3 FREQUENTLY ASKED QUESTIONS When is a façade plan review required? A façade plan review is required for all new construction (except single family detached or two family (duplex) residential construction). It is also required for all non-residential or multi-family residential structures adding an addition or expanding. Where can I find the requirements for approval? The Zoning Ordinance (Section ) has specific minimum standards for each project type multi-family residential uses, townhome uses, industrial uses in industrial districts, other uses in industrial districts, aircraft hangars, structured parking facilities, and non-residential uses in non-industrial districts. What do I need if my project is located within the MTC - McKinney Town Center District? Buildings in the MTC will follow a slightly different review process and different building standards. These design standards can be located in Appendix G of the Zoning Ordinance.
4 APPROVAL PROCESS FLOWCHART What are the three ways facade plans can be approved? Staff Approval Process if no appeal is being requested and/or the zoning on the property does not require a specific board or commission approval Planning and Zoning (P&Z) Commission Approval Process if an appeal is requested or the zoning requires P&Z Commission approval City Council Approval Process if the zoning requires City Council approval Start Staff Approval P&Z Commission Approval City Council Approval Here Process Process Process Façade Plan Submittal - See the Checklist for submittal requirements, and the Submittal and Revision Guidelines for assistance submitting plans. Staff Review - Once the documents are received, various City departments will discuss and review the submittal, and make comments as needed. Staff Comments - The Case Manager will ensure that all comments are returned to the applicant via ereviews. Applicant Submitted Revisions - The applicant will then be responsible for revising and resubmitting the plans. 2 and 3 will repeat until all comments are addressed. Façade Plans Approved by Staff Public Hearing Notice* - Staff will notify property owners within 200 feet of the subject property of the public hearing. Public Hearing* - The P&Z Commission will hold a public hearing to consider approval (or recommendation) of the plan. 7 9 Façade Plans Approved by P&Z Commission Legal Notice* - Staff will post notice of a public hearing. Public Hearing* - Council will hold a public hearing. Façade Plans Approved by City Council Final Once the façade plans are approved, they are ready to be inserted into the building plan set. After the site plan, façade plans, and any applicable plats have been approved and stamped, the meter sheet submitted, and any remaining fees have been paid, the site plan is ready to be released. 5 TIPS FOR SUBMITTAL FAÇADE PLAN SUBMITTAL CHECKLIST Each submittal item above should be an individual file to upload through CSS and/or ereviews. For example: a multiple page site plan can be consolidated into a single file but a site plan and landscape plan should be two separate files. The plans files sizes should be as small as possible to allow for easy downloading and viewing from the internet. Please refer to Section (f)(8) of the Zoning Ordinance for the specific ordinance requirements. EXTERIOR FINISHING MATERIALS (for elevations three (3) stories or less) Minimum 50% of each elevation finished in masonry materials (brick, stone, synthetic stone) Maximum 50% of each elevation may be finished in secondary materials (stucco, EIFS, CMU, lap siding (excluding vinyl), architecturally finished metal, and/or glass curtain wall) Maximum 20% of each elevation may be finished in architectural wood accents EXTERIOR FINISHING MATERIALS (for elevations greater than three (3) stories) EXTERIOR COLOR BUILDING MASSING FENESTRATION ROOF TREATMENT ADDITIONAL REQUIREMENTS Minimum 25% of each elevation finished in masonry materials (brick, stone, synthetic stone) Maximum 75% of each elevation may be finished in secondary materials (stucco, EIFS, CMU, lap siding (excluding vinyl), architecturally finished metal, and/or glass curtain wall) Maximum 20% of each elevation may be finished in architectural wood accents Minimum 80% of elevations shall be neutrals, creams, pastels, or deep, rich, non-reflective or earth-tone colors Maximum 20% of an elevation may be bright, primary, or secondary colors (should be used on accent features) Buildings shall utilize façade offsets and appropriate fenestration to add variation and interest Elevations fifty (50) feet or longer shall have at least two (2) offsets at least 18 inches deep Windows shall appear as holes not appendages to the wall Windows shall be appropriately scaled to the wall plane in which they are located Roof lines and planes visible from ROW and/or residential property shall be segmented Parapet roof lines shall use elements to visually cap the building Buildings within a shopping center or non-residential development shall be designed to be consistent with one another Additions to existing buildings shall match existing materials to extent possible Primary entrances shall feature a protected entry minimum three (3) feet deep Buildings shall use low reflectivity glass All elevations visible from ROW or oriented towards residential property shall have the same features and design as front elevations ADDITIONAL FEATURE (at least one to be selected from Section (f)(8)f.6.) EXTERIOR FINISHING MATERIALS ADDITIONAL REQUIREMENTS 100% of each elevation facing ROW shall be finished with masonry materials (brick, stone, synthetic stone), stucco, EIFS, CMU or concrete tilt-wall In addition to the above materials, other exterior elevations not facing ROW may be finished with metal Buildings three (3) stories or greater must be set back from adjacent residential property by at least two (2) linear feet for every one (1) foot of building height
9 FAÇADE PLAN FORMAT 1. Architectural elevations must be in color. 2. Title block with the name of the project and corresponding site plan case number. 3. Owner and Architect information. 4. Provide percentages of exterior finishing materials on each elevation. The percentages shall exclude windows, doors, and trims.
10 FAÇADE PLAN FORMAT, CON T. 5. List the percentages of accent colors on each elevation, including moldings, cornices, canopies, and awnings. 6. Provide a window detail for each window type for Staff to evaluate for conformance with fenestration requirements. 7. Rooftop mounted equipment shall be screened from public right-of-way and residential properties with a screening device that is a foot taller than height of the mechanical equipment, and shall contribute to the percentages for exterior finishing materials on each elevation. Or can be screened with the parapet wall that is a foot taller than height of the mechanical equipment an can be depicted in the following manner:
11 INSTRUCTIONS FOR DIGITAL SUBMITTALS Submitting an Application through the Citizen Self-Service (CSS) Portal Please make sure that you are logged in to your registered account in CSS. Select Apply, navigate to the Plan module, and select the Plan Type for which you want to apply. After submitting, you will be directed to a confirmation screen with your new plan number, and will receive an confirmation letting you know the next steps. Once Staff has received the application and accepted the submittal, an invoice for payment will be issued. Payment made through CSS must be made with MasterCard, Visa or Discover. Payment by check must be made in person. Upon receipt of the required files through ereviews, Staff will begin review and return comments within 10 business days*. Submitting Revisions Digitally through ereviews Once you have received an indicating plan revisions are necessary, please submit revisions through ereviews. Upon receipt of the revision, Staff will begin review and return comments within 3 business days*. Important Notes for All Digital Submittals If you have not yet registered in CSS, or need assistance with any of the steps above, please visit our How-To Guides or contact the Planning Department at All documents and plans must be submitted through ereviews. Please do not files as Staff will be unable to accept them. Different case type submittals (i.e., a preliminary-final plat and a site plan for same project) should be submitted in through the individual case number shown in ereviews and CSS. Please note that failure to do so may result in processing and case review delays. Please note that when submitting through ereviews, only PDF files can be accepted. *Zoning/Rezoning: PD District submittals may take longer than the typical review turnaround times.
