ARB and ARB : Northtown Center Comprehensive Sign Plan/ULC and Burnt Boot Camp Signs - Comprehensive Sign Plan and Certificate of Appropriateness for individual signs (TM/Parcels and C0) Proposal: To create a comprehensive sign plan for the Northtown shopping center; to approve two signs for current occupants Location: 431, 435 and 440 Gander Drive, east side of Seminole Trail, north of Woodbrook Drive and Brookmere Road Motion: Mr. Binsted moved for approval of ARB : Northtown Center Comprehensive Sign Plan, with the conditions outlined in the staff report, amended as follows: 1. Revise the Comprehensive Sign Plan mounting details criterion to state all channel letter signs shall be mounted on a raceway. 2. Revise the Comprehensive Sign Plan raceway color criterion to state to match the color of the wall to which it is attached. 3. Revise drawing A1.4 so that the proposed height of the sign on the south end unit is 18-0 from grade. 4. Revise the architectural elevations to depict the buildings as built; rectify the discrepancy between the canopy cables shown on the elevations and the appearances of the storefronts as built. 5. Revise the Comprehensive Sign Plan location criterion to state: centered horizontally within the sign areas as outlined on the approved drawings on the west and south elevations of Building A; on the west elevation of Building B; and on the north and west elevations of Building C. 6. Provide drawings of the Gander Mountain building (Building C, 440 Gander Drive) which show proposed sign placement, size and sign type. 7. Revise the Comprehensive Sign Plan size limit criterion so no proposed letter shall exceed 27 inches in height for individual letters on Buildings A. 8. Revise the Comprehensive Sign Plan size limit criterion so that the appropriate letter height for signs on Building B is between 15 and 18 inches and the logo/graphic height shall not exceed 30 inches. 9. Revise the Comprehensive Sign Plan size limit criterion to establish an appropriate letter height for proposed signs on Building C. 10. Revise the Comprehensive Sign Plan size limit criterion to specify the maximum height of proposed logos and graphics on Buildings A and C. 11. Revise the Comprehensive Sign Plan to name approved materials: acrylic, plexiglass or similar for letter faces and aluminum returns. 12. Revise the Comprehensive Sign Plan trim cap/return color criterion to state black, bronze, brushed aluminum, or to match the letter face color. 13. Revise the Comprehensive Sign Plan letter type font criterion to state a maximum limit of three typefaces. Additional typefaces may be approved only if they contribute to a balanced, legible, unified sign design. 14. Revise the Comprehensive Sign Plan logo graphics details to limit the logo colors as per the EC Sign Guidelines. 15. Revise the Comprehensive Sign Plan illumination details criterion to propose internal illumination preferred with external illumination as an option. 16. ACTION 2: Motion: Mr. Binsted moved for approval of the Certificates of Appropriateness for ARB : the United Land Corporation (ULC) and Burn Boot Camp Signs, with the following conditions: 1. Revise the placement of the proposed Burn Boot Camp sign to account for the cables that extend from the canopy to the attic wall. 2. The color of the ULC and Burn Boot Camp raceways shall match the color of the wall surfaces to which they are attached. 3. Revise the sign drawings to either show external illumination or to note no illumination for the logo. Mr. Stoner seconded the motion. b. ARB : Plaza 285 Building Renovations and Comprehensive Sign Plan - First review of a plan to renovate the existing building and Comprehensive Sign Plan (TM/Parcel ) Proposal: To renovate the existing building and to revise the comprehensive sign plan. Location: 285 Hydraulic Ridge Road, at the southeast corner of the intersection of Whitewood and Hydraulic Roads ACTION 1: Motion: Mr. Hancock moved for approval of the proposed building renovations for ARB : Plaza 285 with the conditions as outlined in the staff report. 1. Provide material and color samples for review. 2. Indicate the locations of mechanical equipment and show how visibility will be eliminated from the EC street. 3. Provide details on all new lighting for review. 4. Confirm that all landscaping shown on the approved site plan is present on site. If trees or shrubs are missing, they will need to be replaced, or proposed revisions will need to be included in a site plan amendment. 5. A site plan amendment (Letter of Revision) is required for all changes proposed to site elements, including but not limited to lighting, landscaping, sidewalks, ramps, etc. 6. Include the standard plant health note on the site plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Mr. Stoner seconded the motion. Albemarle County Architectural Review Board FINAL Action Memo August 6,
4 ACTION 2: Motion: Mr. Hancock moved for approval of the Comprehensive Sign Plan for ARB Plaza 285, as outlined in the following table: COMPREHENSIVE SIGN PLAN FOR ARB : PLAZA 285 ( ) SIGN FEATURE SIGN TYPE LETTER FACE COLOR SIZE LIMITATIONS LOCATION(S) MOUNTING DETAILS GRAPHICS DETAILS ILLUMINATION LETTER TYPE/FONT MATERIALS NORTH ELEVATION Wall signs Individual letters Black or clear anodized brushed finish Signs shall be contained within the identified sign areas and shall meet the size and proportion requirements of the Zoning Ordinance and sign guidelines. Entrance bays: Signs are to be centered above each entrance and shall not exceed the width of the canopy below. The bottom of the lowest line of text in all signs shall align at 1 above the canopy. Walls between entrance bays: Signs are to be centered top to bottom, and centered either over the window groups or over the central brick wall area. See attached drawings for height and width restrictions. Flush or spacer mounting is appropriate. Stand-offs in spacer mounting shall be limited to ½. Rail mounting is not appropriate. Graphics/logos, when used, shall be non-illuminated and coordinated with letter size and color. Signs shall be non-illuminated. Consistent sizing in fonts shall be utilized within the individual tenant sign for legibility and clarity. Up to 3 typefaces may be used in an individual sign if a balanced, legible, unified design is maintained. Cast aluminum letters and associated mounts. Mr. Binsted seconded the motion. c. ARB : Hansen Road Church Final Site Development Plan - Final Site Development Plan Review (TM/Parcel ). Proposal: To construct a church and an office building with associated site improvements. 5 Motion: Mr. Stoner moved for approval of the Certificate of Appropriateness for SDP : Hansen Road Church Final Site Development Plan with the conditions listed in the staff report, amended as follows: 1. Provide a sample of the metal panel for review. 2. Revise the lighting plan to coordinate the labels for the light fixture cut sheet, the lighting schedule, and the light pole locations. 3. Revise the lighting plan to include all external wall-mounted lights and any ground-mounted lights intended to illuminate the building. 4. Confirm that the pipe on the north side of Rolkin Road is sufficiently deep to allow for the planting of trees above. 5. Shift trees to resolve all landscape/utility conflicts. Mr. Hancock seconded the motion. WORK SESSION a. ARB : Pantops Corner Hotel The ARB held a work session on the visibility and orientation of the proposed hotel relative to the Rt. 20 Entrance Corridor, and took the following action: Motion: Mr. Binsted moved to forward the revised recommendations as outlined below to the Agent for the Site Review Committee. Regarding requirements to satisfy the design guidelines as per c(2), (3) and (5) and recommended conditions of initial plan approval: o The ARB recommends approval of the initial site plan. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding conditions to be satisfied prior to issuance of a grading permit: 1. Adjust the proposed grading to eliminate conflicts with wooded area to remain. Show adequate tree protection fencing on the grading, landscaping and erosion and sediment control plans. Regarding the final site plan submittal: 1. The stepped gables of Option 2 are not appropriate for the EC. 2. Revise the corner towers of Option 1 so that they appear more fully as towers or eliminate them. 3. Revise the EIFS material and detailing of the entrance bay to better reflect the importance of the entrance function. 4. Note on the elevation drawings that the vents at the windows will be colored to match the adjacent wall surface. 5. Refine and simplify the hotel design to establish greater coordination of architectural elements throughout. Albemarle County Architectural Review Board FINAL Action Memo August 6,
6 6. Clarify the proposed shingle color and note it consistently throughout the drawings. 7. Include the standard window glass note on the drawings and provide specs for review: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 8. Add a dumpster detail to the site plan. Coordinate dumpster screening materials with the building materials. 9. Confirm that mechanical equipment for the hotel will be screened by the roof. Note this on the architectural drawings. 10. Show on the plan where Building A mechanical equipment is located. 11. Add the standard mechanical equipment note to the site and architectural drawings: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 12. Include details in the lighting plan to confirm that the under-canopy light fixtures are full cutoff fixtures that do not produce glare. 13. Update the lighting plan to include information on all proposed building lights. 14. Clearly show all utilities and easements on the utility and landscape plans. Provide required planting free of utilities and easements. A separate diagram of the frontage planting that details the utility lines and easements in varying colors would help clarify the feasibility of the proposed planting. 15. Provide large shade trees, 3½ caliper at planting, 35 on center, along the Rt. 20 side of the site. Intersperse ornamentals among the shade trees. 16. Provide medium street trees, spaced 25 on center, parallel to the sidewalks at the hotel and Building A. 17. Coordinate the number of proposed parking spaces noted on the cover sheet with the number noted on the landscape plan and the actual number provided. 18. Add trees west of the hotel building to soften the appearance of the west elevation. 19. Eliminate Note 4 on the landscape plan. Provide additional clarification regarding the timing of EC frontage planting. 20. Terrace retaining walls 6 in height and taller and plant the terraces. 21. Provide top-of-wall and bottom-of-wall elevations for the retaining walls. 22. Adjust the proposed grading to eliminate conflicts with wooded area to remain. Show adequate tree protection fencing on the grading, landscaping and erosion and sediment control plans. Mr. Hancock seconded the motion. The motion carried by a vote of 3:0:1. (Wardell abstain) (Van der Werf absent) In addition to this action, the ARB offered the following comments on the revised design: The three-story end wing lacks detail and scale, and needs additional fenestration or patterning. Extending the brick to the third floor of the end wing may resolve the issue. The center framed area has no proportion, needs infill. A solution may be continuing the brick up one story above the rest of the brick facing, inside the arch, and topping the brick with coping. Intensify the landscaping to compensate for 8 retaining walls. OTHER BUSINESS a. UVA Tennis Albemarle County Architectural Review Board FINAL Action Memo August 6,
7 It was the consensus of the ARB that ARB review of the initial site plan was not necessary, and that staff should report on the final lighting plan as an other business item. b. Oakleigh It was the consensus of the ARB that the applicant should be invited to the next meeting to provide additional information on the proposed material and color changes. c. Approval of Minutes: Motion: Mr. Binsted moved for approval of the minutes for Mr. Hancock seconded the motion. The motion carried by a vote of 3:0:1. (Stoner abstain) (Van Der Werf absent) d. Mr. Binsted asked staff to check on the Colonial Auto solar project because the horizontal slats were not in place. e. Staff noted that the discussion on the glass guidelines would be held at the next meeting regardless if a member is absent. f. Staff pointed out the new recording system.
