2 (A) SPECIAL INSTRUCTIONS TO BIDDER Please read following instructions carefully before submitting your bid. 1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in AutoCAD format and manuals in PDF format, for offered item shall be submitted. Also the hard copies as per specification shall be submitted. 2. The bidder shall submit Quality Assurance Plan for manufacturing process and Field Quality Plan with the technical bid. 3. The bidder shall have to submit all the required type test reports for the offered item. In case of non-submission of the type test reports with the offer, the bid shall be liable to be rejected. 4. The bidder must fill up all the point of GTP for offered item/s. Instead of indicating refer drawing, or as per IS/IEC, the exact value/s must be filled in. 5. All the points other than GTP, which are asked to confirm in technical specifications must be submitted separately with the bid. 6. The bidder is required to impart training in view of manufacture, assembly, erection, operation and maintenance for offered item, at his works, to the person/s identified by GETCO, in the event of an order, free of cost. The cost of logistics will be bear by GETCO. 7. Please note that the evaluation will be carried out on the strength of content of bid only. No further correspondence will be made. 8. The bidder shall bring out all the technical deviation/s only at the specified annexure. 9. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). Page 2 of 19

3 (B) QUALIFYING REQUIREMENT DATA (For Supply) Bidder to satisfy all the following requirements. 1) The bidder shall be Original Equipment Manufacturer (OEM). The offered equipment have to be designed, manufactured and tested as per relevant IS/IEC with latest amendments. 2) The minimum requirement of manufacturing capacity of offered type, size and rating of equipment shall be 7 times tender / bid quantity. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). 3) Equipment proposed shall be of similar or higher rating and in service for a minimum period of THREE (3) years and satisfactory performance certificate in respect of this is to be available and submitted. 4) The bidder should clearly indicate the quantity and Single Value Contract executed during last FIVE (5) years, for the offered equipment. Bidder should have executed one single contract during last five years for the quantity equivalent to tender / bid. 4 (I) GENERAL : SUPPLY OF PLCC TERMINAL WITH Indoor PLCC Equipments are required for important 400KV, 220KV and 132KV Sub/station for Speech, Data Transmission, Protection and Teleprinter Links. (II) GENERAL REQUIREMENT : The equipments shall be of latest components, technology and highly reliable. The equipments offered must have been type tested. (III) SCOPE OF SUPPLY : PLCC TERMINAL WITH Single or DUAL 19 RACK OF as per schedule of requirement, 4 Wire Telephone, Dummy Load Print for testing of on Loop, 75 Ohm Cylindrical Balance Load, 4 Nos. of UHF Connector (UHF Gland), Emergency test tone calling jack handset, industrial good quality single phase A.C exhaust fan for cooling of carrier terminal under operation, Operating instruction manual, Programming & tuning procedure manual etc., all are included in scope of supply. The Carrier equipment shall be supplied with fully wired complete in all respect with all interconnections between equipments wherever necessary and terminal blocks required for termination of external wiring or to provide interconnection between equipments to be integrated along with steel channels with fixing nut/screws. The internal co-axial loop with UHF gland of sufficient length for HF signal connectivity between two racks of ETL-41 system in case of panel with dual rack shall also be provided. The equipment shall be of latest design with motherboard construction. You will have to impart free training of ETL version carrier equipments to at least 3 to 4 telecom engineers of G.E.T.C.O to get acquainted with the technology for our new incumbents. (IV) SPECIFICATION : The equipments to be supplied under this specification shall function satisfactorily under tropical, hot, humid, salty and chemically polluted climatic condition with adverse temperature Page 4 of 19

5 condition. The equipment shall be manufactured and tested as per latest national or international standard (IS, IEC, CCITT, CIGRE, etc.) whichever is better. This will be clearly brought out by the bidder. The equipments offered shall confirm to, but not limited to following standards. (1) IEC Single sideband Power Line Carrier Terminals. (2) IEC 834-1/ Performance & Testing of teleprotection (Part-I) equipments of Power system - Narrow band Command system. (3) IEC / Environmental Testing Part-2 Tests section-3 Test Ca: Damp heat steady state. In addition to the above, the carrier terminal shall be manufactured and supplied detailed as under: (IV)(A) CARRIER TERMINAL EQUIPMENT : It will be multipurpose equipment to transmit and receive speech, data, protection, tele-operation, telemetry, and facsimile signals. It will be manufactured and supplied as per following details. The "Carrier Cabinet" shall be multipurpose cubicle suitable to accommodate carrier equipment, electronic group selector, protection coupler, modems for data transmission, DC to DC convertor and band pass filters etc. All the equipments details as above shall fit into different tiers of the "Swinging Frame" fitted inside the above cubicle, swinging frame shall be of 14 SWG sheet steel. All the equipments fitted in above swinging frame shall be fully wired. It should be possible to test the equipment from front side and erect the cubicle side-by-side or back-to-back. The cubicle shall be made from 16 SWG sheet steel. It will have rounded corners with front door and lock. It will be designed for efficient cooling with an exhaust fan at the top inside the cabinet, to take away the heat generated within the terminal. Normally the cable entry shall be from the bottom, however, suitable provision Page 5 of 19

6 shall be made for cable entry from top, which shall be covered by blanking plate at the time of supply. Visual indication shall be provided in front of the terminal at the top for indication of failure of carrier terminal i.e. Transmitter, Receiver or Power supply. There shall be provision for audio indication also. Suitable labels for identification of indication shall be provided. The cubicle shall be provided with foundation holes for fixing the same on foundation. Air inlet shall be provided at bottom and Air Outlet with exhaust fan at the top. Any opening shall be provided with wire mesh for vermin proofing. The cubicle shall be completely dust proof and vermin proof. The cubicle shall go through seven-tank phosphating process and shall be coated with two coats of red oxide primer followed by synthetic enamel. 2 Nos. vertical C-Channels with slotted angles and sufficient no. of horizontal channels with holes shall be provided inside the cubicle at backside for wiring purpose suitable for system capacity of twin 19 rack of ETL-41. The cubicle size shall generally match with existing cubicle and shall be of size 1960mm X 670 mm X 420 mm (Height x Width x Depth). It shall be provided with standard 19" tiers to house the modules. Three ways HF co-axial clamp with terminal shall be provided inside the cubicle at rear side. One 8 way electrical connector, a three-pin plug with fuse shall be provided for 250 V AC 3 Phase 50 C/S supply. The cubicle shall be fully wired. Arrangement for internal lighting shall be provided using 15-Watt fluorescent tube of Philips make. The equipment shall be supplied with arrangement suitable to operate either on 48V DC or 220V DC supply as per requirement provided in SCHEDULE OF REQUIREMENT OF respective tender with voltage variation from - 15% to + 20% and ripple of < 2 % maximum. 7 The carrier power supply module shall be provided with a circuit breaker, which shall automatically trip due to over voltage to carrier equipment and/or over modulation. The circuit breaker shall be provided in front of power supply module so that it is easily accessible. This circuit breaker shall be provided with a facility to switch on and to switch off the same mechanically by hand, by pressing and releasing a push button switch. A fuse shall also be provided in series of this circuit breaker, which shall operate in case of failure of the circuit breaker. Amplitude Modulation, single side band, 40W (which can be programmed for 20w/10w/5w, if required) peak envelope power at co-axial output including pilot and if any other carrier signal shall be provided. HF range shall be 40 khz to 500 khz. The equipments are meant for multipurpose application like speech, data, teleprinter and control command facility. The requirement of IS 9528 and IEC 663 shall be fulfilled for accurate transmission of control command, data and TP signals. A central frequency synthesizer, whose basic frequency is obtained from a crystal-controlled oscillator with very high frequency stability, shall generate the necessary frequencies required in carrier terminal. Thus a synthesized version carrier set shall be preferable. Carrier terminal shall be multipurpose, fully transistorized IC version with modular construction and mother board technique, fully programmable i.e. pilot frequency, audio freq. & carrier freq. with synchronizer and highly efficient for adjacent channel working to overcome frequency congestion problem. It will be suitable for 2-Wire services and Hand set/emergency call telephone, which can be used for "Audio Test", shall be provided with necessary circuitry etc., together with handset. The transmitter shall be provided with 3 teleoperational input minimum (in addition to speech and protection input), which shall be fully decoupled and adjustable for level setting. Preferably inputs shall be through disconnectible links to avoid use of soldering irons for soldering and desoldering of wires from terminal block. Minimum separate tunable teleoperational output Page 7 of 19

8 shall be provided, for the normal 600-Ohm termination. Suitable facility for transit connection of teleoperational channel shall be provided. Additional outputs may be provided for this purpose. The "Signal Boosting" facility shall be provided for important signals like "Protection of Tele-operational signals". The speech is disconnected and entire output is available for protection signals. The bidder shall describe the arrangement provided. A built in "PLC EQUALIZER" shall be provided to overcome effect of amplitude distortion due to mismatch etc. Equalization facility for auxiliary carrier shall be described in details. A supervision module with necessary circuitry shall be provided to monitor Transmitter, Receiver and Power supply. Both the collective alarm and individual alarm shall be provided. Audio and Visual indication shall be preferable. The indication for squelch operation is necessary. Suitable potential free contact shall be provided for external alarms. The bidder shall describe in detail indications, internal alarm and external alarms provided. A module with built-in meter and oscillator with selector switch shall be provided with necessary circuitry to test and commission the PLC link without the help of an external signal for ease of inspection and testing. A cylindrical dummy load, dummy load print for testing shall be in the scope of supply. It shall be possible to test the equipment locally by a dummy load. It is preferable that equipment is provided with facility to test transmitter and receiver locally by connecting them back-to-back. Any extra optional print required for such type of test shall be in the scope of supply. Builtin AGC test for HF level variation of + 14 db/-26 db may be necessary. The local testing facility provided shall be described in detail by all bidders. The 4 Wire express telephone instruments shall also be in the scope of supply. The bidder shall have to provide training to four personals of GETCO on all the equipments covered under this specification free of cost at their works. All the test points with standard values, indications etc. shall be provided in front of the cabinet and shall be easily accessible. Page 8 of 19

9 All the bidders should furnish full technical particulars of their equipment as indicated in Schedule-"A" attached. The carrier terminal shall have a 4 khz bandwidth so that it is compatible with UHF/Microwave equipment. Speech shall use bandwidth up to 2 khz. The rest of the band shall be utilized for teleoperational channels. The bidder shall indicate possible number of teleoperational channels with speed. The pilot frequency shall be above 3600 Hz and should be programmable. The bidder shall indicate Frequency Spacing required between Transmit and Receive bands for parallel working of a number of Carrier Terminals on a Common Line. This will be indicated in Schedule-A attached. Low Power consumption shall be desired feature to maintain healthy communication during system disturbance. The equipment shall be suitable for co-axial cable having impedance of 75/125-Ohm unbalanced or 150-Ohm balance. This should be programmable. Carrier Terminal shall be provided with 4-wire jack; dummy load module, and 75/125-Ohm load in loose. Carrier Terminal shall have in built Digital Transit Filter with programmable frequency and also in built Compressor and Expander for improving the S/N ratio. The equipment must have gone through all environmental and field tests and shall work satisfactorily under hot, humid and polluted climate. It should have worked for at least five years successfully in Electricity Boards. It shall work satisfactorily up to 55 C. It shall satisfy a storage temperature of 70 C. The Temperature criteria shall be shown by laboratory test by using hot chamber during inspection. The equipment shall be provided with a nameplate in front of cabinet indicating make, serial no., Transmit and Receive Page 9 of 19

10 (IV)(B) SUPPLY OF PLCC TERMINAL WITH frequency and station Direction. The module layout and station direction and Transmit-Receive Frequency shall be indicated behind the door. Bidder shall indicate guaranteed values for carrier terminal offered by him. This shall be indicated in Schedule-A attached. The bidder may quote different models being manufactured by them, which are equivalent to or better than the specified. (1) Any deviation shall only be indicated in Schedule-A/1 attached with this specification. (2) The GETCO reserves right to increase or decrease the quantity at the time of placing the order. (3) The GETCO reserve right either to accept or reject any of the offers without assigning the reason. (V) CONFIGURATION: The Configuration of 40 Watt Single Channels, Fully Programmable Carrier Equipment Type ETL-41 shall have following different cards/prints. B5LA : Power Supply Unit N3NL : Test Meter E5LA or E5LB: Tx-Filter (Detail of model will be decided later on & based on Tx/Rx frequencies).
