1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Friday, August 16, 2013 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Ann Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, Barbara Slifka and alternate member Nick Martin. Also present were Pat Arancio-Remkus, secretary and Village Building Inspector John Woudsma. Absent were Robert Barandes, Gideon Mendelson and Village Attorney Anthony Tohill. I. APPROVAL OF MINUTES MONTHLY MEETING Chairperson Sandford asked for a motion to approve the minutes from the April 19, 2013 & July 19, 2013 AHRB meetings. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. II. SOLAR PANELS/GATES/SIGNS 1. Axel Stawski Peter Creegan, Builder 884 Sagg Main Street Applicant proposes installation of driveway gates Melissa Reavis of Hollander Design presented the application. She stated that they are proposing 8 western red cedar gates that are 36 off of the street and 16 off of the property line. It will have 6 posts that are 4 in the middle. The gates and posts will be left to weather. She stated that there will be cattle guard on the driveway to keep deer out as they have an orchard on the property. It will have a metal frame with rounded concrete that will be flush with the road. 1
2 Nick Martin asked if there is a separate gate for pedestrians to which Ms. Reavis responded yes, it is existing. Chairperson Sandford asked for a motion to approve the installation of driveway gates. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. 2. Farblonjet LLC 872 Sagg Main Street Applicant proposes installation of driveway gates Melissa Reavis of Hollander Design presented the application. She stated that they are proposing the same gates with the same setbacks for both properties which are owned by the same owner. Chairperson Sandford asked for a motion to approve the installation of driveway gates. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. 3. Jack Rovner 37 Farmview Drive Applicant proposes installation of solar panels Vaughan Vutillo of Greenlogic presented the application. Chairperson Sandford asked what the color of the panels will be to which Ms. Vutillo responded that they will be black panels with black trim and they sit in black rails. She noted that it will not be visible from the street. Chairperson Sandford asked for a motion to approve the installation of solar panels. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. III. OLD BUSINESS A. Amendments B. Additions/Renovations 1. Ralph Rastu Architect: Brian Glasser 673 Sagaponack Road McDonough & Conroy Applicant proposes relocation. alterations and addition to an historic house 2
3 Ralf Rastu, owner and Brian Glasser of McDonough & Conroy Architects presented the application. Chairperson Sandford stated that she researched the code and the thinking of the AHRB over the years, and she would like to make comments regarding historic restoration. The Board makes the determination of whether a structure is historic and are helped with the research in the Historic District Report. However, if the subject structure is not in the report, the Board conducts their own research. She noted that it is at the Board s discretion whether to decide if something is historic. She noted that it is also at the AHRB s discretion whether or not they want to use the Department of Interiors Standards for the Rehabilitation of Historic Structures. They are very interesting and the Board has never invoked them, but they are in our code. Mr. Glasser stated that at last month s meeting one of the issues was two curb cuts. He stated that they have now eliminated the curb cut off of Sagaponack Road and will only have one driveway which will be accessed from Sagg Main Street. Mr. Glasser continued that the historic house will be separate from the new house, will remain as living quarters, and that all four facades would be maintained. Chairperson Sandford stated that the Board agrees with the way the historic structure has been situated and the extension to the main structure. She asked if the chimney will remain in the original location to which Mr. Glasser responded yes and noted that the current entranceway will also be the same design as existing. Barbara Slifka asked what the current door color was to which Mr. Glasser responded that it is burnt maroon and they will try to keep it the same color. He asked if the AHRB wants them to keep the screen door to which Chairperson Sandford responded that would be up to them so long as they keep the look and feel of what it is today. Mr. Rastu noted that there was also a discussion about the arch top window which they are proposing to make into 2 over 2 at each end of the historic house to which Chairperson Sandford agreed. Mr. Glasser stated that they will be demolishing the existing kitchen of the historic structure, which was not part of the original building, and a detached garage/shed. He noted that they pushed the historic structure as far forward as possible. Chairperson Sandford stated that a covenant will be required to keep the historic house open to the public view to which Mr. Rastu agreed. Nick Martin asked how the historic structure will be connected to the main structure to which Mr. Glasser responded that it will be through a basement tunnel, but they do not have a basement plan yet. He noted that it will include a stairwell with natural light coming down. 3
4 Mr. Glasser stated that the historic house will have a bedroom, bath and open space. He noted that it if were a detached structure, they would have to cut the structure down to 20. It currently is 25. They wanted to keep the same height and that is why there is an underground connection. Chairperson Sandford commented that they have removed the board and batten to which Mr. Glasser responded yes. She noted that it simplifies it. Chairperson Sandford asked that they come back before the Board with a landscape plan to which Mr. Rastu agreed. Chairperson Sandford asked if on the garage they have both double hung and casement windows to which Mr. Glasser responded no, there will be awning windows, that will look like a casement, because it is situated over a toilet and the proportion would be too big for a bathroom. He also noted that they originally had windows sitting on top of each other on the western façade of the new structure. He noted that the historic structure has a sporadic, staggered look to the windows so they tried to follow that in the new house. Nick Martin noted that this is a big improvement and they worked very hard. Barbara Slifka asked why the windows are black to which Mr. Rastu responded that it makes the new structure muted and makes the historic structure stand out. Barbara Slifka asked about the existing trees to which Mr. Rastu responded that they will try to save as many trees as possible. Chairperson Sandford stated that the AHRB has given the applicants landscape ideas. Barbara Slifka commented that it would be more rural and simpler without edging and would look more natural, like a field. Chairperson Sandford also commented no cobblestone. She noted that the Board has given ideas regarding the landscape and she would like the applicant to bring in alternatives. Mr. Rastu asked if the AHRB would give him a letter of support for variances he is seeking from the ZBA to which Chairperson Sandford asked what variances they are seeking to which Mr. Rastu responded in order to preserve the historic house they will need some additional FAR and relief from the rear yard setback. Chairperson Sandford stated that the AHRB will give a letter of support. Chairperson Sandford asked for a motion to approve the relocation, alteration and addition to an historic house subject to the applicant saving as many trees as possible and returning with a landscape plan for approval. She also asked that the motion include, if all were in agreement, to send a letter of support to the ZBA for additional FAR and relief from the rear yard setback in order to preserve the historic house. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. 4

Amendments Parsonage Lane LLC Architect: Eric Woodward 129 Parsonage Lane Applicant proposes amendment to P#614 relocation of windows and doors Zac Clanaghan of Eric Woodward Architects presented the application. He stated that the footprint will remain the same, but they will renovate and change the partitioning inside the structure on all three floors. He noted that there is an existing mezzanine that will be renovated, but not changed. Mr. Clanaghan stated that they will be moving the upstairs bedroom to the lower level and changing the upstairs bedroom into a sitting area for the master bedroom. The picture window in the rear of the house on the 1 st FL will be made larger and they will add French doors to the south side of the structure. He noted that the trim color will remain the same and that there will be structural changes, but no changes to the roof. Chairperson Sandford asked for a motion to approve the amendment to Building Permit #P relocation of windows and doors. A motion was offered by Barbara Slifka and seconded by Tom White. It was unanimously approved. C. Additions/Renovations 1. Emily Aspinall Bill Kelly, Morton Buildings 804 Sagg Main Street Applicant proposes conversion of existing attached garage into living space Bill Kelly of Morton Buildings presented the application. He stated that they are proposing to renovate an existing garage into living space and that there will be no change in the footprint. He stated that currently there are two solid wood swinging doors that will be replaced with double hung windows mulled together. He noted that the windows that they will be using currently exist in the garage and they are moving them from the back to the front. They are removing the front entry door and replacing it with double hung windows to match the existing double hung windows on the front wall. There will be a glass entry door into the garage. Chairperson Sandford asked if the entry to the whole house will be through the formal garage to which Mr. Kelly responded yes. He noted that there are three entries to the 5
6 house. There is a rear entrance to the living space through a French door at the back of the house Chairperson Sandford responded that is Ok. Mr. Kelly stated that this is by owner s request. Nick Martin asked how this affects the parking to which Mr. Kelly responded that it does not change. The only thing they had there was a garage-way and the driveway stays. It does not change. Chairperson Sandford asked if cars will be parking right in front of the entrance door to which Mr. Kelly responded that is where they park now because her garage is just full of stuff. Village Building Inspector John Woudsma noted that they will have to provide a site plan showing the installation of compliant parking as to our code to date to which Mr. Kelly responded wouldn t the driveway work for parking at a single family residence to which Village Building Inspector John Woudsma responded not if it is a required front yard, that is not a place where you are legally allowed to park. Mr. Kelly asked if she can park in the side yard to which Village Building Inspector John Woudsma responded that you are not allowed to park in a required side yard. It will have to be within set backs. Until you get to your required rear yard, then you are allowed to park within 10 of any property line in the required rear yard. Mr. Kelly asked if she doesn t have a garage, where does she park her car to which Village Building Inspector John Woudsma responded any where the code says you can. Mr. Woudsma stated that either a site plan needs to be developed and parking installed or a variance granted. Nick Martin noted that this is a genuine improvement. He asked if the colors will remain the same to which Mr. Kelly responded yes. Chairperson Sandford stated that the colors remaining the same needs to be added to the motion. Chairperson Sandford asked for a motion to approve the conversion of existing attached garage into living space subject to the existing colors to remain the same. A motion was offered by Nick Martin and seconded by Barbara Slifka. It was unanimously approved. D. Demolitions 1. James & Marie Kelly 359 Parsonage Lane Applicant proposes demolition of a single family, two story structure. Structure is to be used for fire training purposes on September 10,
7 Chairperson Sandford stated that the AHRB looked at the house and determined that it was worthy of demolition. She asked for a motion to approve the demolition of a single family, two story structure. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. V. DISCUSSION ITEM 1. Marcia King Trust 640 Sagg Main Street Applicant seeks AHRB opinion on the historic and architectural nature of this house There was no representative for this discussion item. Chairperson Sandford asked for a motion to table this item until the September 20, 2013 meeting. A motion was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. VI. MOTION TO ADJOURN MEETING Chairperson Sandford asked for a motion to adjourn the meeting. A motion was offered by Tom White and was seconded by Barbara Slifka. It was unanimously approved.
