1 ARCHITECTURAL REVIEW BOARD MINUTES September 6, 2011 The Albemarle County Architectural Review Board met on Tuesday, September 6, 2011, 1:00 p.m., Meeting Room # 241, County Office Building, Charlottesville, Virginia. Those members present were Chuck Lebo, Paul Wright and Fred Missel, Chair. Members absent were Bill Daggett, Vice Chair and Bruce Wardell. Staff members present were Margaret Maliszewski and Sharon Taylor. CALL TO ORDER Mr. Missel called the meeting to order at 1:05 p.m. and established a quorum. PUBLIC COMMENT Mr. Missel invited public comment. There being none, the meeting proceeded. REGULAR REVIEW ITEMS ARB : Old Towne Shoppes Siding Replacement - Certificate of Appropriateness for a Building Permit (Tax Map 56A1, Section 1, Parcel 65) Proposal: To renovate the exterior of the Olde Town Shoppes building by: replacing the existing siding with vertical board and batten siding painted dark red; adding a field stone veneer at the foundation on the north and west sides of the building; removing the canopy at the front of the building; installing new roofing material at the bay windows. Margaret Maliszewski summarized the staff report, noting the following as the primary points of discussion. 1. Board and batten siding vs. shiplap siding 2. La Fonda Geranium Red paint for the siding 3. Stone veneer at the foundation The front and west elevation are seen at an angle so minimally that visibility from the Entrance Corridor would have little impact. Therefore, staff recommends approval of the proposal with the condition shown in the staff report. David C. Wyant, Jr. and Renee Wyant were present for Old Towne Shoppes. Ms. Wyant explained the proposal was to improve the appearance of the corner of Route 240 in Crozet that desperately needed the siding repaired. They would like to match the siding of Crozet Pizza with sawn cedar horizontal lap siding instead of the shiplap siding. The ARB discussed the proposal with staff and the applicant, noting the following issues: Awning over the doors Sample of siding needed Retain as much of the original historic character as possible ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 1
2 Motion: Mr. Lebo made a motion to approve the Certificate of Appropriateness for ARB Old Towne Shoppes Siding Replacement with the condition recommended in the staff report, revised as follows: 1. Use rough sawn cedar horizontal lap siding instead of the board and batten siding. Mr. Wright seconded the motion. ARB : Brown Toyota Renovation Pantops - Conceptual Review (Tax Map 78, Parcel 14) Proposal: To renovate the exterior of the existing vehicle showroom using aluminum composite panels and a translucent glazing system. Margaret Maliszewski summarized the staff report, noting the following as the primary points of discussion in the conceptual review. 1. Proposed building materials: aluminum composite panels and translucent glazing system 2. Brick in the existing building/brick in the renovated building 3. The entrance element 4. The general architectural character of the renovation 5. Signs: type, character, proportion The site predates the EC regulations and does not meet all guidelines or regulations. Staff offers the comments on the conceptual design as outlined in the staff report. Jim Grigg, with Daggett and Grigg Architects, noted this facility was last renovated in the 1980s. At that time they had several franchises operating out of this facility. Now it is a 100 percent Toyota store, which has a national brand for new and existing stores. This scheme was prepared to pull the fascia off the building, reskin the front and at least one side, and a little on the other side with this new aesthetic. They are here for a conceptual review to get guidance on the large issues that include the massing, translucent portal element, and the material on the balance of the building. Signage is another issue they want to address through the signage review process. An option for the portal would probably be the same shape with sand finish stucco. The ARB discussed the proposal with staff and the applicant, noting the following issues: - Consider visibility of existing brick (masonry/brick base) - Encourage the height of the building to obscure as much of the rooftop equipment as possible - Translucent portal element not appropriate since it acts like a big sign explore options - Challenge in massing pedestrian scale size of the doors and scale of the building left to right from portal - Questioned the aluminum panel The ARB offers the following comments on the conceptual plan for the applicant s next submittal: 1. Revise the design to reflect Albemarle s historic architecture and to include building forms and features, materials, colors, and textures that are representative of that architectural tradition. 3 2. Revise the proposal to balance contemporary design and compatibility with Albemarle s significant historic sites. 3. Consider visibility of the existing brick or incorporate new brick as an element of the new design. 4. Revise the proposal to include human scale as an integral, recognizable part of the overall design. 5. Revise the entrance feature to maintain human scale and to emphasize traditional architectural elements rather than corporate identification. 6. Provide side elevations for review. 7. Revise the drawings to clearly show existing glass to remain and new glass to be installed. Provide specifications for proposed glass. Show that reflectance off the outside pane will be kept below 7%. 8. Confirm in writing that no new equipment and no changes to existing equipment are proposed. 9. Marking the entrance is appropriate, but the translucent material is not. 10. The proposed massing is more appropriate than the existing condition. 11. Consider screening existing rooftop mechanical equipment with the increased building height. ARB : Greenbrier 7-Eleven - Preliminary Review of a Site Development Plan (Tax Map 61W, Section 2, Block B, Parcel 3) Proposal: To replace the existing convenience store and car wash building with a new combined structure, and to replace the fuel pump canopy. Margaret Maliszewski summarized the staff report, noting the following as the primary points of discussion. 1. Canopy size and design, illumination 2. Convenience store pilasters and broken gable 3. 7-Eleven wall sign design and position The ARB completed a preliminary review of this proposal in June. There were a number of comments from that review included as an attachment to the staff report. There have been a number of changes made to the design since that review primarily that: The carwash has been shifted to the back of the building. The architectural design and the general appearance of the convenience store have pretty much completely changed. The landscaping has been revised with more plants proposed on site. The red stripe has been eliminated from the canopy. There are relatively minor lighting and landscaping issues to be resolved at this point. Staff recommends approval with the conditions listed in the staff report. Eric Goetz, with Goetz Design and Frank Pohl, civil engineer on the project, represented the request. Mr. Goetz noted they had worked with staff. He had no comments about staff s comments other than if there was any discussion about the façade, the pilasters, and the building recommendation and so forth he was happy to discuss those. The ARB discussed the proposal with staff and the applicant providing comments regarding the following issues: Complimented applicant on improvements since last review Pilaster height and roof height ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 3
4 Front façade of building and massing Glass reflectance Canopy color and lighting works as presented Motion: Mr. Lebo made a motion to approve the Certificate of Appropriateness for ARB Greenbrier 7-Eleven with the conditions recommended in the staff report, as follows: 1. Revise the glass reflectance note to also indicate that the glass will not be tinted, or provide the tinted glass sample for review. 2. Provide catalog cut sheets on a site plan sheet(s) for each proposed fixture. The cut sheet should clearly indicate that the fixture is a full cutoff fixture. 3. Clarify/correct the reference to the F fixture on Sheet PH1. 4. Reduce the E pole light height to 18 maximum, including bases. 5. Include the following note on the lighting plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. 6. Provide written confirmation that easement holders do not object to the landscape plan. 7. Revise the demolition and landscape plans to show the additional dogwood to remain and the easternmost redbud eliminated. 8. The applicant should note that approval of sign permit applications is still required for the wall signs and the freestanding sign refacing prior to installation. Mr. Missel seconded the motion. WORK SESSIONS ARB : Regal Cinema at Stonefield: Lighting Work session on lighting plan (Tax Map 61W, Section 3, Parcel 19B, 23, 24, & 25) Proposal: To install site and building lighting as part of the Regal Cinema project in the Stonefield Town Center development. Ms. Maliszewski noted at the July 18 meeting the ARB approved the design of the Regal Cinema with a number of conditions. Those conditions included a requirement to have a work session on the lighting. The ARB did an initial lighting work session at the last meeting on August 15 and there were four primary issues at the end of that work session that still needed to be resolved. 1. The hot spots created by some of the pole lights on the site 2. The color of the pole lights along the interior streets 3. The general intensity of the illumination on the building itself. 4. The need to review material samples for the metal shingles Regarding the hot spots the ARB asked for some information on lighting that they had approved in other parking lots in the county. That was included in the staff report for comparison. The applicant has reduced the wattage of the XA and XB fixtures. At this point there are only a few instances of illumination over 20 footcandles. So that issue seems to be resolved at this point. ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 4
5 Regarding the color of the pole lights staff included some information in the staff reports on the existing conditions in other shopping centers in the county. The applicant has some additional information to discuss regarding the color proposed. That is one of the primary discussion points for today. Regarding the intensity of the building illumination, the color renderings were submitted as requested. Some of the fixtures have been eliminated from the proposal. That is the YD, YE and the YF fixtures, which reduces the illumination on the building considerably. For the most part what is left as the brightest areas would be the locations where there are lights over the exit doors and the locations that are directly across from the fixtures that are installed in the metal screen or in the railing. Most of the elevation that faces Hydraulic does have 0 footcandles of illumination on it. Staff recommends the primary issues for discussion are: 1. The color of the pole lights 2. The reduced light levels on the building, and 3. The metal shingle sample Team members present were Chris Haine, Tom Gallagher, and Bill Caldwell, with Edens & Avant. Mr. Haine presented a PowerPoint presentation on Stonefield regarding the selected finish for the actual street light poles. He reviewed the lighting plan showing the 18 tall poles and 12 tall poles and the proposed fixtures. They seek approval for the silver colored pole since they feel it is more successful in the contrast than the darker poles. The ARB discussed the proposal with staff and the applicant, noting the following issues: Color of pole lights preferred bronze for interior streets. If the applicant disagrees they can come back at a later date Need further work session to approve the material and color for metal shingles and reflectivity Look at metal finish due to blankness (asked for examples of other buildings where used) Mr. Lebo noted he would like to have the full Board present to review and make this decision. Mr. Gallagher noted at the next meeting they will bring back different panel sample colors for review of the entire board. Mr. Missel asked that he bring in addition anything that he had that would help the ARB understand the applications of this material in particular regarding the color and reflectivity. Motion: Mr. Lebo made a motion to approve the lighting for ARB : Regal Cinema at Stonefield with the following conditions: 1. The color for the light poles for the interior streets shall be bronze. 2. Work sessions will continue to be held to approve the material and color for the metal shingles following site plan approval. Mr. Wright seconded the motion. ARB : Regal Cinema at Stonefield: Landscaping - Work session on landscaping issues (Tax Map 61W, Section 3, Parcel 19B, 23, 24, & 25) ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 5
6 Proposal: To install landscaping as part of the Regal Cinema project in the Stonefield Town Center development. Ms. Maliszewski noted this is a work session on the landscaping for the Regal Cinema at Stonefield. It is the same situation as with the lighting. The ARB had approved the overall design with the condition that landscaping come back for work session. The ARB held a work session on August 15. The issues that remained after the August 15 work session were: 1. A single row of trees along the Regal Cinema is appropriate. No additional trees are required in this location. 2. Consider an alternative to the Otto Luyken Cherry Laurel. 3. The cinema loading area railing color should be a darker color grey/brown/black. 4. Revise the size of the honey locust at the northern storm water facility to 3½ at planting. 5. The white letters on black background is the more appropriate color combination for the freestanding sign. The proportions of the sign will be reviewed after a revised submittal meeting ordinance requirements is submitted. (Revise the freestanding sign height to a maximum of 12. Provide a 5 setback for the freestanding sign.) Provide a rendering showing the freestanding sign in the landscape to help determine appropriate proportions. 6. Provide the interim stormwater facility (north side of Sperry) landscape plan as part of the cinema site plan or the E&S plan. Ensure that all proposed plants are located on-site. The ARB discussed the proposal with staff and the applicant, regarding the following issues: It was noted the color of the guard rail was fox black. The ARB said it was appropriate for the Entrance Corridor. Regarding the freestanding signs they wanted to put that off until later because it really is not an issue for the site plan or building permit. The size of the honey locust tree was increased as requested. That plan will be included with the overall site plan for the Cinema. Regarding the switchbox for the equipment at the corner at Traders Joe, staff did not know what color the switchbox would be. However, there is additional screening proposed. From the plan it was noted the switchbox s new location was not as prominent. Therefore, it was reasonable to say the equipment switchbox would be below street level considering the grading. Replacement shrubs discussion to consider an alternative to the Otto Luyken Cherry Laurel. (Mr. Haine noted they had considered a replacement in the plan and staff felt it was an acceptable replacement.) Chris Haine, project manager with Edens and Avant, Bill Caldwell, and Tom Tom Gallagher were present. Mr. Haine said they have no other presentation or items to add. Ms. Maliszewski noted there were no other issues since everything has been resolved. She suggested the ARB make a motion to approve the landscaping.
