3 Norwegian Petroleum Directorate (NPD) Established in 1972 and has just over 200 employees Reports to the Ministry of Petroleum and Energy The Norwegian Petroleum Directorate objectife is to create the greatest possible value for society from oil and gas activities by means of prudent resource management, based on safety, emergency preparedness and safeguarding the natural environment.
4 Petroleum Safety Authority Norway (PSA) Established in 1972 and was part of NPD until 1 Janury and has approximately 170 employees Reports to the Ministry of Labour and Social Affairs PSA is an independent government regulator with responsibility for safety, emergency preparedness and the working environment in the Norwegian petroleum industry
5 Petrad International Programme for Petroleum Management and Administration Established in 1989 by the Norwegian Petroleum Directorate and NORAD The Norwegian Agency for Development Cooperation Petrad is a non-profit Norwegian Government Foundation and reports to an independent Board of Directors Objective to share knowledge and experience within the petroleum sector on government policy, government and industry administration, petroleum technologies and systems with managers and experts in Government Agencies and National Oil Companies.
6 The Oil for Development (OfD) programme was launched by the Norwegian Government in September OfD represents a thematic broadening of the petroleum sector development assistance that Norway has provided since the early 1980s through an increased focus on revenue management and environmental management. The operative goal of the programme is economically, environmentally and socially responsible management of petroleum resources which safeguards the needs of future generations.

Pay more attention to Environmental challenges (1978) 1978 CCOP Special advisers urged CCOP to pay more attention on environmental problems related to offshore petroleum and minerals development in the region. CCOP got limited funds from United Nations Environmental Programme (UNEP) for work on environmental issues in South East Asia. At 1980 CCOP Annual Meeting Special Advisers spent more time discussing the Marine Environment Programme. Emphasis that should be placed on cooperation between CCOP and ASCOPE, both in implementation of the programme and in seeking international finance.
17 1. Pay more attention to Environmental challlenges (1978) cont. By 1984, very positive steps were emerging to place more emphasis on practical matters of the marine environment through an Offshore Safety Programme. A workshop on offshore safety sponsored by CCOP/UNDP, ASCOPE and the Norwegian Engineering Committee on Oceanic Resources (NECOR) was held in Jakarta in March 1984 and it was subsequently proposed that Deputy Director of the Norwegian Petroleum Directorate (NPD), Dr. Oystein Berg, should act as adviser to CCOP and assist in the establishment of a Standing Working Group on Offshore Safety. Dr. Berg consulted with Member Countries and later in the year proposed draft terms of reference for the Working Group and a proposed programme of activities. This was to be the start of a long and fruitful relationship between the Norwegian Government, NPD, CCOP and ASCOPE in the field of petroleum development and safety.

Increasing emphasis on Petroleum Data Management (1979) In Special Advisers stressed that increasing emphasis should be given to petroleum data management in the individual Member Countries and their Governments should be urged to establish national hydrocarbon data centers following the initiative shown by the Government of Thailand. The successful Working Group on Petroleum Data and the previously formed Working Group on Petroleum Geology were merged in 1985 into a single Working Group on Resources Assessment (WGRA). The first meeting of WGRA was held in 1986 and the proposed basin analysis project was discussed. The project was also to be part of a world-wide programme sponsored by IUGS. In East and South East Asia it would be implemented in cooperation with CCOP. In order to initiate the project it was necessary for CCOP to secure the endorsement and cooperation of the ASEAN Council on Petroleum (ASCOPE). 3rd WGRA Meeting 1988, Impala Hotel, Bangkok
19 Increasing emphasis on Petroleum Data Management (1979) cont. The Norwegian Engineering Committee on Oceanic Resources (NECOR) had worked with UNDP- SOPAC in early 1980-ies on Oceanic projects in SE Asia and the Pacific. NECOR became involved with CCOP and ASCOPE through the initiation of the Offshore Safety Programme in In 1989 NECOR transferred the coordination with ASCOPE and CCOP to Norad Norwegian Agency for Development Cooperation. Norad subequently signed a 3 year cooperation agreement worth approximately 3 mill USD to support CCOP in the area of Resource Assessment, basin studies and data technology together with activities related to offshore safety and the environment A Programme Coordinator was assigned to work with the CCOP TS on the Resource Assessment Activities Mr. Ivar Miljeteig, Statoil.

35 Tuesday 21 May, 2014 Senior researcher Erik Lindeberg at SINTEF has researched CO2 capture and storage for 30 years and is considered to be the father of CO2 capture. CO2 storage could be a multi-billion kroner industry The storage industry could be bigger than, and last longer than the oil industry, according to SINTEF researcher Erik Lindeberg.
36 CO2 storage could be a multi-billion kroner industry The storage industry' will also last longer than the oil adventure because the CO2 that is stored below the ground will be a result of coal use that will last for several hundred years, while most of the oil will be finished in 50 years," Mr Lindeberg said in Eirk Lindeberg's calculations regarding the 50,000bn are as follows: Carbon storage capacity in the North Sea is estimated to be 500bn tonnes of carbon. The cost associated with carbon capture and storage will probably be around NOK 400 per ton of carbon. Industrial activity could be NOK 50,000bn if 25% of the cost of this is associated with transport and storage.
37 If Mr. Erik Lindeberg is right that CO2 storage could be a multi-billion kroner industry in Norway then CO2 storage could be a very much bigger multi-billion dollar industry in East and South East Asia. The CCS-M Programme is important for the Members of CCOP and ASCOPE. Great thanks to Mr. Sim Caluyong and the CCOP Technical Secretariat who have designed and are managing the CCS-M Programme in such an excellent manner!
