2 FORUM DELL INNOVAZIONE ITALIA CINA Rome, 8 November 2010 Ennio Lucarelli, Vice President CONFINDUSTRIA SERVIZI INNOVATIVI E TECNOLOGICI Ladies and Gentlemen, it is for me a real pleasure to be here today and have the opportunity to present our ideas about innovation in e-government applications; because of the limited time, I will limit my presentation to only few of our innovative experiences in e-health and Environment systems. I represent the Federation Confindustria Servizi Innovativi e Tecnologici, that is composed by 51 Industry Associations, 62 Local Organizations, representing: 1 million enterprises, some large and many medium and small ones, 2.5 millions employees, 13% of Italian Gross domestic product (GDP - ISTAT). Confindustria Innovative and Technological Services represents businesses that operate in consulting services, advertising, public relations and marketing, computer technologies, digital contents, e-media, engineering, internet providing, certification bodies, radio and television networks, research and surveys, satellite applications, training, technological and professional services, telecommunications. Innovative and Technological Services are changing our ways of living and working and are fundamental to increase business productivity, Public Administration efficiency and provide better services to families in areas like healthcare, education, justice, tourism, culture, energy, environment. An large number of our enterprises currently invests in innovation, often developing common researches in network with other companies, universities and pilot customers; in this way, the creativity of the small and medium enterprises can give its contribution to R&D. I will now introduce you to some areas where Italian companies have developed highly innovative information systems. 1
3 Health & environment emergency control In most countries, Emergency Communication Services and Support Systems to Emergency Operators are provided through a single emergency number (like 911 in the U.S.A.) supported by a call centre using telephone, radio and dispatch systems connections, and based on a very complex Data Processing System. The Management of Emergency Services for the different areas of competence (police, ambulance, fire brigade), is handled by teams of Operators in Operations Centers, responding to a single emergency telephone number even if the Country is divided into a series of local service regions. When a Citizen calls this single emergency number, he asks the call operator to respond to his needs. It is then the operator responsibility to respond to these request in the best possible way by coordinating the different emergency services. Supervisor Operation Centre Operator Unitary Cartography Server IP Phonic TCP/IP Recording Radio Radio PST Phonic Local Operation Centre TCP/IP Personnel employed in Operation Centers, need to respond to a very large variety of emergency cases, every single day: urgent Police response to protect life and/or property; urgent Medical response to people with health problems, requesting First Aid services; urgent Fire Brigade response in case of burning properties. 2
4 This kind of application requires high-performance systems, absolute real-time responses, continuity of service, capability to process in areas with very high concentration of population, all objectives that Italian companies have been able to achieve. e-health I will give you only some figures to show how important is this theme for Italian businesses and citizens. According to statistics released by the International Monetary Fund, public health care expenses will grow from 7 up to 11 % of Italian Gross domestic product in e-health tools and applications are many, but I will concentrate only on: 1) Telemedicine and tele-assistance network that, through the use of highly sophisticated management applications and sensors, permits the monitoring and provision of health services to patients by remote and, by doing so, decongest the very expensive Hospitals Departments; 2) e-health network, that supports communication and data exchange between Citizens, Doctors, Pharmacies and Hospitals, in order to allow Institutions and/or Organizations to file and manage medical information digitally to provide better service to Citizens and obtain important savings. The e-health network is based on: Health information citizens network ; Prescription and digital certification flow; digital booking, payments and medical reports. 3
5 Conclusions Italian companies in information technology are very active in the development of information systems for e-government. In addition to that, they are very much engaged in the modernization of small and mediumsized Italian and European companies, in digital innovation of industrial districts, clusters and networks, in order to enhance their capability to compete and cooperate internationally in all areas where Made in Italy and Made in Europe can produce products and services of excellence. Our best practices and developed systems are very useful to promote international cooperation and growth at international level, because they have been built on complex and concrete experiences made in Italy (such as the systems used for the hospitality of tens of millions of pilgrims during the Great Jubilee of 2000 in Rome, officiated by Pope John Paul II. I am confident that China, in the coming years, will increase its investment in the development of e-government information systems, and that there will be plenty of opportunities for Italian companies to cooperate with China and make useful contributions based upon our very strong technological know how and concrete experience.
