3 PoliScan systems are used especially for the purpose of mobile traffic monitoring. In case speeding vehicles have to be monitored digitally, PoliScan speed offers the ideal solution. This pathbreaking innovation from VITRONIC provides high-quality pictures of both the vehicle license plate and the driver, enabling the case to be prosecuted in the courts, where applicable. Since the company was founded in 1984, VITRONIC has been known for the design and supply of state-of-the-art machine vision systems. With our products, based on many years of experience in the field of vehicle identification, we are opening up new applications in the area of traffic monitoring. For instance, TollChecker, the control unit for the commercial vehicle toll, enables the reliable identification and classification of vehicles in free flow traffic, even in the event of rapid lane changing or high traffic density. The TollChecker technology is also be used for the implementation of city tolls. The PoliScan family offers a wide range of products for free flow traffic surveillance, opening up new possibilities for users and relieving them of a great deal of routine work. PoliScan surveillance has been developed to assist in identifying and locating potential criminals, and can be used either as a stationary or mobile unit for monitoring of free flow traffic. In view of the increasingly open borders within Europe, intelligent solutions are required in order to replace the former border controls. PoliScan surveillance is just such a solution, offering automatic recognition of vehicle license plates. Once the registration has been recorded and automatically read by means of infra-red flash illumination invisible to the human eye, the result is compared with the database of wanted vehicles. In case of a match, the police or control authorities are notified automatically. New technologies are revolutionizing speed and red-light supervision. The PoliScan product line has been extended to include PoliScan digital, which evaluates digital images of speeding and red-light offences. The PoliScan family has already proven itself within many German authorities and communities, and provides a cost-effective and efficient means of handling various aspects of the law enforcement process. 4 The new technology for digital speed measurement PoliScan speed the mobile traffic supervision solution for police, communities and districts For the documentation of traffic offences, PoliScan speed uses a high-resolution digital camera to take an overview picture that includes the driver. The image, speed measurement and case data are merged as evidence, and saved in encrypted, digital form. PoliScan speed meets the highest demands with regard to data security, allowing such cases to be prosecuted in court, where necessary. Multi-lane speed measurement PoliScan speed is an innovative system for digital speed detection and recording. In contrast to conventional measuring systems, such as radar, light barriers, piezo-section etc., PoliScan speed simplifies the detection and recording of traffic offences as complex system installation and calibration at the measurement site are unnecessary. The system can even simultaneously record and measure several vehicles in parallel lanes. This avoids the ambiguity and measuring errors common to conventional systems, enabeling traffic offences to be documented and efficiently prosecuted. User interface displaying a speeding offence PoliScan speed can be used either as a mobile or a stationary system, and allows the evaluation of possible offences and the quality assessment of the relevant pictures to be made either on the spot, at a later time. PoliScan speed is defining a new era in speed enforcement.
5 Technology The measuring sensors developed by VITRONIC cover the full region of interest. In contrast to radar based systems, the speed measurement is target selective. Therefore, PoliScan speed enables monitoring of multiple lanes, irrespective of the traffic density. All vehicles in the region of interest are thus monitored simultaneously. Digital image recording is possible regardless of the time of day or weather conditions. The case data recorded are documented and encrypted within the detection unit. The electronic signature prevents any alteration of the case data, ensuring clear allocation to the relevant measuring device. 6 Monitoring and identification of vehicle license plates Automatic vehicle license plate identification for law enforcement with PoliScan surveillance Identification of vehicle license plates PoliScan surveillance is an identification system that can be used either as a mobile or stationary unit. It identifies passing vehicles by means of their license plate numbers. Stationary installations and mobile utilization points can include bridges, the roadside, border crossing points, access control points, entrances to company premises and motorways. National and international license plates are read automatically and crosschecked with a database. If matched with a wanted vehicles database, an automatic alarm can be transmitted to the relevant authorities. All other vehicle data not signaling an alarm will immediately be deleted. Infrared Illumination Camera Camera Stationary installation of PoliScan surveillance at a border crossing point Technology VITRONIC uses intelligent sensor systems for reliably detecting and identifying vehicles by reading their license plates. This eliminates the need for set-up of induction loops in the road and prevents the opportunity for vandalism as opposed to conventional light barriers. Invisible infra-red illumination ensures high reliability both during the day and night. The mobile encrypted transmission of vehicle match data by fixed network, GPRS or GSM guarantees reliable operation. 7 Evaluation of digitally recorded speeding and red-light offences Ready for the digital future with PoliScan digital Back office processing of a digital image with case data, ready for hand-over for traffic offence proceedings PoliScan digital is a system for the automated evaluation of digital images from traffic monitoring. This is the digital twin of the already well established PoliScan system, which is used for the evaluation of conventional wet films. PoliScan digital imports data from digital cameras or other digital media, such as DVD or CD-ROM, and processes the data for German and international traffic offence proceedings. This data can be obtained by either stationary or mobile units, such as PoliScan speed. Technology PoliScan digital provides a high quality overview picture from the digital data, together with the driver s picture and the license plate, used as evidence in a trial. All relevant case data can either be generated automatically or taken directly from the original digital data for manual processing. The automatically generated data record can either be printed out directly or transmitted to the relevant traffic authorities for manual completion of their database entries. After transmission of the complete data record to the relevant traffic authorities, the file reports are produced quickly and reliably.
