2 Announcement of the collaboration within the established consortium between PETRAD, ENERGIRING, and SOTS Iran is a major player in the global oil market and has a unique opportunity to be a regional and international player in the natural gas market. Due to political restrictions, Iran has not been exposed to recent knowledge and technology advancements within the petroleum industry. Norway is a world leader in areas of the petroleum industry, specifically offshore oil and gas. From both technical and managerial points of view, Norway has successfully demonstrated the capability of not only developing new technologies/procedures but also getting the new products/manners into the market. The demonstrated concept of combining education, technology development and use of new technology is a Norwegian trademark. There is also a well-established tradition of close collaboration between authorities, industries and knowledge institutes in Norway that can inspire other countries. In building competence in Norway from the very start of the oil industry era, Norway drew benefits from the principle of teaching the teachers arrangements. Drawing upon first class competence worldwide, Norway got a kick start in its development of its knowledge base. The principle has been applied in many collaboration projects between Norway and other countries. Aiming at knowledge and experience transfer between Norway and Iran, a consortium has been established, consisting of Petrad, Stavanger Offshore Technical College and the company Asia Energiring. The partners in the consortium and their employees have long track records within education, technology development and natural resource management. The partners of the consortium have signed a memorandum of collaboration agreement, committing themselves to deliver high quality courses, workshops, seminars, and other programs under the Energiring lead, on demand from Iranian authorities, industries, and R&D organizations. The consortium partners are committed to provide tailor-made training services to strengthen both national and private Iranian organizations capabilities in managing the petroleum resources and operations more efficiently. These knowledge transfer activities within the field of energy and petroleum will be the first step of a long-term collaboration between the countries, aiming at providing the state of the art knowledge in these fields. 3 Capacity development events by country Since its establishment, Petrad has facilitated nearly 700 capacity development events in over 50 countries. More than participants from over 100 frontier or experienced petroleum nations have learned and shared knowledge with the Norwegian experience as a starting point. In general, participants represent petroleum authorities or national oil companies, where they hold positions in line for, or at a management level at the time of participation. Feedback has proved that the facilitated processes, the training events and the network have contributed to strengthen capacity development of the participants institutions as well as individual competence enhancement.
