1 ARCHITECTURE PLANNING URBAN DESIGN Ms. Lorraine Weiss Department of Community Development City of San Mateo 330 West 20th Avenue San Mateo, CA RE: Station Park Green Dear Lorraine: I attended the October 14th Planning Commission Study Session, and reviewed the new sketches that were presented at that meeting. They are a marked improvement over the previous sketches, and especially did a much better job of conveying the intent of the open space throughout the project. My comments regarding the new sketches are included on the attachment to this letter. I also again reviewed the adopted Station Park Green Design Guidelines with special attention to pages 93 through 103. The guidelines envision a project composed of a village of diverse architectural styles with three emphasized building massing forms: Vertical Expression Horizontal Expression Residential Scale Expression Concerns and Issues A few observations that I would offer based on a review of the guidelines and the current designs are included below. In addition, pages 4 through 8 of the attachment to this letter show some examples of some horizontal and vertical emphasis multifamily residential structures which include other techniques that might be appropriate to consider in linking the Station Park Green designs to the design guidelines. Vertical Expression These structures seem to come close to meeting the design guidelines, but seem to be missing some of the variety and visual richness illustrated in the guidelines. Some refinements that might be considered include the following: More emphasis on the ground floor individual unit entries (e.g., canopies or awnings, architectural detail). More emphasis on the apartment building entries as focal points of the facades. Better definition of the building base, middle and top. Greater roof line modulation - vertical projections and horizontal setbacks at the top. Architectural detail to aid in solar screening of the windows. Variety in the treatment of the many repeating bays (e.g., varied window and balcony treatments). More variety in the building and detail materials in-lieu of the largely stucco facades. 2 Station Park Green Review Comments Page 2 DESIGN GUIDELINES VERTICAL EMPHASIS EXAMPLES Horizontal Expression The horizontal emphasis structures seem to me to need substantial refinement in order to better meet the design guidelines. They are currently rather heavy in appearance, and lacking in the variety and visual richness illustrated in the guidelines. Some refinements that might be considered include the following: Better definition of the building base, middle and top (Design Guidelines Figure 3.29). More attention to the secondary vertical expression (Design Guidelines Figure 3.30). Better definition of the flex zone treatments at the ends of the horizontal buildings (Design Guidelines Figure 3.29). More variety in the facades similar to the horizontal emphasis illustrations in the design guidelines (See illustrations below). More articulation at the top floor of the structures (Design Guidelines Figure 3.31). Architectural detail to aid in solar screening of the windows. More variety in the building and detail materials in-lieu of the largely stucco facades. Horizontal emphasis examples from the Station Park Green Design Guidelines are shown below. 3 Residential Scale Expression The expression of most of the proposed structures seem to be greatly simplified, and lacking in the fine grain, reduced mass, vertical articulation, and architectural detail compared to the examples and diagrams included in the design guidelines. This will be especially important along the South Delaware Street frontages facing the small scale residential neighborhood the east. Some refinements that might be considered include the following: More articulation of the structures at their top floors (Design Guidelines Figures ). More variety in the building and detail materials in-lieu of the largely stucco facades. More architectural detail.
