6 The Role of the Italian Road Police The Italian Polizia Stradale (Road Police) is a proper specialties of the Italian Police and it is the only Police Body entitled for the service along the motorway network (as per Italian Road Code). The Polizia Stradale patrols the 7,000 km of national motorways and the main roads outside towns as well. Its mission includes the: operation for road safety prevention and detection of driving offences protecting and controlling the road network planning and carrying out services to regulate traffic managing traffic in case of severe weather conditions traffic accidents management and reporting rescue operations normal police services (e.g. territory control, crime prevention) 7

11 The Cooperation with AISCAT: Procedures & Technology The cooperation between AISCAT and the Italian Road Police has been active and fruitful for 50 years, basing on a specific Agreement regularly updated (the last one was signed on December 2016) The Agreement determines costs, duties and responsibilities: actually, for the exclusive service along its own network, each Concessionaire Company pays specific allowances, vehicles, equipment, barracks, technical facilities, etc. The Agreement defines distribution and mode of surveillance and patrolling by Road Police, as well as the other tasks of the Road Police patrols (first intervention, detection violations, incidents mapping and survey, service area control, traffic regulation in case of emergency events and bad weather conditions, freight regularity, etc.) 12
12 The Cooperation with AISCAT: Procedures & Technology Some of the main issues of the new MoU: the introduction of "dynamic" and modular elements characterizing each single agreement (with the single Concessionaire Company) at territorial level; the revision of the allowances for Road Police personnel introducing new items based on meritocratic and rewarding mechanisms (e.g. for activities like patrolling during the night time) the achievement of specific level of service as preliminary and binding condition for the recognition of specific allowance items; the objective and regular measurability of the services performed, as well as the type of activity carried out (e.g. patrolling, rest areas control, freight control, toll evasion tackling, incident recognition, etc.); the mutual sharing of information relating to operating vehicles serving along the motorway during exceptional occasions (e.g. snowfalls, heavy fog, mass departures, etc.) the optimization and efficiency enhancement of the tools used by Road Police (e.g. maximum mileage of the vehicles, use of new technologies, etc.); the identification of a data and information flow between the parties, relating to both operational and administrative aspects 13
