1 MEETING DATE: August 17, 2015 AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION AGENDA ITEM: FORMAT: Consideration of approval of a resolution approving a site plan for Kum & Go #540 [3105 Grand Prairie Parkway] Resolution SYNOPSIS INCLUDING PRO & CON: Kum & Go L.C. is requesting approval of a site plan for a 6,200 square foot convenience store to be located at the southeast corner of Grand Prairie Parkway and SE Kettlestone Boulevard. This is the first commercial site plan that has been considered for the Kettlestone Corridor. The subject property is located within the Kettlestone Plaza sub-district as defined within the Kettlestone Design Guidelines. Access to the property will be provided via a right-in/right-out access along Grand Prairie Parkway. Access to the north will also be provided to SE Kettlestone Boulevard. Initially this access will function as a full access however, as development occurs further to the east and as traffic increases, this location will also be reduced to a right-in/right-out location. The applicant has provided elevations for the site which meet the intent of the architectural guidelines as defined within the Kettlestone Design Guidelines. Special features of the development which are consistent with the Guidelines include substantial glazing, use of warm earth tone colors and an outdoor covered patio area. The applicant also intends on including a piece of art within the landscaped area south of the store. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on August 11, 2015 and recommended approval. Approval of a Site Plan for Kum & Go #540 (3105 Grand Prairie Parkway) Commissioner Hoifeldt asked what the intent is for development for the area along Grand Prairie Parkway. Mr. Kass explained that the intent is to have larger retailers closer to the interstate. Motion by Commissioner Hoifeldt, seconded by Commissioner Broderick to approve the site plan for Kum & Go #540 (3105 Grand Prairie Parkway), subject to remaining staff comments and review of all legal documents by the City Attorney. Ayes: Nigro, Fontenot, Broderick, Streit, and Hoifeldt. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: At this time, staff comments related to the site plan have been addressed and staff would recommend approval.

3 THE CITY OF WAUKEE, IOWA RESOLUTION 15- APPROVING THE SITE PLAN FOR KUM & GO #540 (3105 GRAND PRAIRIE PARKWAY) IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Site Plan for Kum & Go, subject to remaining staff comments on August 11, 2015; AND, WHEREAS, the Site Plan for Kum & Go is in general conformance with 304 Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND, WHEREAS, the Site Plan for Kum & Go is in general conformance with (A) Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 17 th day of August, 2015 that the Site Plan for Kum & Go is approved.
