3 To: Architectural Design Review Board From: Ed Wilson, ADRB Subject: OLD BUSINESS - AGENDA ITEM # Linden Street Painting Impacts: William Wilks, Applicant Meeting Date: 10/4/2016 Received Application: 9/9/2016 Tabled: 9/20/2016 German Village Historic District
4 Introduction: The Applicant, William Wilks, has submitted a Certificate of Appropriateness Application for the property of 228 Linden Street. The proposal involves painting of the property. The subject property of 228 Linden Street is part of the German Village Historic District and is Zoned BPD Business Planned Development. Background: This property was reviewed by the Architectural Design Review Board at the September 20, 2016 meeting. The board motion at that meeting was the tabling of the proposal, which occurred with the applicant s agreement. The main point of contention from the ADRB was the estimation that the color proposed for the body of the house, Zombie (Porter Paints), was too dark, and that a lighter shade was preferred. Secondarily, the trim color proposed for the house Black Magic was also deemed too dark, however there was a suggestion that using the aforementioned Zombie color could be acceptable. Further Information The ADRB Secretary researched the proposed paint swatch of Zombie and ascertained several lighter swatches of gray, relevant to the aforementioned paint swatch. The methodology for selection included a scope of lighter shades of the Zombie gray color, but was limited to darker half shade where possible, to keep with the intended theme of the applicant s initial proposal and intent. These items and other relevant possibilities for painting the body of the structure have been included in the report as Exhibit Items. As of this report, Mr. Craig Wilks is working on a revised paint proposal for the property. The proposal has not been received yet. Furthermore, Mr. Craig Wilks and Mr. Bill Wilks were sent an containing the aforesaid suggestedpossible swatches for the body color, for their consideration and inclusion. Page 4
5 Proposal The proposal for 228 Linden Street involved Painting of the property with Porter Paints. The following paint scheme was presented and reviewed at the September 20 th meeting: Body of the House -- Zombie PPG Trim & back privacy fence -- Black Magic D58-6 Trim, short picket fence, corbels -- Commercial White PPG Door, soffit, trim -- Baked Bean PPG Possible Lighter Shades for Body (Staff) Suggested Colors for Body of Structure: 1. Up in Smoke PPG One Shade lighter than Zombie 2. Downpour PPG Two Shades lighter than Zombie 3. Stepping Stone PPG Three Shades lighter than Zombie. This is also a medium shade of gray trending towards the darker spectrum. 4. Solstice PPG Four Shades lighter than Zombie. This is also a medium shade of gray trending towards lighter spectrum. 5. Magic Dust PPG Exterior Compliment to Zombie. The color is a few shades lighter than Zombie and richer in color. Page 5

13 To: Architectural Design Review Board From: Ed Wilson, ADRB Subject: AGENDA ITEM #1 302 Main Street Painting Impacts: Hamilton CORE Fund, Applicant Meeting Date: 10/4/2016 Received Application: 9/23/2016 Rossville Historic District
14 Introduction: Dear Board Members: The Applicant, Hamilton CORE Fund, has submitted a Certificate of Appropriateness Application for the property of 302 Main Street. The proposal involves the Painting of the Trim for this structure. The subject property of 302 Main Street is part of the Rossville Historic District and is Zoned MS-1, Main Street Core, Form-Based Zoning. Background: This proposal is another in subsequent property proposal improvements for the Rossville Historic District, particularly the Main Street area. In particular several key proposals have been reviewed by the Architectural Design Review Board in recent years. The proposal for 302 Main Street is a proposal continuing the overarching theme and intent of improvement for the area. Supplemental Items Implications for ADRB Policies & Guidelines; and Other Requirements The proposal broaches the subject of painting, pertaining to the ADRB Policies & Guidelines. Summarily, the ADRB may refer to publications such as A Century of Color and Victorian Exterior Decoration. However, the board has simply reviewed paint proposals for an exterior as-is, without supplemental materials. State of Ohio Historic Designation This property of 302 Main Street is not part of the State of Ohio Historic Inventory. It is part of the city s local inventory, due to its inclusion in the Hamilton, Ohio It s History and Architecture listing. Page 14

The subject property of 407 North Third Street is part of the German Village Historic District and is Zoned BPD, Business Planned Development Zoning.
25 Background: 407 North Third Street was brought to the attention of the Community Development Department, Planning Division, due to an inquiry of painting having occurred on the structure without a Certificate of Appropriateness. Staff investigated and discovered evidence of painting having occurred due to a change of color for both the front door and front porch. A Notice Letter for dialogue and rectification of the situation was both posted on the front door of the property and mailed to the owner on record, Ms. Kris Hartkemeyer. A COA application was submitted to the Planning office for inclusion in the next available ADRB Agenda for review by the board. State of Ohio Historic Designation This property of 407 North Third Street is not part of the State of Ohio Historic Inventory. Page 25
