1 Town of Dennis Old King's Highway Regional Historic District Committee Town of Dennis Annex, 685 Route 134, South Dennis, Massachusetts (fax) MINUTES OF THE OLD KING S HIGHWAY REGIONAL HISTORIC DISTRICT DATE: Wednesday, June 8, 2016 PRESENT:Chairman/Secretary Bill Bohlin, Gary Barber, Kimery Holl, Phil Catchings, Joshua Crowell ABSENT: Alternate Edward Doucette STAFF: Kerry Barton CONVENED: 6pm A public hearing was held in accordance with Chapter 470 of the Acts of 1973, as Amended, at Dennis Town Office, 685 Rt. 134, South Dennis, Stone Hearing Room, Lower Level, on Wednesday June 8, 2016 at 6:00 P.M. on the following applications for a Certificate of Appropriateness: MCA MEETS THE CONCERNS OF THE ACT Minutes: Mr. Catchings made a motion to accept minutes as written. Mr. Crowell seconded. Regular Meeting: 1. Seventy Pilgrim Road Realty Trust Installation of a 6 cedar fence at 70 Pilgrim Road, Dennis (M368-45) Bill Ricci is present. No abutters or public are present. Mr. Barber states 6 fence would not be acceptable beyond the front edge corner of the house. Mr. Catchings asked if the Leland Cyprus trees are staying, homeowner states no, other plantings will replace the trees. Board members agree the 6 fence is not acceptable beyond the front corner of the house. Suggestions made by the board to homeowner as to what size fence is acceptable beyond the front corner of the house. Mr. Barber made a motion to accept the application as amended with 4 transition piece of flat board fence to 6 flat board fence from front right corner of the house continuing to the back yard. Mr. Crowell seconded. 2. Mark Robinson NSF at 6 Hiram Lane, Dennis (M385-11) Gordon Clark is present for the homeowner and several abutters are in attendance. Mr.

2 Bohlin reads a letter into record. Mr. Clark presented board with new site plans, google aerial maps on lot #6 & #12; he explains the central location of house on the lot with the surrounding vegetation. Mr. Bohlin asks if the house is staked on the lot. Mr. Clark states no, the lot is heavily wooded and only access is from a connecting path from Mr. Robinson s current home. He states the lot is heavily wooded and the new home would not be seen; only a trespasser on property would see this home with the tree line of 40 plus. Mr. Barber asks the size of the lot. Mr. Clark states lot is 2 ½ acres. Mr. Catchings confirms rear of house is facing the bog. Mr. Dean Emery an abutter and creator of the bogs, states the house will be seen, does not conform to the area, extremely large and intrusive, he would like to see a two bedroom cape built and tucked into the woods like the other homes in the area. Annie Walker of 36 Scarsdale Road and a cranberry grower read a letter into record. She provided the board with pictures, lot sizes, and square footages of homes in the immediate surrounding areas. She requests the board take into consideration the lighting on the home, that lights are pointed to the ground with a screen cover installed due to the damage lights can do to the crop and the dangerousness of driving on the bog with lights shining directly in your eyes, she is also concerned with the glare from all of the windows on the rear of the proposed home. Mr. Catchings asks the total square footage of the home. Mr. Clark states home is 4200 square feet. Pete and June Howes of 58 Scarsdale Road ask if the driveway is a road or a driveway and feel the house is too large for the area. Mr. Clark clarifies the panhandle on the lot is part of the lot and it would be a driveway not a road. Mr. Clark points out houses boarding the bog and speculates on the size of the homes. Ms. Walker clarifies the houses Mr. Clark is pointing to are actually working bog barns. Mr. Barber states the house is not too big for the lot size. Ms. Holl states a site visit would be helpful to see where the house will be situated on the lot and agrees with the abutters that the proposed house is not in keeping with the neighborhood in size and it would be seen from the bog. Mr. Barber reads what the proposed footprint of the two-story portion of the house, 44 x32, 1200 square feet, which is not large. Mr. Bohlin is concerned with the view from the bog. Mr. Barber states in fairness to the owner, if the house cannot be seen then it is not in the OKH Boards purview. Members of the board would like to do a site visit before making a ruling on this property. Mr. Clark proposes he put a story pole up in the center of the lot, at the highest two points of the house, approximates 40 to the peaks. Ms. Walker states the story pole is a great idea, but wants the board to consider the historic significance of the land, it has been unchanged since Mr. Crowell states the house will be visible and confers with the board the site visit is needed. Board discusses house changes they would like to see implemented. Mr. Bohlin asks Mr. Clark to speak with his client to see if they can work on submitting plans of a smaller house that is not as intrusive as the one proposed. Mr. Emery asks the board to consider the driveway clearing as well as the house clearing when they are at the site visit. Mr. Barber makes a motion to allow the applicant to continue until the July 13, 2016 OKH meeting. Mr. Clark will call Kerry Barton to schedule the site visit prior to the next scheduled meeting. Mr. Crowell seconded the motion. 3. Mark Robinson NSF at 12 Hiram Lane, Dennis (M385-11) Gordon Clark is present for the homeowner and several abutters are in attendance. She provided the board with pictures, lot sizes, and square footages of homes in the immediate surrounding areas. She confirms the square footage of the house is

3 3700, Mr. Clark states it is closer to 3000 square feet. Mr. Crowell is concerned with the access of way two on the plan, he states this is not a large road and it would be beaten up by construction equipment and asks the contractor to consider flipping the house and putting the driveway on the other side. Mr. Bohlin agrees with Mr. Crowell. Mr. Barber states this is not the OKH purview; the driveway is a deeded way and would be an engineering issue not historic. Mr. Bohlin feels the house is too large for the 1/3 acre and the contactor is pushing the envelope with the size of the house that is proposed, he wants a site visit with the house staked. Mr. Clark will stake the footprint of 36 x42 section for the site visit. Mr. Bohlin would like to see a more historic look for the house, with shutters or something to dress the plainness of the house up. Ms. Holl does not like the dormers, the house is too large, but does like the simplicity of the first floor. Mr. Barber makes a motion to allow the applicant to continue until the July 13, 2016 OKH meeting. Mr. Clark will call Kerry Barton to schedule the site visit prior to the next scheduled meeting. Mr. Crowell seconded the motion. 4. Northside Marina Trust, Joe Buscone Installation of solar panels at 377 Sesuit Neck Road, East Dennis (M421-1) Nate, from My Generation Energy is present. No abutters or public are present. 5. Sandra and Amanda Young Replace windows, siding, trim, door and roof at 30 Mayfair Road, South Dennis (M186-17) Homeowners are present. No abutters or public are present. Mr. Barber confirms the grill configuration is 6/6 and they are asking for 4/1. Mr. Crowell made a motion to accept the application as submitted. Mr. Barber seconded. Vote Raymond Moore Foundation Inc. (JC Cuchetti) Replace existing sign with new vinyl sign at 36 Hope Lane, Dennis (M351-5) No one is present for the application. No abutters or public are present. Mr. Catchings made a motion to accept the application as submitted, with the applicant to sign the Statement of Understanding forms. Mr. Crowell seconded. 7. Robert Germaine New monterey grey cedar shingles, install white aluminum gutters, paint shutters Newburyport Blue at 31 East Bay View Road, Dennis (M346-5) Homeowner is present, and showed color samples. No abutters or public are present. Mr. Crowell made a motion to accept the application as submitted. Mr. Barber seconded. Vote

Brian and Kimberly Florence Change color of front clapboard, new front door/color, new garage doors and repair front steps at 36 High Head Road, East Dennis (M358-43) Tom Florence is present.. No abutters or public are present. Mr. Barber asks if the contractor can take the clipped corners off the garage. Yes. Mr. Crowell states he wishes the front door were not already hung, not an appropriate style door for the home. Ms. Holl confirms the doors will be black. Other Business (Complaints, Informal s, General Information, Exemptions) Charles Venancio 2 nd floor addition at 5 West Wind Drive, Dennis (M334-76) Homeowners presented pictures of proposed addition to the board. The board suggests a faux chimney, saltbox roofline for the porch and grills in the porch windows. Exemptions were approved and signed. Complaint form completed for Hopkins Energy, 311 Paddocks Path. 206 Beach Street send a 30 Day OKH Violation letter for black chimney 37 Nobscussett Road, Mr. Barbers spoke with homeowners in regards to the tempory shelter

5 for their jeep. Board agrees to close complaint with the homeowners if the shelter is moved to the line of firewood. Mr. Catchings inquires the boards input on the application for 232 Sesuit Neck Road, for the color of the house, since Mr. Barber and Mr. Bohlin will not be present for the meeting.
