks in the clock circuit. The time code signal VF circuit shall be provided and terminated as a redundant pair of services on station VT MDF in the CER by VicTrack. Approved clocks are IP based and shall be connected to the Security Network via CAT6 cable The VF signals are demodulated in the clock display units; to facilitate multi-drop operation the demodulator s present high impedance (> 10 k ohm) to line. The electronics necessary to drive the clock characters are also accommodated within the clock display units. Approved clock is IP based Provide a Cat6 cable from the MDF to every new or relocated clock, routed via a 1m slack service loop at the nearest CCTV Field LAN Switch box to the clock (to prepare for long term re-termination and conversion to NTP clocks running on POE off CCTV field LAN switches). CAT6 cable shall be provided from IP based clock to the nearest Security Network point of presence. 2.3 Clock Wiring Clocks are IP based and connected to security network.
