3 Solaris Mobile Ltd: an Eutelsat/SES-Astra joint company > Joint venture (JV) announced in October 2006, to serve markets for Mobile Broadcasting and other communications services in Europe > 23 satellites in orbit, over 2500 TV channels broadcast, headquartered in Paris, France > 13 satellites in orbit, over 1600 TV channels broadcast, headquartered in Luxembourg; subsidiary of SES, 44 satellites > The two companies intend to partner to procure, operate and commercialise S-Band satellite capacity > Frequencies are ideally suited to mobile satellite services, including Mobile TV & Interactive Communications > 2,170 2,200 MHz (space-to-earth) > 1,980 2,010 MHz (earth-to-space) > Ability to use high priority ITU satellite filings at 10 East > Geographical scope includes Europe, Middle East, Africa > Focus on space segment infrastructure > JV incorporation and operation since 2 nd half 2007 following EC anti-trust clearance in July 2007 > Solaris Mobile is today operational with headquarters in Dublin, Ireland

5 The S-band opportunity in Europe > Europe decided to assign EU-wide licenses for MHz of S- band spectrum reserved for Mobile Satellite Services (MSS) > Same spectrum is assigned for satellite use on a primary basis, and for terrestrial use only in complement of the satellite-based services (Complementary Ground Components (CGC) - equivalent to ATC) > In 2009, Europe will benefit from the first satellite services in S- band > This infrastructure will enable the deployment of new pan- European mobile services: > 100% European coverage thanks to satellite coverage > for broadcast and unicast mobile services > targeted to handheld and vehicular terminals > Mass-market opportunity at the crossroad of major industries: > Broadcasting, telecommunications and transport infrastructures > Cellular Mobile > Automotive > Service operators > Content editors > Equipment manufacturers
