Question: Is this project Tax Exempt in regards to materials and equipment as per PA State Act 45? Response: NO 2. Question: Drawing AE701 The Borrow Light Schedule refers to a Drawing AE208.3 in the schedule, but this drawing doesn t not exist according to the drawing list.. Response: The details are on sheet A606 which is attached. 3. Question: Interior Elevation Keynotes - On sheets AE203.1 AE211.2 have the same keynotes legend, but the drawings have numbers that go up to We need the correct legend. Response: The numbers in the ovals are equipment numbers not keynotes. 4. Question: Is the VAMC North or South of U.S. Highway 30 in Caln Township: For determining which Department of Labor wage to use, while looking at the map, it appears that the VAMC is located South of U.S. Highway 30 and North of U.S. Highway 1. Response: We are north because business Route 30 is the main highway. Rt. 30 bypass is a secondary. 5. Question: What is the correct Department of Labor Wage? Response: General Decision Number: PA /05/2013 PA26 6. Question: Specification Section lists (2) unit prices that do not appear on the bid form. Do these (2) unit prices apply to this project? 2 7. Question: Drawing GI102.1 Fire Ratings General Note #1 What is the extent of new fireproofing required on this project? Specification Section says to provide new fireproofing at interior steel members & underside of steel roof decks. Please indicate on the drawings where the steel & roof deck is located that receive fireproofing. Response: Beams and Trusses above Waiting room need have existing paint shot blasted and spray fire proofed for a 2 hour rating. Beams over optometry need to have existing paint removed and prepped and painted. 8. Question: Who is responsible for providing & paying for laboratory testing services? Response: Refer to Sheet AD110.1 (Attached) 9. Question: Specification Section Is this moisture vapor emissions & alkalinity control sealer used on this project, & if so, at what location? Response: No new concrete 10. Question: Specification D Where is insulated glass used on this project? Response: First floor only. 11. Question: Drawing GI102.1 Fire Ratings General Note #1 Where is the extent of existing fireproofing that will need patched on this project? This note also says to use fireproofing compatible with the existing fireproofing. If we do have to patch fireproofing, what is the existing fireproofing material that we are to be compatible with? Response: See #7 answer 12. Question: Can USG Tuff Hide Level 5 primer be used for the level 5 application in lieu of sizing? Response: No 13. Question: Specification F says to connect to the TIP system provided as a part of Specification Section We do not have this section. Please clarify. Response: Added in previous RFI responses 2

Question: Drawing AE-704 Equipment # 157 purchase by GC. Unable to find spec. for this as well as quantity and location. Please clarify location and quantity. Question: Drawing AE Detail E1 shows existing windows, on walk thru all these windows are not there, how will these openings be closed up? Please clarify. Response: The windows are to be replaced in project # not # Question:. Existing Freight elevator is not shown on demo. to be removed. Who is to remove this and patch the floor? Response: Demolition of the Freight Elevator and patching of the floor to be done in project # not # Question: S131 shows supports for 3 lifts. AE207 and AE209.1 shows 2 lifts. How many lifts are there? Response: There shall be 3 lifts. Refer to Sheet AE122 Second Floor Overall Reflected Ceiling plan. There is a lift in room Procedure, room Exam #1, and room Exam # Question: S111 shows concrete slabs and knee walls for MRI ramp. S131 shows structural steel for roof. AE120 shows existing roof for ramp that was to be demoed and patched in phase 2. Will there be architectural drawings issued showing new walls, ceilings, and roofing for this area? Response: Yes, architectural drawings shall be provided. 21. Question: Steel stud framed walls must go to deck. On sheet AE301 deck height on right 3

4 side is shown as During pre-bid walkthrough field dimensions indicate the deck heights are actually between 16 and 18. Should the 3 rd floor benchmark elevation actually be 34-0? Response: Based on existing drawings, the floor heights vary by location. Verify heights in field. 22. Question: AE211.1 and AE211.2 have equipment tag numbers that are not on the schedule. Will you identify the following numbers 008,020b, 027, 053c, 068, 125, 126, 129, 131, 132, 135, 134, 137, 138, 139, 141, 144, 147, 148, 146, 149, 150, 152, 153, 069? Response: Please reference the revised schedule which will be included in the new package. 23. Question: Drawing AE701 The Borrow Light Schedule refers to a Drawing AE208.3 in the schedule, but this drawing doesn t not exist according to the drawing list. Response: The details are on sheet A606 which is attached. 24. Question: Mechanical drawings are missing. Response: Drawings are attached. 25. Question: What is the access into the AHU Room on Drawing M- 133? Is there access to get the new units into this space, or do we need to open up a wall or the roof to get the units into this space? What is the floor elevation of this mezzanine slab? Is this a new room being built under a separate contract? We did not see this room at the walk- thru. Please clarify. Response: Access to room is via a stairway located at the intersection of columns J & 15. The design intent is to break the unit down into sections that are small enough to fit through the stairs and/or the roof openings required for the intake hoods and fully assembling the unit sections, in place, in Room Alternately a wall could be left out during construction of the mezzanine to allow units to be placed in the space. This design intent does not limit the contractor s means and methods. If desired, alternate means of installation can be utilized. As a reminder, the contractor would be responsible for any cutting, patching, and repair that may be necessary if an alternate method is used. See architectural sheet AE301 for mezzanine elevation. Response: Specification , page 11, sections 2.6.A and 2.7.A delete the reference. Specification , page 5, section 2.1.A.5.b replace in its entirety with the following. Variable Speed Motor Controllers: Refer to Section , COMMON WORK RESULTS FOR HVAC, 2.7 VARIABLE SPEED MOTOR CONTROLLERS. Furnish controllers with pumps and motors. In addition, VSMC shall be electronic, with adjustable frequency and voltage, three phase output, capable of driving standard NEMA B three- phase induction motors at full rated speed. The control technique shall be pulse width modulation (PWM), where the VSMC utilizes a full wave bridge design incorporating diode rectifier circuitry. Silicon controlled rectifiers or other control techniques are not acceptable. VSMC shall be capable of operating within voltage parameters of plus 10 to minus 15 percent of line voltage, and be suitably rated for the full load amps of the maximum watts (HP) within its class. Minimum efficiency shall be 95 percent at 100 percent speed and 85 percent at 50 percent speed. Specification , pp. 1, 10, 11, sections 1.2.L, 2.1.H,1, and 2.1.J delete the reference. 47. Do these (2) unit prices apply to this project? Response: #1 No #2 Yes 64. Question: 01/S201 mentions a vapor barrier. Is a vapor barrier required under any of the slabs or ramps? Response: A vapor barrier is not required at the exterior slabs. This note shall be deleted. 10

11 65. Question: Are we responsible for x- raying of the existing slabs before making penetrations? Response: X- raying of concrete is not required but suggested. Contractor is required for any cut or broken lines. 66. Question: Are we required to put temporary fence up while completing the new exterior concrete & steel work shown on Drawings S111 & S131? Response: Yes 67. Question: In the solicitation, 1.16 Location Of Underground Utilities Is this required when we do the new concrete work shown On Drawing S111? Response: If it requires digging. 68. Question: Do the casework contractors have to be AWI Certified for this project? Response: Yes 69. Question: Can we place our temporary office inside the fence of the contractor who is performing Phase 2? Response: No 70. Question: Is the owner providing builder s risk insurance? Response: No a different area will be designated for this contract. 71. Question: When getting demolition out of the space & stocking the space with new materials, are we able to have access within the existing construction fence put up by the Phase 2 contractor? Response: No provide all your own equipment and supplies. 72. Question: Drawing GI102 shows (4) new fire extinguishers & cabinets. We do not have a specification for these. Are these by the owner? Please clarify. Response: By contractor recessed fire extinguisher cabinet and fire extinguisher 73. Question: Drawing AD121 Demolition Note 28 Are we to grind smooth & clean structural beams above on the entire 2nd floor or just a designated area. Please clarify which structural beams need to be ground smooth & cleaned. Response: All exposed beams on east side of building 74. Question: Drawing AD121 Demolition Note D33 Are we to just patch the wall surface where Demolition D11 occurs or does this not apply to the entire 2nd floor? On the new floor plan it appears that most of these walls are getting covered up by metal studs & drywall. If there is 11

12 some remaining ceramic tile on the inside of the exterior walls, does that need to be removed? Also, at the walk- thru, there appeared to be holes below most of the windows where mechanical units were removed. Are new units filling all of these existing holes, or will some of these holes need to be filled? Please clarify our scope of work on the inside of the exterior wall. Response: All along the corridor connecting building #3 to building #1 75. Question: Drawing AD121 Demolition Note D44 Which glass windows get removed? Which steel tubes get removed? What concrete pedestals get patched? Response: All existing windows will be demolished and replaced in Phase II not III 76. Question: Drawing AD121 Demolition Note D30 between Column Lines 17 & 18 What opening are we patching the concrete roof deck for? Response: Patching an existing opening 77. Question: Drawing AD121 Demolition D31 Please provide a wall section to indicate the materials that we are to patch & match at the exterior wall. Response: Survey, match existing. 78. Question: Drawing AD121 Demolition Note D30 Please provide a section & thickness of the concrete roof deck for the areas that we are to patch. Response: Survey roof deck, match existing 79. Question: On the enlarged floor plans there appears to be robe hooks on the back of doors 2-146, 2-511, & Are we to provide these? 14 92. Question: Since we do not have a geotechnical report, are we not responsible for rock excavation when installing the new foundations? Response: It was our direction to proceed with the design without a geotechnical report. A geotechnical report shall be obtained by the general contractor. 93. Question: Drawing S101 Steel Notes #12 What shoring is required on this project that you are referring to in this note? Specification Section G also mentions shoring. Where does this apply on this project? Response: Steel note 12 refers to temporary shoring or bracing. It is the responsibility of the contractor for the means, methods, and safety of erection of the structural steel frame. Specification section G does not apply to this project and shall be deleted. 94. Question: Drawing S131 shows a new metal deck, but the architectural drawings do not show a new roof on top of this deck. The architectural drawings actually show an existing roof in this location. The structural details show walls, etc. being demolished. Is the existing roof being removed & if so, are we to provide new? What would the new roof be? Response: Refer to sheets AE110 & AE The existing roof is being removed and a new roof is being provided. 95. Question: Drawing GI102.1 This drawing shows this project being a Class IV ICRA project. Please provide a floor plan indicating where temporary ICRA walls are required on this project? Where should the construction entrance & ante room be located? Does the shoe coverings & protective clothing only have to be worn during demolition? Is all of these requirements actually required for this project? Response: ICRA Barrier will be installed before this project will commence due to Phase II construction. No Ante room necessary not all required. 96. Question: Do spoils from foundation excavation have to be hauled offsite or will there be location onsite where we can place them? Response: Off site 97. Question: 01/S301 says to see specifications for sub- base below pad. We did not see these specifications for the sub- base material & thickness. Please provide sub- base information for below pads, slabs, ramps, etc. Response: It was our direction to proceed with the design without a geotechnical report. A geotechnical report shall be obtained by the general contractor for recommendations on sub- base materials. 98. Question: 02/S301 says to match top of existing wall height. What is the top of existing wall height that we are matching? 14

15 Response: The existing wall shall be measured in the field. 99. Question: Drawing S111, Sections 3&7/S301 show existing walls & existing ramps between column lines 17 & 18. Does Section 10/S301 (wall & footing) extend to the right past Section 4/S301 between column lines 17 &18 at the existing ramp or is this wall & footing existing. If so, we would have to tear up the existing ramp anyway & replace it. Please clarify. Response: Yes, detail 10/S301 shall be similar between column lines 17&18. If part of the existing ramp can be salvaged, used typical detail 8/S201 to tie the new slab on grade to the existing slab on grade Question: Drawing S111, Plan Note #3 says to see the architectural drawings for dimensioned location of recesses, curbs, ledges, & extent of slab on grade. We did not see any notes on the architectural drawings addressing this entire area of construction. Please clarify. Response: Architectural drawings shall be issued showing the locations of the ramp, slab, steps, etc Question: 10/S301 says to see the architectural drawings for information on a handrail.
